There is no single OSHA certification that every U.S. construction worker must hold. OSHA generally requires employers to train workers for the hazards, tasks, and equipment they encounter under applicable standards. The familiar OSHA 10-hour and 30-hour cards are voluntary Outreach course-completion cards—not OSHA licenses or certifications—and they do not replace required job-specific training.

What OSHA requires—and what it does not

Federal OSHA requirements generally follow the work a person performs and the hazards to which they may be exposed. The applicable construction standard determines what training is required and, in some cases, who may provide it or what records the employer must keep. Employers are responsible for providing and documenting the training their employees need. OSHA’s Outreach Training Program FAQs explain that Outreach training is voluntary; OSHA does not require every construction worker to earn an Outreach card.

As an Amazon Associate I earn from qualifying purchases.

That does not mean no training is required. A worker assigned to a particular task may need instruction specific to that hazard or equipment, even if they already have an OSHA 10- or 30-hour card. OSHA’s Training Requirements in OSHA Standards publication collects examples of training provisions in the standards. The exact requirements depend on the work, exposure, employer, and jobsite.

In other words, there are two separate questions to answer: Does an outside organization require a particular Outreach card for this job, and what training does the employer need to provide for the work itself? A worker can have a requested card and still need task-specific instruction. Conversely, a worker may need required training under a standard even when no one has asked for an Outreach card.

Understand the difference between an OSHA card and required training

Term What it means What it does not mean
OSHA Outreach card A course-completion card earned after completing an OSHA-authorized Outreach course, such as Construction 10-hour or 30-hour training. It is not an OSHA license or certification, and it does not by itself satisfy every training requirement in OSHA standards.
Training required by an OSHA standard Instruction the employer must provide when a standard requires it for a worker’s hazards, assigned task, or equipment. The standard controls the relevant subject matter and any trainer or recordkeeping conditions. It is not necessarily a general card or credential that every construction worker carries.
Competent person or qualified person A role defined in context by the applicable construction standard, involving specified knowledge, training, experience, hazard recognition, or authority. It is not a universal certification every worker must obtain.
OSHA Construction Safety and Health Fundamentals Certificate An optional, multi-course education program for people seeking deeper construction safety and health study. It is not a blanket entry requirement for construction employment.

OSHA states plainly in its Outreach FAQ: “Please note that an OSHA card is not considered a certification or license.” The card may still matter when an outside organization requires it; the key is to distinguish that requirement from a universal federal OSHA mandate.

The terms “competent person” and “qualified person” also should not be mistaken for one all-purpose worker credential. Construction standards use these roles in relation to particular work, with requirements tied to knowledge, training, experience, hazard recognition, or authority as the standard defines them. Whether a role applies—and what the person must be able to do—depends on the specific standard and work involved.

OSHA 10 vs. OSHA 30: which course should you take?

OSHA describes the 10-hour Outreach course as basic hazard-awareness training intended for workers. The 30-hour course covers safety and health in greater depth and is more appropriate for supervisors or workers with safety responsibilities. Neither course is federally required by OSHA for all construction workers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Course OSHA’s general description Practical fit
Construction 10-hour Basic hazard awareness; 10 hours. Workers seeking an introductory overview, or workers whose employer, project, union, or jurisdiction specifically accepts or requires this course.
Construction 30-hour More in-depth and broader training; 30 hours. Supervisors and workers with safety responsibilities, or people whose requiring organization specifies the 30-hour course.

The courses differ in duration and intended depth, but neither should be treated as a substitute for employer training that applies to a specific hazard or task. A 30-hour card is not automatically proof that a worker has completed every equipment-specific or standard-required training. Likewise, an OSHA 10 card may not meet a project’s separate access rule if that project specifies the 30-hour course.

Before enrolling, compare the requirement that actually applies to you rather than choosing a course based on the word “OSHA” alone. Ask whether the requirement comes from OSHA or an outside authority, whether it calls for 10-hour or 30-hour training, and which provider and course format the authority accepts. OSHA’s FAQ puts the distinction directly: “The Outreach Training Program is voluntary and OSHA does not require Outreach training.”

How to check whether a job requires OSHA 10 or OSHA 30

  1. Ask who is imposing the requirement. It may come from a state or municipality, employer, union, project owner, or jobsite—not from a universal federal OSHA rule. Request the exact written requirement if it is unclear.
  2. Confirm the course and card accepted. Ask whether the requirement is for Construction 10-hour or 30-hour training, and whether online or in-person training is accepted.
  3. Verify the provider before enrolling. OSHA maintains a current list of authorized online construction Outreach providers. OSHA says it cannot validate training from vendors that are not on its list.
  4. Keep the card requirement separate from task training. Ask the employer what training is required for the actual hazards, equipment, and duties of the job. An Outreach card is not a substitute for those obligations.

These checks matter because OSHA does not decide whether every outside organization will accept a particular card, format, or provider for its own requirement. The organization imposing the requirement is the one to ask. If you are unsure whether the rule comes from an employer, a project owner, a local jurisdiction, or another body, clarify that first; then verify the requested course before paying for it.

OSHA’s FAQ says trainers must issue a course-completion card within 90 days. If a card has not arrived by then, contact the trainer or provider and check with the organization that requires the card about what documentation it will accept in the meantime. Do not assume that enrollment alone satisfies a jobsite’s card rule.

Examples of training tied to specific construction work

These examples show why the answer depends on the assignment rather than a worker’s job title alone. They are not a complete list of construction training requirements; employers should check the applicable OSHA standard for each task. A worker should ask what training is needed before beginning work around a relevant hazard or operating assigned equipment, rather than assuming that an Outreach card covers it.

Fall protection

When employees may be exposed to fall hazards, the employer must provide a training program that enables them to recognize fall hazards and follow procedures to minimize them. As necessary, a competent person qualified in the listed fall-protection areas must conduct the training. The employer must verify compliance with a written record containing the worker’s identity, training dates, and the trainer’s or employer’s signature. Retraining is required when earlier training becomes obsolete or when a worker lacks the understanding or skill needed to perform the work safely. See OSHA’s construction fall-protection training standard.

This example includes both instruction and documentation duties; a general card should not be assumed to replace either. The standard also makes retraining responsive to the worker’s knowledge and skill and to whether earlier training is still current for the work. The employer should follow the applicable standard rather than treating a completed Outreach course as a permanent answer to every fall-protection training need.

Powered industrial trucks

For powered industrial truck operators, OSHA’s guidance describes employer duties to train and evaluate operators before workplace operation, certify that training was received, and evaluate each operator at least once every three years. Refresher training is required when an operator demonstrates a deficiency. This is an equipment-specific obligation—not an OSHA card requirement for all construction workers. See OSHA’s powered industrial truck training FAQ.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The important distinction is that the operator requirements attach to operating this equipment. Having an Outreach card does not by itself establish that the employer has completed the operator’s training and evaluation duties. If an employee will operate a powered industrial truck, the employer needs to address those equipment-specific requirements before workplace operation and respond to deficiencies with refresher training when required.

First aid availability

OSHA’s construction training publication reproduces 29 CFR 1926.50(c): when an infirmary, clinic, hospital, or physician is not reasonably accessible in time and distance, a person with a valid first-aid training certificate must be available to render first aid. This provision does not establish that every worker must hold a first-aid certificate. Employers should assess the applicable site conditions and ensure the required availability. See OSHA’s training requirements publication.

That is a site-availability requirement, not a blanket credential rule for every person on a construction crew. The relevant question is whether the required trained person is available under the conditions described in the standard—not whether every worker has independently earned a first-aid certificate.

Is the OSHA Construction Safety and Health Fundamentals Certificate required?

No. OSHA’s Safety & Health Fundamentals Certificate Program for Construction is optional advanced education, not a universal prerequisite for employment. The program requires a minimum of seven OTI Education courses and 68 contact hours: three required courses totaling at least 39 hours and at least four electives totaling at least 29 hours. People considering it should review OSHA’s Construction Safety and Health Fundamentals Certificate Program page for current program details.

This is a more extensive educational option for someone seeking additional construction safety and health study; it is distinct from the short Outreach cards and from employer-provided training under a standard. The course count and contact-hour minimums describe the program, not a requirement imposed on all construction workers. Check OSHA’s current program page for details before planning coursework, since program information may change.

A practical checklist for a new construction job

  • Identify the state or local jurisdiction, employer, union, project owner, and jobsite rules that apply.
  • Ask whether an Outreach card is required by one of those organizations and, if so, which course and provider it accepts.
  • Review the hazards, tasks, and equipment assigned to you with your employer.
  • Confirm that the employer has arranged the training required by the applicable standards and has kept any required records.
  • For a changing assignment or new equipment, ask whether additional or refresher training is needed before starting that work.

When checking a card requirement, be specific: ask whether it is the Construction 10-hour or 30-hour course, what formats are accepted, and whether the particular provider is recognized by the organization making the rule. When checking task training, identify the actual work and equipment involved and ask the employer what applicable standard governs it. Those questions prevent the common mistake of treating one card as a universal pass for every jobsite and every task.

This is a U.S. federal baseline. State or local rules, employer policies, union agreements, and project requirements can add conditions. Because accepted courses and authorized-provider listings can change, verify the current requirement with the organization imposing it and consult the current OSHA standard for the assigned work.

Frequently Asked Questions

Do I need OSHA 10 to work construction?

Is an OSHA card a certification?

No. OSHA says an Outreach card is not a certification or license. It documents completion of an Outreach course.

Does OSHA 10 replace jobsite safety training?

No. Outreach training does not replace training an employer must provide under applicable OSHA standards for specific hazards, tasks, or equipment.

What OSHA training does a construction worker need?

There is no single course required for every worker. The applicable standards determine training based on the hazards, tasks, and equipment involved, and an outside organization may separately require an Outreach card.

Can I take OSHA 10 or OSHA 30 online?

OSHA maintains a current list of authorized online construction Outreach providers and says it cannot validate training from vendors that are not on the list. Check that list, and confirm that the organization requiring a card accepts the online course and provider before enrolling.

What if my OSHA Outreach card has not arrived?

OSHA’s FAQ says trainers must issue a course-completion card within 90 days. If it has not arrived by then, contact the trainer or provider and ask the organization imposing the requirement what documentation it will accept in the meantime.

Does every construction worker need first-aid certification?

No. The cited construction provision requires a person with a valid first-aid training certificate to be available when medical care is not reasonably accessible in time and distance; it does not say every worker must hold one.

The Bottom Line

There is no universal OSHA certification for construction workers. OSHA 10 and 30 are voluntary Outreach courses, while required training depends on the hazards, tasks, equipment, and applicable standards. Confirm any card requirement with the organization imposing it, and ask your employer about training for the work you will actually perform.
