Water-bound macadam (WBM) is a road-pavement course in which clean, graded coarse aggregate is spread on a prepared foundation, compacted until the stones mechanically interlock, and then filled with screenings and water. A fine binding material can be added when the specification calls for it. Depending on the pavement design, WBM may function as a subbase, base course, or surfacing course. Water helps the screenings enter and settle in the voids; it does not turn WBM into a cement-bound or asphalt-bound pavement.

How WBM carries load

WBM depends on two actions working together. First, rolling forces the coarse stones into a tightly keyed skeleton. The angular particles resist movement through mechanical interlock. Second, smaller screenings are worked into the spaces between those stones. Water helps mobilize the fines and form a dense, bonded mass; where required, a separate fine-grained binding material improves filling and cohesion.

The finished course is therefore neither loose stone nor a concrete slab. Its performance depends on particle shape and durability, correct grading, full-depth compaction, a firm and well-drained foundation, and confinement at the edges. If any of those conditions is poor, the surface can rut, loosen, or fail prematurely.

“Water Bound Macadam (WBM) shall consist of clean, crushed coarse aggregates mechanically interlocked by rolling, and voids thereof filled with screening and binding material with the assistance of water, laid on a prepared subgrade, sub-base, base or existing pavement as the case may be.” — Indian Roads Congress, IRC:19-2005, clause 2.1.1.

Where a WBM course fits in a pavement

WBM is not one fixed pavement layer. The drawings and governing specification determine its role.

  • Subbase: a lower structural layer beneath a base or surfacing system. Under IRC:19-2005, grading 1 is specified for a 100 mm compacted subbase layer.
  • Base course: a load-spreading layer above the subbase and below a wearing surface. Grading 2 or grading 3 may be used in 75 mm compacted layers under the cited IRC cases.
  • Surfacing course: a WBM wearing layer on lower-volume roads where the design permits it. Surfacing requirements, including filler requirements, can differ from subbase or base requirements.

These thicknesses are specification values from an Indian standard, not a universal design rule. Traffic, climate, drainage, subgrade strength, the planned surfacing, contract drawings, and the edition of the governing standard control the complete pavement build-up. A project in another country may use different classifications or limits.

WBM layer thickness and aggregate grading

IRC:19-2005 ties the nominal aggregate grading to the compacted thickness of the course. The following values describe the specified IRC construction cases:

IRC grading Aggregate size stated in the specification Compacted layer thickness Specified role in the cited cases
Grading 1 90–45 mm 100 mm Subbase
Grading 2 63–45 mm 75 mm Base or other role where the design permits
Grading 3 53–22.4 mm 75 mm Base or other role where the design permits

A thicker lift is not made acceptable simply by adding more loose stone. Each layer must be spread and compacted to the specified finished thickness. If the design needs more structural depth, it normally uses additional approved layers, with the interfaces and drainage details shown in the project documents.

Materials used in water-bound macadam

Coarse aggregate

The main skeleton is clean crushed or broken stone. The cited code also permits other specified materials, such as crushed slag, overburnt brick metal, kankar, or laterite, when they meet the applicable quality requirements. Aggregate should be hard and durable and should not contain harmful quantities of soft, flat, elongated, or dirty particles. Weak or contaminated pieces can break during rolling, retain water, or prevent proper interlock.

Screenings

Screenings are the smaller particles spread after the coarse aggregate has been keyed. They fill the interstices rather than forming a separate thick blanket on top. Screenings are generally produced from the same parent material as the coarse aggregate. Predominantly non-plastic alternatives can include qualifying kankar, moorum, or gravel, but the material must satisfy the governing limits for grading, liquid limit, plasticity, plasticity index, and fines.

Binding material

A fine-grained filler may be required when screenings alone do not provide the specified bond. For WBM subbase or base intended to receive bituminous surfacing, IRC:19-2005 specifies a plasticity index below 6 for the applicable filler use. MoRTH’s 2 April 1974 circular likewise emphasizes predominantly non-plastic screening and binding material, with a plasticity index not exceeding 6. Surfacing-course requirements can differ, so the project specification must be checked rather than applying the subbase/base limit to every situation.

Water

Water is a processing aid. It helps the fine material move into voids and allows brooming and rolling to produce a dense course. It is not a cementing agent and does not substitute for suitable aggregate or a specified binder. Excess water can soften or erode the foundation, flush fines away, and create pumping or instability; application must therefore be controlled.

Foundation, drainage, and edge confinement

The receiving layer may be a prepared subgrade, subbase, base, or existing pavement. It must be at the required line, level, crossfall, and camber before aggregate is placed. Remove dust and debris, correct ruts and potholes, and undercut and replace weak yielding spots as directed. A WBM layer cannot compensate for a soft, wet, or poorly shaped foundation.

Drainage is essential during construction and in service. Keep the foundation free-draining, prevent water from ponding at the edges, and maintain the designed camber. IRC advises against laying WBM directly on silty or clayey subgrade without a suitable intervening granular layer. A direct placement over such soil can allow fines to migrate, trap water, and lose support.

Provide lateral confinement with the adjoining shoulders and pavement edges. The IRC guidance says to build the adjoining shoulders with the WBM layers and to avoid constructing WBM in a trench excavated into the finished formation. Without confinement, rolling and traffic can push aggregate outward and leave an unsupported edge.

WBM construction procedure

1. Prepare and inspect the foundation

  1. Shape the subgrade, subbase, base, or existing pavement to the specified grade, width, camber, and crossfall.
  2. Remove mud, dust, loose debris, and standing water.
  3. Repair ruts, potholes, depressions, and yielding areas. Replace unsuitable material where the specification requires it.
  4. Confirm drainage paths and edge confinement before delivery of aggregate.

Do not begin spreading merely because the area looks level. The foundation should be firm enough to support the roller without yielding and should be accepted under the project’s inspection procedure.

2. Spread the coarse aggregate

Place the selected grading uniformly over the full width. Control the loose spread so that rolling produces the specified compacted thickness—100 mm for grading 1 in the cited subbase case, or 75 mm for gradings 2 and 3 in the cited cases. Avoid segregation: coarse stones must not be left in heaps with fines concentrated elsewhere. Correct pockets and high spots before rolling.

3. Dry-roll until the stones key

Compact the aggregate over the full width with a three-wheel power roller of 80–100 kN capacity, or an equivalent vibratory roller accepted by the specification. On a normal crowned section, roll from the edges toward the centre; on a superelevated section, follow the project’s prescribed sequence. Continue until the stones are keyed and visible creep of aggregate ahead of the roller has stopped. Rolling must reach the full layer depth, not just the top surface.

4. Apply screenings gradually

Spread dry screenings in thin, even applications while continuing rolling and brooming. The brooming action guides fines into the voids. Do not dump a thick ridge or leave a continuous cake on the surface; that creates a weak skin instead of filling the stone skeleton. Add successive applications only as the previous material has entered the interstices.

5. Add water and any specified binder

Sprinkle water in a controlled manner while brooming and rolling. The resulting slurry should be swept into the remaining voids. If binding material is specified, spread it in thin layers and repeat the water, brooming, and rolling cycle. Stop or reduce water if the base begins to soften, fines wash away, or water ponds.

6. Finish, dry, and protect the course

Continue rolling until the voids are filled and the aggregate is firmly bonded. Allow the compacted layer to dry overnight. Fill remaining “hungry spots” where the specification identifies open voids, then re-roll as directed. Keep uncontrolled traffic off the course while it sets. If a bituminous surfacing will follow, IRC requires the WBM to be completely dry and surfaced before traffic is allowed on it.

Quality-control checks that prevent failure

MoRTH’s historical circular dated 2 April 1974 records failures associated with WBM that was not laid to specification. It identifies noncompliance—not an inherent defect in the method—as the general cause of weak pavement crust and premature failure. Practical controls include:

  • Aggregate quality: verify the approved source, durability, cleanliness, particle shape, and specified grading.
  • Uniform spread: inspect for segregation, coarse pockets, excessive fines, and the correct loose depth before rolling.
  • Full-depth compaction: use the specified roller or equivalent and confirm that the entire layer, not only its surface, is keyed.
  • Filler plasticity: for the applicable WBM subbase/base uses, keep the plasticity index below 6 and use predominantly non-plastic void-filling materials.
  • Void filling: ensure screenings and binder are distributed through the stone skeleton rather than left as a thick surface layer.
  • Water control: provide enough moisture to work fines into voids but not enough to damage the foundation or wash material away.
  • Surface acceptance: check line, level, camber, crossfall, evenness, edge confinement, and drainage before the next course.
  • Bituminous interface: clean the exposed stone surface before tack coat and the bituminous wearing course, and verify that the WBM is dry.

Common failure modes and corrective action

Rutting or depressions

Ruts usually point to a weak or wet foundation, inadequate compaction, insufficient confinement, or traffic before the layer set. Isolate the affected area, remove loose or contaminated material, repair the underlying support, replace the WBM to the specified profile, and compact the patch in the same staged manner as the original work. Simply spreading loose screenings over a depression does not restore structural capacity.

Loose stones and ravelling

Loose aggregate can result from poor grading, insufficient dry rolling, incomplete void filling, dirty stone, or early traffic. Remove unstable material, correct the grading or foundation problem, add approved screenings and binder where required, and re-roll. A surface that has never properly keyed cannot be fixed by water alone.

Bleeding, slurry, or pumping

Excess water, plastic fines, or a saturated foundation can produce slurry at the surface or pumping under the roller. Stop watering, protect the area from traffic, and allow it to drain and dry. The engineer may require removal and replacement of contaminated material or correction of the drainage layer before reconstruction.

Open “hungry” areas

Visible voids after rolling indicate that screenings were insufficient, poorly broomed, or segregated. Apply approved screenings in thin stages, use controlled water, broom them into the voids, and re-roll. Do not conceal widespread open texture with a thick unworked layer of fines.

Weak bond beneath bituminous surfacing

Dust, dampness, loose stone, or a poorly prepared interface can prevent tack coat and asphalt from bonding. Clean the WBM surface, allow it to dry completely, correct loose areas, and apply the specified interface treatment only after the underlying course is accepted.

Using WBM over existing pavement

WBM can be laid over an existing pavement only when the design addresses the interface. IRC warns that a WBM course over an existing bituminous surface needs measures for bond and drainage. Inspect the old pavement for soundness, remove contaminants, correct local failures, and follow the project’s details for surface preparation, drainage, confinement, and any intervening layer. Placing aggregate directly over a smooth, cracked, or poorly drained bituminous surface without those measures can trap water and allow sliding or deformation.

How to choose between WBM specification options

When reviewing a drawing, tender, or rehabilitation proposal, compare these six items rather than looking only at nominal thickness:

  1. Pavement role: identify whether the course is a subbase, base, or surfacing layer.
  2. Grading and compacted thickness: match the aggregate size to the specified lift and layer count.
  3. Aggregate performance: confirm durability, cleanliness, shape, and all stated test limits.
  4. Filler system: establish whether screenings alone are allowed or whether an additional binding material is required, including its plasticity limit.
  5. Foundation and drainage: verify the granular separation over silty or clayey soil, water outlets, camber, and edge support.
  6. Governing documents: use the applicable standard edition, contract clauses, design traffic, drawings, and the Engineer’s directions. IRC:19-2005 values should not be copied into a project governed by another standard without approval.

Advantages and limits of the method

WBM can use locally available crushed mineral materials, provides a mechanically interlocked load-spreading course, and can be constructed in clearly staged operations with conventional road rollers. Its limitations are equally important: it is sensitive to foundation weakness, drainage, particle quality, grading, confinement, and workmanship. It is not a substitute for a designed pavement structure, and it should not be treated as a universal overlay or a concrete-like waterproof layer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The method is most defensible when the project has an approved aggregate source, a firm and drained foundation, sufficient room for edge confinement, equipment capable of full-depth rolling, and a specification that defines grading, filler, thickness, acceptance, and subsequent surfacing. Where those conditions cannot be met, the design should consider another pavement system rather than relying on extra water or a thicker unapproved lift.
