What Los Angeles Homeowners Should Know About ADU Permits and Inspections

In the City of Los Angeles, an accessory dwelling unit (ADU), junior ADU (JADU), or movable tiny house needs city review, a permit issued before construction, and inspections as work advances. The safest sequence is to confirm the property’s jurisdiction and zoning, check existing records, prepare a site-specific plan set, complete any required plan check, obtain the issued permit, and schedule inspections before each inspected stage is covered.

This guidance applies to addresses governed by the City of Los Angeles Department of Building and Safety (LADBS). A property elsewhere in Los Angeles County may follow a different city or county process, even if the project looks identical.

First determine which agency governs the property

“Los Angeles” can mean the incorporated City of Los Angeles or another municipality in Los Angeles County. LADBS procedures apply to properties inside the City of Los Angeles. If the parcel is in a separate city or in an unincorporated area, that jurisdiction’s building department, planning rules, forms, and inspection system control instead.

Confirm the address and parcel record

Start with the city’s property and zoning information tools. LADBS directs applicants to verify parcel information, zoning, and permit records before selecting a design. In the City of Los Angeles, ZIMAS is the principal place to review zoning information. Existing permits, additions, conversions, easements, and other parcel facts can change what an ADU plan must show.

  • Confirm that the street address is within the City of Los Angeles rather than an adjacent municipality.
  • Review the parcel’s zoning designation and any overlays or other planning constraints shown by the city.
  • Check existing building and permit records for the house, garage, accessory structures, and prior alterations.
  • Identify whether the proposal is a new detached building, a conversion of existing space, an addition, or a combination of scopes.

Do not rely on a neighbor’s approval, an online sketch, or a prior project as proof that your parcel qualifies. Requirements are property-specific, and a planning assumption that works on one lot may fail on the next.

Know what “approval” and “permit” mean

Plan review and permit issuance are separate steps. Where plan review is required, LADBS evaluates the submitted drawings and supporting information. Approval of the plans does not by itself authorize construction. The permit is issued after the required approvals and is the city authorization to begin the permitted work.

Why starting early is risky

Beginning excavation, demolition, structural work, or installation before the permit is issued can create enforcement, redesign, and inspection problems. Work that is covered before an inspector can see it may have to be exposed or otherwise verified. A contractor’s statement that plans are “in review” is not the same as an issued permit.

Project scope changes the review

A detached new-build ADU generally needs a complete building design and site plan. A garage or other-space conversion may have different structural, fire-separation, egress, insulation, utility, and accessibility details. An addition can affect the existing home as well as the new unit. The city determines the applicable requirements from the actual parcel and scope, not from the label alone.

Prepare a plan package that fits the site

Plans should describe the proposed work and its relationship to the lot and existing buildings. The exact drawings and calculations depend on the design, but a complete submittal commonly needs enough information for plan reviewers to evaluate site placement, construction, structure, utilities, and life-safety features.

Information to resolve before submission

  • Property lines, existing structures, proposed ADU location, dimensions, and setbacks.
  • Building height, floor area, roof form, windows, doors, exterior walls, and relationship to nearby structures.
  • Foundation and structural approach, including conditions that may require engineering or special detailing.
  • Electrical, plumbing, heating, cooling, and other utility connections.
  • Fire-resistance, emergency escape and rescue openings, smoke and carbon-monoxide protection, and other code items applicable to the design.
  • Drainage, grading, waterproofing, and any site conditions that affect construction.

These are planning prompts, not a universal checklist. LADBS or another involved agency can require additional documents or clearances for a particular parcel. Have the designer reconcile the drawings with current city requirements before filing.

Using an LADBS standard plan

LADBS offers pre-reviewed standard plans for repeatedly used ADU designs. Their advance code review can simplify the building-design portion, but selecting a standard plan does not make a project automatic. Staff still review the property-specific fit, including zoning and foundation requirements. The site may also require adjustments for utilities, grading, access, or existing conditions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treat a standard plan as a starting design, not as a permit. Confirm that the selected version is current and that it is appropriate for the parcel before preparing the rest of the submittal.

Submit through the city’s available services

LADBS provides electronic and in-person pathways. The online system, ePlanLA, supports electronic plan submission and application progress tracking. An Angeleno account is required to use ePlanLA and PermitLA.

Electronic submission

  1. Create or sign in to an Angeleno account.
  2. Use the LADBS ePlanLA service to start the appropriate application and upload the drawings and supporting documents in the required format.
  3. Monitor review comments and status through the application record. If corrections are requested, revise the affected sheets and resubmit according to the city’s instructions.
  4. Do not schedule construction on the assumption that an upload is an approval. Wait for the required reviews and the issued permit.

In-person service

LADBS also provides in-person services. Appointments are required for in-person visits, so check the current scheduling instructions before going to a public counter. Bring the application information and a coordinated plan set; an incomplete package can result in additional correction cycles.

What to keep in your project file

  • The application or permit number and the latest approved drawings.
  • Plan-check comments, responses, and revised sheets.
  • Issued permit documents and any related clearances.
  • Inspection requests, approvals, correction notices, and final records.

Keeping one controlled set prevents a contractor from building from an outdated drawing after a correction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Get the permit before construction starts

Once required plan review and other approvals are complete, LADBS issues the permit. Confirm that the permit description matches the work you intend to build and that the approved plans are the plans the contractor will use.

Permit issuance is the point at which the city has authorized the permitted construction to begin. If the design changes afterward—such as moving walls, changing structural members, altering openings, or relocating equipment—ask LADBS or the project professional whether a revision or additional approval is needed before performing the changed work.

Inspections occur throughout construction

An ADU inspection is not one appointment at the end. LADBS requires completed stages to be inspected and approved before they are covered or before work proceeds to the next stage. Coordinate inspection calls with the contractor’s schedule so the work remains visible.

Stages that may require inspection

Construction stage What the inspector may need to see Timing concern
Excavation Excavated areas and site conditions relevant to the approved work Call before trenches or other excavations are backfilled.
Foundation Footings, reinforcing, forms, and foundation construction Do not pour or cover elements that must be observed first.
Framing Structural framing, connections, openings, and related details Schedule before insulation, drywall, or finishes hide the framing.
Masonry Masonry construction and reinforcement where applicable Keep required reinforcement and connections accessible.
Electrical Wiring, equipment, panels, and devices within the approved scope Arrange inspection before walls or ceilings are closed.
Plumbing Piping, fixtures, and connections at the applicable rough and final stages Do not conceal piping before the required inspection.
Roofing Roof assembly and related construction Coordinate before covered layers prevent verification.
Exterior finishing Exterior materials, weather protection, and details required by the plans Leave required work available for review.
Heating and cooling Mechanical equipment, ducts, vents, and connections Inspect before access is blocked by finishes or enclosures.
Waterproofing Waterproof membranes and protected wet-area construction Call before the membrane is concealed.

This is an example of the kinds of stages LADBS identifies, not a promise that every ADU receives an identical checklist or number of visits. The applicable sequence depends on the approved plans and construction scope.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to schedule and pass an inspection

  1. Review the approved plans and identify the next required inspection before the crew reaches that stage.
  2. Make sure the work is complete, safe to access, and exposed as required.
  3. Use the LADBS inspection-scheduling service and provide the permit information requested.
  4. Have the responsible contractor or knowledgeable project representative present with the approved plans.
  5. Record the result. If corrections are listed, complete them and schedule the required reinspection before covering the work or moving on.

Weather, site access, missing documents, unsafe conditions, or work that differs from the approved plans can prevent an approval. Ask the inspector what must be corrected rather than concealing the issue and hoping it will be accepted later.

Compare the main project and submission paths

Decision What changes What does not change
Detached new ADU New foundation, structure, utilities, and site placement are usually central to the review. Plans, permit issuance, and staged inspections are still required.
Conversion or alteration Existing construction, legal status, fire separation, egress, and the extent of alteration must be evaluated. Existing space is not automatically exempt from permitting.
Standard plan A pre-reviewed design may reduce repeated building-design review. Parcel zoning, foundation, and other site-specific checks remain.
Custom plan The designer develops a solution for the particular lot and program. The plan must still satisfy applicable city requirements and inspections.
ePlanLA Submission and status tracking occur electronically through an Angeleno account. Electronic submission is not permission to build before issuance.
In-person service Appointments and counter procedures apply. The same project information and approvals are required.

A homeowner’s filing-to-final checklist

  1. Confirm that the property is inside the City of Los Angeles and identify the responsible agency.
  2. Use ZIMAS and city property tools to review zoning, parcel details, and existing permit records.
  3. Define the scope: detached construction, conversion, addition, JADU, movable tiny house, or another proposal.
  4. Check current LADBS and City Planning ADU guidance, ordinances, and implementation materials.
  5. Prepare coordinated, site-specific plans or evaluate whether an LADBS standard plan can fit the property.
  6. Create an Angeleno account if using ePlanLA or PermitLA.
  7. Submit the application and respond to plan-check corrections through the applicable city process.
  8. Obtain the issued permit before excavation, demolition, or construction.
  9. Give the contractor the approved plan set and permit information.
  10. Schedule each applicable inspection before the stage is concealed.
  11. Resolve corrections and obtain approvals before proceeding to the next stage.
  12. Retain the final inspection and permit records with the property documents.

How to verify requirements that may change

ADU ordinances, implementation materials, code editions, forms, and online-service procedures can change. Use the current LADBS and City Planning guidance for the filing date and confirm parcel-specific questions with the city before ordering materials or starting work. Older standard-plan checklists, legal memoranda, or screenshots may not describe the rules in effect for your application.

For a complex lot, unusual foundation, major alteration, or design that affects the existing home, an architect, engineer, or other qualified professional familiar with Los Angeles ADUs can help prepare and coordinate the plans. That professional support does not replace the city’s review or the requirement to obtain the permit and inspections.

Frequently Asked Questions

Do I need a permit for an ADU in the City of Los Angeles?

Yes. LADBS requires plan check where applicable, permit issuance before construction, and inspections for ADUs, JADUs, and movable tiny houses. Confirm the exact submittal and inspection scope for your parcel.

Can I build an ADU in my backyard?

Possibly, but the answer depends on the parcel’s jurisdiction, zoning, site dimensions, existing structures, foundation conditions, utilities, and the proposed design. Check the property in ZIMAS and have the site-specific plans reviewed before construction.

Is a pre-reviewed standard plan automatically approved for my lot?

No. A standard plan is reviewed in advance for code compliance, but LADBS still checks property-specific zoning and foundation requirements and may require other site-related information.

What happens if I cover work before an inspection?

The inspector may be unable to verify compliance and may require the work to be exposed or corrected. Coordinate inspections before backfilling, closing walls or ceilings, installing finishes, or otherwise concealing inspected work.
