Short answer: A large commercial project usually needs a primary building permit plus coordinated zoning, site, fire, structural, accessibility, energy, environmental, utility and trade approvals. Construction then proceeds through scheduled building, trade, fire and—when required—special inspections. Before anyone occupies or uses the space, the owner must obtain a certificate of occupancy (C of O) or the local equivalent. The exact list is controlled by the authority having jurisdiction (AHJ), the adopted code editions and the project’s use, size, location and scope.
Why there is no single nationwide permit list
“Large commercial building” is a planning description, not a permit category. The city, county or state AHJ decides which applications, reviews and inspections apply. A new office tower on a previously developed parcel can trigger a different package from a warehouse conversion, hospital addition or restaurant fit-out, even in the same jurisdiction.

At the first planning meeting, document the variables that drive permits:
- Parcel, address and governing agencies, including any site that crosses municipal boundaries.
- Proposed occupancy and use, occupant load, construction type, building height and area.
- New construction, addition, alteration, change of use, phased work or tenant improvement.
- Site disturbance, grading, excavation, demolition, flood or environmental constraints.
- Utility capacity and new or relocated water, sewer, electrical, gas and telecommunications connections.
- Historic designation, public right-of-way work, transportation impacts and neighboring properties.
Those facts determine whether a review is handled by one building department or shared with planning, fire, transportation, environmental, health, wastewater and public-works agencies. San Diego’s guidance, for example, says building permits are required for new structures and improvements and that plans are reviewed for safety, accessibility, land use, zoning, public health and welfare. That is a useful description of the broad role of a building permit, not a universal checklist.

The permits and approvals most large projects encounter
The primary building permit is the anchor record. Its approved drawings and conditions become the baseline for inspections, but many approvals are separate records or agency sign-offs.
| Approval or permit | What it covers | Typical trigger or evidence |
|---|---|---|
| Building or construction permit | Overall construction documents, code compliance and authorization to perform the described work | New building, addition, alteration, change of use or substantial repair |
| Zoning and land-use approval | Permitted use, setbacks, height, floor area, parking, landscaping, variances, special exceptions and site-plan conditions | New development, change of use or a proposal that does not fit by-right standards |
| Site and civil permits | Grading, excavation, land disturbance, erosion and sediment control, drainage and storm-water management | Earthwork, disturbed acreage, new impervious area or regulated discharge |
| Right-of-way and public-space approval | Sidewalk, curb, lane, staging, street-opening and temporary-access work | Construction that occupies or modifies public property |
| Utility and wastewater approvals | Water, sewer, storm connections, capacity, backflow and utility relocations | New service, increased demand or work in an easement or public corridor |
| Trade permits | Electrical, plumbing, mechanical/HVAC and sometimes gas, elevator, low-voltage or specialty systems | Separate trade contractors or a local system of child permits linked to the building permit |
| Fire and life-safety review | Egress, fire-resistance, fire walls, alarms, sprinklers, smoke control, emergency access and fire-department conditions | Most commercial occupancies; scope expands with height, occupant load and hazardous uses |
| Accessibility and energy documentation | Accessible routes, entrances, toilet rooms, parking, energy-code compliance and required calculations or forms | Commercial construction and alterations under the adopted local/state code and applicable federal requirements |
| Environmental, health or historic approvals | Environmental screening, hazardous materials, food-service or medical requirements, wastewater, preservation and related conditions | Site history, use, location, historic status or agency threshold |
| Special-inspection program | Independent observation and reporting for qualifying structural or life-safety work | Chapter 17 (or equivalent) items identified in the approved construction documents |
| Commissioning filing | Verification that covered building systems perform as designed | Jurisdiction-specific thresholds or project conditions |
| Certificate of occupancy | Lawful occupation and use after final inspections and conditions are satisfied | New building, altered space, change of use or phased occupancy |
Electrical, plumbing and mechanical permits may be separate applications even when the disciplines are reviewed with the building permit. Fairfax County, for example, describes building, site, fire-marshal, wastewater, zoning and health reviews, followed by correction, resubmission, fee payment and issuance. Treat each agency record as a deliverable with its own number, conditions and final inspection.
Start with a pre-application and entitlement check
Confirm the use before drawing details
Ask planning staff whether the proposed occupancy is permitted, conditional or subject to a special exception. Verify setbacks, height, floor-area limits, parking, loading, landscaping and signage. A zoning problem discovered after architectural documents are complete can force redesign before the building reviewer can approve anything.

Screen site and agency dependencies
Obtain the survey, plat, address documentation and geotechnical information required locally. Identify flood, wetlands, contaminated-soil, tree, historic or archaeological constraints. Confirm whether grading, storm-water, erosion-control, traffic, public-space, utility or wastewater applications must be filed before the building package.
For a major project, request a concept or preliminary design meeting. The District of Columbia recommends this approach and uses an Environmental Intake Form to decide whether environmental-impact screening is needed. Record the meeting’s conditions in a responsibility matrix; an informal comment is not a permit.
Prepare a permit-ready plan set
A registered architect or professional engineer commonly prepares or submits the construction documents. New York City Department of Buildings guidance states that a registered design professional submits construction documents and that owner consent is required. Depending on scope, the package can include:

How plan review and permit issuance usually work
- Register the project and verify the AHJ. Confirm the parcel, record type, contacts, submittal portal and required owner authorization.
- Submit the coordinated package. Route it to building, zoning, structural, fire, electrical, mechanical/plumbing, energy and green-building reviewers, plus conditional health, environmental, wastewater, transportation, public-space and historic reviewers.
- Track every correction. Maintain a comment log showing the reviewer, sheet, response, revised detail and responsible design professional. Do not close a comment with a promise to fix it in the field.
- Resubmit corrected documents. Use the jurisdiction’s naming, clouding and revision conventions. Keep a change narrative so reviewers can locate each response.
- Pay fees and obtain issuance. The issued permit card, approved plans and conditions—not an application receipt—authorize the work. New York City’s published statement is direct: “DOB project approval is required before any work can begin.”
- Pull linked trade permits. Verify that electrical, plumbing, mechanical, fire-alarm, sprinkler, elevator and specialty permits are active before those scopes start.
Post the permit card and keep the approved plans available at the jobsite in the format the AHJ accepts. If the design changes, ask whether a revision, deferred submittal or new permit is required before installing the changed work.
Build an inspection matrix before construction starts
Use the approved drawings and permit conditions to create an inspection matrix. Identify the responsible contractor, required notice period, inspection request method, prerequisite documents and whether work must remain exposed. The exact sequence is local, but a large commercial project commonly includes these hold points:

| Stage | What the inspector or agency checks | Planning control |
|---|---|---|
| Site, excavation and footing | Setbacks, excavation, bearing conditions, forms, reinforcing steel, footings and foundations | Do not place concrete or cover reinforcement until the required approval is recorded |
| Structural frame | Steel, concrete, masonry, welding, bolting, anchors and connections | Coordinate special inspectors, test reports and material certificates |
| Fire-resistance and fire-stopping | Rated walls, floors, penetrations, joints, dampers and continuity of assemblies | Schedule before ceilings and finishes conceal the work |
| Rough trades | Rough electrical, plumbing, mechanical, gas and low-voltage installations | Maintain clear access and coordinate trade permit numbers |
| Envelope and insulation | Insulation, air sealing, weather barrier, windows and energy details | Capture photographs and test reports where the jurisdiction accepts them |
| Accessibility | Routes, slopes, doors, hardware, toilet rooms, parking, signage and clearances | Check dimensions before finishes make corrections expensive |
| Life-safety systems | Alarms, sprinklers, emergency lighting, smoke control, egress and fire-department access | Coordinate fire marshal, building and trade inspections |
| Site and utility finals | Grading, drainage, storm-water controls, sidewalks, utilities and restoration | Obtain outside-agency finals before requesting the C of O |
| Building and trade finals | Completion of permitted work, correction of inspection items and safe operation | Submit final reports, manuals and test certificates as required |
Notify the AHJ when a listed stage is ready, schedule with the required lead time and record the result. If work is covered without inspection, the official may require destructive opening, testing or a licensed professional’s documentation before accepting it.

Special inspections
Special inspections are independent observations and reports for qualifying structural or life-safety work, not a substitute for the building inspector’s inspections. The approved documents should identify the scope, agency or individual, frequency and reporting path. Typical items can include structural steel, high-strength bolting, welding, reinforced concrete, masonry, soils and selected fire-resistant construction.

New York City requires a special-inspection agency when the scope triggers the requirement. The agency submits progress reports and a final report; unresolved discrepancies can block sign-off even when routine inspections passed. Appoint the agency early, because retroactive observation may not be accepted.

Commissioning
Commissioning verifies that covered systems are installed, tested, documented and operating as intended. New York City’s current guidance uses a threshold of total permitted equipment of at least 600,000 BTU/h of heating input and/or 480,000 BTU/h of cooling capacity. Those figures apply to that jurisdiction’s published trigger, not to every U.S. project. Where required, file the commissioning documentation before final approval and retain functional-test records, training records and corrective actions.
Final inspections and the certificate of occupancy
Substantial completion is not the same as lawful occupancy. Finish the building, clear correction notices, complete special-inspection and commissioning reports, and obtain final approvals from every applicable agency. The building department may require final building, electrical, plumbing, mechanical and fire inspections, while planning, site, storm-water, utility or public-works agencies may have separate finals.
Fairfax County defines a commercial certificate of occupancy as the occupancy permit issued after all permits receive final inspections and all conditions are met. The District of Columbia describes a C of O as a document certifying that the building’s use complies with zoning regulations and building codes and requires it before occupation and use. Richmond likewise states that a C of O will not be issued until all required final inspections are successfully completed.

Phased or partial occupancy
Some jurisdictions allow partial-final inspections or certificates by floor or area. Richmond’s guidance illustrates this option for large projects, but it remains conditional: the occupied area must be separated, served by completed life-safety systems and approved for the stated use. Obtain written authorization for any phased occupancy; do not rely on a contractor’s interpretation of “substantial completion.”
Common failure points and practical fixes
- Starting site work on an unissued building permit: confirm which early-work, demolition or grading permits are allowed and keep them separate from the main authorization.
- Missing a conditional agency: use the pre-application meeting to identify health, wastewater, environmental, transportation and historic reviews, then assign an owner and due date for each condition.
- Uncoordinated revisions: issue one controlled revision set and update architectural, structural, civil and MEP sheets together.
- Covering work before inspection: place hold points in the schedule and require the superintendent’s release before concealment.
- Late special-inspection appointment: designate the agency before structural work and define report delivery to the design team and AHJ.
- Assuming trade permits are included: check the permit record for each trade and verify that final inspections are requested separately where required.
- Opening before the C of O: obtain the final document or written temporary/partial authorization before employees, tenants or the public use the space.
A permit-and-inspection checklist for the owner’s team
- Identify the AHJ, parcel, use, occupancy, construction type, height, area and project phases.
- Confirm zoning, site-plan, parking, access and historic or environmental constraints.
- Hold a pre-application meeting and record every agency condition.
- Assign the registered architect or engineer and assemble coordinated drawings, calculations, specifications and reports.
- List building, zoning, site, storm-water, utility, fire, accessibility, energy, environmental and trade applications.
- Submit special-inspection and commissioning information with the permit package when triggered.
- Track review comments, responses, resubmissions, fees and issuance of approved plans.
- Pull all linked trade permits before the relevant work begins.
- Create an inspection matrix tied to drawing details and permit conditions.
- Schedule inspections before work is covered and retain reports, tests and correction evidence.
- Complete agency finals, special-inspection final reports and commissioning documents.
- Apply for and receive the certificate of occupancy or local equivalent before use.
How to compare jurisdictions or delivery approaches
If you are selecting a site, delivery method or permitting strategy, compare the process rather than promising a particular approval time. Useful questions include:
- How many reviewing disciplines and outside agencies will sign off?
- Is concept or preliminary design review available before a full application?
- Are electronic submittals, correction comments and resubmissions handled through one portal?
- What structural special-inspection and systems-commissioning thresholds apply?
- Can inspections be scheduled electronically, and are partial-final options available?
- Which storm-water, environmental, utility and public-space approvals must precede building issuance?
- What documents and lead time are required for the C of O?
These comparisons help allocate design, permitting and inspection resources, but they do not guarantee faster approval. The AHJ’s current requirements and the approved project documents control.
