What Housing Societies Should Consider Before Approving a Common Backup-Power System

What’s actually slowing this PC down?

Approve a common backup-power system only after the society has defined the loads it will serve, the outage duration it must cover, the billing arrangement, and the safety and local approvals required. A generator, battery inverter, solar-plus-storage plant, or hybrid system can be appropriate, but none can be sized responsibly without the building’s actual load schedule, starting currents, outage history, available space and local rules.

Start with the service the society is buying

The first resolution should describe the service level, not name a machine. “Full backup” is usually too vague to price, design or govern. List every proposed load and decide how it will behave during an outage.

Write a load-and-runtime schedule

Decision Question for the committee
Loads Will backup serve lifts, water pumps, emergency and common lighting, access control, fire and life-safety systems, security equipment, or any individual apartments?
Priority Which loads are essential, which can be shed, and which must never operate together?
Interruption Can a load tolerate a transfer delay, or does it need near-continuous supply?
Duration How long must each load run during a typical outage and during a worst-case outage?
Simultaneous demand Which motors and other high-starting-current equipment may start at the same time?

These are planning questions, not universal requirements. An electrical designer should calculate demand from the society’s actual equipment, including motor starting current, diversity, power factor, feeder losses and the required reserve. Outage records from the distribution licensee (DISCOM), including the frequency and duration of interruptions, should be used to set realistic autonomy rather than an arbitrary number of hours.

No universal generator rating, battery size or runtime applies to every housing society. A proposal that gives only a kVA number without showing the connected-load schedule, coincident demand, starting assumptions and runtime calculation is not comparable with a properly engineered proposal.

Compare architectures on one common basis

Invite proposals for the same load schedule and service level. Comparing a generator sized for all common loads with a battery system sized only for essential circuits will produce a misleading price and reliability comparison.

Architecture Questions to ask Items that may drive cost or risk
Diesel generator What loads can it start, how quickly does it transfer, and what autonomy is available at the proposed fuel capacity? Fuel use, servicing, consumables, noise, emissions, ventilation, fuel storage and local pollution-control conditions.
Inverter and battery storage What is the usable energy after reserve limits, and how does the system handle motor starting and repeated deep cycles? Battery replacement, thermal management, fire protection, charging energy, end-of-life handling and capacity degradation.
Solar photovoltaic system with storage What portion of the load can be supported during an outage, and what controls isolate the site from the grid? Roof area and structure, solar availability, storage size, anti-islanding, metering, export arrangements and maintenance.
Hybrid system How do grid, solar, batteries and generator sources sequence, share load and recover after a fault? Controls and synchronization, protection coordination, additional failure modes, specialist support and integration testing.

Require every bidder to state capital cost, installation, fuel or charging energy, scheduled service, consumables, battery replacement, major overhauls, disposal and expected expansion costs. Also request a failure-mode description: what happens if the automatic transfer switch, inverter, battery module, generator, controller or communication link fails?

Demand a safe source-transfer design

Where more than one source is proposed, a qualified designer must explain switching, synchronization, interlocking, earthing, protection settings and controls. The design must prevent grid, generator, solar and battery sources from feeding one another unsafely or energizing a line that workers believe is isolated. Ask for single-line diagrams, protection studies, equipment ratings, cable schedules and commissioning-test procedures, not just a brochure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A draft or search-result standard is not a substitute for the current applicable requirement. Have the designer identify the standards and approvals that actually apply to the selected equipment and installation.

Make the electricity billing model explicit

The Ministry of Power’s 23 February 2024 announcement about amendments to the Electricity (Rights of Consumers) Rules describes a distinct treatment for cooperative group housing societies, multistoried buildings and residential colonies. It says owners have an option between individual connections and a single-point connection, with the choice exercised through a transparent ballot conducted by the DISCOM.

The same announcement describes separate metering, billing and collection for three categories:

Category What it covers Question the society must answer
Individual grid consumption Each home’s electricity supplied by the distribution licensee. Who reads the meter, issues the bill and handles disputes?
Individual backup consumption Backup power supplied by the residential association to individual consumers. What rate or cost formula applies, and how are fuel, energy losses, servicing and replacement allocated?
Common-area grid consumption Common facilities supplied by the distribution licensee. Which meters cover pumps, lifts, lighting and other shared services, and how are those costs recovered?

Before a vote or purchase, publish a schedule showing which circuits receive backup, whether any individual apartments are included, the proposed connection arrangement, and the calculation for every recurring and one-time charge. State whether the charge is based on kWh, operating hours, allocated capacity, a fixed common charge, or a combination. Explain treatment of fuel-price changes, battery replacement, major repairs, idle periods and unpaid accounts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Residents should be able to inspect meter readings, fuel or charging records, maintenance invoices, outage logs and the calculation supporting the monthly charge. Confirm the operative Gazette provisions, society bylaws, agreements and the local DISCOM process; a press announcement does not settle every site-specific tariff or contractual question.

Use a qualified electrical contractor and document compliance

The Ministry of Power’s 5 August 2024 reply on household-wiring safety summarizes the Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2023. It states that electrical installation work, including additions and alterations, is to be carried out by a state-licensed electrical contractor under the direct supervision of a person holding the relevant competency certificate and permit.

The reply also says installations at or below the notified voltage are self-certified by the owner or consumer, while inspection and testing by the Electrical Inspector is an available route. A Chartered Electrical Safety Engineer may also test where applicable. The release identifies 11 kV as the voltage notified by the Central Government for this purpose.

Do not treat “self-certified” as “no approval required.” For the proposed installation, ask the consultant and the state electrical inspectorate or DISCOM to confirm:

Check generator rules for the actual location

For a society considering a diesel generator, geography matters. A surfaced Central Pollution Control and Air Quality Commission (CAQM) item concerns revised scheduling and emissions-control requirements for backup generator sets in sectors across the National Capital Region, including residential establishments. The available material does not establish the current operative schedule in every circumstance, so an NCR society should verify the latest CAQM direction and applicable Central Pollution Control Board and Ministry of Environment, Forest and Climate Change requirements before approval.

That verification should cover permitted operation, emissions-control equipment, acoustic limits, fuel, stack arrangements, monitoring, maintenance and records. Do not present an NCR direction as an all-India rule. Outside NCR, identify the competent State Pollution Control Board or Pollution Control Committee and local authority, then confirm the requirements for the proposed rating, fuel and operating pattern.

Resolve fire, siting and building questions before ordering equipment

The Directorate General Fire Services describes National Building Code of India 2016 Part IV as covering fire and life safety and says states were advised to incorporate it into local building bye-laws. Adoption and enforcement are local, and the correct measures depend on the design.

  • structural loading, especially for rooftop solar, batteries, fuel tanks or acoustic enclosures.

Ask the local fire authority what drawings, no-objection certificates, inspections or renewals apply. A generic equipment quotation cannot establish that a proposed room, roof or fuel arrangement is acceptable.

Evaluate solar as a complement, not an automatic substitute

Rooftop solar can reduce common-area grid consumption and, when paired with compatible storage and controls, support selected loads during a grid failure. Grid-connected solar by itself normally cannot be assumed to keep an isolated building energized during an outage; the system needs suitable islanding controls, storage or another approved source and a design that protects workers and the grid.

A Ministry of Power release in 2024 described simplified rooftop-photovoltaic feasibility steps, including exemption from a technical-feasibility study up to 10 kW and a shorter study period above that level. Confirm the current Gazette wording and the local DISCOM’s implementation before relying on either point.

Delhi’s Solar Portal lists an example incentive of Rs. 18,000 per kW for group-housing-society or resident-welfare-association common facilities, including electric-vehicle charging, up to 500 kW. It also states a ceiling of 3 kW per house and inclusive treatment of individual rooftop plants. Those are Delhi scheme terms, not a nationwide entitlement. A Maharashtra DISCOM portal likewise shows group-housing-society and resident-welfare-association common-facility rooftop solar as a distinct category, illustrating why each society must consult its own DISCOM.

Before counting an incentive, obtain written confirmation of eligibility, application timing, metering, export, anti-islanding, structural approval, subsidy treatment and whether storage is covered. Commission a site study that checks roof orientation and shading, usable area, structural capacity, cable routes, inverter location, lightning protection and the relationship between solar generation, batteries, the grid and any generator.

Run a transparent approval process

  1. Collect facts. Assemble one year of common-area bills, outage records, equipment nameplates, lift and pump schedules, existing electrical drawings and available-room or roof measurements.
  2. Define the service. Approve the essential-load list, acceptable interruption, runtime, operating priority and any individual-apartment coverage.
  3. Obtain an independent design brief. Have a qualified electrical professional calculate demand, starting current, diversity, protection, autonomy and expansion allowance.
  4. Invite comparable bids. Give every bidder the same load schedule and require lifecycle-cost, maintenance, noise, emissions, space, safety and failure-mode information.
  5. Confirm approvals. Check DISCOM, electrical-inspectorate, fire, building, pollution-control and solar-program requirements for the site’s state and city.
  6. Publish the money flow. Show capital funding, connection charges, recurring billing, reserves, replacement assumptions, subsidies and the records residents can inspect.
  7. Inspect and test. Make payment milestones conditional on approved drawings, factory or site tests, protection tests, source-transfer tests, emergency shut-down tests and complete handover documentation.
  8. Operate under a written plan. Assign responsibility for start-up, fuel or charging, preventive maintenance, incident reporting, resident notices, annual testing and eventual replacement.

Questions that expose a weak proposal

  • Does the quoted capacity match the calculated coincident demand and motor-starting requirement?
  • What exactly remains powered when the system is at its reserve limit?
  • What is the transfer time, and which loads experience an interruption?
  • What happens after a failed start, depleted battery, controller fault or unavailable fuel?
  • Who is allowed to operate and isolate the equipment, and what training is recorded?
  • Where are exhaust, noise, heat, fuel, batteries and replacement components handled?
  • Which costs are included in the monthly charge, and which require a future special levy?
  • Which authority has confirmed the installation pathway, and where are the written approvals?
  • Can the system be expanded without replacing the switchboard, cables, inverter or protection equipment?

What the committee should approve

The approval resolution should authorize a defined service and a compliance process, not an unnamed brand or the cheapest quote. It should attach the load schedule, design assumptions, billing policy, responsibility matrix, approval list, testing requirements, maintenance budget and reserve for major replacement. It should also state that final purchase and energisation depend on the qualified designer’s calculations and confirmation from the relevant local authorities.
