Like other nuclear power plants, an SMR generates electricity by using heat from fission to drive a power-conversion system and generator. The details vary: SMRs include light-water and non-light-water designs, so there is no single reactor or electricity-generation cycle that describes them all.
How an SMR turns nuclear heat into electricity
The core idea is the same as in other thermal power plants: a heat source produces mechanical power, and a generator converts that motion into electricity. In a nuclear reactor, fission supplies the heat.
As an Amazon Associate I earn from qualifying purchases.
- Fission releases heat. Atoms in the reactor fuel split in the core, releasing energy as heat.
- A heat-transfer system carries the heat away. A coolant or another arrangement transfers heat from the core. The fluid and system depend on the reactor design.
- A power-conversion system produces mechanical power. Heat is used in a conversion cycle, commonly involving steam that drives a turbine. Not every design uses the same cycle, and an SMR should not be assumed to boil water directly inside its reactor vessel.
- A generator makes electricity. The turbine turns a generator, which produces electrical power that can be delivered to the grid.
This describes the general heat-to-electricity chain, not a universal equipment diagram. Reactor type, coolant, heat-transfer arrangement, and power-conversion system are design-specific. The U.S. Nuclear Regulatory Commission describes the range of advanced reactor technologies and their distinct design considerations in its overview of advanced reactors.
The chain is useful for understanding what an SMR does, but it does not identify the equipment in a particular proposal. To compare two designs, ask how each transfers heat from its core and how that heat reaches its power-conversion system. The NRC and IAEA describe both light-water and non-light-water designs; the broad label “SMR” does not settle those details.

What “small” and “modular” mean
“SMR” is an umbrella term, not the name of a standardized reactor. The International Atomic Energy Agency (IAEA) describes a range of small modular reactor concepts, while the NRC distinguishes light-water designs from non-light-water technologies. The name points to the intended scale and modular approach; it does not mean every project uses the same reactor, plant layout, or construction method. See the IAEA’s small modular reactor overview.
Some plant concepts use multiple reactor modules at one site. The number of modules and the way systems are shared matter: operators, control rooms, support systems, and emergency arrangements may serve a multi-module facility differently than a single-reactor site. Regulators therefore examine not only an individual module but also how the complete facility is designed and operated.
“Small” also needs context. Electrical output can be stated per module or for the entire plant, and those are not interchangeable figures. A multi-module plant’s total rating depends on its configuration. When a project gives an output number, check whether it describes one reactor module or the full facility, which design version the figure applies to, and whether it is a proposed arrangement or an approved design configuration.
A dated example: NuScale’s light-water design
Figures for a named design are useful for scale, but they should not be mistaken for typical SMR output. A U.S. Department of Energy (DOE) article published May 30, 2025, says the NRC approved NuScale’s uprated 77-megawatt-electric (MWe) module design. DOE describes a six-module plant configuration totaling 462 MWe. An earlier DOE article described a NuScale Power Module rated at 60 MWe; that is a different design version, not an interchangeable rating for the 77 MWe module. The figures are specific to NuScale, not the SMR category as a whole. See DOE’s May 30, 2025, announcement and its earlier SMR explainer.
How modularity relates to construction
The modular concept is intended to make it possible to manufacture some plant components or modules in a factory and assemble them at a site. A plant may also be designed around several modules rather than one large reactor. These are design and delivery goals, not guarantees that a particular project will be cheaper, faster, or easier to build. The outcome depends on the design, site, supply chain, construction execution, licensing, and the readiness of the organization that will operate the plant.

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Compact and Lightweight: Both tools are designed to fit into difficult to reach spaces. The 1/4" impact driver has a length of 5.55 in. and weighs just 2.8 lbs, while the 1/2" drill/driver measures only 7.5 in. and weighs 3.6 lbs
- Both the DEWALT impact driver and electric drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure
For a construction project, “modular” does not remove the need for substantial site work, installation, integration, testing, and commissioning. A reactor module must function as part of a complete facility with the associated structures, equipment, systems, and operating arrangements. Comparing proposed projects therefore requires more than comparing module ratings or counting modules.
Readiness matters at more than the factory stage. Regulators and project reviewers consider how a multi-module facility will be controlled and operated, and whether the design and its safety case are supported by appropriate evidence, including testing. Manufacturing capability, suppliers, licensing progress, and the prospective operating organization all affect whether the modular approach can be delivered in a particular project. The label alone does not demonstrate that those pieces are ready.
How to compare SMR proposals
Because the category includes different technologies and project configurations, compare proposals on the same dimensions rather than assuming that the label predicts performance.
| What to compare | Why it matters |
|---|---|
| Reactor type and coolant | Light-water and non-light-water designs have different heat-transfer arrangements and technical issues. |
| Output per module and total plant output | A module’s electrical rating is not the same as the output of a multi-module plant. Check the design version and stated configuration. |
| Module count and shared systems | Shared control rooms, personnel, and support systems affect facility design and regulatory review. |
| Fuel and heat-transfer arrangement | These determine how heat is produced and moved toward the power-conversion system. |
| Safety analysis and evidence | Review the design’s safety case, passive-feature claims, testing evidence, and treatment of challenging events. |
| Approval and project stage | Design review, site-specific licensing, construction, commissioning, and operation are separate milestones. |
| Manufacturing and operating readiness | A proposed modular approach still depends on capable suppliers, construction delivery, and an organization prepared to run the plant. |
| Intended application | Establish whether a project is designed to produce electricity alone or also discusses other uses of heat or energy. |
These comparison points help separate technical claims from project status. For example, a design review speaks to a design, while a site-specific application concerns a proposed facility at a particular location. Neither by itself proves that construction is complete, that commissioning has occurred, or that a plant is generating electricity.
What passive cooling means—and what it does not
Some reactor designs claim safety functions that rely on natural forces, such as convection or gravity, rather than powered equipment. The scope and evidence for such features are design-specific. “Passive” does not mean that every SMR has the same safety characteristics, that a plant needs no safety systems, or that a design is automatically safe in every situation.

DOE’s May 30, 2025, description of NuScale’s uprated light-water design says: “The advanced light-water systems leverage natural processes, such as convection and gravity, to passively cool the reactor without additional water, power, or even operator action.” That statement refers to the NuScale design described by DOE; it is not a claim about all SMRs.

Regulators assess how safety features perform under defined conditions and what uncertainties remain. The IAEA SMR Regulators’ Forum identifies work on passive and inherent safety features, integrated testing, beyond-design-basis analysis, defence-in-depth, and site-specific emergency planning. Its stated second objective is “to identify and resolve common safety issues that may challenge regulatory reviews associated with SMRs.” The forum’s work is described on the IAEA SMR Regulators’ Forum page.
Those areas of review are important because a feature’s description is not the same as evidence for how it performs across the conditions regulators examine. Integrated testing, beyond-design-basis analysis, and defence-in-depth are part of the broader safety discussion; site-specific emergency planning also remains relevant. Safety claims should therefore be attributed to the design and assessed against its documented review, not generalized from one vendor’s description.
Design approval is not permission to build anywhere
In the United States, approval of a reactor design does not by itself authorize a company to build and operate a plant at any chosen location. A specific project still has to follow the applicable licensing or permitting route and undergo site-specific review. The steps should be kept distinct:
- Design review: regulators assess the reactor design and its safety documentation. This establishes what the approved design covers; it does not approve a particular site.
- Site-specific permit or license application: the applicant seeks authorization for a particular project and location. DOE said the NRC-approved NuScale 77 MWe design could be referenced in applications for combined licenses or construction permits.
- Construction: work proceeds under the authorizations and conditions applicable to the project. Construction does not mean the plant is ready to generate power.
- Commissioning: the completed systems are tested and the facility is prepared for operation under regulatory oversight.
- Operation: the plant may generate electricity only after the required approvals and readiness steps are met.
The NRC’s advanced-reactor information explains the regulatory context for new reactor designs. The exact pathway and requirements depend on the project and its circumstances.

For readers evaluating an announcement, the key question is therefore not only whether a design has been reviewed, but what authorization the project is seeking and for which site. A design can be referenced in an application without that application being the same thing as a site authorization. Construction, commissioning, and permission to operate remain separate milestones.

In its May 30, 2025, article, DOE reported that NuScale was doing front-end engineering work for a proposed 462 MWe plant in Romania. DOE also reported more than $575 million in department support for NuScale’s SMR design and licensing. That funding figure is program-specific; it is not an estimate of an SMR’s construction cost, operating cost, or electricity price.
The announcement is a dated project snapshot. It does not establish that the Romanian plant is operating, nor does it mean other SMR proposals have the same design approval or project status. Project claims should be checked against the relevant regulator’s and project developer’s current published status before being treated as present-day facts.
What the SMR label cannot tell you
The category name alone does not establish whether a proposal is economical, how long it will take to build, what emissions profile it will have, or how its safety performance compares with another power source. Those questions require comparable, project-specific evidence. A rating for one module or one vendor’s passive-cooling description cannot stand in for a category-wide result.

Frequently Asked Questions
How does a small modular reactor generate electricity?
Fission in the reactor core releases heat. A coolant or another heat-transfer arrangement carries that heat to a power-conversion system, which commonly uses steam to drive a turbine. The turbine turns a generator to produce electricity. The exact coolant and conversion cycle vary by design, so this is a general explanation rather than a diagram that applies to every SMR.
Does every SMR use steam or boil water in the reactor vessel?
No universal cycle applies to every SMR. Designs include light-water and non-light-water technologies, and their coolants and heat-transfer arrangements differ. A power-conversion system commonly involves steam and a turbine, but it is not accurate to assume that every design directly boils water inside its reactor vessel.
How much electricity does an SMR produce?
There is no single output for the SMR category. As a dated example, DOE reported NRC approval of NuScale’s 77 MWe module design on May 30, 2025, and described a six-module configuration totaling 462 MWe. An earlier DOE article described a 60 MWe NuScale module, a different design version. These figures should not be treated as typical output for all SMRs.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteAre SMRs automatically safer because they can use passive cooling?
No. Passive features and their evidence are specific to a design. DOE described NuScale’s uprated light-water design as using convection and gravity for passive cooling without additional water, power, or operator action. That claim does not apply to every SMR. Regulators also examine testing, safety analysis, defence-in-depth, beyond-design-basis events, and site-specific emergency planning.
Does approval of an SMR design mean a plant can be built and operated anywhere?
No. In the United States, design approval is distinct from site-specific permits or licenses. A project still needs the applicable site review and authorization, followed by construction, commissioning, and required approvals and readiness steps before operation. DOE said NuScale’s approved 77 MWe design could be referenced in applications for combined licenses or construction permits; that is not itself authorization for a particular site.
Does modular mean an SMR will be cheaper or faster to build?
Not necessarily. The modular approach is a design and delivery goal, not a guarantee of lower cost or shorter construction. Results depend on the design, site, supply chain, construction execution, licensing, manufacturing readiness, and the operating organization. The reviewed material does not establish a category-wide SMR cost or construction-time statistic.
The Bottom Line
An SMR is a family of smaller, modular nuclear reactor designs—not one standardized technology. Fission heat is transferred to a power-conversion system and generator, but the coolant, heat-transfer cycle, output, and safety features vary by design. Compare specific module and plant ratings, safety evidence, project stage, and site-specific approvals; a design approval or passive-cooling claim does not by itself mean a plant is built, operating, or universally safer.
