That specific claim remains unverified: the headline does not identify a year or a data series, and no underlying report establishing five consecutive months of construction activity growth is identified here. A valid check would need the original indicator and its monthly readings, such as output, project awards, new orders or employment. A cost index cannot confirm an activity-growth streak.

What the official September 2025 construction figures show
The General Authority for Statistics (GASTAT) reported that Saudi Arabia’s Construction Cost Index (CCI) rose 0.7% year over year in September 2025. Within the index, residential construction costs increased 0.8% and non-residential costs increased 0.6% over the same period. The overall index was stable compared with August 2025. These are movements in input costs, not measures of construction activity or output. GASTAT’s September 2025 CCI bulletin and the Saudi Press Agency’s October 22, 2025 summary report these findings.

- Year over year: the general CCI was up 0.7% from September 2024.
- Residential: costs were up 0.8% year over year.
- Non-residential: costs were up 0.6% year over year.
- Month over month: the overall index was stable from August to September 2025.
The annual increase indicates that the measured construction inputs cost more than a year earlier. The stable monthly reading indicates no change in the overall index from the preceding month; neither result establishes whether construction work, project starts or output rose or fell.
What the Construction Cost Index measures
GASTAT’s CCI tracks price movements for construction inputs, including materials, labor, equipment rental and energy. Its September 2025 bulletin says the monthly price collection covers 51 items across thirteen regions. Because it measures input costs, the index can help describe cost pressures faced by construction projects, but it is not a direct gauge of how much construction was completed or how quickly the sector was expanding. Why other September indicators do not confirm the claim
A September 2024 release from S&P Global and Riyad Bank reported strengthening activity growth in Saudi Arabia’s non-oil private sector. That PMI covers business conditions across the broader non-oil economy; it does not establish a construction-specific five-month expansion streak. What would verify a five-month expansion streak?
Verification requires the original report or series, the year in question and a clear definition of “activity.” The relevant monthly observations should show the indicator’s direction for September and the four preceding months. The indicator also matters: output, project awards, new orders and employment describe different aspects of the sector, while construction input costs describe price movements. Without those details, the fifth-month claim should not be reported as an established fact.
