What the Liverpool City Region–Homes England Regeneration Partnership Means

Liverpool City Region, Homes England and the National Housing Bank have agreed a three-year framework for housing and regeneration. Its housing figures are ambitions and indicative spend, not guaranteed delivery or a blanket new funding award.

The Liverpool City Region Combined Authority, Homes England and the National Housing Bank have signed a three-year framework to coordinate housing delivery, regeneration and economic growth. It is the first Place Delivery Agreement (PDA) in England, but it is not a construction contract or a guarantee that proposed homes will be built. Its significance is the planned joint delivery machinery and the projects and housing ambitions it is intended to support.

What is the Place Delivery Agreement?

The three organisations signed the agreement on 1 October 2026; Homes England announced it on 2 October. The PDA sets out how they intend to work together, connecting local priorities with national expertise, investment capability and delivery support. Homes England calls it the first agreement of its kind signed in England. Homes England’s announcement and the published agreement describe a move from collaboration towards co-delivery.

At its centre is a planned Joint Delivery Unit (JDU), bringing together the three partners and intended to provide a single route to expertise in planning, regeneration, infrastructure, affordable housing, economics, development finance, legal services and market engagement. Shared performance arrangements, reporting to the Mayor, quarterly meetings of senior sponsors and an annual review are also specified. These arrangements are designed to coordinate work and track progress; they do not themselves demonstrate that a project has advanced or a home has been completed.

Which projects and priorities does it cover?

The agreement groups the work under three pillars: transformative growth, the housing pipeline and tackling barriers to delivery. Named regeneration priorities include Liverpool North Docks Mayoral Development Corporation and Central Station Gateway. The wider agreement also identifies Liverpool Waters, Wirral Left Bank, and strategic town-centre and brownfield regeneration sites across the six local authority areas.

Liverpool North Docks

Homes England says the North Docks Mayoral Development Corporation will help unlock capacity for around 17,000 homes. This is a prospective project capacity, not a count of homes built or under construction. Homes England’s announcement does not present the figure as a delivery total.

Central Station Gateway

The Central Station Gateway project is expected to support around 4,300 homes, commercial growth, better connectivity and regeneration across 86 acres of city centre. These are stated project ambitions and scope, not evidence of completed housing. Homes England’s announcement provides the figures.

How many homes and how much funding are involved?

The agreement describes a mayoral ambition to deliver around 16,000 social, affordable and council homes across the City Region between 2026 and 2036. It also gives an indicative £700 million Social and Affordable Homes Programme spend amount for the City Region. The ambition is not a delivery record, and the indicative amount is not a blanket new cash award guaranteed by signing the PDA. The agreement text sets out these figures as ambition and indicative spend.

That distinction matters for construction planning: the PDA establishes a framework for aligning priorities, expertise and investment capacity, but the published figures do not state that all schemes have planning consent, finance, contractors or confirmed delivery schedules. The agreement does not supply a project-by-project funding commitment or a completion timetable for the homes it references.

How does this differ from the previous partnership?

The PDA builds on the Strategic Place Partnership agreed in October 2024. The 2026 agreement says that earlier arrangement helped unlock more than £220 million of investment in support of housing and regeneration priorities, 2,043 affordable homes, capacity to deliver over 3,400 homes, and a £380 million Strategic Partnership allocation for more than 3,100 social and affordable homes. These are reported results and allocations attributed to the earlier partnership in the 2026 agreement, not outcomes created by the new PDA. The agreement text provides the account.

The change is principally in the stated delivery approach: the predecessor is cited as having supported investment and housing capacity, while the PDA proposes a joint unit, shared performance arrangements and closer co-delivery. Whether that structure improves delivery will depend on subsequent decisions and outcomes.

What does the agreement legally commit the partners to?

The PDA has an initial three-year term, subject to annual review. Any party may terminate it with at least 90 days’ prior written notice. Its text expressly says it creates no legally binding obligations between the parties and does not create a partnership, joint venture or agency relationship. It should therefore be understood as a delivery framework and set of commitments, not a binding construction contract or a guarantee of housing completion. The published agreement sets out these terms.

What to watch for next

The agreement establishes a structure for coordination, but its stated home numbers are ambitions or project capacities. To assess delivery, readers will need later reporting that distinguishes approved schemes, funded starts, homes under construction and completed homes. The PDA’s annual review and shared performance arrangements may provide a route for tracking progress, although the announcement does not report subsequent construction outcomes.
