Grounding gives electrical fault current a deliberate, low-resistance route back to its source. In a properly built system, that route lets a breaker or fuse clear a fault before metal that should never be live stays energized. Grounding also gives the system a defined electrical reference to earth. It reduces risk, but it does not by itself guarantee that a person will avoid shock or injury.
The two jobs grounding performs
“Grounding” covers two related but separate arrangements. OSHA’s construction electrical guidance describes system grounding and equipment grounding as distinct, and the difference matters when you read wiring diagrams, inspection reports, or safety notices.
System (service) grounding
System grounding connects a circuit conductor, commonly the neutral, to earth. In the arrangement OSHA describes, the neutral is grounded at the transformer and again at the service entrance. Its purpose is to establish the system’s earth reference and to help control voltage relative to ground. It is a property of how the supply is arranged, not of any one appliance.
Equipment grounding
Equipment grounding bonds the exposed conductive parts of equipment, such as the metal frame of a power tool or the metal enclosure of an appliance, to the system’s grounding path. The conductor that does this is the equipment-grounding conductor. OSHA’s training material explains that this conductor is normally not a current-carrying conductor. Its job becomes active only during an insulation fault, when it provides a route back to the supply so a protective device can operate.

Do not treat the neutral and the equipment-grounding conductor as interchangeable throughout a building. They play different roles, and where and how grounded conductors are bonded depends on the system and the applicable code.
How a fault path makes a breaker trip
The clearest way to see the purpose of grounding is to follow a single fault from start to finish. The sequence below uses a portable tool with a metal frame, which is the scenario OSHA uses to explain equipment grounding.
- A hot conductor inside the tool loses its insulation and touches the metal frame.
- Without a grounding path, the frame sits at line voltage. Anyone who touches the frame while standing on the ground completes a circuit through their body, which is the shock hazard.
- With an intact equipment-grounding conductor, the fault current flows from the frame back through that conductor to the source. Because this path has low impedance, the current is large enough to operate the breaker or fuse quickly.
- The protective device opens the circuit, and the frame is de-energized.
OSHA’s construction electrical-incidents eTool states the principle this way: “When properly done, current from a short or from lightning follows this path, thus preventing the buildup of voltages that would otherwise result in electrical shock, injury and even death.”

OSHA’s electrical training material sets out what makes the path effective. It must be permanent and continuous, it must be able to carry the likely fault current safely, and it “shall have sufficiently low impedance to limit the voltage to ground and to facilitate the operation of the circuit protective devices in the circuit.”
The common phrase that electricity “takes the path of least resistance” oversimplifies this. The fault current is not dissipating harmlessly into soil. What matters is that a designed return path exists and has low enough impedance to let the protective device act.
What grounding does not do
Grounding is a secondary protective measure, not a barrier. OSHA’s publication Electrical Safety is direct on this point: “It does not guarantee that you won’t get a shock or be injured or killed by an electrical current.”

A grounded system can still deliver a shock. Current can pass through a person before a breaker opens, and a path that is missing, damaged, or of high impedance will not clear a fault at all. Grounding lowers the hazard when it is installed and maintained correctly. It does not remove the need for insulation, correct wiring, and protective devices.
Grounding and GFCI protection are different measures
A ground-fault circuit interrupter (GFCI) is often confused with grounding, but the two work differently. Grounding provides a conductive return path that helps a breaker operate. A GFCI monitors the balance of current in the hot and neutral conductors and interrupts power when it detects leakage, which indicates current taking an unintended route.
OSHA identifies GFCIs as one way to overcome grounding deficiencies. A GFCI does not, however, install a missing equipment-grounding conductor. Its glossary describes GFCI operation using a threshold of 5 milliamps. That figure is a device definition from OSHA’s glossary (the page does not state a year), not a statistic about how effective grounding is.

Home systems and utility-line work are different contexts
For homes, ESFI’s overview of residential electrical systems describes grounding as an important protective feature. It also notes that the service panel contains breakers or fuses that shut off power when a system failure occurs. Treat that as general background. It is not guidance for inspecting or modifying a panel, and the page does not give a date that would let you confirm it reflects the current code.
Temporary protective grounding is a separate, specialized practice. OSHA’s rule covering electric power generation, transmission, and distribution requires temporary grounds to be arranged so workers are not exposed to hazardous differences in potential, including hazards from accidental re-energization. The protective grounding equipment must carry the maximum fault current for the time needed to clear the fault. This is utility-worker protection, performed under employer procedures. It is not a homeowner task.
Checking an outlet: what a simple tester can and cannot show
A plug-in receptacle tester with a GFCI test button can give a quick screening indication of wiring problems. It cannot prove that a grounding system is safe or code-compliant, and the sources supporting this article do not establish otherwise for any particular product.

Refer any suspected grounding problem to a qualified electrician. Do not open service equipment or alter grounding or bonding conductors yourself. Persistent GFCI trips, tingling from appliances, or a breaker that trips repeatedly are reasons to stop using the affected circuit and call a professional.
Requirements depend on where you are
Grounding requirements vary by jurisdiction, installation type, and code edition. The OSHA material cited here is authoritative for workplace safety rules and general principles, but several of the training and home-system pages are older and do not state their publication dates. Before relying on any specific grounding arrangement, check the code adopted locally and confirm the requirements with the authority having jurisdiction.
