A building is commonly called net zero energy when, over a full year, the energy it uses is balanced by renewable energy under a clearly stated accounting framework. The U.S. Department of Energy (DOE) 2015 common definition is more precise: “An energy-efficient building where, on a source energy basis, the actual annual delivered energy is less than or equal to the on-site renewable exported energy.”

That definition does not mean the building is off the grid, produces power whenever it needs it, or can operate through an outage without backup systems. It is an annual, measured balance. To evaluate a net-zero claim properly, identify what is being balanced, which energy boundary is used, whether the calculation is based on site or source energy, where renewable generation is located, and whether renewable attributes are retained.

What “net zero” means in the DOE energy framework

Net zero is not a single universal label. In the DOE common definition published in 2015, the subject is zero energy: an efficient building whose actual annual delivered energy, converted to source energy, is no greater than the renewable energy it exports from on-site generation.

Three parts of that wording control the result:

  • Actual annual performance: the calculation uses measured energy over a year, not only a design prediction.
  • Source-energy accounting: energy is counted beyond the utility meter, including upstream losses and fuel processing.
  • On-site renewable exports: the renewable energy credited under this definition comes from generation located within the selected site boundary and exported through an energy network.

A project should state its framework in its specifications, commissioning documents and public claims. “Net zero” without an accounting method can describe materially different outcomes.

Pre-drilled holes on the frame ensure effortless installation, making this panel solar portatil easy to set up on RVs, campsites, or rooftops.

Annual balance is not hourly self-sufficiency

A grid-connected building can meet an annual net-energy balance while importing electricity at some times and exporting it at others. For example, a building may draw from the grid during a dark winter morning, then export surplus solar electricity on a bright afternoon or during a lower-load season. The annual ledger can balance even though consumption and generation never match hour by hour.

Therefore, a net-zero energy claim does not by itself establish off-grid operation, outage resilience, battery storage, or uninterrupted service when the utility network is unavailable. Those are separate design and resilience questions.

Site energy and source energy are different measurements

Site energy is the energy measured at the building: electricity at the meter, natural gas delivered to the premises, or another fuel entering the site. It is useful for operating decisions but does not show all the energy consumed before delivery.

Source energy includes the upstream energy used and lost while extracting, processing, transporting and generating fuel or electricity, as well as delivering it to the building. A source-energy conversion factor is applied to delivered energy so different fuels and electricity supplies can be compared on a common basis.

Accounting view What it measures Why it matters for a net-zero claim
Site energy Energy entering or produced at the building Shows the building’s direct meter performance, but may understate upstream losses
Source energy Delivered energy plus upstream extraction, processing, generation and delivery effects Required by the DOE 2015 common zero-energy definition
Carbon emissions Greenhouse-gas emissions associated with energy and any permitted avoided or offset emissions Belongs to a carbon framework, not automatically to a zero-energy calculation

A building that appears balanced using a simple utility-meter total may not meet the same test after source-energy factors are applied. Project teams should document the factors, fuel types, utility data and accounting year used.

Set the boundary before counting energy

The site boundary determines what is treated as delivered energy to the building and what qualifies as renewable energy exported from it. DOE’s framework allows the boundary to follow the building footprint or the wider building site, depending on where on-site renewable generation is installed.

Within the chosen boundary, the accounting can include the building’s normal end uses:

  • Space heating and cooling
  • Ventilation and air movement
  • Domestic hot water
  • Interior and exterior lighting
  • Plug loads and equipment
  • Process energy
  • Certain transportation uses located within the building or site boundary

Boundary decisions should be made before design claims are published. A photovoltaic array on a roof, parking canopy or adjacent parcel may be treated differently depending on whether that location is inside the declared site boundary and how the selected program defines on-site generation.

Efficiency comes before renewable generation

DOE’s design guidance treats efficiency as the foundation of a zero-energy building. Lowering demand reduces the size, area and cost of the renewable system needed to balance annual energy use. It also reduces the building’s exposure to fuel-price changes and limits the amount of energy that must be imported when renewable output is low.

Improve the envelope and orientation

Start with insulation, air sealing, high-performance glazing, thermal-bridge control and an envelope suited to the local climate. Building orientation, external shading and window placement can reduce unwanted solar gains in cooling seasons while preserving useful daylight and winter sun where appropriate.

Use passive strategies and daylight

Passive solar design, natural ventilation where climate and air-quality conditions permit, daylighting and properly controlled shading can reduce mechanical and lighting loads. These strategies must be coordinated with glare control, thermal comfort, humidity and indoor-air-quality requirements rather than treated as isolated features.

Select efficient HVAC and hot-water systems

Heating, cooling, ventilation and hot water often determine a large share of annual demand. High-efficiency heat pumps, correctly sized equipment, heat recovery, efficient pumps and fans, and well-tuned controls can reduce both peak loads and annual consumption. Commissioning is essential: a high-rated system that is poorly controlled may not deliver its design performance.

Control lighting, plug loads and process energy

LED lighting, occupancy and daylight controls, efficient appliances, automatic shutdown settings and plug-load management prevent small loads from accumulating into a large annual total. Offices, laboratories, kitchens, healthcare spaces and manufacturing areas should separately identify process loads because their schedules and energy intensity can dominate the balance.

How on-site generation contributes

On-site renewable generation can serve building loads directly and export surplus through the grid or another energy network. Solar photovoltaic systems are common, but the technology choice depends on the site, climate, available area, orientation, shading, structural capacity and the building’s load profile.

The correct system cannot be selected from a generic panel rating. Designers must model the building’s annual and seasonal demand, expected renewable production, inverter losses, equipment degradation assumptions, export limits and the chosen source-energy accounting method. A system that balances one building may be undersized or oversized for another.

Generation should be designed after demand reduction measures have been evaluated. This sequence avoids compensating for an inefficient envelope or oversized mechanical plant with an unnecessarily large renewable array.

Net zero energy is not net zero carbon

Net zero energy compares energy consumed with renewable energy generated or exported under an energy-accounting rule. Net zero carbon compares greenhouse-gas emissions with avoided or offset emissions under a carbon-accounting rule. They can overlap, but they are not interchangeable claims.

Question Net zero energy Net zero carbon
What is balanced? Energy use against renewable energy under a defined method Greenhouse-gas emissions against reductions, avoided emissions or permitted offsets
DOE 2015 common definition Uses annual source energy and on-site renewable exported energy Not the subject of that definition
Can offsets alone satisfy the DOE energy test? No Only where the selected carbon framework permits them
Evidence period Actual annual delivered and exported energy Must follow the carbon program’s rules and reporting period

Buying carbon offsets alone does not satisfy the DOE 2015 zero-energy definition because that test compares source energy with on-site renewable exports. A carbon program may recognize avoided or offset emissions, but its result should be labeled as a carbon claim rather than presented as the DOE energy result.

Renewable attributes must stay with the claim

Renewable electricity has environmental attributes that can be transferred separately from the physical electricity. DOE’s 2015 accounting approach requires the associated renewable attributes to be retained or retired for a project to claim the on-site renewable energy. If those attributes are sold or assigned elsewhere, claiming the same benefit can result in double counting.

Contracts, utility arrangements and program rules should identify who owns the attributes, how exports are recorded and how retirement is documented. This paperwork is part of the claim, not an optional marketing detail.

How to evaluate a building project step by step

  1. Choose the framework and jurisdiction. State whether the project is using the DOE common definition, a certification pathway or another published standard. Note the country, utility rules and version in force.
  2. Declare the physical boundary. Map the building footprint or site, renewable equipment, parking or ancillary areas and any transportation uses included in the calculation.
  3. Collect a measured baseline. Gather utility bills, fuel deliveries, submeter data, operating schedules, occupancy and process loads. Separate estimated bills from actual meter readings.
  4. Reduce demand through design. Address envelope, orientation, shading, passive measures, HVAC, hot water, lighting, controls and plug or process loads before sizing renewables.
  5. Model source energy. Convert each delivered fuel and electricity stream using the factors required by the selected framework. Record assumptions and data sources.
  6. Size on-site renewables. Model production against the building’s annual load, seasonal conditions, shading, export constraints and available area. Do not use a generic capacity claim.
  7. Document exports and attributes. Establish how renewable energy is metered, exported, credited and retained or retired.
  8. Verify operations. Compare actual performance over the required reporting period with the design model. Investigate discrepancies instead of relying solely on predicted savings.
  9. Publish the claim precisely. Identify the framework, year, boundary, energy basis, generation location and whether the statement concerns energy or carbon.

Common mistakes and how to avoid them

Calling an efficient building net zero without generation

Efficiency reduces energy use but does not automatically create an annual balance. The project still needs qualifying renewable energy or another mechanism accepted by the stated framework.

Assuming a grid connection disqualifies the building

Grid connection is compatible with an annual net-energy balance. Imports and exports can occur at different times; the claim does not require instantaneous matching.

Treating a battery as renewable generation

A battery shifts energy in time. It can improve load management and resilience, but it does not create renewable energy. The underlying generation and accounting treatment still have to meet the framework.

Using offsets to cover an energy shortfall

Offsets may be recognized in some carbon programs, but they do not replace the on-site renewable-export requirement in the DOE common zero-energy definition.

Ignoring operating performance

Design intent is not the same as measured performance. Controls, occupancy changes, equipment schedules, maintenance and unplanned process loads can change the annual result, which is why actual data matters.

DOE and LEED pathways are separate claims

USGBC’s LEED Zero program includes distinct LEED Zero Energy and LEED Zero Carbon pathways. LEED Zero Energy uses a source-energy balance, while LEED Zero Carbon follows carbon accounting and can recognize avoided or offset emissions under its rules. The program describes 12 months of performance data for the applicable category.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A LEED Zero Carbon achievement should not be relabeled as the DOE 2015 zero-energy result, and a DOE-style annual energy balance should not be described as LEED certification unless the project has completed that program’s requirements.

DOE also published a separate National Definition of a Zero Emissions Building in 2024. That guidance did not permit carbon offsets. On December 3, 2025, DOE announced that it had rescinded the definition and would no longer use it, recommending that state and local agencies and standard-setting bodies do the same. This policy update concerns the 2024 zero-emissions definition; it does not erase the 2015 common definition for zero-energy buildings.

What owners should request from a project team

  • A written definition of “net zero” and the standard or program being used
  • A marked site boundary showing all included loads and renewable equipment
  • Separate site-energy and source-energy schedules
  • Annual utility and submeter data with the reporting period identified
  • Energy models that show assumptions, schedules and source-energy factors
  • Renewable-generation forecasts and export-metering arrangements
  • Documentation of renewable-attribute ownership, retention or retirement
  • Commissioning records and a plan to compare predicted with actual performance
  • A separate statement for resilience, battery storage or backup power if those outcomes are desired

There is no universal panel size, cost, energy-use intensity or incentive package that makes every building net zero. Climate, geometry, occupancy, utility rates, equipment, site area, local regulations and program terms determine the engineering and financial result. The defensible claim is the one that identifies its framework and boundary and is supported by measured data.
