Water-bound macadam (WBM) quality depends on four linked controls: approved, correctly graded aggregate; suitable, predominantly non-plastic screenings and binding material; uniform filling and full-depth compaction; and a clean surface before the next pavement course. In the Indian MoRTH context, the cited guidance limits the plasticity index (PI) of screenings and binding material to 6, but the contract specification and Engineer-approved inspection and test plan (ITP) govern the current test methods, tolerances and sampling frequency for a particular road.
What WBM quality control is meant to achieve
WBM is a pavement sub-base or base course made by placing coarse aggregate, filling its voids with screenings and binding material, adding water as required, and compacting the layer. Its performance comes from stone particles interlocking and becoming a stable mass through the entire compacted depth. A layer can look finished while still being weak if the stone is poorly graded, the filler is plastic, voids remain open, or the roller has only tightened the surface.

MoRTH’s 2 April 1974 WBM guidance links departures from the specified materials and workmanship to pavement weakness and premature failure. That makes quality checks a sequence rather than a single final test: approve the source, verify delivered materials, observe spreading and void filling, control rolling, and release the surface only when it is suitable for the next course.
“The water bound macadam layers should be compacted thoroughly till the coarse aggregates are well-bonded and firmly set to their full depth.”

Checks before aggregate reaches the WBM layer
Approve the source and job-mix basis
MoRTH quality-assurance guidance dated 18 April 1988 calls for inspection, testing and approval of the material source before delivery to site. Record the quarry or other source, approval date, material description, test reports and the Engineer’s disposition. If the contract uses a job-mix formula, obtain approval from the supporting test results before placing production material.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsSource approval does not make every later load automatically compliant. Changes in the quarry face, crushing operation, stockpile or handling can alter grading and cleanliness, so the ITP should identify checks on delivered lots as well as the initial source.
Verify coarse aggregate quality
Check the coarse aggregate against the grading and physical-quality requirements in the governing specification. The 1974 circular specifically stresses conformity with the stipulated gradings and quality characteristics, including hardness and other properties named by the applicable specification. The acceptance record should identify the specification edition and the test method rather than relying on an informal visual description such as “hard stone.”
- Confirm that the delivered size fractions match the approved WBM grading.
- Check the specified physical properties using the contract’s laboratory methods.
- Segregate, reject or seek an Engineer’s decision on material that differs from the approved source or grading.
- Keep the load, stockpile and test identification traceable to the layer in which the material is used.
Do not assign a universal grading table, abrasion limit, impact value or sampling interval unless the contract names it. The available MoRTH material establishes the need for these controls but not one current, project-independent acceptance table.
Check screenings and binding material
Screenings, gravel, moorum, kankar materials and other binding material must meet the applicable grading and plasticity requirements. The cited MoRTH guidance says these materials should be predominantly non-plastic and that their PI should never exceed 6. The 1988 quality-assurance guidance identifies gradation, liquid limit and PI as relevant tests for WBM filler.
Recommended Free Tools
- Use the project-specified test method and limits for gradation, liquid limit and PI.
- Confirm that the material is predominantly non-plastic; a high-plasticity filler can retain water and behave as a weak, deformable seam.
- Keep separate stockpiles for approved and unapproved filler so unsuitable material cannot be mixed into production.
- Check moisture and contamination conditions specified by the ITP before spreading.
The PI value of 6 is the cited guidance limit for this material category; it should not be presented as proof that every modern contract uses the same test edition or acceptance procedure.

Checks while spreading and filling the aggregate
Place the coarse aggregate to the approved layer arrangement
Inspect the spread before filler is introduced. The stone should cover the prepared surface at the required loose thickness and remain reasonably uniform across the width. Look for segregation, pockets of oversized or undersized stone, contamination with soil, and areas where the formation or underlying layer is exposed. Resolve these conditions before the void-filling operation; rolling cannot correct a fundamentally non-uniform spread.
Record the chainage or grid, spread date, source and lot identification, weather, and the person who accepted the operation. These records connect later compaction results to the actual material and location.
Distribute screenings through the voids
Add screenings and binding material in the prescribed quantities and work them into the coarse aggregate so that voids are filled uniformly through the layer. The aim is interlock throughout the depth, not a layer of fine material sitting on top of the stones.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Watch the spreader or hand distribution for windrows, gaps and local over-application.
- Use the approved sequence of dry spreading, watering and brooming or other specified manipulation.
- Check edges and transitions, where coarse aggregate commonly remains under-filled.
- Stop and correct areas where filler bridges across the surface while voids remain open below.
MoRTH specifically cautions against a thick blanket of filler at the top. Such a blanket can hide unfilled voids, reduce stone-to-stone contact and create a weak interface. Measure or otherwise document the quantity used in each work section according to the ITP; visual coverage alone cannot prove uniform filling.
Rolling and compaction: what inspectors should observe
Compact until the stone is stable through its full depth
Continue rolling using the plant, sequence and moisture condition approved for the project. The acceptance objective is that coarse aggregates are well bonded and firmly set through their full depth. Release the section only after the required field compaction check has passed and the Engineer or authorized inspector has accepted it for the next layer.
Do not substitute a fixed number of roller passes for the contract requirement. Pass counts vary with aggregate, moisture, roller type, layer thickness and weather. The ITP should state the approved method and frequency; the available sources do not establish one universal density percentage or pass count for all WBM work.
Pair field tests with rolling observations
The 1988 MoRTH quality-assurance guidance calls for field compaction checks and also describes practical observations during rolling. Record both, because a single test point may not represent a localized defect.

- Observe movement of the layer under the compaction plant. Excessive shoving or wave action indicates instability or unsuitable moisture or filler conditions.
- Watch for sinking or crushing of an aggregate piece placed before a moving roller, an indication that the layer is not responding as a sound, interlocked mass.
- Check that roller marks are removed rather than left as a surface indication of incomplete finishing.
- Look for rocking stones, open voids, pumping, cracking, segregation or rutting, and isolate the area for correction.
- Carry out the approved field density or other compaction test at the ITP’s stated locations and frequency.
A passing test does not authorize covering a visibly defective area. Investigate the cause, repair the affected section under the approved method, and retest it.
Understand the role of intelligent compaction
A MoRTH circular dated 23 June 2025 discusses point-test limitations and the adoption of intelligent-compaction technology for rollers and compactors used on soil, sub-base and base layers. That discussion does not establish that intelligent compaction is mandatory on every WBM project. Treat it as a possible project requirement or supplementary control only when the current contract, amendment or Engineer-approved ITP requires it.
Where intelligent compaction is specified, preserve the machine data, calibration information, mapping reference and pass records with the conventional acceptance tests. Do not use an equipment capability as a substitute for the contract’s defined acceptance criterion.
Surface acceptance before the next pavement course
Clean the stone surface before bituminous work
When a bituminous tack coat and wearing surface will follow, clean the WBM surface of dust and other extraneous matter until the stone aggregate skin is exposed for bonding. Dust left on the surface can prevent the coat from adhering even when the WBM layer itself is adequately compacted.

- Inspect the full width, including shoulders, joints, edges and patches.
- Do not apply the tack coat over a surface that still has a loose dusty film or unstable stones.
- Obtain the required surface-release approval before allowing the bituminous operation to begin.
Keep cleaning separate from correction of structural defects. Sweeping cannot repair an under-compacted or poorly filled layer; those areas require investigation and rework first.

A useful record lets another engineer connect each acceptance decision to a material, location, method and date. Arrange the file in the order the work occurs.
| Stage | What to verify | Evidence to retain |
|---|---|---|
| Before delivery | Source approval, applicable specification and job-mix basis | Source inspection, laboratory reports, approval and revision-controlled ITP |
| At receipt | Aggregate identity, grading, physical quality and filler condition | Load or stockpile identification, delivery records, test reports and disposition of nonconforming material |
| During spreading | Uniform coarse-aggregate layer and correct distribution of screenings and binding material | Location records, quantity records, inspection notes and photographs where permitted |
| During rolling | Stable response, full-depth bonding, removal of roller marks and specified field compaction | Plant details, moisture observations, test results, roller observations and corrective-action records |
| Before next course | Clean, sound surface with stone skin exposed for bonding | Release inspection and approval before tack coat or wearing course |
If a result fails, record the affected limits, immediate containment, cause investigation, approved repair, retest and final disposition. A generic note such as “recompacted” is not enough to show what changed or why the section was accepted.

Common defects and the check that catches them
Weakness caused by wrong grading or poor stone quality
Incorrect grading can leave excessive voids or prevent proper interlock; weak or unsound aggregate can crush under traffic. Delivered-material testing and stockpile traceability catch this before the material is buried.
Plastic or unsuitable filler
Filler with excessive plasticity can hold water and deform. The PI, liquid-limit and gradation checks, together with source approval, address this risk. The cited MoRTH guidance sets PI at no more than 6 for screenings and binding material.
Filler concentrated at the surface
A thick top layer signals that voids were not filled uniformly through the depth. Inspect distribution during the operation, not only after rolling, and correct the section before compaction is accepted.
Insufficient or uneven compaction
Layer movement, sinking or crushing stones, rocking aggregate and persistent roller marks indicate that the coarse particles are not firmly set. Combine field testing with these observations and rework isolated areas rather than accepting a favorable single reading.
Loss of bond beneath bituminous surfacing
Dust and foreign matter on the finished WBM surface can block tack-coat adhesion. Clean until the aggregate skin is exposed, then obtain the specified release before surfacing.
How to set the acceptance standard for a current project
The official material available for this topic does not establish a complete current Clause 404 acceptance table, a universal WBM sampling schedule, every thickness or level tolerance, or a mandatory intelligent-compaction rule. Those values must come from the specification edition named in the contract, its amendments and the Engineer-approved ITP.
- Identify the contract’s WBM clause, specification edition and any project-specific special provisions.
- Map each requirement to a material test, field test, visual inspection or release hold point.
- Confirm the approved test method, lot definition, sampling location and frequency with the Engineer.
- Train the inspection team to record both numerical results and the field observations that explain them.
- Do not cover the layer until nonconformities are closed and the authorized release is documented.
This approach keeps historical MoRTH workmanship principles useful without turning them into unsupported universal numbers. It also gives the construction team a defensible chain from approved source to accepted pavement layer.
