What Honolulu Homebuyers Should Know About Building Permits and Inspections

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To check whether work at a Honolulu home was permitted, start with the City and County of Honolulu Department of Planning and Permitting (DPP) permit search. Search by the application or permit number, or by the property’s tax map key (TMK). Then compare the record’s description, status, plan-review information, inspection entries and closure information with the work you can actually see.

A permit record is useful evidence, not a guarantee that every alteration is legal, well built or in good present condition. For an unclear, incomplete or mismatched record, ask DPP or the assigned inspector for the next step and have a qualified Hawaii-licensed professional evaluate the property.

Why permit and inspection records matter in a Honolulu purchase

Building permits create a City record of work that required authorization. The record can show what an applicant told DPP would be built, which reviews were completed, whether inspections were recorded and whether the permit was closed. Those details help you test whether a seller’s description and the visible property are consistent.

They do not answer every question a buyer has. A record may not describe every feature you notice, and an inspection entry is not a substitute for a buyer’s independent home inspection. The official sources do not establish a uniform legal, title, insurance, lending or resale consequence for unpermitted work at a particular property. If those issues affect your contract or financing, obtain transaction-specific advice from the appropriate Hawaii-licensed professional or legal adviser.

Get the right property identifier first

Application or permit number

If the seller, listing file or prior owner has an application or permit number, use it first. Entering the exact identifier can take you directly to the relevant record and avoid confusion when several projects exist at one address.

Tax map key (TMK)

DPP defines a TMK as the numerical tax-map identifier for a property. The City’s GIS map can help you find the TMK from a street address. Confirm that the parcel shown in the search is the same lot being sold, especially where a condominium, accessory dwelling, subdivision or neighboring parcel could create similar addresses.

Addresses and parcel identifiers are not interchangeable. Save the TMK and the permit numbers you find in your transaction file so your inspector, lender or attorney can refer to the same records.

How to look up an existing Honolulu permit

  1. Open the current DPP permit-status and search instructions. City portal functions and record coverage can change, so follow the current directions rather than relying on an old screenshot or bookmarked interface.
  2. Search by application/permit number or TMK. If you do not have a permit number, identify the TMK through the City GIS map and search with that number.
  3. Open each potentially relevant record. A property may have separate records for additions, structural work, electrical work, plumbing, grading or other scopes. Do not assume one permit covers every visible project.
  4. Read the project description and permitted scope. Note the work type, locations and any stated limits. A description such as an interior alteration should not automatically be treated as authorization for a new room, structural removal or exterior addition.
  5. Review the approval and plan-review information. DPP’s search guidance directs users to permit details and approval or plan-review tabs. Record which reviews are complete, pending, rejected or subject to conditions.
  6. Check inspections and closure. Look for inspection results, outstanding inspection items and whether the permit is shown as closed. If the portal does not make the status clear, ask DPP or the assigned inspector instead of treating an old date as proof of completion.
  7. Compare the record with the house. Walk the property with the record open and make a room-by-room list of work that appears in the record, work that is not described and work whose size or location differs from the description.

What each part of a permit record can—and cannot—tell you

Record element What it can establish What it cannot establish by itself
Project description and scope What work was identified in the application and the stated limits of that project. That all work at the home was included, that construction followed the approved plans, or that workmanship is sound.
Plan-review and outside-agency approvals Which listed reviews or agency clearances are recorded and whether items remain outstanding. That unlisted agencies, later changes or field conditions were resolved.
Inspection entries That an inspection event or result was entered for the permit. That the whole home is code-compliant, safe, defect-free or well maintained.
Permit status and closure Whether the City record appears open, closed or otherwise in a status identified by the portal. That every item was built exactly as approved or that no later alteration needs its own permit.
Identifier and address/TMK Which application or parcel the record is associated with. That the record belongs to every structure or improvement visible on a multi-unit or multi-parcel property.

Inspection is a required stage, not a buyer’s home inspection

Honolulu code makes permit-required work subject to inspection by the building official. The applicant is responsible for keeping the work accessible and exposed for inspection, and the person doing the work must notify the building official when it is ready. Those rules explain why an inspection record matters: it documents a City inspection step tied to the permitted project.

They do not turn that inspection into a general condition report. Section 109.1 of the City and County of Honolulu’s amended building code states: “Approval as a result of an inspection shall not be construed to be an approval of a violation of the provisions of this code or of any other ordinance.” In practical terms, a passed entry should be read narrowly—as the result of that inspection for that permitted work—not as approval of every feature, ordinance requirement or later modification.

Questions to ask when an inspection is listed

  • What portion of the permitted scope was ready and visible for that inspection?
  • Are there failed, cancelled, partial or outstanding inspections?
  • Does the inspection entry correspond to the work you are concerned about?
  • Was the permit later closed, and if not, what remains to be done?

A conventional home inspection still evaluates observable condition, operation and defects for the buyer. It should be coordinated with, not replaced by, the City record review.

How to tell whether a permit is closed

Use the status shown in the current DPP record and look for the inspection and closure information described in the City search tools. Do not infer closure solely from an approval date, a final inspection date or the fact that a project appears old. If the portal shows an open status, missing final information or an unfamiliar code, contact DPP or the assigned inspector and ask what action is required to close the permit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

DPP’s guidance tells owners to contact the assigned inspector to close a building permit. A buyer can ask the seller to obtain that clarification before closing, but should not represent an unresolved record as closed until the City confirms it.

Honolulu’s two broad application routes

Eligible Instant Online Permits

Some single-family dwelling projects can qualify for an Instant Online Permit. Where eligible, the permit may be issued online without the plan-review process used for a conventional building permit. Eligibility is limited by project type and conditions such as flood-zone status or an advisory or violation on the property. Always check DPP’s current criteria; not every residential project qualifies.

Plan-reviewed building permits

Projects requiring plans follow the building-permit review process. DPP describes electronic review through ePlans, with review cycles that can involve City departments and outside agencies. The applicable path depends on the project and its circumstances, so a buyer should not assume that two additions at different homes followed identical steps.

For current applications, DPP says all permit applications must be submitted through HNL BUILD beginning August 4, 2025. That transition affects where new applications are filed. For an older property record, follow the City’s current instructions for searching existing applications and permits rather than assuming that every historical record appears in the same interface.

Why there is no reliable universal permit timeline

DPP does not promise one standard duration for a building permit. It identifies several variables that can lengthen or shorten review:

When a permit description does not match the house

Small apparent differences

Photograph the feature, note its location and compare it with the record’s scope and plans. Some visible changes may be maintenance or work outside the permit’s scope, but do not decide that from appearance alone.

Material or structural differences

Examples include an addition larger than described, a converted garage, removed walls, new plumbing fixtures, a new electrical service, or an accessory structure absent from the record. Ask DPP whether another permit exists, whether the work needs a separate authorization, and what documentation the City can provide.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Open or contradictory records

Keep a written list of the permit number, status, inspection entries and your questions. Contact the assigned inspector when one is identified; otherwise contact DPP through its current public channels. Ask the seller for plans, invoices and contractor information, but treat private paperwork as supporting evidence rather than a replacement for the City record.

Contractor and licensing checks

DPP states that electrical and plumbing work must be performed by contractors licensed by the State of Hawaii. Ask for the contractor’s name and license information for those scopes and verify the credential through the appropriate state process. A permit number alone does not prove that the person who performed the work held the required license.

DPP’s FAQ also explains that a general contractor is typically required when more than two specialty contractors are involved, subject to the statutory context and project facts. Because exceptions and applicability are legal and project-specific, verify the requirement with DPP or a qualified Hawaii construction professional rather than applying the “two specialty contractors” rule mechanically.

For a contractor complaint, DPP identifies the State Regulated Industries Complaints Office. That avenue is separate from deciding whether a particular permit is open, closed or adequate for your transaction.

A buyer’s practical review checklist

  • Obtain the property’s TMK and every application or permit number supplied by the seller.
  • Search the current City permit system and save the record details for your file.
  • List each visible addition, alteration, electrical change, plumbing change and accessory structure.
  • Match each item to a permit description and stated scope.
  • Read plan-review and outside-agency statuses, including outstanding items.
  • Read inspection results and identify failed, partial or missing inspections.
  • Confirm whether each relevant permit is closed or ask DPP what remains.
  • Ask for plans, approvals and contractor details where the record is incomplete.
  • Arrange an independent home inspection focused on observable condition and safety.
  • Escalate unresolved legal, title, insurance, lending or contract questions to the appropriate professional.

What not to assume from a clean-looking record

A record that appears complete does not prove that later work was permitted, that concealed construction matches approved plans, or that the property is free of defects. Conversely, an unclear online entry does not by itself establish that the work is illegal; older records, separate permits, system changes and missing context can all require clarification. The responsible conclusion is record-specific: identify what the City record covers, what it leaves unanswered and who can resolve the remaining question.

A practical decision rule before you close

If the permit scope matches the visible work, reviews and inspections are documented, and the status is clearly closed, retain the records and still complete your independent property inspection. If the scope, inspections or closure do not match, make the discrepancy a transaction issue: obtain DPP clarification, request appropriate seller documentation and consult a qualified Hawaii-licensed professional before relying on the work or waiving protections. Do not treat a permit entry—or a passed inspection—as a blanket certification of the home.
