A turnkey home construction contract is a promise to deliver a defined, completed house for an agreed price or pricing method—not a guarantee that every cost of owning a ready-to-live-in home is included. The signed contract, plans, specifications, schedules and written variations determine what the builder must supply and install. Landscaping, driveways, appliances, utility connections, excavation, permits and other site costs may be included, excluded, owner-supplied or covered only by an allowance.
Before signing, make the builder classify every item, identify the exact product or performance standard, assign responsibility for permits and site information, and explain how the price changes when an allowance or site assumption proves inaccurate. Legal requirements differ by jurisdiction, so use the local rules cited below as location-specific guidance rather than universal law.

What “turnkey” should mean in the contract
“Turnkey” is a marketing description unless the contract turns it into a measurable scope of work. The enforceable promise is found in the signed agreement and every document it incorporates: architectural and engineering drawings, specifications, schedules of finishes, inclusions lists, allowances, tender clarifications and signed variations.

A usable contract should let you answer four questions for each part of the home:
#1 Best Overall
- Valued Carpenter Pencil Set: You will get 2 pcs solid carpenter pencils with 26 piece 2.8 mm refills, 1 replaceable sharpener, 1 plastic storage box.The complete carpenter pencils combination allows you to finish your work faster and more easily
- Deep Hole Marker Pencil: The deep-hole construction pencils adopts 45mm elongated tip design, which is more convenient to mark in the small hole or in other tight areas that other carpenter markers cannot reach
- Carpenter Pencils with Sharpener: The sharpener is screwed into the top of the work pencil, which won't get lost either. Built-in pencil sharpener that keep the lead with pointed and smooth to Improves line of sight in fine work
- Stronger Solid Lead: This work pencil is matched with a 2.8 mm thick lead , which is much thicker and stronger during the drawing process of construction work, it will not break or damage easily
- Marks on Various Surfaces: 3 colors solid construction pencil can marks on various surfaces, such as metal, plastic, wood, paper etc. Ideals for woodworkers, contractors, craftsmen, builders, merchants and masons
- What work or item will be provided?
- Who supplies it, who installs it and who pays associated fees?
- What quality, model, dimensions or performance standard applies?
- What happens if the stated allowance or assumption is insufficient?
Consumer Affairs Victoria recommends identifying selections by details such as make, model, colour or style and stating who supplies goods such as ovens, tiles and tapware. NSW guidance likewise requires a sufficient description of the work, with plans and specifications attached or incorporated into the contract. See the NSW residential building contract guidance and the Victorian building contracts checklist.
Build an inclusion schedule before comparing prices
Ask the builder to mark every line as included, excluded, owner-supplied, allowance-based or subject to written approval. The following schedule is a practical review tool; it is not a universal list of what a turnkey package must contain.
| Area to check | Questions the contract should answer |
|---|---|
| Land, design and engineering | Are the architectural drawings, structural engineering, energy reports, surveying and other design services included? Who pays for revisions? |
| Approvals and permits | Who obtains building, planning and inspection approvals? Are application, lodgement, certification and government levy charges included? |
| Site preparation | Does the price include clearing, demolition, soil testing, excavation, rock removal, retaining, drainage and foundation works? What site conditions are assumed? |
| Structure and envelope | What construction system, roof, insulation, windows, external doors, waterproofing and weatherproofing are specified? |
| Internal finishes | Which flooring, paint systems, cabinetry, benchtops, doors, hardware, tiles and fixtures are included, and at what quality level? |
| Services | Are heating and cooling, electrical work, plumbing, stormwater, water, sewer, gas, telecommunications and connection fees included? |
| Appliances and fittings | Are ovens, cooktops, rangehoods, dishwashers, hot-water equipment, lights, mirrors and tapware supplied by the builder or the owner? Are make and model stated? |
| External works | Are driveways, paths, paving, fencing, gates, landscaping, retaining walls, clotheslines, letterboxes and external lighting included? |
| Completion and handover | Does the price cover inspections, certification, rubbish removal, final cleaning, keys, manuals, warranties and a defects-list process? |
Do not accept “complete” or “standard” as a specification. Attach a finish schedule with a product description or objective performance requirement. If a product is unavailable, the substitution rule should require your written approval and set an equivalent quality standard.
How the headline price can change
Fixed price versus adjustable price
Find the clause that says whether the contract price is fixed, adjustable or partly fixed. A price can change because of approved variations, taxes or levies, owner selections, site conditions, delays, escalation clauses or errors in allowances. The contract should state which events trigger an adjustment, how the amount is calculated and what evidence the builder must provide.
Prime-cost items
In Victorian guidance, a prime-cost item is a fixture or fitting that has not yet been selected or specifically priced. Examples can include sanitaryware, appliances or tapware. The schedule should show the amount allowed for each item, whether delivery and installation are included, and how the difference is treated if your final selection costs more or less.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Provisional sums
A provisional sum is an estimate for work whose exact cost is not known when the contract is signed; excavation is a common example. Consumer Affairs Victoria warns that provisional-sum costs may increase and says, “Where possible, do not agree to provisional sum items as they can make your final cost higher.” A comprehensive soil report can reduce uncertainty where ground conditions affect excavation or foundations.
For every allowance, write down:
- the dollar amount and whether tax is included;
- the work or item covered and the assumptions behind it;
- the process for reconciling the actual cost;
- any builder margin, handling fee or percentage applied to an overrun or credit; and
- when you must make a selection or approve additional work.
An allowance is not a discount. A low allowance can make a proposal look cheaper while transferring selection and site risk to you.

Turnkey offers often become expensive when the contract is vague about the block. Require a written allocation for soil and foundation information, site access, temporary services, protection of adjoining property, excavation, rock, groundwater, drainage, stormwater and waste removal.
Victorian guidance specifically prompts owners to check site suitability and foundation information, local requirements such as termite or fire protection measures or a development levy, reasonable site access, and who obtains permits. Its contracts guidance lists building, planning, council lodgement, asset-protection, inspection and government-levy charges as costs to check in the contract price. These are Victorian examples, not a nationwide fee list. Review the Consumer Affairs Victoria contracts guidance.
Ask for a plan showing where service connections stop. A house may be physically complete while water, sewer, electricity, gas or telecommunications connections remain pending or incur separate authority charges. The contract should state whether the builder coordinates each connection, what allowance applies and who pays a charge above that allowance.

Payments, timing and changes
Deposit and progress claims
The payment schedule should tie each progress claim to identifiable work completed, not simply to calendar dates. Check the deposit amount, payment timing, evidence required with a claim, rights to dispute defective work and the consequences of late payment. The US Federal Trade Commission advises consumers to avoid full up-front payment and to withhold final payment until the work is complete and satisfactory. Its consumer guidance states, “Contract requirements vary by state.” Read the Federal Trade Commission home-improvement guidance for US projects.
Start date, completion date and delays
The contract should specify start and finish dates or a clear method for setting them, plus allowances for weather, approvals, owner decisions, supply interruptions and other defined delays. Ask whether a missed date creates an extension, compensation, liquidated damages or another remedy, and how notice must be given. Victorian guidance recommends checking delay allowances and any liquidated-damages term.
Written variations
Never rely on a text message or verbal agreement for a change. A variation should describe the revised work, price impact, time impact, drawings or selections affected and the signatures or approvals required before the work starts. NSW large-job guidance includes a written variation process. The NSW contract page also requires appropriate treatment of the contract price, progress payments, termination and insurance information.
Insurance, defects and warranties
Confirm the builder’s required insurance, policy limits, certificate details and the period for which cover must remain in force. Define practical completion, the inspection and defects-list procedure, response times and what documents you receive at handover.
NSW rules are location-specific. For NSW work, the government says statutory warranties apply even if they are not written into the contract and describes six years for major defects and two years for other defects from completion. Those periods should not be presented as universal; other Australian states, territories and US states use different rules. Check the NSW guidance and, for contracts over A$20,000, the NSW signing checklist.

Items that commonly need an explicit yes or no
The following questions prevent a “ready to move in” assumption from becoming a cost dispute:
- Is land preparation included, including clearing, demolition, contaminated soil, rock, excavation, piering, retaining and drainage?
- Are permit, planning, inspection, certification, development and utility authority fees included or allowed for?
- Are driveway, paths, paving, fencing, gates, landscaping, irrigation, retaining walls and external lighting part of the contract?
- Are appliances and light fittings supplied and installed, or do you purchase them directly?
- Does “floor coverings” include every room, stairs, skirting and transitions?
- Are window coverings, flyscreens, security systems, mirrors, shower screens and letterboxes listed?
- Who pays for temporary power, water, toilets, site security, rubbish removal and final cleaning?
- Are connection distances, authority upgrades and trenching included in the service allowance?
- What exactly constitutes practical completion, and are keys, certificates, manuals and warranty documents delivered then?
Have the builder initial the schedule and attach marked-up plans. An exclusion that is visible before signing is easier to budget for than an omission discovered after work begins.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to compare two turnkey offers fairly
Do not rank proposals by the largest headline price. Recast each offer onto the same comparison sheet:
| Comparison axis | What to normalize |
|---|---|
| Scope completeness | Match rooms, floor areas, structural elements, finishes and external works line by line. |
| Product definition | Record each brand or model, colour, size, performance rating and substitution rule. |
| Allowances | Compare every prime-cost and provisional-sum amount, assumptions, margins and reconciliation method. |
| Site risk | Check soil data, foundation design, excavation, rock, access, drainage and retaining assumptions. |
| Fees and connections | List permits, levies, inspections, authority charges, temporary services and upgrades. |
| Schedule | Compare start triggers, duration, extension events, notice rules and delay consequences. |
| Changes | Compare variation pricing, approval timing, overhead margins and time extensions. |
| Protection | Check insurance, statutory rights, defects process, termination and dispute procedures for your jurisdiction. |
| Handover | Confirm certification, cleaning, keys, manuals, warranties and outstanding-work treatment. |
Only after these differences are priced should you compare the totals. A higher proposal may contain fewer allowances and more external work; a lower one may defer substantial costs to variations.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsA practical signing process
- Collect the complete contract set. Obtain the agreement, plans, specifications, inclusions and exclusions, schedules, engineering documents, allowance schedule and standard terms.
- Mark every unknown. Highlight “TBC,” “standard,” “by owner,” “provisional,” “to be confirmed” and references to documents you have not received.
- Verify the site basis. Supply the builder with current survey and soil information and ask for written assumptions about access, foundations, excavation, drainage and services.
- Price selections early. Choose fixtures and finishes before construction where possible; replace vague allowances with identified products and installation costs.
- Assign approvals and fees. Write the responsible party beside each permit, inspection, levy, connection and certification item.
- Check payment and timing clauses. Confirm the deposit, progress stages, start trigger, completion method, delay notices, insurance and termination rights.
- Get professional review for uncertainty. A construction lawyer can review special conditions; an independent building consultant can help assess technical scope or site-cost assumptions.
- Sign only the final coordinated version. Date every attachment, remove superseded schedules and ensure agreed clarifications appear in the signed documents.
Location-specific rules to keep separate
New South Wales
NSW guidance states that written contracts are required for residential building work over A$5,000 and identifies a large-job contract threshold over A$20,000. The NSW Government page was last updated 29 April 2026. Its requirements for work descriptions, price treatment, progress payments, written variations, termination and insurance apply to NSW contracts; the warranty periods described above are also NSW-specific.

Victoria
Victoria treats a major domestic building contract as one for work costing more than A$10,000, and its checklist references insurance requirements above A$16,000. The checklist and contracts guidance emphasize plans, specifications, selections, permits, site suitability, allowances, progress payments and charges. Verify the current thresholds and requirements for your project rather than importing NSW rules.
Queensland
Queensland contracts use their own statutory framework and standard conditions. The Queensland Building and Construction Commission publishes New Home Construction Contract General Conditions. Use the current Queensland requirements and the contract’s special conditions for your site; do not assume that a Victorian or NSW clause has the same effect.
United States
US requirements vary by state. The FTC recommends a written contract containing contractor contact and licence details, estimated start and completion dates, the work scope and labor/material cost promises, while also advising consumers to check state cancellation rights and avoid paying the full amount up front.
Red flags and how to correct them
- “Turnkey” with no inclusions schedule: require a room-by-room scope and signed exclusions list.
- Large provisional sums for unknown ground work: obtain soil information, explain the assumptions and negotiate a documented adjustment method.
- “Standard fittings” without models: insert make, model, finish, size or a measurable equivalent standard.
- Progress claims unrelated to completed work: tie each claim to inspectable milestones and retain the contractual right to question defective work.
- Verbal promises about landscaping or appliances: put them in the plans, specifications or a signed variation before relying on them.
- No completion definition: define practical completion, certification, cleaning, defects inspection and handover documents.
- Unclear authority charges: list each permit, levy, inspection and utility connection and name the payer.
The contract is ready to sign only when a third party could read it and calculate what will be delivered, what you must select or supply, which costs can move, and what happens when they do. That level of detail—not the word “turnkey”—is what makes the finished home and its final price predictable.
