The most resilient approach is a portfolio: monitor public notices and dynamic markets, identify private projects while they are still in planning, build relationships with developers and professional teams, and target procurement routes such as traditional, design-and-build, early contractor involvement (ECI) and two-stage contracting.
Choose each opportunity by access, bid cost, speed, design responsibility, risk allocation, payment terms and fit with your firm’s size and specialist capability. That replaces dependence on one framework with a repeatable pipeline.

Why look beyond a public-sector framework?
Frameworks can make repeat public-sector buying efficient, but they are not the only route to work. The UK Government’s Framework Practice Guide, published 10 September 2026, reports £400bn of UK public procurement and notes that a large share is channelled through frameworks. The same guidance says the Procurement Act 2023 does not permit a non-public body to establish a framework, and that a contracting authority can award a call-off only from a framework established by a public-sector body.

That creates a practical access issue. A contractor that misses a framework competition may wait years for the next refresh, while a place on the framework does not guarantee a call-off. Scottish procurement guidance also warns that SMEs can be unable to get onto frameworks or face disproportionate tender-preparation costs. Competing for several frameworks can consume estimating and management time before any contract is secured.

Alternative routes spread that exposure. A private developer may appoint a contractor directly; an architect or quantity surveyor may recommend a specialist; a main contractor may buy a package through its supply chain; or a public authority may use an open notice or dynamic market rather than a framework. Each route has a different point at which you can influence scope, price and risk.
Which routes can replace framework dependence?
| Route | How you gain access | Bid cost and speed | Design and scope influence | Typical risk and payment questions | Best fit |
|---|---|---|---|---|---|
| Traditional, employer-designed | Compete for a fully designed project issued by an owner, consultant or public buyer | Usually a defined tender; speed depends on design readiness | Limited before tender; price a stated design | Check design responsibility, variations, retention, valuation cycle and delay provisions | Contractors with strong delivery, estimating and comparable-project evidence |
| Design-and-build | Respond to an employer’s requirements and offer a single design-and-construction solution | More pre-tender coordination; can reach site faster once requirements are clear | High; contractor and design team develop the solution | Clarify performance requirements, design liability, changes and design sign-off | Firms with dependable designers and the ability to control buildability |
| Early contractor involvement (ECI) | Win an initial design-stage competition with a developer, consultant or main contractor | Early appointment; later construction price is agreed after development work | Very high; buildability, programme and cost input are expected | Define pre-construction fees, open-book information, exit rights and the basis for the later contract | Contractors that can estimate, plan and advise before drawings are complete |
| Two Stage Open Book | Compete for a team appointment, then develop and agree the construction contract | Earlier involvement; final price follows design and risk development | High, with transparent supply-chain input | Agree the pain/gain or cost mechanism, audit rights, overheads, risk ownership and what happens if agreement fails | Collaborative firms with transparent estimating and reliable records |
| Cost Led Procurement | Join a team working to a cost ceiling and output specification | Early design and pricing effort; avoids designing beyond the available budget | High, provided ideas meet the output and cost ceiling | Test how inflation, scope change, contingency and savings are allocated | Specialists able to offer measurable efficiencies or repeatable solutions |
| Integrated Project Insurance | Become part of an integrated project team selected for capability and behaviours | Significant early collaboration; programme follows integrated development | Shared across the team | Understand the insurance model, collective risk, governance and individual obligations | Firms comfortable with shared goals and open information |
| Direct private appointment | Build relationships with developers, housing associations, estate owners, consultants and tier-one contractors | Can be fast when trust and scope already exist; prospecting is continuous | Depends on project stage and client preference | Negotiate payment security, collateral warranties, termination, scope and liability before committing | Local or specialist contractors with a clear niche and repeat-client potential |
| Open notices and dynamic markets | Monitor Find a Tender, contracting-authority pipelines and dynamic-market opportunities | Access is open or periodically refreshed; each notice has its own timetable | Usually limited after the requirement is published | Read the notice, selection questionnaire, contract and call-off rules in full | Firms that can qualify quickly and price standardised work |
The table is a screening tool, not a promise of conversion. The right route depends on project type, client capability, market conditions, contract form and the evidence your business can show.
Public-sector opportunities without framework membership
Search Find a Tender and dynamic markets
Use Find a Tender’s Summarised Search to identify existing frameworks and dynamic markets, then decide whether an open competition or a dynamic-market admission is more suitable than waiting for a framework refresh. A dynamic market can admit suppliers during its life, subject to the stated qualification requirements; read each authority’s notice rather than assuming all markets operate identically.

Set saved searches for your work categories, common CPV descriptions, target regions and minimum contract values. Check new notices at least weekly and record the clarification deadline, expression-of-interest date, tender return date, estimated value, contract term and any site or insurance prerequisites. Download the selection questionnaire and draft contract on the day you qualify a lead so that a late commercial or legal issue does not consume bid time.
Use authority pipelines and portfolios
The Construction Playbook places pipelines, portfolios and longer-term contracting in the planning stage. Authorities often publish forward plans, capital programmes, estate strategies or market-engagement notices before a formal tender. Track those documents for project name, likely delivery date, procurement route, budget status and named client team. A pipeline entry is not an award, but it gives you time to assemble partners, obtain site information and ask proportionate clarification questions.
Prepare for open competitions
Open public competitions still require evidence: financial standing, relevant experience, health and safety, quality management, social value, carbon controls and supply-chain capacity. Keep a core answer bank, but tailor every response to the stated outcomes. Public buyers score only what the procurement documents request; a generic capability statement is not a substitute for a compliant answer.

How to find private projects before they reach tender
Monitor the earliest reliable signals
Planning applications are often the first visible indication of a project. Review planning portals in your target authorities for applications that match your sectors, size and geography. Capture the applicant, planning consultant, architect, transport or engineering advisers, expected decision date and any phasing information. Follow developer announcements, land acquisitions, funding approvals and consultant appointments, because these signals can appear months before a contractor is selected.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteAlso monitor main contractors’ supply-chain and subcontractor-registration notices. A tier-one contractor may publish a package requirement before issuing a request for quotation. Registering is only the start: send a concise capability note tied to the package, then maintain contact when the programme moves.
Build a relationship map
Maintain named contacts at:
- Private and institutional developers.
- Housing associations and estate owners.
- Architects, quantity surveyors, cost consultants and project managers.
- Main contractors that buy packages matching your specialism.
- Planning, civil-engineering and building-services consultancies that influence early design.
Record each contact’s sector, project stage, preferred contract forms, geographic coverage, last interaction, next useful action and any stated supplier requirements. Offer useful early input—budget ranges, buildability observations, sequencing options or local supply knowledge—without presenting an unsolicited design that creates liability.
Ask for the right conversation
When a project is at planning or concept stage, ask who owns the cost plan, when design will be frozen, whether the client is considering ECI or design-and-build, and how specialist packages will be bought. These questions reveal whether you can influence the project or whether you should wait for a defined tender. Ask to be included in market engagement or a pre-construction shortlist; do not assume that a planning contact controls the eventual appointment.
How each procurement route creates a different sales opportunity
Traditional procurement
In a traditional route, the employer and consultants design the works and the contractor builds to that design. Your advantage is dependable delivery: demonstrate comparable scope, programme control, quality records, safety performance, supply-chain resilience and a realistic price. Study the information release schedule and exclusions carefully. A low tender that silently carries design gaps or unrealistic allowances is not a viable win.
Design-and-build
Design-and-build gives the contractor responsibility for coordinating design and construction. Your proposal should show how you will turn the employer’s requirements into a buildable, compliant solution. Identify the lead designer, design deliverables, review gates, statutory approvals and information needed from the client. Explain how early decisions affect cost, programme, maintainability and carbon. Confirm which performance obligations are absolute and which can be met through an agreed design development process.

Early contractor involvement
ECI is an initial design-stage tender for a main contractor to contribute buildability, programme and cost expertise. It is a route to work before the construction price is fixed, but it is not free estimating. Seek a written pre-construction scope, fee and payment timetable. Define the information you may rely on, the deliverables you will produce, ownership of your proposals and the conditions for moving to the construction phase.
Bring an estimating and planning team to the first workshop. Show a cost plan with assumptions, a risk register, a procurement schedule and a programme logic that can be tested. Ask whether the client can appoint another contractor if the later price is not agreed and how your pre-construction costs are protected in that event.
Two Stage Open Book
Under Two Stage Open Book, a team is appointed after an initial competition and the construction contract is awarded at a later stage. Selection therefore tests behaviours and capability as well as headline price. Prepare transparent build-ups for labour, plant, materials, subcontract packages, preliminaries, overhead and profit. Keep a dated record of design changes and risk movements so that the later contract is based on an auditable position.
Before entering, clarify the target price or cost plan, allowable and disallowed costs, audit access, contingency ownership, inflation treatment, design responsibility and the mechanism if the parties cannot agree the final contract. Collaborative language does not remove the need for precise commercial terms.
Cost Led Procurement
Cost Led Procurement starts with a cost ceiling and an output specification so that the supply chain can contribute experience and innovation within an affordable envelope. This suits contractors with repeatable details, off-site capability, efficient sequencing or proven maintenance savings. Quantify the benefit and state the assumptions: a claimed saving that cannot be measured or maintained will not survive scrutiny. Confirm what happens when the output specification changes or the ceiling is threatened.
Integrated Project Insurance
Integrated Project Insurance forms an integrated project team intended to reduce adversarial blame-and-claim behaviour. The model requires open information, shared governance and a clear understanding of collective and individual obligations. Consider it only when your business can commit management time to joint risk decisions and when the insurance, liability and dispute arrangements are explained by advisers who understand the model.

Score leads before spending bid time
A simple weighted score prevents an attractive headline value from hiding an unsuitable contract. Rate each factor from 1 (poor) to 5 (strong), then apply weights that reflect your strategy:
| Factor | Questions to answer |
|---|---|
| Strategic fit | Does the work match your specialist capability, geography, preferred size and available management capacity? |
| Access and influence | Do you know the decision-maker, can you shape the scope, and is the route genuinely open to your firm? |
| Evidence strength | Can you provide recent comparable projects, references, competent staff and the required accreditations? |
| Commercial quality | Are payment timing, retention, security, liability, inflation and change mechanisms acceptable? |
| Risk clarity | Are ground, design, interfaces, programme and client dependencies understood well enough to price? |
| Bid efficiency | Is the likely return worth the estimating, design, travel and professional-adviser cost? |
| Relationship value | Could a successful job lead to repeat work, preferred-supplier status or credible referrals? |
Set a minimum score and a maximum bid budget. Override the score only with a documented reason, such as a strategically important first project in a new sector or a client whose payment record is independently verified.

Practical options for small contractors
Target packages, not only whole projects
Large developments are divided into packages for groundworks, concrete, envelope, fit-out, building services, external works and maintenance. A small contractor can be more competitive and visible as a package specialist than as a bidder for an entire project. Track which tier-one contractors buy your package, learn their onboarding requirements and make your capacity visible before the package is released.
Own a defensible local niche
Define a service area and client type you can serve reliably. Local knowledge of planning conditions, logistics, labour availability and supply chains is valuable to developers and consultants, particularly where the work is too small for national attention. State your geographic limits clearly so that a prospect does not mistake a broad marketing claim for available capacity.
Use professional intermediaries appropriately
Quantity surveyors, project managers and architects can introduce contractors, but they protect their client’s interests. Give them concise, technically useful information and respond quickly to requests. Never ask an intermediary to bypass a client’s procurement rules; ask how you can qualify for the next appropriate opportunity.
Common failure modes and fixes
| Failure | Why it hurts | Fix |
|---|---|---|
| Waiting for a framework refresh | Pipeline dries up between competitions and you miss earlier private signals | Run public, private and supply-chain searches every week |
| Registering everywhere without a niche | Time is spent on portals that produce little relevant work | Choose sectors, regions and package types, then set targeted alerts |
| Calling only when a tender is live | The design, budget and preferred team may already be fixed | Start conversations during planning, funding and consultant appointment stages |
| Offering unpaid ECI by default | Pre-construction effort becomes an uncontrolled bid cost | Agree scope, fee, deliverables, information use and exit terms in writing |
| Pricing before reading the contract | Retention, liability, payment or design obligations can erase margin | Complete a commercial risk review before committing estimating resources |
| Using one generic capability statement | It fails to answer route-specific evaluation criteria | Prepare modular evidence and tailor it to the client’s stated outcomes |
| Chasing headline value | Large value can hide poor payment, excessive risk or weak fit | Apply a weighted go/no-go score and set a bid budget |
| Assuming a relationship guarantees work | Clients still need a compliant, affordable and deliverable proposal | Convert trust into documented evidence, a clear route and a realistic price |
A 90-day changeover plan
Days 1–30: establish focus
- Select two or three target sectors, a service radius and the contract sizes you can resource.
- Create the opportunity register, scoring rules and bid-approval limit.
- Refresh project sheets, policies, insurance records and financial information.
- List priority developers, housing associations, consultants and tier-one contractors.
- Configure searches for Find a Tender, dynamic markets, planning portals and authority pipelines.
Days 31–60: start conversations
- Contact the priority list with a specific capability and a question about upcoming work.
- Review planning and consultant signals weekly and map each project’s decision-makers.
- Attend proportionate market-engagement events and ask about route, programme and package strategy.
- Prepare an ECI or design-and-build mini-pack with cost, programme, risk and design evidence.
Days 61–90: qualify and bid
- Score every active lead and stop work on opportunities below your threshold unless leadership records an exception.
- Submit targeted expressions of interest and supplier registrations that match your niche.
- Hold contract and payment reviews before full tender production.
- Measure leading indicators: qualified leads, early-stage meetings, invitations, bid cost, decision time and repeat introductions.
- Review outcomes monthly and remove channels that consume time without producing qualified conversations.
What you can and cannot predict
No universal win rate, conversion rate or saving figure has been established for these alternatives. Results vary with project type, client capability, market conditions, contract form and the contractor’s evidence. A route that works for a specialist subcontractor may be unsuitable for a general builder, and a private appointment can carry more negotiation risk than a fully defined tender.
For a specific opportunity, have a qualified construction solicitor and commercial adviser review the procurement documents, proposed amendments, design obligations, payment mechanism, insurance, collateral warranties and termination rights. The objective is not to avoid every risk; it is to understand who controls each risk and price or negotiate it before committing.
A balanced pipeline does not abandon public procurement. It combines open public notices and dynamic markets with early private intelligence, trusted relationships and procurement routes that let your firm demonstrate value before price is fixed. That combination gives you more shots at suitable work while preserving the discipline to reject contracts your business cannot deliver safely or profitably.
