The label most often refers to alkali-activated concrete, including geopolymer concrete, in which an alkaline activator reacts with silica- and alumina-rich solids to form a hardened inorganic binder. It is not one universal recipe: the source material, activator chemistry, proportions, mixing, curing and exposure conditions determine how the concrete sets and performs.
That distinction matters on a construction project. A mix may avoid Portland cement yet still require a carefully engineered binder, controlled curing and application-specific testing. “Cement-free” describes what is absent from the binder; it does not mean the concrete has no binder, no chemicals or no performance requirements.

What the term cement-free concrete means
In ordinary concrete, Portland cement is the main hydraulic binder. When cement is mixed with water, hydration reactions create the hardened paste that holds aggregate together. Cement-free concrete replaces that Portland-cement binder with another cementitious system.

Geopolymer concrete is a prominent type of alkali-activated system, but the terms are not interchangeable. Geopolymer formulations generally rely on aluminosilicate chemistry that produces linked silica and alumina structures. Alkali-activated materials are a broader category and can include formulations that do not meet a particular definition of geopolymer.

ASTM’s specification for alkali-activated cementitious materials does not restrict constituent composition. That is why two products marketed as cement-free may use different solids, activators, curing regimes and test data. The applicable project specification must identify what material is acceptable rather than relying on the marketing label alone. See ASTM C1948/C1948M-24 for the scope of the current listed specification.
Concrete still contains aggregate in a cement-free mix. Sand, coarse aggregate, reinforcement and construction joints remain part of the structural system; the change is the binder that glues the particles together.
How an alkali-activated binder hardens
Portland-cement hydration
Portland cement contains reactive mineral phases. Water participates in hydration, forming products that progressively stiffen and gain strength. The amount and temperature of water, cement chemistry, admixtures and curing all affect setting and strength.
Activation of aluminosilicate solids
In a common geopolymer-type system, an alkaline solution attacks a solid source rich in silicon and aluminum. The dissolved species reorganize and link into a hardened inorganic network. The alkaline solution therefore acts as a chemical activator, not merely as mixing water.

The Federal Highway Administration’s technical brief describes water in the geopolymer mixture as facilitating workability and then being expelled during curing and drying, rather than participating in Portland-cement hydration. That description applies to the system discussed in the brief; alternative binders can have different reaction pathways. The FHWA technical brief provides the detailed explanation.
Why the formulation is sensitive
Activator concentration, the balance of silica and alumina, particle size, moisture, temperature and curing determine how quickly a mixture sets and what structure develops. Changing a low-calcium ash to a slag-rich feedstock, for example, can alter workability, early strength and heat response. A mix that performs well in a controlled laboratory cure cannot automatically be assumed to perform the same way in a cold outdoor placement.
What materials can replace Portland cement?
Potential aluminosilicate sources include naturally occurring minerals or clays and industrial byproducts. The FHWA identifies low-calcium fly ash and ground granulated blast-furnace slag as examples. Their availability and chemistry vary by region and supplier, so a specification should require characterization of the actual lot used on the project.

- Source solid: supplies reactive silica, alumina and, depending on the material, calcium and other constituents.
- Alkaline activator: provides the chemical environment needed to dissolve and reorganize the source solid. Its composition and dosage are formulation-specific.
- Water: adjusts workability and the liquid balance. In the geopolymer description above, it is not treated as Portland-cement hydration water.
- Aggregates: provide volume and load-bearing skeleton just as they do in conventional concrete. Aggregate grading, moisture and cleanliness still affect placement.
- Optional additions: admixtures, fibers or supplementary powders may be used when validated for the particular binder and exposure. Compatibility cannot be presumed from Portland-cement practice.
Because ASTM C1948/C1948M does not prescribe one constituent recipe, a supplier should provide the feedstock source, activator description, proportions, mixing sequence, curing regime and test evidence for the proposed product.

How cement-free concrete is made on a project
The following workflow keeps the chemistry tied to the structural and construction requirements. Exact dosages and temperatures must come from the approved mix design rather than a generic recipe.
- Define the required performance. Set the required strength age, workability window, finishing time, shrinkage limit, stiffness, exposure classes and service-life targets. Include freeze-thaw, chloride, sulfate, acid or other chemical exposure where relevant.
- Confirm acceptance criteria. Check the owner’s specification, building or bridge code, jurisdictional approvals and any restrictions on alternative binders. An ASTM designation is a technical reference, not automatic approval for every project.
- Select and qualify the source material. Characterize the actual fly ash, slag, clay or mineral feedstock for chemical composition, fineness, moisture and lot-to-lot consistency. Do not substitute a different source without requalification.
- Choose the activator and proportions. The activator system and liquid-to-solid balance control reaction rate and workability. The designer should document safe handling, storage, batching accuracy and compatibility with aggregates and admixtures.
- Run laboratory trials. Measure fresh consistency and set time, then cast specimens using the intended curing regime. Record temperature history and moisture condition because these can materially change results.
- Plan batching and mixing. Calibrate scales and dispensers, control aggregate moisture, and establish the order and duration of additions. The sequence used in a laboratory mixer may need adjustment for a ready-mix or precast plant.
- Place and finish within the verified window. Confirm that delivery time, pumping, vibration, finishing and jointing can be completed before the approved setting limit. Observe the mixture for segregation, rapid stiffening or unexpected bleeding.
- Cure as designed. Use the temperature, humidity, enclosure or other regime that produced the approved properties. Some alkali-activated systems are sensitive to heat or moisture loss; changing from controlled curing to ambient curing can change strength and shrinkage.
- Verify production batches. Test fresh properties and hardened specimens at the specified ages. Compare results with the acceptance criteria and investigate any feedstock, activator, temperature or curing deviation before continuing placement.
ASTM C1928/C1928M-26 lists procedures for mixing and testing alkali-activated cementitious materials. Use the current edition and the project’s sampling plan when establishing laboratory or field testing.
How performance should be compared
A fair comparison with Portland-cement concrete uses the same structural function, exposure, design life, curing assumptions and acceptance age. “Higher strength” in one test or “lower impact” in one ingredient cannot substitute for a complete performance assessment.

Potential benefits—and why they are not automatic
Use of alternative feedstocks
Alkali-activated systems can use minimally processed natural materials or industrial byproducts, which may reduce reliance on Portland cement in a particular supply chain. The FHWA presents geopolymer concrete as a potential alternative for transportation construction and discusses durability advantages for particular formulations. Its publication page also makes clear that the technology required further development.
Durability must be formulation-specific
Resistance to chloride ingress, acids, freeze-thaw cycles or other damage mechanisms depends on the binder, aggregate, pores, curing and exposure. A result for one ash-activated formulation cannot be generalized to every geopolymer product. Require test reports for the proposed mix and the intended environment.
No universal carbon claim
Replacing Portland cement may reduce emissions in some projects, especially when local byproducts displace energy-intensive raw materials. The outcome depends on extraction, grinding, activator manufacture, transport, curing energy, replacement rate, service life and the life-cycle boundary. There is no single credible percentage saving that applies to all cement-free concrete, so a project claiming environmental benefit should document a life-cycle assessment matched to its materials and geography.

Limitations and common failure points
- Feedstock variability: industrial byproducts can change as plants, fuels and process conditions change. Require certificates, incoming checks and requalification rules.
- Curing mismatch: a formulation developed with heat or sealed moisture may not reach the same properties under ordinary site curing. Make the approved curing regime achievable in the field.
- Unpredictable setting: temperature, activator age, solids moisture and admixture compatibility can shorten or extend the finishing window. Establish a field trial before a large placement.
- Limited code familiarity: reviewers, inspectors and testing laboratories may be more familiar with Portland-cement concrete. Submit the complete qualification package early.
- Incomplete durability evidence: compressive strength alone does not establish resistance to chloride, freeze-thaw, shrinkage or chemical attack.
- Supply-chain constraints: a low-carbon laboratory mix is not practical if its feedstock or activator cannot be delivered consistently for the project duration.

Safety requirements for activators
Fresh alkali-activated mixtures can be caustic. ASTM warns that they may cause chemical burns after prolonged skin or tissue exposure. The safety plan should cover activator storage, labeling, transfer, splash protection, gloves, eye and face protection, emergency washing and worker training. Treat the activator and fresh mixture as hazardous until the supplier’s safety data and the project risk assessment establish otherwise. Hardened concrete is not a reason to relax controls during batching, pumping, cleanup or equipment maintenance.
When cement-free concrete is a sensible choice
It is a serious candidate when the project can secure a consistent feedstock and activator, provide the required curing, run application-specific durability testing and obtain approval under the governing specification. Precast work or other controlled production may make those conditions easier to meet, although each application still needs its own qualification.
It is a poor fit when the only justification is a broad “green concrete” claim, when the supply of the reactive solid is uncertain, when field curing cannot match the qualified process, or when the owner will not accept the applicable alternative-binder standard. In every case, compare the complete system—materials, transport, energy, construction sequence, inspection and service life—not just the absence of Portland cement.
