It is an integrated production system that repeatedly patterns microscopic circuit layers onto high-purity silicon wafers while controlling particles, temperature, chemicals, air, exhaust and utilities. The cleanroom is the visible production area; subfab spaces and utility systems are equally important to keeping the process running. A conventional factory can use many different materials and production methods, so the fairest comparison is by process, environment and infrastructure rather than by a single universal cost or size claim.
What a semiconductor fab actually makes
Front-end semiconductor manufacturing starts with a raw silicon wafer and turns its surface into integrated circuits. The wafer remains the carrier throughout dozens or hundreds of process operations, and many identical dies are formed across its surface. The finished wafer is later sent to back-end operations for dicing, die attach, bonding, encapsulation and electrical testing. Those packaging and test stages are part of semiconductor production, but they are not the same as front-end wafer fabrication.

The Semiconductor Industry Association explains the front-end boundary in its overview of semiconductor production: the wafer-fabrication stage creates the circuitry, while downstream stages separate and package individual chips. This boundary matters when comparing buildings. A wafer fab is designed around surface processing and contamination control; a packaging plant has different equipment, materials and environmental priorities.

In a conventional factory, a product may move through a mostly linear sequence of cutting, forming, joining, painting or assembly. Semiconductor fabrication is a repeated build-and-pattern cycle. Each circuit layer requires a carefully controlled combination of additive, subtractive, imaging, cleaning and measurement steps. The wafer returns to groups of tools many times as additional layers are formed.

The recurring process loop
- Deposition: A thin film of material is added to the wafer surface.
- Lithography: A pattern is transferred using a light-sensitive resist and a lithographic exposure process.
- Etching: Selected portions of a film are removed so the pattern becomes part of the structure.
- Cleaning and resist removal: Residues and unwanted materials are removed before the next operation.
- Planarization: The surface is made sufficiently flat for subsequent layers.
- Ion implantation and related treatments: Electrical properties are modified in selected regions.
- Metrology and inspection: Measurements and inspections check dimensions, alignment and defects.
ASML describes these operations, including deposition, lithography, etching, metrology and inspection, ion implantation and resist removal, as a sequence that repeats to build a microchip’s layers: How microchips are made. The exact recipe depends on the device and process technology, but the repeated loop is the defining production pattern.
Why repetition changes the building
Because the wafer revisits specialized tools, the fab must connect many process areas with reliable material movement, process gases, chemicals, power, exhaust and data. A defect introduced early can remain on a wafer through later steps, so process control is cumulative: a small contamination event can reduce the number of usable dies at the end. This is different from a conventional line where a visible assembly defect may be found at one station and corrected or discarded locally.
Cleanliness is a yield requirement, not a cosmetic preference
Particles, chemical residues and environmental variation can damage or misalign microscopic features. For that reason, wafers are moved between tools in a controlled cleanroom environment with filtered, recirculated air and tightly managed temperature. The air system is part of the manufacturing process, not just an occupational-comfort system.

The Semiconductor Industry Association states that cleanroom design protects personnel and is critical to wafer quality in its 2023 PFAS Consortium Background Paper. The same paper describes an ULPA filter rating of 99.999% particle removal for particles larger than 120 nanometres (0.12 micrometres). That number is a stated filter rating under the paper’s specification; it is not proof that every location in every fab contains zero particles or performs identically.
What the cleanroom controls
- Air quality: Filtration limits airborne particles that could land on a wafer.
- Temperature: Stable conditions reduce process variation and help tools hold their specified operating window.
- Material movement: Wafers travel between tools without being exposed to uncontrolled surroundings.
- Process discipline: Gowning, chemical handling and tool interfaces are organized to prevent contamination introduced by people or materials.
A conventional factory may have clean zones, dust extraction or temperature control for a particular product, but it does not automatically need the same continuous control across the entire production path. The required cleanliness depends on the material, feature size and defect tolerance of that factory’s product.
A fab is a complete support plant, not only a cleanroom
From a construction and operations perspective, the cleanroom is one layer of a much larger facility. Process tools sit in the clean production area, while adjacent or lower-level spaces provide the services that allow those tools to operate. The SIA describes fabs as cleanroom areas connected to ancillary spaces supplying chemicals, power, air handling, emission controls and other services.

Subfab and utility functions
- Chemical supply: Process chemicals must reach tools in a controlled and maintainable way.
- Power distribution: Specialized equipment requires dependable electrical service and coordinated distribution.
- Air handling: Filtration, recirculation and temperature control support the process environment.
- Exhaust and emissions control: Tool exhaust is collected and treated through facility systems rather than released directly into the work area.
- Maintenance access: Service areas allow equipment and support systems to be maintained without unnecessarily disrupting wafer operations.
A 300-millimetre fab layout shown by the SIA illustrates this relationship, but individual facilities differ. The National Institute of Standards and Technology’s 2025 review of a proposed memory-chip manufacturing project also describes process tools and subfab support; that document is a project-specific description, not a universal blueprint for every semiconductor site: NIST FEIS Appendix H-J.
How the two factory types compare
There is no single definition of a conventional factory. A food plant, metal foundry, vehicle assembly plant and pharmaceutical facility have different materials, hazards, layouts and quality systems. The table therefore compares the characteristics established for a fab with the question that must be asked about a particular conventional plant.
| Comparison axis | Semiconductor fab | What to ask about a conventional factory |
|---|---|---|
| Material and product | High-purity silicon wafers are patterned into integrated circuits. | What material is transformed, and is the product assembled, formed, coated or chemically processed? |
| Production sequence | Deposition, lithography, etching, cleaning, planarization, implantation and inspection recur across multiple layers. | Is the process mainly linear, or does the product return to tools for repeated transformations? |
| Environment | Controlled cleanroom air and temperature limit contamination and process variation. | Which cleanliness and environmental controls are required for the product’s defect tolerance? |
| Material movement | Wafers are transported between specialized process tools throughout the repeated sequence. | Does the product move between general assembly stations, batch equipment or isolated process cells? |
| Facility layout | Cleanroom production connects to subfab and utility systems for chemicals, power, air, exhaust and emissions control. | Which support systems are integral to production, and where are they located relative to the work area? |
| Downstream boundary | Dicing, die attach, bonding, encapsulation and testing are back-end stages outside front-end wafer fabrication. | Are finishing, packaging and testing performed in the same building or at a separate operation? |
Why the infrastructure has to be coordinated as one system
In an ordinary production building, utilities may be treated as support for the machinery. In a fab, utility performance can directly affect wafer quality and tool availability. Air handling influences contamination; chemical delivery influences process continuity; exhaust and emissions controls influence safe operation; and power distribution must support equipment with tightly specified operating conditions. These systems must be planned with the tool arrangement rather than added after the production floor is designed.

The practical consequence for a project team is that a fab’s apparent production area understates the facility’s technical scope. The cleanroom, subfab, chemical systems, exhaust paths, air-handling plant and other utilities form a connected production system. A change to one area can affect tool access, maintenance routes, pressure relationships, chemical distribution or emissions treatment elsewhere.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What is distinctive about wafer handling
Wafer handling combines high value, high sensitivity and repeated movement. A wafer can spend a long time moving among deposition, lithography, etch, clean, planarization and inspection tools. At each transfer, the objective is to preserve the wafer’s surface condition and registration while avoiding particles or damage. The product is not a collection of large parts that can be visually aligned by an operator; it is a patterned surface whose features are measured at microscopic scale.

This is why a fab’s transport paths, tool interfaces and environmental boundaries are designed around contamination control. The equipment arrangement must let wafers reach the next operation while maintaining the conditions required by the process. Conventional factories can have equally sophisticated automation, but the contamination risk is tied specifically to the wafer surface and the cumulative layer sequence in a fab.

What a conventional factory comparison can and cannot establish
It is reasonable to say that a fab generally demands more specialized process infrastructure and tighter environmental control than many general manufacturing buildings. It is not reasonable to attach a universal multiplier for cost, energy use, staffing, output or construction time without naming the comparator and the project conditions.
The available sources do not provide a dated, like-for-like statistic comparing a semiconductor fab with a conventional factory. Factory type, wafer diameter, process technology, production volume, site conditions and regulatory requirements would all change the result. Any numerical comparison should therefore identify the specific facilities, measurement method, region, edition and date rather than presenting a single industry-wide figure.
Front-end fabrication versus back-end assembly
One common source of confusion is treating every operation in the chip supply chain as part of the fab. Front-end manufacturing creates circuit structures on the wafer. Back-end manufacturing separates the wafer into individual dies, attaches each die to a package, makes electrical connections, encapsulates it and tests the finished component. The two stages may be operated by the same company or by different facilities, but their buildings are organized around different process needs.

For a construction brief, define the boundary at the start: wafer fabrication, packaging and test, or an integrated campus containing several stages. That definition determines which cleanroom zones, chemical systems, exhaust services and support spaces are actually required.
Questions to resolve before planning or comparing a facility
- Is the project for front-end wafer processing, back-end packaging and test, or both?
- What wafer size and device process will the tools use?
- Which operations repeat, and how will wafers move between their tool groups?
- What air-quality and temperature conditions are required at each process area?
- Which chemicals, gases, exhaust streams and emissions controls must be supported?
- Where will subfab and utility equipment be located relative to cleanroom tools?
- Which systems require maintenance access without interrupting production?
- What portion of the layout is specific to this process rather than a generic 300-millimetre reference design?
Answering these questions produces a meaningful comparison with another factory. Without them, the phrase conventional factory conceals too many different production models to support a reliable conclusion.
The bottom line
A semiconductor fab differs because it repeatedly builds microscopic circuitry on wafers inside a tightly controlled process environment, supported by an extensive network of chemical, air, power, exhaust and utility systems. Its cleanroom is essential, but it is only the production face of the facility. The decisive contrast with a conventional factory is not a universal size or cost statistic; it is the combination of repeated multilayer processing, contamination-sensitive wafer handling and infrastructure that is engineered as part of the manufacturing process.
