What Should Contractors Do When Workers Encounter Bighorn Sheep on Site?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep people, vehicles and equipment back; do not approach, feed, chase, surround, touch or block the bighorn sheep. Tell nearby workers to stop closing in, notify the foreperson or site safety lead, and pause only the affected work when the animal creates a hazard or the project’s environmental plan requires a pause. Let the sheep move away, then follow the site’s wildlife, permit and clearance procedures before restarting.

Immediate response when a sheep appears

A bighorn sheep encounter is both a wildlife-protection issue and a worksite-control issue. The first objective is to create space without causing a panic response or trapping the animal. The second is to put one person in charge of the decision and communication.

As an Amazon Associate I earn from qualifying purchases.

  1. Warn the crew. Tell workers, drivers and equipment operators that a sheep is present. Stop anyone who is walking toward it, attempting to photograph it at close range, or trying to make it move.
  2. Back away. Move people and mobile equipment slowly to a safe position. Do not corner the sheep, cut off its route to cover or water, or stand between it and an obvious escape path.
  3. Remove additional pressure. Stop unnecessary engine movement, shouting, horn use and other attempts to drive the animal away. Never use food to lure it and never attempt to catch, relocate or treat it.
  4. Control the work area. Keep workers out of the animal’s immediate path and manage traffic so a truck or machine cannot surprise it. Establish a temporary exclusion area if people cannot maintain a safe separation.
  5. Notify supervision. Contact the foreperson, site safety lead or environmental lead using the project’s normal reporting route. Record the location, time, number of sheep, direction of travel and any apparent injury or illness.
  6. Decide whether affected work can continue. Work can continue only if the crew can maintain the required separation, avoid obstructing the animal and comply with the environmental plan, permit and land-manager rules. Otherwise, pause the affected activity and obtain direction.

These steps are a practical response, not a universal statutory stop-work rule. The controlling requirement may come from a permit, a protected-area order, a client environmental commitment, a land manager or the employer’s safe-work procedure.

When work must pause and who can authorize a restart

Do not assume that every sighting requires a full-site shutdown. Assess the actual hazard and the project controls.

Situation Action Restart decision
Sheep is distant and workers can stay clear without changing its route Keep the crew and equipment back; monitor from a distance and inform supervision. Foreperson follows the site plan and confirms that the activity remains compliant.
Sheep is close to workers, a haul road, excavation, crane swing or moving equipment Pause the affected operation, control traffic and increase the separation. Resume only after the hazard is removed and the designated supervisor confirms it is safe.
Sheep is trapped, repeatedly trying to pass through the work zone, or cannot be kept away safely Stop nearby work and contact the environmental lead or qualified wildlife professional identified in the plan. Use the project’s clearance process; do not attempt a self-directed rescue.
Permit or environmental plan requires a buffer, survey, monitor or seasonal restriction Apply that requirement even if the animal appears calm. Only the person or professional named by the permit or plan can authorize entry or restart.
Immediate danger to a person or the public Use the site emergency procedure and emergency services where appropriate, while keeping clear of the animal. Emergency responders, the site lead and the applicable authority coordinate the next step.

A 2022 evaluation for a specific Peninsular bighorn project illustrates why local controls matter: it described advance surveys, prior approval and an on-site biologist’s clearance before entry into designated restricted areas. That process applies to that project setting, not automatically to other construction sites.

How much distance is enough?

There is no single setback distance that applies to an unspecified construction site. Check the site’s jurisdiction, land-manager rules, permit conditions and environmental plan before mobilization. If those documents specify a larger buffer than a general visitor rule, use the larger project requirement.

For a concrete example, conditions at Bighorn Canyon National Recreation Area specify a minimum 25 yards (23 m) from bighorn sheep and require people to remove themselves to the prescribed distance after an accidental or surprise encounter. The conditions also prohibit conduct that disturbs wildlife or creates a hazardous situation. This is a named national-park rule, not a universal construction standard.

Do not use a distance as permission to approach

A measured buffer is a minimum, not a target. Terrain, cliffs, traffic, noise, the animal’s behavior and the available escape route may require substantially more room. If a crew cannot maintain the applicable distance without blocking the sheep, the work area is not ready for normal operations.

Prevent crowding from multiple directions

Several workers standing separately can still surround an animal. Keep one open route and move the crew to one side, well away from the sheep. Do not position a spotter, photographer or operator where the animal would have to pass close to a person or machine.

Build the response into the site safety plan

Animal encounters should be covered before work starts, particularly in known bighorn habitat, migration corridors, steep terrain or protected areas. The employer should provide safe work procedures, orientation, training and supervision for animal hazards, consistent with occupational guidance such as WorkSafeBC’s animal-hazard approach.

Assign responsibilities

  • Name the person workers call first: normally the foreperson or site safety lead.
  • Name the environmental lead, qualified biologist or other person who interprets permit conditions.
  • Specify who may order a work pause and who may authorize re-entry.
  • List the current wildlife authority and land-manager reporting route for the site.
  • Provide an emergency route for an animal or traffic conflict that threatens people immediately.

Cover the scenario in the toolbox talk

Show workers how to recognize the exclusion area, where to stand, how to report a sighting and how to protect an escape route. Include equipment operators, delivery drivers, subcontractors, security staff and visitors; an unbriefed driver can undo a carefully maintained buffer.

Prepare before mobilization

  • Review permit conditions, wildlife clauses, seasonal restrictions and any approved environmental management plan.
  • Confirm whether pre-construction surveys, wildlife monitors or restricted zones are required.
  • Post the reporting contacts where crews can reach them without searching through project files.
  • Plan traffic control and staging so vehicles do not trap wildlife against fencing, cuts, stockpiles or cliffs.
  • Keep domestic sheep and goats out of work areas near wild bighorn sheep unless the responsible authority has approved a different arrangement.

What to do if the sheep is sick, injured or dead

Do not touch, move, feed or attempt to treat the animal. Keep workers and equipment away, notify site supervision and report the observation promptly to the wildlife authority that governs the location. If people face an immediate danger, use the project emergency process or emergency services first.

National Park Service visitor guidance states: “Notify a Park Service employee as soon as possible and avoid contact with the animal if you see any sick or dead wildlife.” That instruction is park visitor guidance, not a blanket contractor regulation; outside a park, the local authority’s reporting route controls.

Disease and worker-health precautions

Bighorn sheep pneumonia is a serious disease syndrome that can affect sheep populations. The National Park Service lists nasal discharge, coughing, respiratory distress, exercise intolerance and depression among possible signs; animals may also be found dead. It reports no evidence that this pneumonia is transmitted to or causes disease in humans.

That finding does not make close contact acceptable. WorkSafeBC notes that animals can transmit illness through blood, urine or feces and recommends planning, training, safe procedures and supervision for animal hazards. Workers should keep hands away from bodily fluids, avoid disturbing a carcass, use the site’s required protective equipment and wash or sanitize after any accidental contamination. Report exposure through the employer’s occupational-health process.

Disease prevention also protects the herd. The National Park Service notes that domestic sheep and goats can carry disease without visible signs and advises preventing co-mingling with wild populations. Contractors should not bring domestic sheep or goats into a bighorn work area, and should refer any grazing, animal-control or biosecurity question to the local wildlife authority or project biologist.

Reporting rules vary by location

The correct agency, phone number and legal threshold depend on the site. Confirm them during planning rather than relying on a contact saved from another project or jurisdiction.

British Columbia example

British Columbia’s bighorn sheep information directs people to its Report All Poachers and Polluters (RAPP) service for wildlife-human interactions where public safety may be at risk. A contractor in British Columbia should verify the current RAPP instructions and follow any additional project or land-manager reporting requirement.

Alberta example

Alberta surveillance guidance asks for immediate reporting of sick or dead bighorn sheep and provides examples of symptoms. Alberta crews should use the current provincial reporting instructions and notify the project lead at the same time.

United States federal or state sites

On federal land, notify the responsible park, refuge, forest or other land-management office as required. On other land, identify the state, tribal or local wildlife authority named by the permit or environmental plan. A national-park rule cannot be assumed to govern private, municipal or state construction land.

Decision checklist for the foreperson

  • Have all nearby workers and operators been told to keep back?
  • Is the sheep’s route open, or are people, vehicles, fencing or materials blocking it?
  • Can the crew maintain the project’s required buffer without disturbing the animal?
  • Does the permit or environmental plan require a pause, survey, monitor or biologist clearance?
  • Has the environmental or safety lead been notified?
  • Is the animal sick, injured, dead, trapped or creating an immediate public-safety hazard?
  • Has the correct wildlife authority or land manager been contacted when required?
  • Has a named person authorized the affected work to resume?

Common mistakes to avoid

  • Approaching for a better view: Close viewing increases disturbance and can remove the animal’s escape option.
  • Trying to herd it: Noise, vehicles and people can drive a sheep toward traffic, a cliff or another crew.
  • Assuming a park distance applies everywhere: The 25-yard rule cited above is specific to Bighorn Canyon National Recreation Area.
  • Waiting for the animal to leave before reporting: A sick, dead or hazardous animal may require prompt agency action.
  • Restarting because the sheep is out of sight: It may still be inside a restricted area or behind equipment; follow the documented clearance process.
  • Letting an unbriefed subcontractor enter: Include every person who may enter, drive or operate equipment in the site briefing.

Bottom-line procedure

Keep the crew and equipment back, preserve the sheep’s route, and stop only the work that cannot be performed safely and compliantly. Put the foreperson or safety lead in charge, apply the site-specific permit and wildlife rules, and obtain environmental or biologist clearance when the plan requires it. Never handle the animal. Report sick, injured or dead sheep promptly through site supervision and the appropriate local wildlife authority.
