What lies beneath: Why archaeological checks matter before construction

Archaeological checks can determine whether a project needs to change before a spade goes into the ground. A desk-based assessment (DBA) brings together historic maps, records and other evidence to identify known or potential remains, explain their significance and predict how foundations, drainage, utilities and other works could affect them. If that evidence leaves a material risk, targeted field evaluation—such as geophysics or trial trenching—tests what is actually present. The planning authority may then require redesign and preservation in situ, monitoring during construction, or excavation and recording where damage cannot be avoided.

There is no single worldwide trigger. Requirements depend on the country, state or province, local planning authority and the type and depth of ground disturbance. Agreeing the scope with the authority’s archaeological adviser at feasibility or pre-application stage is the safest way to avoid late changes.

Do I need an archaeological survey before building?

Not every project needs intrusive investigation, but a site with known or potential archaeological interest normally needs an evidence-based assessment before the planning decision. In England, the National Planning Policy Framework says a proposal that involves, or may involve, a heritage asset with archaeological interest should be informed by an appropriate DBA and, where necessary, field evaluation.

Initial screening is important because archaeological value lies in context as well as objects. Even a small trench, pile, service run or drainage excavation can destroy the relationships that allow specialists to date and interpret remains. UK government guidance published in 2019 estimated that around 3% of planning applications justify detailed assessment after initial screening; that figure is a UK planning estimate, not a universal threshold.

What makes a site higher risk?

  • Recorded sites, finds or historic buildings on the site or nearby.
  • Historic maps, aerial photographs or place-name evidence suggesting earlier settlement, industry, burial or transport routes.
  • Undeveloped ground, earthworks or areas where modern activity has not removed earlier deposits.
  • Deep or extensive works, including basements, piling, cut-and-fill, roads, drainage and utility corridors.

What is a desk-based assessment?

A DBA is usually the first step. A qualified archaeologist reviews the historic-environment record, planning and previous investigation data, documentary sources, historic maps, aerial imagery, geology, topography and the setting of any heritage assets. The report should describe archaeological potential, the significance of assets and their settings, likely effects, uncertainties, mitigation options, illustrations, supporting data and archive arrangements.

The objective is not to prove that no archaeology exists. It is to give the planning authority enough objective information to decide whether further evaluation or safeguards are proportionate. Local authorities commonly use the DBA to determine whether intrusive work is needed and what its scope should be.

When should the DBA be commissioned?

Commission it during feasibility or before submitting the planning application. Historic England advises agreeing the scope with the local planning authority’s archaeological adviser before work starts. Early findings can influence the layout, foundation type, service routes, levels and construction sequence while changes are still affordable.

When is field evaluation needed?

Field evaluation is a targeted information-gathering exercise used when desk research cannot answer the risk question. It should be completed early enough to inform the planning decision wherever possible, rather than being treated as an unexpected task after consent.

Common evaluation methods

Method What it can show Typical use
Fieldwalking Surface artefacts and concentrations Open, recently cultivated ground
Geophysical survey Subsurface anomalies such as ditches, walls or furnaces Large areas where ground conditions allow reliable readings
Auger survey Buried sequences and deposits at depth Alluvial, wetland or deeply stratified areas
Test pits Small, direct samples of deposits Constrained sites or areas needing confirmation
Trial trenches Extent, character, date and preservation of remains Planning-stage evaluation of development footprints

The chosen combination depends on geology, land use, expected remains, access and the proposed works. Evaluation is not the same as full excavation: it samples the site to support a planning decision.

What happens if archaeologists find something on the site?

The planning response follows the significance of the remains and the harm that the proposal would cause. The preferred outcome is to avoid damage and preserve important remains in situ wherever practicable.

  1. Redesign or avoidance: Move foundations, service corridors, roads or landscaped areas, reduce excavation depth, or retain deposits beneath a protective build-up.
  2. Protection in situ: Use an agreed design, construction method and long-term management measures so remains stay undisturbed.
  3. Watching brief: An archaeologist observes specified groundworks, records exposed deposits and advises on discoveries while construction continues.
  4. Excavation and recording: If destruction cannot be avoided, an approved scheme removes and documents the archaeological evidence before or during development.
  5. Post-excavation work: Specialists analyse finds and samples, prepare a report and publication where required, and deposit the archive in an approved repository.

Jersey guidance describes excavation and recording in this circumstance as “preservation by record.” Ontario’s guidance makes the same practical point in different words: conserving archaeological sites does not necessarily mean stopping development.

Can I build over archaeological remains?

Sometimes. Building over remains may be acceptable when their significance is understood and the design protects them from direct or indirect harm. A planning authority may require a foundation solution, slab, buffer, landscaping level or monitoring regime that keeps deposits intact. Where the proposed works would cause unavoidable harm to nationally or locally important remains, preservation in situ is normally considered before excavation.

Approval to build does not automatically authorise unplanned disturbance. Conditions can require an investigation, a written scheme of investigation, archaeological attendance, reporting and archiving. Work that changes the agreed footprint or excavation depth can trigger a fresh discussion with the authority.

Will an archaeological assessment delay planning permission?

Starting early usually reduces delay because the authority receives the information it needs with the application. A late discovery can require redesign, a new method statement, additional fieldwork or a planning condition that affects the programme after contractors and finance are committed.

Allow contingency for evaluation, mitigation, analysis, publication and archiving. The extent and significance of remains may only become clear as evaluation or construction proceeds, so a programme that allows no time or budget for those stages is exposed to avoidable risk.

Who pays for archaeological work?

The developer normally commissions and pays for work required to support the planning application or discharge a condition. The authority’s archaeological adviser sets or reviews the scope, while the consultant or contractor prepares the technical documents and carries out the work. In Birmingham, for example, the contractor prepares a scheme of investigation for council approval and the council monitors completion.

Use qualified professionals. Oxford guidance expects archaeological documents to be prepared by appropriately qualified specialists, and Ontario requires licensed archaeologists for regulated assessments. Ask the local authority which professional standards, licences, reporting formats and archive destinations apply to the project.

How should a construction team plan the checks?

  1. Confirm jurisdiction and disturbance: Identify the country, state or province, planning authority and every proposed excavation, pile, service and landscaping operation.
  2. Request pre-application advice: Ask the authority’s archaeological adviser whether a DBA is expected and what sources or study area it should cover.
  3. Appoint a qualified archaeologist: Obtain a written scope, programme, assumptions, deliverables and contingency allowance.
  4. Complete the DBA: Use its findings to map constraints and decide whether field evaluation is proportionate.
  5. Evaluate where necessary: Undertake the agreed geophysics, augering, test pits or trenches early enough to influence the design and planning decision.
  6. Secure mitigation: Put avoidance, protection, watching-brief or excavation measures into the planning documents and construction programme.
  7. Close out the record: Complete analysis, reporting, publication where required and archive deposition before the relevant condition is discharged.

What should be in the project budget?

Do not budget only for digging. Allow for the DBA, authority consultation, survey access, field evaluation, specialist analysis, project management, watching-brief attendance, excavation, finds and environmental processing, report production, publication and archive deposition. A contingency is particularly important where the site has deep deposits or a high probability of significant remains.

Compare proposals by evidence depth, timing, impact response, decision quality and schedule exposure—not by the headline fieldwork fee alone. A cheaper desk study that leaves a key risk unresolved can cost more if it forces redesign after consent.

Frequently Asked Questions

How long does an archaeological desk-based assessment take?

The duration depends on the site’s size, the study area, access to records and the complexity of the historic evidence. Ask the consultant for a programme that includes authority review and any revisions, rather than treating the report’s drafting time as the whole approval period.

Can a planning condition require archaeology after permission is granted?

Yes. An authority can make permission conditional on an approved written scheme of investigation, evaluation, monitoring or excavation before specified groundworks. The condition should be discharged in the sequence and timeframe stated in the decision notice.

What if unexpected remains appear during construction?

Stop the affected work, secure the area and contact the project archaeologist and planning authority immediately. Do not remove, backfill or extend the excavation until the agreed procedure determines whether the discovery needs recording, protection or a change to the works.

Does a geophysical survey always replace trial trenches?

No. Geophysics can identify patterns without exposing deposits, and its reliability varies with geology, moisture, modern disturbance and the target remains. The archaeological adviser may still require trenches to confirm date, depth, preservation and significance.
