A pozzolan is an inorganic material that contributes to a cementitious mixture through pozzolanic activity, hydraulic activity, or both. In dam concrete, engineers use suitable pozzolans to replace part of the Portland cement, control heat released during hydration, shape early- and later-age strength, provide useful fines in roller-compacted concrete, and sometimes reduce the risk of alkali-silica reaction. A pozzolan is not a universal additive or a standard percentage: every source must be tested with the project’s cement, aggregate, exposure conditions, placement method, and performance requirements.
What a pozzolan is
ASTM terminology, reproduced in an FHWA technical brief, defines a pozzolan as “An inorganic material that contributes to the properties of a cementitious mixture through hydraulic or pozzolanic activity, or both.” ASTM C618 covers coal fly ash and raw or calcined natural pozzolan when cementitious or pozzolanic action is desired in concrete.

In practical terms, a pozzolan participates in reactions in cement paste and contributes to the hardened binder. The word describes a material’s function in a mixture, not one single chemical substance. Different pozzolans can have very different composition, fineness, reaction rates, water demand, and durability effects. Some materials contribute through pozzolanic reactions, some have hydraulic behavior as well, and their performance depends on the particular cementitious system.
That distinction matters in a dam. A material that performs well in one concrete, climate, or construction process may not produce the same result with another cement or aggregate. Engineers therefore qualify the source and verify the complete mixture rather than selecting a product by name alone.

Why dam concrete benefits from pozzolans
Managing heat in mass concrete
Dams contain exceptionally large volumes of concrete. Portland-cement hydration releases heat, and the interior of a large placement can warm differently from its surfaces. The resulting temperature differences are a mass-concrete design concern because the concrete must satisfy strength and durability requirements while the project controls its thermal behavior.
USACE guidance identifies pozzolan use as common in roller-compacted concrete (RCC) and notes that cementitious-material selection significantly affects hydration rate and strength development. Its mass-concrete guidance states that replacing some Portland cement with Class F fly ash reduces early-age heat of hydration. This is a central reason to use a pozzolan in a dam: a properly designed blend can deliver the required hardened properties while moderating the rate and amount of early heat generation.
Heat control is not an automatic consequence of adding any material called a pozzolan. The effect depends on the source, replacement level, cement, water content, temperature, curing, and the rest of the mixture. The proposed blend must be evaluated under the project’s thermal and mechanical requirements.

Pozzolans change the strength-development profile of a cementitious mixture. The project may require a specific early-age strength for construction sequencing, while also relying on later-age strength for the structure’s service life. USACE guidance treats cementitious-material selection as a factor in both hydration rate and strength development, so a blend is selected against the schedule and design criteria rather than against a generic replacement target.

A slower early reaction can be acceptable—or advantageous—when the design and placement plan allow it. It is not acceptable if it conflicts with stripping, loading, lift sequencing, or other specified milestones. Trial mixtures and time-based strength testing establish whether the candidate blend meets those milestones.
Supplying fines for roller-compacted concrete
RCC is placed and compacted using methods that require a mixture with suitable grading and handling characteristics. A suitable pozzolan or other added fines can provide material that helps the RCC achieve the required compaction behavior. The correct amount depends on the aggregate grading, moisture, cementitious content, compaction process, and specification. Fines are therefore a mixture-design function, not a reason to add an uncontrolled surplus of powder.
Potentially reducing alkali-silica reaction risk
Alkali-silica reaction (ASR) is a potentially damaging expansion involving susceptible aggregate, alkalis, and moisture. FHWA identifies supplementary cementitious materials as one means of controlling ASR, but emphasizes that effectiveness depends on the material and dosage. The cement–aggregate–pozzolan combination must be evaluated with appropriate testing for the relevant exposure and reaction risk.
Recommended Free Tools
Using a pozzolan does not guarantee that ASR will be prevented. An apparently successful result with one aggregate or cement does not establish performance with a different source. ASR evaluation belongs in the project’s durability investigation, alongside the other exposure-specific tests and acceptance criteria.

Which materials are used?
Coal fly ash
Coal fly ash is a familiar supplementary cementitious material in RCC guidance. Class F fly ash is specifically cited in USACE mass-concrete guidance for reducing early-age heat of hydration. Its suitability still depends on the source’s consistency, fineness, carbon content, compatibility with the cement and admixtures, and available quantity.
Natural pozzolans
Natural pozzolans can be used in raw or processed form when they meet the applicable requirements and perform in the proposed mixture. Examples documented in dam-related sources include pumice, calcined shale, calcined diatomaceous clay, and calcined silicon-clay. Calcination changes a natural material so it can develop the desired reactivity; the resulting performance remains source-specific.
The Bureau of Reclamation has documented natural-pozzolan use in large dams and long-term durability studies of structures built with these materials. Reclamation also reports that fly ash had been the more preferable supplementary material for decades and that uncertainty about future fly-ash supply has renewed interest in natural pozzolans. That is supply and research context—not a finding that natural pozzolans are always better or that a future shortage is certain.

| Dam | Completion year | Natural material | Reported cement replacement |
|---|---|---|---|
| Friant Dam | 1942 | Pumice | 17–20% |
| Altus Dam | 1945 | Pumice | 22% |
| Davis Dam | 1950 | Calcined shale | 17% |
| Glenn Anne Dam | 1953 | Calcined shale | 17–27% |
| Glen Canyon Dam | 1964 | Pumice | 30% |
Those values cannot be transferred directly to another project. The dams used different cements, aggregates, sources, construction methods, climates, specifications, and quality-control systems. A historical percentage is useful evidence that a material was used successfully in a particular context, not a substitute for current qualification and mixture testing.
How engineers select a pozzolan for a dam
USACE guidance frames material investigation around suitability, availability, strength, and durability. In practice, the selection process links laboratory evidence to the construction plan.
- Define the performance requirements. Establish the required early- and later-age strengths, thermal limits, durability exposures, placement rate, compaction method, curing approach, and acceptance criteria.
- Characterize candidate sources. Document the material’s chemical and physical characteristics, including fineness and source variability. For fly ash, carbon content and consistency are important practical checks because they can affect admixture response and batch-to-batch behavior.
- Check supply and logistics. Confirm that the source can provide the required quantity at the construction rate and maintain consistent quality. A technically suitable material is not a workable choice if supply is intermittent or variable.
- Make trial blends with the project’s cement and aggregate. Test the actual combination rather than relying on a generic product description. Include the intended water content, admixtures, aggregate grading, and curing conditions.
- Measure hydration and temperature behavior. Compare the candidate blend’s heat-generation behavior with the project’s mass-concrete thermal analysis. Class F fly ash may reduce early-age heat, but the magnitude must be demonstrated for the proposed mixture.
- Measure strength development. Record the ages relevant to construction and design decisions. Confirm that the mixture reaches required milestones without assuming that later-age performance compensates for an unacceptable early-age result.
- Evaluate durability and ASR. Use appropriate tests for the cement, aggregate, pozzolan, and exposure. ASR mitigation claims must be based on the tested combination and dosage.
- Verify placement properties. Examine workability, water and admixture demand, setting, compaction, finishing, and shrinkage. Fine or highly reactive materials can change handling; FHWA, for example, notes workability and shrinkage concerns at high silica-fume dosages.
- Set acceptance and quality-control rules. Specify sampling frequency, allowable variability, storage and handling controls, and actions when test results fall outside limits. The final proportions require approval under the project’s applicable standards and specifications.
Key trade-offs to resolve before approval
| Question | Why it matters | Evidence needed |
|---|---|---|
| How will hydration heat change? | Large placements must meet thermal-control requirements. | Mixture-specific heat or temperature analysis using the proposed cementitious blend. |
| When will strength be available? | Construction sequencing and long-term design depend on the strength profile. | Early- and later-age strength results under representative curing. |
| Will ASR risk be controlled? | Susceptible aggregate, alkalis, and moisture can produce damaging expansion. | Appropriate tests on the actual cement–aggregate–pozzolan combination. |
| Can crews place and compact it? | Changes in fines or reactivity can alter water demand, admixture response, setting, and compaction. | Trial placement or representative workability and compaction testing. |
| Is the source dependable? | Dam construction requires high-volume, consistent delivery. | Source history, variability data, production capacity, and contingency planning. |
| Does it meet durability requirements? | The structure must perform under its specified exposure for its design life. | Durability testing and compliance with the governing project requirements. |
Common mistakes and how to avoid them
Treating “pozzolan” as a single product category
Fly ash, pumice, calcined shale, and other materials do not share identical properties. Avoid choosing by label alone; qualify the actual source and test the complete blend.

Optimizing only for heat
A lower heat output is not sufficient if early strength, compaction, durability, or supply fails the project requirement. Review the full performance set together.
Assuming ASR mitigation is automatic
Effectiveness varies with composition and dosage. Test the specific aggregate, cement, and pozzolan combination for the relevant exposure.
Ignoring source variability
Changes in fineness, carbon content, or other characteristics can alter water and admixture demand and make field control harder. Establish a quality-control plan before production.

Pozzolans are design tools for managing a cementitious system, not simply cheaper cement replacements. Their value in dam concrete comes from balancing thermal behavior, strength development, durability, placement, and supply at the scale of a mass-concrete project. Class F fly ash is a well-established example in RCC and mass-concrete guidance, while Reclamation’s historical dams show that natural materials such as pumice and calcined shale can also be used when they are properly qualified.
The defensible decision is the one supported by project-specific testing and specifications: identify the performance target, test the candidate source with the actual cement and aggregate, confirm constructability and supply, and approve proportions only after the evidence meets the dam’s requirements.
