There is no industry-wide package called a “base price.” In a custom-home proposal, the dated drawings, written specifications, schedules, allowances, exclusions, and contract terms determine what you will actually receive. The number may include the specified house, labor, systems, finishes, and expressly listed permits or site work. It may leave out lot preparation, utility charges, landscaping, appliances, or selections that have not yet been made. Compare the documents and assumptions behind each quote—not just the headline amount.
What does a custom builder’s base price cover?
A base price is the builder’s starting price for a defined design and scope. It is not a standardized bundle that means the same thing from one company, plan, lot, or country to another. A fixed-price contract normally ties the amount to the documents identified in the agreement: drawings, written specifications, schedules, allowances, and amendments.

Depending on those documents, the price can cover the home’s structure, specified exterior and interior finishes, plumbing, electrical, heating and cooling, labor, and named permits or site items. The same proposal can separately identify work that is excluded, treated as an allowance, supplied by the owner, or priced only after site information or selections are available.
Dunn & Stone Builders describes a fixed price as the cost of work named in dated drawings and written specifications. Its examples show that a driveway, power work, landscaping, window coverings, and unknown site conditions may fall outside the quoted amount unless they are documented as included. Those are examples from that builder’s guidance, not a universal rule.

Why the written scope matters more than the label
Two builders can use the same phrase—“base price” or “fixed price”—while pricing materially different homes. One may include a particular foundation, energy package, cabinets, and utility connections; another may leave each as a provisional amount or owner purchase. A lower-looking quote can therefore become more expensive when missing work is added.
Read the proposal as a set of assumptions. Look for the plan name and elevation, drawing revision date, specification version, site information used, inclusions schedule, allowance schedule, exclusions, and the clause explaining how changes are valued. If a document says only “standard fixtures” or “complete electrical,” ask for the actual product, performance, quantity, or finish standard.
Items commonly included when they are specified
The following categories are often part of a base scope when the contract expressly describes them. “Often” does not mean automatically included; the specification controls.

- Excavation and the foundation type shown on the approved drawings.
- Footings, slabs, framing, roof structure, stairs, and structural connections.
- Exterior wall systems, insulation, roofing, windows, and exterior doors at the grades and performance levels stated in the specification.
Foundation cost is particularly sensitive to soil, slope, groundwater, rock, retaining requirements, and the amount of excavation. Confirm whether the quoted foundation is based on a known geotechnical report or on a standard assumption.
Mechanical, electrical, and plumbing systems
- Heating, ventilation, and air-conditioning equipment at the stated capacity and efficiency.
- Plumbing supply and waste piping, fixtures, water-heating equipment, and gas work described in the schedule.
- Electrical service, wiring, outlets, switches, lighting points, panels, and safety devices at the listed quantities.
A phrase such as “lighting included” may mean wiring and basic fixtures only, while decorative fittings remain an allowance or owner purchase. The fixture schedule should identify what is supplied, installed, and connected.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Interior and exterior finishes
- Drywall, paint, flooring, cabinets, counters, tile, doors, trim, and hardware where the specification names a product, grade, quantity, or allowance.
- Exterior cladding, soffits, gutters, decks, porches, and other elements shown on the plan when their materials and limits are stated.
Finishes are a frequent source of price differences because one builder may provide a selected product while another provides a monetary allowance. “Standard” is not a measurable specification until the builder identifies the range, manufacturer, quantity, and installation method.
Labor and expressly named permits or site items
Labor to construct the specified work is normally embedded in a builder’s price. Some contracts also include particular permits, inspections, engineering, or site items. Mitchell Homes, for example, says its build-on-your-lot base includes the house from its standard foundation upward, a foundation drain, a building permit, listed features, and utility lines to connection points at the house. That is Mitchell Homes’ policy for the described offering, not an industry standard.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWhat may be outside the base price on your lot?
Lot-dependent work is where a headline price most often diverges from the amount needed to make the property buildable and usable. Mitchell Homes lists clearing, grading, a driveway, a well or septic system, public-utility tap and connection fees, and seed and straw outside its build-on-your-lot base. Other builders may include some of those items, so obtain a site-specific written answer.
- Preparation: clearing trees, demolition, stripping, rock removal, excavation beyond the assumed quantity, export or import of soil, erosion controls, and retaining structures.
- Access and exterior works: driveway, walks, patios, fencing, decks beyond the plan, final grading, topsoil, planting, irrigation, and landscaping.
- Utilities: wells, septic systems, sewer extensions, public tap charges, impact or connection fees, trenching, transformers, and work beyond the stated connection point.
- Authority requirements: extra drainage, engineering, surveys, inspections, upgrades, or redesign required by a local authority after the quote is prepared.
- Unknown conditions: unsuitable soil, groundwater, contaminated material, archaeological findings, protected trees, or other conditions not shown in the information used to price the work.
Ask where each utility is considered “included”—for example, at the property boundary, meter, or house—and who pays for charges imposed by the utility or authority. A line to the house does not necessarily include the tap fee, meter, trench, or off-site extension.
How allowances affect the amount you finally pay
An allowance is an amount for an item or service whose final price is not fixed when the contract is signed. It is not the same as a selected product at a locked price. The Queensland Building and Construction Commission (QBCC) advises: “Allowances (items or services for which the price is not fixed when the contract is signed) should be kept to a minimum as the final cost often exceeds the estimate in the contract.”

A Florida builder’s pricing worksheet illustrates how allowances can appear alongside site work, structural components, exterior and interior finishes, mechanical systems, electrical work, and plumbing. It identifies appliances, decorative lights, ceiling fans, landscaping, flooring, cabinets, counters, tile, doors, trim, security, and technology as possible allowance or owner-supplied items.
Before accepting an allowance, record all of the following:
- The allocated amount and currency, and whether tax is included.
- Whether it covers materials only or also labor, delivery, storage, installation, hookups, and waste.
- The assumed quality, brand range, dimensions, quantity, and finish.
- When and how you must choose the item.
- How an overage is approved and charged, and how an underspend is credited.
Queensland guidance and a South African consumer brochure both emphasize stating what an allowance covers and the value allocated. They do not create one accounting method for every contract, so the contract should explain the adjustment process in plain language.
Does “fixed price” mean the final contract price cannot change?
No. Dixon Homes says its fixed price is based on the selected design, inclusions, site information, and contract documents available when the agreement is made. It identifies owner-requested work, authority requirements, variations, delays, and site conditions as possible sources of change under the contract.
Read the variation clause before signing. It should state who may authorize a change, how the price and time impact are calculated, what documentation is required, and whether work can proceed before you approve it. A fixed amount offers useful certainty for the defined scope; it cannot price a design decision, authority demand, or concealed site condition that the documents leave open.

Compare builders using the same scope
Give each builder the same plan set, elevation, engineering information, site report, and finish brief. Then classify every line item as included, allowance, excluded, owner-supplied, or not yet priced.
| Comparison area | What to place side by side | Question that exposes a gap |
|---|---|---|
| Design and specifications | Plan revision, elevation, structural system, fixtures, finishes, quantities, and performance levels | Are both quotes pricing the same house and specification, or merely the same floor plan? |
| Site assumptions | Soil, slope, drainage, excavation, retaining, access, clearing, and grading | What site information was used, and what happens if it proves wrong? |
| Connections | Water, sewer or septic, gas, electricity, trenching, meters, and connection points | Is the amount to the lot boundary, meter, or house, and are authority fees included? |
| Allowances | Amount, tax status, labor, delivery, installation, quality, and adjustment method | What exactly can I buy with this allowance, and who pays the difference? |
| Exclusions and owner supply | Appliances, cabinets, counters, flooring, lighting, landscaping, security, technology, window coverings, and fencing | Who purchases, delivers, stores, installs, connects, and warranties each item? |
| Changes and unknowns | Variations, authority requirements, delays, escalation provisions, and concealed conditions | What written approval is required before extra cost or time is incurred? |
| Fees and taxes | Permits, inspections, engineering, utility charges, taxes, financing, and closing costs | Which charges are in the contract and which are payable directly by the owner? |
The Canadian Mortgage and Housing Corporation’s consumer brochure prompts buyers to ask which standard features are included in the basic home price and what additional building or closing costs may be charged beyond that price and chosen extras. Although the brochure dates from 2008, those questions remain useful as a document-review checklist rather than as current law.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Step-by-step: verify your base price before signing
- Collect the controlling documents. Obtain the dated drawings, specifications, inclusions and exclusions, allowance schedule, site-cost schedule, contract terms, and all referenced reports.
- Mark every line item. Use five labels: included, allowance, excluded, owner-supplied, or not yet priced. Do not accept “standard” without a measurable description.
- Test the site assumptions. Confirm foundation, soil, slope, drainage, excavation, access, utility routes, and authority requirements against available reports.
- Turn allowances into decisions. For each one, write the assumed product or quantity and the complete cost scope, including installation, delivery, taxes, and connections.
- Price the omissions. Get written amounts for driveways, landscaping, fencing, window coverings, appliances, utility fees, wells or septic, and any owner-supplied work you will need before move-in.
- Read the change mechanism. Identify variation notices, approval deadlines, credits, markups, delay rules, and treatment of unknown conditions.
- Compare like with like. Ask every builder to reissue the quote using the same plan, elevation, finish level, site information, and allowance values.
- Attach the final schedules. Make sure negotiated inclusions and selected products are incorporated into the signed contract, not left in an email or conversation.
Questions to ask your builder
- What is included in the price, line by line, and which document controls if documents conflict?
- What does the base price cover from foundation to completion, and what is expressly excluded?
- Is the quoted elevation the one shown, and do alternate elevations change the price? Mitchell Homes, for example, states that its online plan price uses the Classic elevation and that other elevations cost more.
- Which permits, inspections, engineering services, and authority fees are included?
- Where are water, sewer or septic, gas, and electricity included to, and who pays connection or tap charges?
- Which items are allowances or owner-supplied, and what labor, delivery, tax, installation, and warranty responsibilities attach to them?
- What happens if an allowance is exceeded or underspent?
- How are owner changes, authority demands, delays, and concealed site conditions priced and approved?
- Are financing costs, taxes, insurance, or closing charges outside the construction contract?
Jurisdiction, tax, and contract cautions
Terminology and legal effect vary by location. The QBCC material is Australian Queensland guidance; the Housing Industry Association describes an Australian fixed-price contract that can combine a fixed-price component with prime-cost or provisional-sum allowances and GST. South African consumer guidance addresses allowances in its own contractual context. Canadian material from the Mortgage and Housing Corporation is consumer guidance, and its cited brochure is from 2008. None should be treated as a substitute for the law, tax rules, disclosure requirements, or remedies where your property is located.
Before signing, have a local building lawyer, qualified contract adviser, or consumer-protection body explain the terms that apply in your jurisdiction—especially taxes, statutory warranties, deposits, progress payments, insurance, cancellation, delay, and dispute procedures. The practical test remains the same everywhere: the amount is only as clear as the documents and assumptions attached to it.
Reading a sample quote without being misled
Suppose Builder A quotes a lower base but lists cabinets, counters, flooring, lighting, appliances, driveway, and utility fees as allowances or exclusions. Builder B quotes more but includes selected cabinets, a defined flooring grade, basic light fittings, the driveway, and connections to the house. Neither number can be judged fairly until you price the same selections, site work, fees, and installation responsibilities.

Rewrite both proposals into one comparison sheet. If Builder A’s allowance for a kitchen covers cabinets only while Builder B’s covers cabinets, counters, handles, delivery, and installation, the labels hide a scope difference. If one builder assumes level, serviced land and the other prices a sloping lot with a geotechnical report, the apparent premium may reflect real work rather than markup.
Common mistakes and how to prevent them
Assuming “standard” means complete
Request a schedule with model numbers, grades, quantities, and installation limits. A standard fixture may include the fitting but not upgraded trim, delivery, or electrical changes.
Treating an allowance as a budget guarantee
Confirm the complete cost scope and adjustment formula. Choose high-impact finishes early enough to replace allowances with actual selections.

Obtain site-specific pricing for clearing, grading, drainage, access, foundation changes, utilities, and authority charges. A fixed house package does not automatically fix those costs.
Leaving negotiated promises outside the contract
Put every agreed inclusion, credit, product, and deadline into the signed schedules. Verbal assurances and informal messages are difficult to administer when work changes.
Comparing different elevations or specifications
Verify the elevation and option list. A plan price may be tied to one elevation, with others costing more, as Mitchell Homes explains for its online plans.
Bottom line
Your custom builder’s base price is the amount for the precisely documented scope—not a universal definition of a finished home. Expect the specified structure, systems, finishes, labor, and expressly named permits or site items to be included when the documents say so. Treat lot work, connections, selections, allowances, owner-supplied products, taxes, and unknown conditions as questions requiring written answers. The safest comparison is a line-by-line review of identical plans, specifications, site assumptions, allowances, exclusions, and change terms before you sign.
