A qualified rigger must be capable of rigging the particular load safely and resolving problems under the actual job conditions. A signal person must first pass the required knowledge and practical evaluations, and qualification records identifying the signal types assessed must be available at the worksite. Neither role is automatically established by a crane-operator certificate, a generic training course, or a card from a previous employer.
This explanation covers federal construction requirements in 29 CFR 1926 Subpart CC, current through October 2026. A state-plan OSHA jurisdiction may impose stricter rules, so verify the requirements governing your site before a lift.

Qualified rigger and signal person: the essential difference
OSHA uses two different qualification systems because the jobs control different hazards. The rigger selects, attaches, balances and guides the load connection. The signal person communicates movement instructions to the operator and must understand the signals, the crane’s basic operating limits and the rules governing signaling.

What makes someone a qualified rigger?
Under 29 CFR 1926.1401, a qualified rigger is a rigger who meets the regulation’s definition of a qualified person. A qualified person has a recognized degree, certificate or professional standing, or extensive knowledge, training and experience, and has demonstrated the ability to solve problems related to the subject matter, work or project.

That definition is performance-based. OSHA does not prescribe one mandatory rigger course, license, apprenticeship, certification organization or examination. A course certificate, apprenticeship record or employer training log can help support a decision, but the employer remains responsible for determining whether the individual can perform the specific rigging safely.
The employer’s task-specific determination
The required level of skill depends on the lift. A person who can rig a routine, compact load may not be qualified for a long, flexible, asymmetrical or unusually heavy load, a lift near energized lines, or a lift affected by wind, limited clearance or unusual attachment points. The employer must consider the equipment, load geometry, rigging configuration, communication method, ground and environmental conditions, and the consequences of a rigging failure.
OSHA’s March 18, 2014 interpretation explains the governing principle: “The employer must ensure that the rigger has the ability to recognize and resolve any issues relating to the specific rigging work to be performed.” The employer should be able to explain why the person’s knowledge and experience match the lift, rather than relying only on a title or card.

When the crane standard specifically calls for a qualified rigger
OSHA’s qualified-rigger factsheet identifies two important situations:
Rank #2
- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque
- Both the DEWALT impact driver and drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- During hoisting for crane assembly or disassembly, as addressed by 29 CFR 1926.1404(r)(1).
- When workers in the fall zone are hooking, unhooking or guiding a load, or making the initial connection of a load to a component or structure, as addressed by 29 CFR 1926.1425(c).
Read the cited provisions for their exact conditions and exceptions. The fact that a task is not one of these listed triggers does not relieve the employer of its broader duty to use competent workers and control rigging hazards.
What a rigger should be able to demonstrate
For the assigned lift, the employer should verify that the rigger can select suitable slings, shackles and other hardware; determine how the load will be supported; account for sling angles and load balance; inspect equipment; protect slings from sharp edges; prevent unintended disengagement; recognize damaged or overloaded components; and stop the operation when conditions change. The person must also be able to identify and correct problems, not merely repeat a memorized procedure.
Does OSHA require a rigger card or third-party certification?
No. Federal OSHA’s crane standard does not require a rigger to be certified by an accredited third-party organization, and it does not generally require a qualified rigger to carry a qualification card. The employer must still be able to support its determination that the person is qualified for the work.
Third-party training or certification may be useful evidence of knowledge, but it is not a universal authorization. A credential may cover only certain equipment, methods or course conditions. The employer must compare that background with the actual lift and site hazards. Conversely, a person may be qualified through extensive documented experience and an employer assessment without holding a commercial rigger card.

What qualifications must a signal person possess?
Before a worker gives any crane signal, the employer must ensure compliance with 29 CFR 1926.1428. The signal person must demonstrate all of the following:
- Knowledge and understanding of the type of signals being used. For hand signals, this includes OSHA’s Standard Method.
- Competent application of those signals.
- A basic understanding of equipment operation and limitations, including crane dynamics when a load is swung and stopped and boom deflection caused by hoisting.
- Knowledge and understanding of the applicable requirements in 29 CFR 1926.1419 through 1926.1422 and 1926.1428.
The person must demonstrate the requirements through both an oral or written test and a practical test. Passing only a classroom quiz, watching a video or displaying a hand-signal chart is not enough.
Who may evaluate the signal person?
The employer has two options:
- Qualified third-party evaluator: A qualified outside evaluator assesses the worker and supplies documentation showing the required qualification.
- Employer’s qualified evaluator: An employee of the signal person’s employer who is competent to evaluate the requirements conducts the assessment, determines that the worker meets them and provides the documentation.
The evaluator must be able to judge both knowledge and actual signaling performance. The employer should retain evidence of the tests and the evaluator’s identity in its training records even though the rule focuses on documentation being available at the site.

Documentation must be available at the worksite for as long as the signal person is employed there. It must identify each signaling type for which the worker qualified, such as hand signals, radio signals or another method assessed. OSHA allows paper or electronic documentation; a physical wallet card is only one possible format.

An assessment performed by one employer’s qualified evaluator is expressly not portable to another employer. If the worker changes employers, the new employer must make its own determination or use documentation from a qualified third-party evaluator as allowed by 29 CFR 1926.1428.
When is a signal person required?
A signal person is required when the operator cannot see the point of operation in full, when the operator’s view is obstructed in the direction the equipment is traveling, or when the operator or the person handling the load determines that a signal person is needed because of site-specific safety concerns.
Examples include a load blocked by a structure, blind travel around a corner, a pick below the operator’s line of sight, or conditions in which a spotter is needed to protect people, equipment or the load. Review 29 CFR 1926.1419 and the applicable provisions for the exact operation. A signal person does not replace a safe lift plan, exclusion zone or other required controls.
Testing, training and retraining duties
The qualification assessment must occur before the worker gives signals. If the person’s conduct shows that the requirements are no longer met, the employer must not allow continued signaling until retraining and reassessment confirm qualification.

Under 29 CFR 1926.1430(b), employers must train employees assigned as signal persons who do not meet the required knowledge criteria. Employers must evaluate required training to confirm that employees understand it and provide refresher training when conduct or a knowledge evaluation indicates that refresher instruction is necessary.
Retraining may be appropriate after a near miss, repeated miscommunication, use of a new signaling method, a change in crane type or site layout, a long break from signaling, or evidence that the worker cannot explain equipment limitations. The employer should document the new training and the practical reassessment before returning the person to signaling duties.
Can a crane operator also be the rigger or signal person?
One individual can potentially perform more than one role, but each role’s criteria apply independently. A certified operator does not automatically meet the qualified-rigger requirements. The employer must determine whether that operator has the knowledge and experience to rig the particular load and resolve problems on that job.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteLikewise, an operator certificate does not automatically satisfy the signal-person rule. The operator must still be evaluated by a qualified evaluator, pass the oral or written and practical tests, and have documentation identifying the signaling types assessed. The employer must also ensure that combining roles does not prevent the person from maintaining control of the crane, observing the load and communicating safely.
Employer compliance checklist
- Identify whether the planned work triggers the qualified-rigger requirements in 1926.1404(r)(1) or 1926.1425(c), and assess any additional rigging hazards.
- Match the proposed rigger’s knowledge, training and experience to the load, rigging arrangement, crane and site conditions.
- Record the basis for the employer’s task-specific rigger determination; do not rely solely on a card or course certificate.
- Determine whether a signal person is required because of visibility, travel obstructions or site-specific safety concerns.
- Before signaling, arrange a qualified third-party or employer evaluation covering the required knowledge and a practical demonstration.
- Identify every signaling type assessed and keep the documentation available at the worksite for the duration of the worker’s employment there.
- Train, evaluate and retrain signal persons when knowledge, conduct, equipment or conditions indicate a need.
- Check whether the applicable state OSHA plan has requirements stricter than the federal rule.
Common mistakes to avoid
- Assuming a crane-operator certificate qualifies the holder to rig loads or give signals.
- Treating a general rigging class as proof that a worker can handle every lift.
- Allowing a signal person to work after failing to demonstrate the practical skills.
- Keeping a signal-person record that says only “qualified” without listing the signaling types assessed.
- Assuming an employer evaluator’s assessment follows the worker to a new company.
- Using a hand-signal poster as a substitute for testing, practical demonstration and job-specific training.
- Ignoring changed conditions such as a new crane, radio system, load configuration, weather exposure or restricted visibility.
Federal rule versus state-plan requirements
The requirements above describe federal OSHA construction rules. States operating their own OSHA-approved plans may adopt requirements that are more stringent or administratively different. Before relying on a qualification, confirm the rule in the state where the work is performed, as well as any owner, employer or project specifications that add controls.
