When gravel or sand becomes more expensive, a concrete quote can rise, but rarely by the same percentage. Ready-mixed concrete is a delivered system: the mix materials are batched, loaded, hauled and often pumped or placed. An aggregate increase affects the tonnes of coarse and fine aggregate in the mix, plus quarry royalties, loading, trucking, fuel and handling. Cement, energy, labour, maintenance, compliance, overhead, demand and the supplier’s margin can either amplify or offset that movement.
The reliable way to test a price increase is to obtain the mix quantities, apply the supplier’s actual aggregate change, add freight and handling effects, then check the result against the contract’s escalation clause and local producer-price data.

Concrete is priced as a delivered system, not as a pile of gravel
A ready-mix price starts with the materials in a cubic metre (or cubic yard) of concrete: cement, fine aggregate such as sand, coarse aggregate such as gravel or crushed stone, water and admixtures. The plant then turns those inputs into a specified product and delivers it within a required time window. The invoice therefore includes more than the quarry price.
A useful cost model is:
Total delivered concrete cost = materials + batching and loading + delivery and fuel + labour and maintenance + environmental and regulatory costs + pumping or placement + overhead + margin.

Aggregate is one part of that system. Its price can move independently from cement, and the quantity used depends on the specified strength, slump, exposure class, aggregate size, density and other mix-design requirements. A higher aggregate quote does not automatically justify an equal percentage increase in the finished concrete price.
What the concrete price contains
| Cost layer | What it covers | How an aggregate increase can affect it |
|---|---|---|
| Fine and coarse aggregate | Sand, gravel or crushed stone; quarry or pit price; royalties and processing | Direct increase on the tonnes used in each cubic metre; royalty, screening, crushing or handling changes may add to it. |
| Cement and supplementary materials | Cement and any approved supplementary cementitious material | Usually moves on its own supply and energy cycle. A cement decrease can partly offset an aggregate increase, while a cement increase can compound it. |
| Water and admixtures | Mix water, plasticisers, air entrainers, retarders and other specified admixtures | Usually a smaller share, but special performance requirements can make admixture costs material. |
| Plant operations | Batching, calibration, loading, testing, maintenance, electricity and environmental compliance | Higher volumes, waiting time, dust controls or equipment costs can raise the delivered price even when the aggregate price is unchanged. |
| Transport | Truck loading, haul distance, driver time, fuel, traffic delay and return logistics | A quarry change may alter the source or haul distance. Fuel, waiting and minimum-load charges can increase the freight component. |
| Placement | Pumping, chuting, labour, finishing and site access requirements | Usually quoted separately, but a longer delivery cycle or difficult access can increase truck and pump time. |
| Commercial terms | Overhead, risk allowance, finance, demand conditions and margin | Suppliers may absorb, delay or pass through a cost change depending on demand, competition and the quote or contract. |
The Malaysia Competition Commission’s 2017 market review described raw materials—cement, sand and aggregates—as the main cost component of ready-mixed concrete production, excluding capital expenditure. It also estimated that cement represented approximately half of total ready-mix production cost in that market and period. That figure is a location-specific 2017 estimate, not a universal split for every project today.
How an aggregate increase reaches your quote
1. The mix determines the direct exposure
Start with the approved mix design, not a rule of thumb. It should state the mass or volume of fine aggregate and coarse aggregate per unit of concrete. The same project may use different quantities for a pavement mix, a high-strength column mix, a pumpable slab mix or a low-shrinkage specification.

Use delivered aggregate prices where possible. A quarry’s gate price is not the same as the price at the concrete plant if the source, haul distance, fuel surcharge or loading arrangement changes.
2. Freight, royalties and handling can move with the material
Sand mining and aggregate production carry costs beyond extraction. The Malaysia Competition Commission identified labour, royalty payments and transportation to end users as the main cost components for sand mining, excluding capital expenditure. A supplier may therefore receive an increase in the raw aggregate price and a separate increase in the cost of moving, loading, screening or storing it.
Ask whether the quoted change is a material surcharge, a freight adjustment, a new source, or a combination. A switch to a more distant quarry can affect both aggregate and every truck movement into the plant.

3. Other inputs are moving at the same time
Concrete producers also pay for cement, energy, labour, maintenance, compliance and plant operation. Cement manufacturing is energy-intensive; the 2017 Malaysia review estimated energy at approximately 40–50% of cement production cost. That does not mean energy is 40–50% of your concrete invoice. It means an energy shock can alter the cement component before the ready-mix producer adds its own costs.

Demand and capacity matter as well. A supplier with full trucks and limited plant capacity may price differently from one competing for work. The margin response is commercial, not a fixed mathematical pass-through.
Why the finished concrete price does not rise one-for-one
A percentage change in one input applies only to that input’s share of the final cost. If aggregate is 20% of a particular delivered mix cost and its price rises 10%, the direct effect is roughly 2% of the original total before freight, handling and commercial adjustments. The actual result can be higher or lower because the 20% share must be measured for that mix and market; it should not be assumed.

Suppliers may also hold a price for a stated validity period, buy aggregate under a forward contract, or recover a change through a later surcharge. Conversely, a fall in cement or fuel prices can offset a higher aggregate cost. The invoice date may therefore show a different relationship from the date on which the quarry changed its price.
A step-by-step way to check an increase
- Freeze the comparison. Put the old and new quotes side by side and confirm that strength, slump, aggregate size, exposure class, admixtures, quantity, delivery location and placement scope are identical.
- Request the mix quantities. Obtain the cement, fine aggregate, coarse aggregate, water and admixture quantities per cubic metre or cubic yard for the approved design. If the supplier cannot disclose commercial prices, it can usually confirm the quantities and the reason for a mix change.
- Identify the aggregate change. Ask for the old and new delivered prices, effective dates, source, haul distance, royalty or surcharge, and whether the material is sand, natural gravel or crushed stone.
- Calculate direct exposure. Multiply each aggregate quantity by its price change and sum the fine and coarse components. Keep units consistent; do not combine a price per tonne with a quantity stated in cubic metres without a density conversion supplied by the producer.
- Add logistics. Check fuel, loading, trucking distance, waiting time, minimum-load rules, truck availability and any change in delivery windows. A small material change can produce a larger truck-time change on a congested or remote site.
- Recheck the other inputs. Compare cement, admixture, energy, labour, maintenance, environmental compliance, pumping and finishing allowances. Record decreases as well as increases.
- Apply the contract terms. Read the escalation clause, index reference, base date, quote-expiry period, notice requirement, cap or floor, and evidence the supplier must provide. A supplier’s cost movement and the amount contractually recoverable are separate questions.
- Test against local data. Compare the calculated movement with a relevant producer-price or construction-material index for the project’s country and period. Use the index as a reasonableness check, not as a substitute for the project’s actual mix and haul.
Illustrative calculation (not a market benchmark)
Assume a hypothetical mix uses 0.80 tonnes of coarse aggregate and 0.70 tonnes of fine aggregate per cubic metre. The coarse material rises by 12 currency units per tonne and the fine material by 8 currency units per tonne. The direct material change is:
(0.80 × 12) + (0.70 × 8) = 15.20 currency units per cubic metre
This is not the new concrete price. Add any change in trucking, royalties, loading and handling. Then compare cement, energy, labour, plant and placement costs with the original quote. If the supplier’s total increase is substantially above the calculated movement, ask which additional line items changed and whether the contract permits them. If it is below the movement, the supplier may be absorbing part of the increase or offsetting it with lower costs elsewhere.

What recent market data shows about pass-through
Published indices demonstrate why an aggregate movement cannot be copied directly onto a ready-mix invoice.
| Market and period | Reported movement | What it shows |
|---|---|---|
| Australia, March 2026 release | Concrete, cement and sand increased 1.7% quarter-on-quarter and 2.8% year-on-year. | The combined category rose, with raw materials, labour, energy, freight, maintenance and environmental compliance identified as contributors. |
| United Kingdom, June 2026 data | Gravel, sand, clays and kaolin increased 11.4% year-on-year; ready-mixed concrete fell 1.1%; cement fell 4.5%. | Aggregate-related materials rose while ready-mix and cement moved down, proving that pass-through is not one-for-one. |
| United Kingdom, June 2026 | All-work construction-materials index increased 6.0% year-on-year. | A broad construction index can move differently from a specific concrete input or product. |
These figures describe their stated countries, categories and periods. They should not be transplanted to another region, contract or mix. In the United States, the Bureau of Labor Statistics publishes separate series for concrete ingredients, sand, gravel, crushed stone and cement, allowing an estimator to track the lines independently rather than treating “concrete” as one undifferentiated commodity.
How to compare two concrete quotes fairly
A lower total may simply omit a cost or use a different specification. Compare the following items on the same basis:
| Comparison | Questions to ask |
|---|---|
| Mix design and strength | Are strength, slump, exposure, aggregate size, admixtures and testing requirements identical? |
| Material quantities | How much cement, sand and coarse aggregate is included per unit? Has one supplier proposed a different design? |
| Aggregate source | Is the source local, and what haul distance, royalty, processing and quality controls apply? |
| Delivery | What delivery window, truck cycle, minimum load, waiting allowance and fuel surcharge apply? |
| Pumping and placement | Are pump hire, line cleaning, crew labour, finishing and standby included or excluded? |
| Escalation and validity | How long is the quote valid, what index or event triggers escalation, and is notice required? |
| Taxes, testing and contingency | Are taxes, compliance testing, strength cylinders, call-out charges and contingency treated consistently? |
Contract and procurement safeguards
Use a transparent escalation clause
For work extending beyond a short quote-validity period, specify the base date, reference index, adjustment formula, evidence, notice period and any cap or floor. A clause can address aggregate, cement, fuel and labour separately where those inputs have different volatility. It should also state whether the adjustment applies to the material component only or to the entire delivered rate.
Separate design changes from price changes
A revised strength, lower water-cement ratio, special aggregate grading or additional admixture is a scope or performance change, not merely an aggregate escalation. Require a revised mix submittal and price breakdown so the two causes are not blended.
Plan the delivery window
Consolidated pours, confirmed access and realistic truck turnaround reduce waiting and minimum-load exposure. On constrained sites, logistics savings can offset part of a raw-material increase without changing the specified concrete.
Common mistakes and how to correct them
- Applying the quarry percentage to the whole quote. Correct it by applying the change only to the aggregate quantities, then calculating freight and other changes separately.
- Using a generic aggregate share. Correct it with the approved mix design and the producer’s units. There is no universal current percentage for every region, mix or contract.
- Comparing gate prices with delivered prices. Correct it by including royalty, loading, haul, fuel, waiting and handling on both dates.
- Ignoring specification differences. Correct it by matching strength, slump, aggregate size, admixtures, testing and placement scope before comparing totals.
- Treating an index as an invoice. Correct it by using local indices as a check while relying on the contract and project-specific evidence for payment.
- Accepting a verbal surcharge. Correct it by requesting the effective date, affected line items, calculation and contractual basis in writing.
What to ask your concrete supplier today
- Which exact aggregate price changed, by how much, and on what effective date?
- Did the source, haul distance, royalty, processing method or fuel surcharge change?
- What quantities of sand and coarse aggregate are in the approved mix per unit?
- Have cement, admixture, energy, labour, maintenance, compliance, pumping or waiting allowances changed?
- Does the quote include a minimum load, standby, testing, pump or placement charge?
- Which escalation clause or quote-validity term authorizes the adjustment?
- Can the supplier provide a revised line-item calculation using the same units as the original quote?
The answer to “why did my concrete quote go up when gravel got more expensive?” is therefore: the aggregate increase raised a real input cost, and it may also have changed freight, royalties and handling, but the final delivered price reflects the entire production and delivery system. Measure the mix, isolate the aggregate exposure, account for logistics and other inputs, and then apply the contract terms. That method explains both a legitimate increase and a quote that does not move in the same direction as the aggregate market.
