Start with a soil test, then add only what the results support. In most gardens that means organic matter such as finished compost, lime only if the test shows acidic soil, and no fertilizer on vegetable beds until spring. Bare ground should be covered with a cover crop or mulch suited to your region.
This is general guidance drawn from university and state extension services. Your test report, the crops you plan to grow, your climate, and the number of weeks left before frost all change the specifics.
Test the soil before adding targeted amendments
A soil test shows whether your soil needs pH correction or specific nutrients, and it gives a basis for how much to apply. Iowa State Extension notes that soil-test reports indicate amendment amounts, and UMass Extension calls a soil test the best method for determining what a garden needs. Without a test, lime or fertilizer is a guess, and an unneeded application can upset nutrient balance and contribute to runoff.
Use a local extension office or university lab where one is available. Follow the sampling instructions the lab provides, and send the sample in fall so the results are in hand before you plan spring planting.

Organic matter is the most common fall addition
Iowa State Extension lists compost, well-rotted manure, cover crops, and yard waste as organic matter sources. UMass Extension says fall-applied manure or compost has time to break down before spring, and Iowa State advises working amendments into the root zone rather than leaving them on the surface.
You do not need a bagged product. Home-made compost, leaves, and other local materials may be available and suitable. Their nutrient content varies, so treat them as soil conditioners rather than a replacement for the nutrient recommendations in your test report.

Manure needs more care than compost
Iowa State Extension warns that manure can carry organisms associated with foodborne illness, and Maryland Extension covers fall handling of manure and organic matter. Treat manure of unknown origin as uncomposted. Do not apply fresh manure to beds that are already in active food production, and follow local food-safety guidance and crop-specific waiting intervals. If you apply manure in fall, Iowa State recommends covering the bed or planting a cover crop afterward to reduce runoff.
Lime only where the test calls for it
UNH Extension identifies agricultural limestone as the way to raise pH in acidic soil. It is not a general soil conditioner. Apply it when the test indicates acidity and the crops you intend to grow benefit from a higher pH, and use the rate on the report rather than a rule of thumb.

Hold vegetable-bed fertilizer until spring
UNH Extension says vegetable-garden fertilizer should be applied in spring, even when using slow-release nitrogen and potassium. The main exception is local soil-test advice that gives a specific reason and timing. Nutrients applied in fall can be lost through runoff or leaching before the growing season, which is why waiting is the default. Oregon State Extension likewise says fertilizer supplements should be based on a soil test.
Keep bare ground covered over winter
Exposed soil is vulnerable to erosion and nutrient loss, so protect it with either a cover crop or an organic mulch. Oregon State Extension supports organic matter and cover crops as soil-building options.

Cover crop choice is regional, and it depends on when you can sow. UNH Extension gives one specific example: where organic matter is low and phosphorus is high, oats can be sown to hold soil and nutrients until spring. That is an example for one soil situation, not a general seed recommendation. Ask your local extension office which cover crops establish reliably in your area at the time you can plant.

Check your timing against frost
Recommendations depend on how many weeks remain before frost. A cover crop needs enough time to establish before cold weather, and manure or compost needs time to break down before spring. If the window is short, mulch is usually the simpler way to protect the bed. The guidance here does not set a single amendment rate or cover-crop seed mix for every garden; the soil-test report and local extension advice set amounts for your plot.

Fall sequence for the garden bed
- Clear finished crops and weeds, then test the soil through a local extension office or university lab if one is available.
- Read the pH and nutrient values in the report. Use its lime and fertilizer figures rather than estimating amounts.
- Incorporate compost or manure in fall only if the report and your garden plan support it, and follow local manure rules.
- Sow a cover crop suited to your region and planting window, or spread an organic mulch over bare ground. If you use leaves where a cover crop is sown, keep the layer thin enough that the cover crop can emerge.
- On vegetable beds, hold fertilizer until spring unless the local soil-test recommendation gives a specific reason and timing.
