In construction, it can describe a particular product, formulation, model, manufacturing site or group of sites, declared unit, life-cycle stages and period of validity. It is evidence for informed procurement—not a single “green” score and not a guarantee that every version of a product has the same impacts.
What an EPD tells you
An Environmental Product Declaration presents environmental information calculated with life-cycle assessment (LCA). The assessment follows ISO 14040 and ISO 14044 principles, while the EPD program sets rules for how results are declared and verified. ISO 14025:2026, Edition 2, published in June 2026, sets current general principles, requirements and guidance for EPD programs and declarations.

Instead of assigning a simple pass-or-fail label, an EPD reports potential impacts and other environmental aspects for a stated product system. Depending on the program and sector, the document can include indicators such as climate-change potential, resource use, energy demand, water use, waste and emissions. The exact indicators, units and life-cycle stages depend on the applicable rules.
The declaration is therefore meaningful only with its scope. A value reported per kilogram cannot be treated as a value per square metre, service provided or installed component unless the declared unit and conversion assumptions support that interpretation. Likewise, a result for manufacturing alone is not the same as a result covering manufacture, transport, installation, use and end of life.

What “product-specific” means
“Product-specific” is primarily a description of scope, not a universal technical label with one definition in every EPD program. Read the declaration itself to determine exactly what is covered. At minimum, identify the following elements.
Product identity
Look for the product name, model, formulation, grade or configuration. A declaration may cover one item, a defined product family or several variants that meet stated criteria. Do not assume that an EPD for one formulation automatically covers another formulation with a different bill of materials or performance.
Manufacturing coverage
Check the named manufacturing plant or plants and the rules for aggregating their data. A manufacturer-specific declaration can still use industry-average or other background data for materials, electricity, transport, infrastructure and waste processes. “Product-specific” does not mean that every input was measured at one factory.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Function and declared unit
The declared unit is the reference used to express the results, such as a mass, volume, area, length or another functional reference. A functional unit describes the service delivered when the EPD uses a performance-based comparison. The unit must be compatible with the question you are asking: two products cannot be fairly compared if one is reported per kilogram and the other per installed square metre without a defensible performance conversion.
Geography and time period
Record the countries or regions represented by the supply chain and manufacturing data, as well as the data period. Electricity mixes, transport distances, regulations and waste infrastructure vary by location and year. An EPD valid for one market may not satisfy a project that requires another regional program or data convention.

Validity
Every declaration should identify its publication date and validity end date, subject to the rules of its program. A current-looking PDF is not enough: confirm that the stated validity period has not expired and that the project accepts the relevant edition.
How a product-specific EPD is developed
1. Define the product system
The manufacturer and its LCA practitioner define the product, manufacturing locations, intended application, declared or functional unit, supply-chain coverage and life-cycle modules. This boundary determines which processes are included and which are outside the study.

Product category rules (PCRs) provide category-specific instructions so declarations for products with equivalent functions use consistent assumptions, data requirements and reporting formats. PCRs are designed to improve consistency; they do not make unlike products automatically comparable. A PCR for a construction material cannot by itself make that material comparable with a product serving a different function.
3. Compile inventory data and model impacts
Life-cycle inventory data can include raw materials, energy, water, packaging, transport, manufacturing losses, construction-site processes, maintenance, replacement and end-of-life treatment, depending on the declared modules. Primary data may be collected from the manufacturer, while secondary data represent upstream or downstream processes. The EPD should state the data quality, assumptions and exclusions that affect interpretation.
4. Report results under the program rules
The program operator publishes or registers the declaration in a prescribed format. Results are normally shown by declared or functional unit and by life-cycle stage or module where the applicable rules require that breakdown. Additional environmental information, scenarios and technical descriptions may accompany the impact results.

5. Complete independent verification
ISO 14025 includes third-party verification requirements. The precise arrangement is program- and sector-specific, so check the declaration for the program operator, verifier, verification date, standard edition and PCR reference. In the construction context, independent review is also described by government guidance and program operators as part of credible EPD practice.
Standards and regional frameworks
| Standard or framework | What it covers | Date or regional qualification |
|---|---|---|
| ISO 14025:2026, Edition 2 | General principles, requirements and guidance for environmental product declaration programs and declarations; uses ISO 14040 and ISO 14044 LCA. | Published June 2026; current general ISO EPD standard identified for this explanation. |
| ISO 21930:2017 | Construction products and services; complements ISO 14025 and establishes core PCR requirements for construction EPDs. | Construction-sector standard; confirm the accepted edition and implementation for the project. |
| EN 15804 | European construction-product EPD framework, with category PCRs administered through programs. | European context; requirements and editions can vary by product category and program and are not universal to every sector or jurisdiction. |
A project specification may name a particular program operator, standard edition, PCR, database or building-assessment scheme. The presence of an EPD alone does not prove that it meets those procurement rules. Confirm acceptance before relying on it for a tender, planning submission or certification credit.
How to read an individual declaration
Use the document’s cover, scope and verification pages to create a concise record. Capture each item below before using a result in a calculation.
- Product: exact name, model, formulation, grade and any included variants.
- Manufacturing: named facility or facilities and the rules used to combine their data.
- Function and unit: declared unit or functional unit, performance assumptions and conversion factors.
- Standards and PCR: ISO, EN or other standards, edition numbers and the applicable PCR title and version.
- Life-cycle scope: included modules, system boundary, scenarios, exclusions and cut-off rules.
- Geography and data period: market, electricity mix, supply-chain region and reference years.
- Program and review: program operator, independent verifier, verification statement and publication date.
- Validity: expiry date and any conditions for continued validity.
- Use restrictions: whether the declaration is for business-to-business communication, a specific building scheme or another defined application.
Also read the assumptions beneath the impact tables. A low result may depend on a particular transport distance, recycled-content allocation method, energy mix, service life or end-of-life scenario. Those assumptions are part of the result, not footnotes that can be discarded.
Can you compare two product-specific EPDs?
Yes, but only after establishing that the declarations describe equivalent functions under compatible rules. A headline number copied from two PDFs is not automatically a valid comparison.

- Confirm equivalent function. Check that both products perform the same role at the required level of performance, durability and service life.
- Align the declared or functional unit. Convert units only when the technical performance information supports the conversion. Do not compare mass-based results when one product needs substantially more material to deliver the same function.
- Check PCR and standard compatibility. Confirm the same or demonstrably compatible PCR, standard editions, allocation rules and reporting requirements.
- Match life-cycle modules. Compare the same stages and boundaries. A cradle-to-gate result cannot be read as equivalent to a result that includes construction, use and end of life.
- Review geography and data period. Differences in electricity generation, transport, materials and waste treatment can change results independently of the product.
- Inspect assumptions and scenarios. Service life, replacement frequency, recycled-content accounting and end-of-life treatment can materially affect the outcome.
- Verify status. Check that both declarations are current, independently verified and accepted by the project’s procurement or assessment scheme.
If these checks fail, report the declarations side by side as different datasets rather than ranking one product as universally better. A qualified LCA professional can model a project-specific comparison when the procurement decision depends on it.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Using EPDs in construction procurement
Designers, contractors and clients can use EPDs to replace generic assumptions with documented product data in a building or infrastructure LCA. The declaration can support material schedules, carbon calculations, supplier evaluations and environmental-certification evidence when the scheme accepts its program and scope.
At tender stage, specify the information needed rather than asking for an EPD without conditions. State the accepted program operators, PCR and standard editions, required life-cycle modules, declared unit, geographic coverage, validity date and evidence of third-party verification. Ask suppliers to identify the exact product and manufacturing locations proposed for the project.
During submittal review, compare the EPD scope with the specification. A declaration for a factory-produced product may not include site-applied coatings, ancillary materials, wastage, delivery distance or installation energy. Those items may need separate project data. Keep the EPD and its assumptions with the calculation record so a later design change does not silently invalidate the result.

What a product-specific EPD does not prove
- It is not a one-number “green” rating or an endorsement that a product is environmentally preferable in every application.
- It does not guarantee that every product unit, plant, batch, configuration or market is covered.
- It does not mean every life-cycle input was directly measured at the named factory.
- It does not make products with different functions, units, boundaries or PCRs directly comparable.
- It does not replace technical compliance, safety certification, durability evidence or a project LCA.
- It does not remain suitable indefinitely; standards, PCRs, data, facilities and validity dates can change.
Use the declaration as transparent environmental information within its stated boundary. A procurement decision still requires technical performance, cost, availability, constructability and regulatory checks.

How a manufacturer obtains one
A manufacturer normally begins by selecting an EPD program operator and the applicable PCR. The team then defines the product scope and sites, gathers primary manufacturing and supply-chain data, completes the LCA, prepares the declaration in the program format and arranges independent verification. The program operator registers or publishes the final document and sets its validity conditions.
Early scope decisions prevent costly rework. Manufacturers should decide whether one declaration can legitimately cover several formulations or plants, document the rules for averaging, identify data gaps, and ensure that the declared unit matches how customers specify and compare the product. They should also plan for updates when a major formulation, energy source, plant, supplier or PCR changes.
Program operators and verification services differ in procedures and sector coverage. The relevant operator, verifier, standard edition and PCR should therefore be named in the declaration rather than inferred from the acronym EPD alone.
A practical decision rule
For a construction project, treat a product-specific EPD as usable evidence when you can answer five questions from the document: Which exact product is covered? Where and when was it made? What function and unit are reported? Which rules and life-cycle stages apply? Who verified it, and is it valid and accepted for this project? If any answer is missing, obtain clarification before inserting the impact values into a comparison or building calculation.
