The construction contract, governing agency specification, project drawings and approved quality plan define which materials are sampled, which methods are used, how often tests occur, the acceptance limits and what happens when a result fails. In practice, testing follows the work: characterize soil and aggregate sources before they are approved, check each earthwork and subgrade lift as it is placed, verify aggregate base and subbase, then test asphalt or concrete during paving and final acceptance.
Federal Highway Administration (FHWA) manuals provide useful categories and methods, but they are guidance unless incorporated into the contract. The FHWA Federal Lands Field Materials Manual states that its contract governs whenever its guidance conflicts with an FLH contract. Treat the examples below as a framework for building a project-specific plan, not as a substitute for the specification issued for your road.

Start with the contract and the inspection plan
Before any excavation or material delivery, the owner, designer, contractor and testing personnel should identify the documents that control the work. The plan should connect every required test to a material, location, frequency, responsible party and acceptance decision.
Recommended Free Tools
Documents and requirements to confirm
- Applicable agency, state or municipal specifications and the edition named in the contract.
- Project special provisions for soil, aggregate, asphalt, concrete, drainage and environmental conditions.
- Approved mix designs, source approvals, submittals, quarry information and borrow-area data.
- Required test methods, laboratory accreditation or technician qualifications, sampling procedures and reporting forms.
- Acceptance limits, retest rules, disposition of nonconforming work and hold points before the next layer is placed.
- Line, grade, crossfall, drainage, utilities, layer thickness and the procedure for weak or unstable material.
FHWA inspection guidance emphasizes reviewing approved plans and submittals for these items. A test result has no acceptance meaning until it is compared with the limit and sampling rule written for that project.

Tests before construction: characterize sources and set baselines
Source testing answers whether proposed borrow soil, quarry aggregate or other materials are suitable before they reach the roadway. It also establishes laboratory relationships needed to interpret field results.
Typical soil and aggregate characterization
| Test or check | What it establishes | Typical timing |
|---|---|---|
| Classification | Material type and engineering group used for design and construction controls. | Before approval of each material type or soil source. |
| Atterberg limits | Plastic and liquid behavior of fine-grained soil, including its sensitivity to moisture. | Before approval and when a material type changes. |
| Grain-size distribution | Percentages of gravel, sand, silt and clay; helps identify segregation, contamination and gradation compliance. | Before approval and at contract-defined production or placement intervals. |
| Moisture-density relationship (Proctor) | Laboratory reference for maximum dry density and the moisture range used to judge field compaction. | For each distinct material type or whenever material properties change. |
| Aggregate abrasion | Resistance to wear and breakdown under traffic or handling. | Commonly required for quarry aggregate used in base, when specified. |
| Aggregate soundness | Resistance to deterioration from weathering cycles, when required by the specification. | Source approval and periodic verification under the contract. |
FHWA reference tables show these as typical measurements, often listed once per material type. That frequency is not a nationwide rule. A new borrow seam, quarry face, blend or visibly different stockpile can require a new characterization even if the original source was approved.
How to read a specification-specific frequency
Federal Lands FP-24, for example, includes earth-embankment classification once per soil type and moisture-density testing once per soil type, subject to conditions in that specification such as minimum volume. Its in-place density provisions also tie testing to defined areas and lifts, with results required before the next lift. Those numbers apply only when the governing project adopts the relevant FP-24 language and edition. A county, state or private contract may require a different frequency, method or statistical acceptance procedure.

Earthwork testing is continuous because the material, moisture and support conditions can change from one load, lift or station to the next. The inspector records how soil is spread and compacted while the testing technician confirms the specified properties.
Control lift thickness and moisture
Each lift must be within the thickness stated in the method specification or project plan. Excessive thickness can leave an under-compacted zone even when the surface test looks acceptable; thin, segregated or contaminated lifts can create a different problem. Observe spreading, mixing and segregation, and verify that unsuitable topsoil, organics or frozen material are excluded where the contract prohibits them.

Moisture is measured during conditioning and compaction. Soil that is too dry may not reach the required density; soil that is too wet can rut, pump or lose stability. Compare the measured moisture with the range associated with the approved moisture-density relationship, then adjust by adding water, aerating or allowing drainage as permitted by the specification.
Measure in-place density
In-place density testing evaluates whether a compacted location meets the project’s target relative to the applicable laboratory reference. Nuclear or other approved methods may be used, but the contract controls equipment, calibration, test location, correction factors and reporting. FHWA guidance places moisture and density testing at the frequency established in the quality-control plan. Results should be available before the next lift conceals the tested layer.

Different soils, embankment zones, pavement layers and agencies can have different targets, test methods and acceptance statistics.
Use proof rolling to find yielding zones
Proof rolling is a field observation or controlled loading operation used on embankments, prepared subgrade and completed base or subbase. It can reveal pumping, rutting or deflection in a weak area that happened to pass a density test. Density describes the tested point; proof rolling examines how the prepared area responds to a defined load. The two checks answer different questions and neither replaces the other unless the contract expressly says so.
The approved plan should identify the roller or loaded vehicle, number of passes, speed, moisture condition, observer and criteria for a failed area. Mark and map any yielding zone rather than allowing traffic or subsequent layers to hide it.

Supplementary checks such as DCP
Some foundation acceptance plans use a dynamic cone penetrometer (DCP) to indicate changes in penetration resistance and to help delineate weak material. A DCP result is meaningful only under the method and correlation adopted by the project; it is not a universal substitute for density, proof rolling or design verification.
Correct weak or unstable material
When a lift or subgrade fails, stop progression at the affected location and follow the contract’s disposition procedure. Depending on the cause and design, corrective work can include:
- Improving drainage or lowering water levels.
- Undercutting and replacing unsuitable soil with approved material.
- Reworking, drying or remixing the lift, then recompacting it.
- Installing geosynthetics where the design permits.
- Applying chemical stabilization such as lime or cement under an approved mix and curing procedure.
After correction, retest the defined area and document the result before placing the next layer. The plan should state whether failed locations require additional tests around the original point.
Aggregate base and subbase: test the material and the finished layer
Base and subbase provide uniform support and drainage beneath the pavement. Their acceptance combines source quality, gradation, placement control and as-built geometry.
| Control | What it detects | When it is used |
|---|---|---|
| Source approval and uniformity | Changes in quarry or pit material, contamination and inconsistent processing. | Before use and when the source or stockpile changes. |
| Gradation | Out-of-range particle sizes, segregation, excess fines or contamination. | During production and placement at the contract frequency. |
| Aggregate quality, including abrasion or soundness when specified | Breakdown or weathering susceptibility that could reduce service performance. | Source qualification and required verification intervals. |
| Moisture and in-place density | Whether the layer can be compacted to the specified condition. | As each area or lift is placed. |
| Stability and proof rolling | Yielding, pumping or nonuniform support. | After compaction and before the next pavement layer. |
| Width and compacted thickness | Whether the constructed section matches the drawings and pay limits. | Survey or measurement during and after placement. |
Inspection guidance calls for correcting soft or failing subgrade before base or subbase is placed. A good gradation result cannot cure a wet, unstable foundation, and a dense layer that is too thin does not provide the designed structural contribution.

Asphalt paving tests during production and acceptance
Asphalt requirements vary widely by mixture, traffic level, climate and agency. The contract may separate plant quality control from agency verification and may use statistical acceptance for the finished mat.
Mixture and binder checks
Sampling can be performed at the plant, transfer point or paver, as specified. Possible checks include asphalt binder content, aggregate gradation and volumetric properties. Binder content helps confirm that the mixture contains the designed amount of asphalt; gradation and volumetrics help identify a changed aggregate blend or compaction behavior. The specification determines sample size, extraction or ignition method, tolerances and frequency.
Placement and compacted mat checks
Temperature, delivery timing, paver operation and roller pattern are observed because they affect workability and density. FHWA identifies compacted pavement density and smoothness as important asphalt quality characteristics. Density may be determined with cores, approved in-place gauges or another contract method. Smoothness may be checked with a straightedge, profilograph, inertial device or a specified alternative, with limits tied to the road category and contract.
When a result is outside the limit, do not assume removal is automatic. The contract may allow investigation, additional cores, a reduced payment, corrective milling and replacement, or acceptance of a defined nonconforming area. Keep the failed result, boundary of the affected lot and disposition together in the record.
Concrete pavement tests during placement and acceptance
Concrete paving uses a different set of controls because fresh concrete properties and later strength both matter. FHWA lists compressive strength, air content and smoothness as examples of quality-assurance characteristics.

Fresh-concrete checks
- Air content, using the method named by the specification, to verify the entrained-air range where durability requires it.
- Other fresh-property checks such as temperature or slump when included in the mix and placement requirements.
- Batch tickets, water additions and delivery time to confirm that the approved mixture was used within its permitted handling window.
Strength and finished-surface checks
Compressive-strength specimens are molded, cured and tested at the ages and frequency written in the contract. The acceptance rule may use individual results, averages, strength maturity or statistical lots. Smoothness and slab geometry are checked after finishing and curing. Joint layout, thickness, dowels, reinforcement, curing and surface defects can also be inspection hold points even when they are not laboratory tests.
The project specification determines specimen preparation, test age, strength threshold and the response to low strength. A single low result may trigger additional testing or engineering evaluation rather than an immediate conclusion about the entire placement.
Quality control, quality assurance and acceptance are different roles
Quality control (QC) is the contractor’s process for keeping materials and operations within requirements. It includes process observations, sampling, testing, equipment checks and immediate adjustments. Quality assurance (QA) is the owner or agency’s verification and acceptance activity. FHWA describes QA systems that combine contractor QC with agency acceptance testing, often using statistical samples of measured characteristics.
The same property can appear in both systems but serve a different purpose. A contractor’s density test may guide roller passes, while an agency’s independent or verification test may determine payment or final acceptance. Contract definitions control who samples, who pays for tests, how laboratories are selected and which result governs if values disagree.
A practical sequence for building the project test plan
- List every material and layer. Separate borrow and embankment soils, prepared subgrade, aggregate subbase, aggregate base, asphalt mixtures and concrete mixtures.
- Assign the governing requirement. Record the specification section, drawing detail, approved submittal and test method for each item.
- Set source-approval tests. Include classification, Atterberg limits, grain size, Proctor and any aggregate durability tests required for the proposed source.
- Define lots, locations and frequencies. State whether frequency is per soil type, tonnage, area, lift, batch, station range or other contract unit.
- Set hold points. Require results or inspection release before covering a lift, placing base over subgrade, paving over a layer or opening a lane.
- Write the failure response. Identify who can stop work, how the affected limits are established, which corrective options are allowed and when retesting is required.
- Separate QC and QA records. Preserve field notes, calibration records, sample identifiers, laboratory reports, survey data, photographs and acceptance decisions in a traceable lot file.
What to verify when a result looks wrong
- Confirm that the sample represents the correct material, station, lift, batch or lot.
- Check moisture condition, test depth, equipment calibration and operator qualification.
- Compare the method and calculation with the contract’s specified procedure, not a different edition.
- Look for segregation, contamination, changing source material or an incorrect laboratory reference curve.
- Check whether the result is a QC process-control value, a QA verification value or an acceptance test.
- Do not cover the area until the engineer or authorized inspector applies the contract’s retest or disposition rule.
Official FHWA manuals are useful for understanding earthwork, aggregate, asphalt, concrete and field methods, but local acceptance criteria can be newer or more restrictive. Confirm the live project contract and agency standard before ordering tests, quoting a frequency or declaring a layer accepted.
