The construction cylinder-handling provisions in 29 CFR 1926.350, the hydrogen-system requirements in 29 CFR 1910.103, and general compressed-gas requirements in 29 CFR 1910.101 address different parts of the hazard. Which provisions apply depends on whether the hydrogen is gaseous or liquefied, how it is stored and used, the system’s capacity and configuration, and the work being performed. State and local codes and permit conditions must also be checked for the project location.
Start by identifying the hydrogen arrangement
There is no single OSHA section that serves as a complete hydrogen-storage plan for every construction site. A portable cylinder used in a work activity, a mobile hydrogen supply unit connected to equipment, a permanently installed gaseous-hydrogen system, and a liquefied-hydrogen container are not interchangeable arrangements. The rules that matter—and the requirements that determine safe placement—depend on which one you have.

Before selecting a storage location or writing a site procedure, establish the hydrogen form, container or system type, capacity, whether the system is indoors or outdoors, and what exposures are nearby. Include the planned storage and use conditions, not just where the equipment sits at the time of inspection. A federal OSHA summary is a starting point, not a substitute for checking the actual standard and the requirements adopted by the jurisdiction having authority over the project.

- 29 CFR 1926.350, Gas welding and cutting: A construction standard with provisions for compressed-gas cylinders in its gas-welding and cutting context. Among other things, it addresses securing cylinders in use and separating oxygen cylinders in storage from fuel-gas cylinders or combustible materials.
- 29 CFR 1910.103, Hydrogen: Addresses gaseous and liquefied hydrogen systems, including design, location, safeguards, operation and maintenance. Its subsection (b) covers gaseous hydrogen; subsection (c) covers liquefied hydrogen.
- 29 CFR 1910.101, Compressed gases: Contains general requirements concerning inspection, handling, storage and utilization of covered compressed-gas containers, along with cross-references for pressure-relief devices.
Do not assume the cylinder-handling provisions alone cover a hydrogen system’s design and location. Conversely, a hydrogen-system requirement does not make the construction cylinder provisions irrelevant when their conditions apply. OSHA’s hydrogen fuel-cell standards overview cautions that its list may not include every applicable standard, so the work and equipment must be assessed in context.

Requirements for gaseous hydrogen systems
For gaseous hydrogen, 29 CFR 1910.103(b) sets out requirements for components, installation, protection, testing, location and operation. The details depend on the system and its surroundings. Treat the standard’s distance table and conditions as installation-specific: a number taken from one row cannot be applied as a universal clearance for every hydrogen container.
Components, installation and protection
Containers must meet the rule’s design provisions. Portable containers must be marked “Hydrogen”; permanently installed containers must be supported on substantial noncombustible supports and firm noncombustible foundations. Valves, gauges, regulators and accessories must be suitable for hydrogen service. Installation must be supervised by personnel familiar with proper construction and use practices.
Equipment must be accessible and protected against physical damage and tampering. Control cabinets or housings require adequate ventilation. If a mobile hydrogen supply unit is used, it must be secured against movement and electrically bonded to the system before hydrogen is discharged. These provisions address different failure paths: an unsuitable component, an installation defect, physical impact, unauthorized interference, or movement during supply can each undermine the safe operation of the arrangement.

- Both the DEWALT impact driver and electric drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure
Installed piping, tubing and fittings must be tested and proved hydrogen-gas-tight at maximum operating pressure. That is a specified test condition; merely checking that a system appears intact or has no visible damage is not the same as demonstrating gas-tightness at the required pressure.
Location, separation and exposure
OSHA requires gaseous-hydrogen systems to be above ground, not beneath electric power lines, and not close to flammable-liquid piping or other flammable-gas piping. Table H-2 in 29 CFR 1910.103(b)(2)(ii) sets separation distances by system capacity and exposure. For example, the table lists 25 feet from open flames and other ignition sources across its three gaseous-system capacity columns, and 50 feet from air-compressor intakes and ventilation or air-conditioning inlets. Other entries—including those for buildings and openings, flammable liquids, other gases, combustible solids and concentrations of people—vary by capacity and exposure.
Those examples do not establish a safe radius around every installation. To apply Table H-2, identify the system’s capacity and each relevant exposure, then use the corresponding table entry and its notes. The rule explains that some distances do not apply when adequate protective structures, such as firewalls, intervene, subject to the standard’s conditions. Do not assume that any wall qualifies or that a protective structure changes every listed distance; check the actual provision and footnotes for the specific exposure.

Indoor gaseous-hydrogen systems below 3,000 cubic feet that are exposed to other occupancies have additional conditions involving placement, ventilation and protection. Those conditions address separation from specified materials, ignition sources, people, air intakes and other flammable-gas storage. Outdoor enclosures and electrical equipment are also subject to additional requirements. An indoor system cannot be assessed by copying an outdoor separation distance; the relevant configuration and the applicable subsection matter.

Placarding, housekeeping and operation
The standard requires a permanent placard at a gaseous-hydrogen storage location reading “HYDROGEN – FLAMMABLE GAS – NO SMOKING – NO OPEN FLAMES,” or equivalent. It also requires the area within 15 feet of any hydrogen container to be kept free of dry vegetation and combustible material. That housekeeping requirement is separate from the table’s exposure distances.
Where user operation is required, operating instructions must be provided. Equipment must be maintained in safe operating condition. These are continuing duties, not just installation checks: a site plan should account for who is expected to operate the equipment, how instructions are made available, and how maintenance and the surrounding area are kept under control during the work.

Liquefied hydrogen has different requirements
Do not use gaseous-hydrogen separation distances for a liquefied-hydrogen container. Section 1910.103(c) has a separate set of provisions for liquefied hydrogen, covering containers, supports, markings and pressure-relief devices, among other matters. Its location table prefers outdoor storage and limits certain indoor arrangements according to storage capacity.
For covered locations, the rule requires fencing and posting to prevent unauthorized entry, as well as a placard reading “Liquefied Hydrogen – Flammable Gas – No Smoking – No Open Flames.” Table H-4 specifies separation distances by liquefied-hydrogen capacity and exposure. A proposed layout therefore needs to be checked against the liquid-hydrogen provisions and Table H-4—not adapted from Table H-2 for gaseous systems.

Construction cylinder rules: securement and storage status
In the construction gas-welding and cutting standard, 29 CFR 1926.350(a)(9) requires cylinders to be secured in an upright position when in use. Under 1926.350(a)(10), oxygen cylinders in storage must be separated from fuel-gas cylinders or combustible materials—especially oil or grease—by at least 20 feet, or by a noncombustible barrier at least five feet high with a fire-resistance rating of at least one-half hour.
Read those provisions as written. The 20-foot rule is for oxygen cylinders in storage and the specified separation from fuel-gas cylinders or combustible materials; it is not a general hydrogen-storage clearance. Likewise, the upright-securement provision concerns cylinders when in use. The construction standard’s gas-welding and cutting context does not establish that every hydrogen installation is governed only by 1926.350.
When does OSHA consider a cylinder to be in storage?
In a July 8, 1999 interpretation of the construction cylinder provisions, OSHA said it considers a cylinder to be in storage when it is reasonably anticipated that gas will not be drawn from it within 24 hours, including overnight hours. This interpretation helps distinguish a cylinder being used from one being kept in storage for purposes of the provisions addressed. It is not a universal design rule for hydrogen systems, and it does not replace the hydrogen-specific requirements for a system.

Inspection and general compressed-gas duties
Under 29 CFR 1910.101, an employer must determine, to the extent ascertainable by visual inspection, that cylinders under its control are safe. Inspection is conducted under applicable Department of Transportation hazardous-material rules or, where those rules do not apply, the referenced Compressed Gas Association pamphlets. The standard also directs in-plant handling, storage and utilization of covered compressed-gas containers to a referenced pamphlet and includes a pressure-relief-device cross-reference.
This general compressed-gas layer does not replace the hydrogen-specific provisions. Use it to identify the applicable inspection, handling, storage, utilization and relief-device requirements for the covered containers, while separately evaluating the hydrogen system and construction activities. The relevant rules may address overlapping equipment from different angles.
How to check a proposed site arrangement
A site-specific compliance review needs the project location and enough detail about the equipment and exposures to select the applicable requirements. Use this sequence to organize the review; it does not itself determine whether a particular layout complies.
Quick Recap
- Describe the equipment. Record whether the hydrogen is gaseous or liquefied; whether it is in portable cylinders, a mobile supply unit or a stationary system; and the system or storage capacity relevant to the applicable rule.
- Document the work and operating conditions. Identify whether containers are in use or in storage, whether gas will be drawn during the relevant period, and whether the arrangement is indoors, outdoors or within an enclosure. Note who installs, operates and maintains the equipment.
- Map exposures around the proposed location. Identify the relevant buildings and openings, ignition sources, air intakes, flammable-liquid or flammable-gas piping and storage, combustible materials, people and electrical equipment. Use the exposure categories in the applicable OSHA table rather than a single generic clearance.
- Check the correct hydrogen subsection and table. For gaseous systems, review subsection (b), Table H-2 and its conditions. For liquefied hydrogen, review subsection (c), Table H-4 and the liquid-specific location and access provisions. Check any indoor-system or enclosure provisions that match the arrangement.
- Review installation and operating controls. Check component suitability, supports or securement, physical protection, tampering protection, ventilation, bonding for a mobile supply unit before discharge, required testing, placarding, housekeeping and operating or maintenance duties as applicable.
- Check the construction and general cylinder provisions separately. Determine whether the construction cylinder requirements in 1926.350 apply to the activity and arrangement, including the rule for cylinders in use and the oxygen-cylinder separation provision. Review 1910.101 for applicable general compressed-gas requirements.
- Confirm jurisdictional requirements. Determine the state-plan rules, adopted fire and building codes, permits and conditions set by the authority having jurisdiction for the actual project location. Federal OSHA provisions alone do not establish those local requirements.
Common compliance mistakes to avoid
- Using the oxygen-cylinder separation rule as a hydrogen setback: the 20-foot requirement or qualifying barrier alternative addresses oxygen cylinders in storage and the listed fuel-gas or combustible-material exposures. It is not a general hydrogen distance.
- Using one distance for all hydrogen: gaseous and liquefied systems have separate tables, and gaseous-hydrogen distances vary by capacity and exposure. Use the applicable table and notes for the actual arrangement.
- Treating a site placard as the full safety program: the prescribed warning is one requirement among location, component, installation, protection, testing and operating controls.
- Assuming an ordinary wall changes a setback: the standard describes conditions for protective structures to affect some distances. Verify those conditions and the relevant table footnote before relying on an exception.
- Stopping at federal OSHA rules: the project’s state and local code, permit and authority requirements depend on location and configuration and cannot be determined from the federal standards alone.
