What Is AS/NZS 3000:2018 and Why Is It Important?

AS/NZS 3000:2018 is the Australian/New Zealand Wiring Rules. Here is what it covers, how Part 1 and Part 2 differ, why it matters for safety, and what to check before relying on it.

AS/NZS 3000:2018 is the Australian/New Zealand Wiring Rules, the national technical standard for designing, constructing and verifying electrical installations. It matters because it gives electricians, designers and inspectors one shared framework for choosing equipment, installing it and checking the work, which is the basis for electrical safety in buildings across Australia and New Zealand.

What the standard covers

According to Standards Australia’s catalogue entry, AS/NZS 3000:2018 specifies requirements for the design, construction and verification of electrical installations. That scope includes the selection and installation of equipment that forms part of those installations, so it reaches from the switchboard and wiring to the fittings a building depends on. The publisher’s AS/NZS 3000:2018 product page is the authoritative description of scope.

The standard is written for people doing the technical work, but its outcome affects everyone who uses a home, workplace or other building. Standards Australia notes that the right installation depends on context: an ordinary household outlet does not call for the same installation sizing as an industrial facility. A single set of rules therefore has to allow for very different loads, environments and risks.

How the document is organised: Part 1 and Part 2

The standard is published in two parts, and the distinction between them is the quickest way to understand how it is used.

Put simply, Part 1 states what must be achieved and Part 2 describes solutions that are accepted as meeting it. Following a Part 2 practice is one recognised route to compliance with Part 1, which is why the two parts are read together rather than in isolation.

Why the standard is important

Electrical installations fail in ways that are hard to see and can be dangerous, so a common technical reference matters. The Wiring Rules turn general safety expectations into requirements that a designer can specify, a licensed electrician can install and a verifier can check against the same benchmark. Without that shared reference, the same installation could be judged differently by different people.

Standards Australia states that standards contribute to safety in the community and in industry. Its 2018 announcement also identified main switches, residual current devices (RCDs) and DC wiring systems among the areas receiving key updates in that edition. The announcement describes those changes at a high level only, so readers should consult the standard itself, rather than the summary, for what any specific clause now requires.

Is AS/NZS 3000 mandatory?

The answer depends on where the work is done and on how the local law refers to the standard. Standards Australia’s FAQ page describes the Wiring Rules as a mandatory Australian Standard for electrical installations and directs readers to their state or territory electrical safety regulator for the mandatory requirements that apply to them.

The publisher does not enforce or certify compliance. The FAQ explains that government authorities decide whether a standard is referenced in legislation or regulation, so the legal weight of a given provision comes from the jurisdiction, not from the standard alone. Readers in New Zealand, or in any Australian state or territory, should confirm the local requirements with the relevant regulator before assuming a particular rule applies to their project.

Standards Australia also warns about the licensing side of the same question. Its announcement states: “Electrical work in all States and Territories of Australia must be done by licensed practitioners because electricity can take lives.” That is the publisher’s own warning, not a full statement of every licensing exception, and it does not address New Zealand licensing law.

Is AS/NZS 3000:2018 still current?

The 2018 edition remains the current edition in Standards Australia’s catalogue, but the base publication is not the whole picture. The catalogue also lists amendments and a ruling as current, and any reader relying on the document needs all of them.

Checking a copy before you rely on it

  • Buy or access the standard through the official publisher, Standards Australia, rather than an unofficial or uncontrolled copy. Standards Australia has specifically warned against relying on an unauthorised version.
  • Confirm whether the copy is the base 2018 publication alone or includes Amendments 1:2020, 2:2021 and 3:2023 and Ruling 1:2024.
  • Separate the general standard from local law. The standard sets technical requirements; the state, territory or New Zealand regulator determines which of them are mandatory where you work.
  • Take installation-specific questions to the relevant regulator or a licensed practitioner, not to a general summary.

What to take away

AS/NZS 3000:2018 is the Wiring Rules: Part 1 sets the safety principles and minimum requirements, and Part 2 gives the deemed-to-comply work methods.
