As of 13 October 2026, the Future Homes Standard means a new regulatory baseline for covered new homes in England: low-carbon heating, high energy efficiency and on-site renewable electricity generation. The rules generally take effect for non-higher-risk building work on 24 March 2027, but transitional arrangements can mean an individual plot is still built to earlier requirements. Buyers should check the building’s regulatory route, installed systems and handover documents rather than assume that every new-build listing already meets the new standard.
What the Future Homes Standard changes
“Future Homes Standard” is commonly used for the new-homes element of the Future Homes and Buildings Standards. The package implements changes to England’s Building Regulations. The government’s stated aim is for new homes to have low-carbon heating and high energy efficiency, so they will not need retrofitting to become zero carbon in use as the electricity grid decarbonises. It also creates a functional requirement for on-site renewable electricity generation in new dwellings and buildings containing dwellings, and requires information to be provided to homeowners of new dwellings in an appropriate format. MHCLG’s Building Circular 01/2026 sets out the implementation package.

For a buyer, this is a change to the regulatory baseline, not a specification sheet for every home. The rules do not, by themselves, establish which equipment a particular developer will install, the likely energy bill, or a guaranteed saving. Those depend on the home and its systems, and should be checked against property-specific information.

The package also matters after the keys are handed over. The requirement to provide homeowner information is intended to give occupants relevant information in an appropriate format. Ask not just whether a guide will be supplied, but when it will arrive and whether it covers the actual heating and renewable-electricity equipment in your home. A general promise of compliance does not tell you how that equipment is controlled, what maintenance information is available, or which documents relate to your plot.

When does the Future Homes Standard come into force?
The commencement date depends on the type of building work and its transitional status. The statutory dates are not the only dates a buyer needs: for many buildings outside the higher-risk building regime, eligibility to use the previous Part L requirements depends on both submission of relevant building-control documents and commencement of work on that particular building.
| Case | Key date or condition | What it means for a buyer |
|---|---|---|
| Non-higher-risk building work | The regulations come into force on 24 March 2027. For many buildings to use the previous Part L requirements, relevant building-control documents must have been submitted by 24 March 2027 and work on that building must commence by 24 March 2028. | Ask for the building-control submission and plot-specific commencement dates, and which Part L version the home is being built to. |
| Higher-risk building work and work to existing higher-risk buildings | Specified provisions come into force on 24 September 2027, subject to separate transitional provisions and conditions. | Do not assume the non-higher-risk deadlines apply. The project’s HRB status and applicable transition route matter. |
| Buildings that qualify under prior transitional arrangements | Eligibility depends on the relevant submission, commencement and, for higher-risk cases, other specific conditions. Transitional treatment is not automatically granted to an entire development. | Check the route and evidence for the individual building or plot, not only the development’s overall status. |
The circular’s formal statement is: “The Regulations come into force on 24 March 2027, except that regulations 3, 4, 6, 7, 8 and 9 come into force for higher-risk building work and work to existing HRBs on 24 September 2027, subject to transitional provisions.” These dates and exceptions are set out in MHCLG’s circular letter; the detailed transition discussion is in the 2023 consultation response.
In practical terms, “the rules start in 2027” is not enough to determine which requirements govern a home. For many non-HRB buildings, both a timely building-control submission and work commencing on the individual building by 24 March 2028 are relevant to use of previous Part L requirements. A submission for one part of a development should not be treated as proof that every plot has the same transitional status. The evidence needs to match the building being bought.

What counts as a higher-risk building?
The consultation response describes higher-risk buildings as buildings at least 18 metres or seven storeys high containing at least two residential units, as well as care homes or hospitals. For these cases, Gateway 2 and application conditions affect transitional treatment. A building’s height alone is not enough to determine which timing applies, so buyers should ask the developer or conveyancer to identify the relevant route for the specific project.
The higher-risk timetable is therefore not simply a blanket six-month extension for every tall or complex project. The specified provisions have a 24 September 2027 commencement date, but the relevant transition rules and project conditions still matter. If a purchase is in a higher-risk building, ask which HRB category and application conditions the developer relies on, and have the conveyancer check how those apply to the building in question.

Where the English rules apply
This implementation timetable is for England. Building standards are devolved, so buyers in Scotland, Wales or Northern Ireland should check the requirements and dates applicable in their nation rather than relying on the English commencement dates. The formal 2023 consultation ran from December 2023 to March 2024; the government response was published on 24 March 2026 and explains implementation through regulations and new Approved Documents. See the consultation page.
Will a new build have a heat pump and solar panels?
Not necessarily in the exact combination a buyer might expect from the standard’s aims. The package establishes requirements and compliance routes; it is not evidence that every covered home will have a heat pump, rooftop solar panels, or a particular system design. The requirement is for on-site renewable electricity generation, while the exact equipment and design for a property should be confirmed with its developer.
Ask what low-carbon heating system is included and what on-site renewable electricity generation is installed or planned. Request documentation that identifies the equipment, its controls and how it was commissioned. Do not treat a generic development brochure or a listing’s energy claims as a substitute for information about the plot being purchased.
In particular, distinguish the regulatory requirement from a product description. The standard does not establish that a home will have a specified solar-panel system, capacity or layout. If the developer says renewable generation is included, ask what is actually installed or planned for the property and request the relevant system documentation. An off-the-shelf solar kit is not a turnkey, designed and commissioned installation, and buying a kit separately is not proof that the home complies.
What technical rules sit behind the change?

- Routes for demonstrating compliance in buildings connected to heat networks.
- Limiting heat loss from low-carbon heating systems, including insulation of heat-distribution systems.
- Minimum efficiencies and controls for building services, including heat-pump controls and maintenance information.
- Commissioning and installation of fixed building services.
- The new functional requirement for on-site renewable electricity generation.
These subjects affect system design, installation and handover. They do not tell a purchaser which brand, model or capacity a developer has chosen; that is property-specific information to request.

The guidance also covers the distribution system, controls, installation and commissioning. If a home connects to a heat network, there are routes for showing compliance for that arrangement too. When you review the handover pack, look for information about the systems actually provided, rather than assuming that a single label or brochure explains every aspect of their operation.
What should buyers ask before reserving or exchanging?
Use the questions below to turn the regulatory change into checks on the home you are considering. Ask the developer or conveyancer for documents and dates, not only a general assurance that the development is compliant.
- Which building-regulation version and transition route applies to this plot? Request the relevant building-control submission date and evidence of when work commenced on this particular building. If it is a higher-risk building, ask which applicable Gateway 2 or other conditions support its transition treatment.
- What heating system is included? Ask for the system type, the controls, commissioning details and the maintenance instructions that will be handed over.
- What renewable electricity generation is installed or planned? Ask what system is provided for the property and what design, installation and commissioning documents will be supplied.
- When will homeowner information be delivered, and in what format? Request the Home User Guide and relevant information for heating, controls and other installed systems, and confirm when they will be available.
- What compliance methodology and documentation apply? Ask which assessment method and supporting compliance documents relate to the home, and how you will receive them.
This checklist can also help when comparing two new-build properties. Compare the building type and HRB status, the submission and commencement evidence, and the Part L version each home is being built to. Then compare what is actually installed: the heating system, on-site renewable generation and the handover information available. A development-wide statement may not resolve differences between plots or show that two properties follow the same transition route.
Before exchange, it is useful to pin down who will provide the outstanding documents and when. The required homeowner information is relevant at handover, so a buyer may need to ask for a clear commitment about its format and timing rather than expect every item to be available at reservation. Keep the answers with the property documents so they can be checked against the specific home later.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Which assessment method is being used?
SAP 10.3 is initially the sole approved methodology for demonstrating Future Homes Standard compliance. The Home Energy Model (HEM) launch has been delayed; the Department for Energy Security and Net Zero says it is expected to follow after at least a three-month delay. Buyers who want to understand a home’s compliance evidence can ask which method was used and request the applicable documentation. The department’s Home Energy Model update describes the timing. It also reports 62 individual responses to the separate HEM assessment consultation in 2026; that figure records consultation participation, not household energy performance.
The method is a compliance-assessment detail, not a personal bill forecast. Asking which methodology and supporting documents apply is a way to understand the evidence for the home’s regulatory route; it does not establish what a household will pay to heat or power it.
What the standard does not promise about bills or value
The official implementation sources establish regulatory aims and requirements, not a guaranteed bill, a saving percentage, or a house-price premium for an individual buyer. A home’s actual energy costs depend on factors beyond the regulatory label, including its specific design, installed systems and how the household uses them. Compare the property’s documented systems and performance information rather than using the standard alone to forecast a bill or justify a price.
No directly applicable homeowner bill-saving percentage or cost comparison is identified in the official implementation and consultation-response sources used here. That absence matters: a target for efficient, low-carbon homes is not the same as a quantified promise for a buyer. Ask for property-specific evidence, but do not treat any general Future Homes Standard claim as a guaranteed saving or a basis for assuming a particular price premium.

Frequently Asked Questions
When does the Future Homes Standard come into force?
For non-higher-risk building work, the regulations come into force on 24 March 2027. Specified provisions for higher-risk building work and work to existing higher-risk buildings come into force on 24 September 2027, subject to separate transitional provisions. For many non-HRB buildings to use previous Part L requirements, relevant building-control documents must have been submitted by 24 March 2027 and work must begin on that specific building by 24 March 2028.
Will a new build have a heat pump and solar panels?
Not necessarily that exact combination. The standard establishes low-carbon heating aims and an on-site renewable electricity generation requirement, but it does not establish that every home will have a heat pump or rooftop solar panels. Ask the developer what systems are included in the particular property and request their documentation.
Does the Future Homes Standard guarantee lower energy bills?
No. The official sources describe regulatory aims and requirements, not a guaranteed bill or a saving percentage for an individual home. Actual costs depend on the specific property, its systems and household use.
Do all homes in a new-build development follow the same rules?
Not automatically. Transitional arrangements apply building by building, and HRB work has separate dates and conditions. Ask which Part L version and transition route apply to the specific plot, and request the relevant submission and commencement evidence.
What should I ask the developer for before buying?
Ask which building-regulation version applies, what heating and renewable electricity systems are installed or planned, what controls and commissioning information will be provided, when the Home User Guide will be delivered, and which compliance methodology and documents relate to the home.
Does the English timetable apply in Scotland, Wales or Northern Ireland?
No. The dates in this article concern England. Building standards are devolved, so buyers elsewhere should check the applicable rules and dates in their nation.
The Bottom Line
For a buyer, the Future Homes Standard is a change to England’s new-home regulatory baseline—not a promise that every listing already meets it, that every home has a heat pump and solar panels, or that bills will fall by a set amount. Check the individual building’s Part L and transition route, the heating and renewable systems actually provided, and the compliance and handover information you will receive. The snapshot here is dated 13 October 2026.
