Airport noise does not automatically entitle a homeowner to free soundproofing. In the United States, eligibility usually depends on the airport’s current noise-mitigation program, the property’s location in an approved program boundary, local land-use decisions, and an assessment of the house. Federal rules provide the planning framework; the airport sponsor and local authorities determine how that framework applies to a particular address.
Before replacing windows or sealing walls, obtain the current airport noise map, ask the airport noise office whether a sound-insulation program is active, and find out which survey, interior-noise test, ventilation standard and construction scope the program requires.

What the federal airport-noise framework actually does
The Federal Aviation Administration (FAA) uses two separate regulatory subjects that are often confused:
- 14 CFR Part 150 covers airport noise-compatibility planning, including noise exposure maps and compatibility programs.
- 14 CFR Part 161 addresses airport noise and access restrictions.
A Part 150 map is not a zoning decision and is not an individual grant of soundproofing benefits. Part 150 materials make clear that local authorities decide acceptable and permissible land uses and determine the relationship between a particular property and a particular noise contour. The FAA states in Part 150 Appendix A: “The responsibility for determining the acceptable and permissible land uses and the relationship between specific properties and specific noise contours rests with the local authorities.” Read the 2025 Part 150 regulation and Appendix A.

That division matters in construction decisions. A federal contour can help an airport design a mitigation program, but it does not override local zoning, building permits, historic-preservation rules or other property requirements. Nor can a noise complaint alone compel an airport to change aircraft operations.
What DNL 65 dB means—and what it does not mean
The FAA uses day-night average sound level (DNL), a cumulative planning metric that accounts for aircraft noise over time and applies an evening and nighttime weighting. The FAA identifies DNL 65 dB as a federal threshold for assessing compatibility of certain land uses. The FAA’s explanation is available in its noise-history guidance.
DNL 65 dB is not a reading from one flyover, a measurement of the sound inside a bedroom, or an automatic qualification for a window or door replacement. A home can be near a contour yet fall outside a particular program boundary, and a home inside a contour may still need to meet additional age, occupancy, construction or documentation rules. The airport’s current program documents control eligibility.
Part 150 Appendix A also includes noise-level-reduction (NLR) figures for land-use compatibility. The 2025 edition says normal residential construction can be expected to provide 20 dB NLR; it also uses 25, 30 and 35 dB NLR for specified building uses and conditions. These are planning assumptions, not ratings for a retail window, door, wall assembly or a guaranteed result in your house. They should not be converted into a promise that a particular product will reduce indoor aircraft noise by the same number of decibels.
Can the airport pay to soundproof a home?
Sometimes, but only through an eligible airport or airport-sponsor program. FAA airport-improvement funding rules and the sponsor’s approved program determine which properties and measures can be funded. The FAA’s AIP Handbook appendix identifies categories such as window and door replacement, caulking, weatherstripping and central-air ventilation as allowable measures in specified circumstances.
Those categories are not a universal package. A program can limit work to residences within a mapped boundary, require a particular construction date or occupancy status, exclude prior recipients, or require the owner to accept the program’s contractor and specifications. Funding may cover approved work but not every related repair, finish, relocation or upgrade. Ask for the written scope before signing anything.

The FAA’s Advisory Circular 150/5000-9B, Guidelines for Sound Insulation of Structures Exposed to Aircraft Noise, dated June 8, 2022, describes surveys, acoustic engineering principles, testing and program implementation. It is guidance rather than a regulation. The FAA said in its announcement that “The FAA considers the standards and processes described in this AC essential for the fidelity of sound insulation programs, however, it does not constitute a regulation.”
How to check whether your property is eligible
- Identify the airport and sponsor. Find the airport that operates the relevant noise program, which may not be the closest runway to your home. Record the airport name, municipality and the airport noise-office contact.
- Obtain current maps. Ask for the latest FAA noise exposure map, the airport’s local program map and the date each map was adopted. Maps and program boundaries can change as operations, runways or funding plans change.
- Ask for the written eligibility rules. Confirm whether your parcel is inside the active boundary and ask about residence type, occupancy, construction date, prior participation, ownership documentation and any application deadline.
- Confirm who performs the assessment. Programs may require an acoustic survey, interior noise test, building inspection or assessment by a selected contractor. Ask whether an owner-arranged report will be accepted.
- Ask about ventilation and window-use requirements. A plan that relies on keeping windows closed may require central-air ventilation or another approved method of maintaining indoor comfort and air quality.
- Review construction and local approvals. Check whether the proposed work needs building, electrical, mechanical, energy-code, historic-district or homeowners-association approval. Local planning and building authorities remain responsible for those requirements.
Start with the airport noise office or program sponsor. The FAA’s Airport Noise page provides the federal context, but it cannot determine eligibility for an unnamed property.
What sound-insulation work can address
An assessment should identify the actual sound paths before anyone specifies a product. Aircraft noise can enter through operable windows, exterior doors, frame gaps, wall and ceiling assemblies, roof or attic paths, vents and other penetrations. Improving one weak path may leave another path dominant.
Windows
Window replacement can be part of a qualifying airport program, but the appropriate assembly depends on the existing frame, glazing, installation quality, wall construction and ventilation plan. A replacement that seals the window may reduce one path while increasing heat, moisture or indoor-air concerns if the room previously relied on open windows.
Exterior doors
Door replacement or adjustment can address leakage around the slab, frame and threshold. Weatherstripping and a properly sealed threshold matter as much as the door leaf. The program’s specifications should state the required assembly and installation details rather than relying on a generic “soundproof door” label.
Caulking and weatherstripping
Caulk and weatherstripping can close cracks and movable-joint gaps. The FAA AIP Handbook lists these measures in qualifying projects, but that does not establish a guaranteed decibel reduction for an owner-purchased product. Sealants also require compatible surfaces, correct joint preparation and future maintenance.

Ventilation and mechanical systems
Central-air ventilation may be an allowable measure in specified funded projects. It is not simply an optional comfort upgrade when a mitigation design assumes windows remain closed. A contractor should coordinate outdoor-air, filtration, heating and cooling requirements with the acoustic scope and applicable mechanical codes.
How an acoustic assessment should guide construction
For an owner-paid project, obtain a written assessment before selecting windows, doors or sealants. A useful assessment should document:
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- the rooms and exterior elevations affected;
- existing window, door, wall, roof and ventilation construction;
- visible cracks, failed seals, unsealed penetrations and other leakage paths;
- the proposed assemblies and installation details;
- how indoor noise will be measured, if testing is included;
- ventilation, humidity and comfort implications when windows are kept closed;
- maintenance responsibilities and any limits on the expected result.
FAA guidance supports program-level acoustic surveys and testing. It does not verify the performance of a specific consumer product in a particular house. Ask the assessor what will be measured, where microphones will be placed, how aircraft events will be distinguished from ordinary outdoor noise and whether the result is a design estimate or a post-construction test.
Program treatment versus owner-paid upgrades
| Decision point | Airport sound-insulation program | Owner-paid work |
|---|---|---|
| Eligibility | Must satisfy the airport sponsor’s current boundary and property criteria. | Usually available to the owner, subject to local approvals and budget. |
| Assessment | May require the program’s survey, testing and selected contractor. | Owner chooses an assessor and should define the test and report in writing. |
| Scope | Limited to measures and specifications approved by the program. | Can be tailored to identified sound paths, ventilation and construction priorities. |
| Cost responsibility | Approved work may be funded under the program; uncovered work remains the owner’s responsibility. | Owner pays for assessment, design, construction and future maintenance. |
| Performance evidence | Program procedures may include acoustic testing and acceptance requirements. | Any pre- and post-work testing must be separately arranged and specified. |
The practical choice is not simply “free versus paid.” A funded program can reduce design and construction uncertainty, but it may impose a fixed scope, schedule and contractor. Owner-paid work offers flexibility but requires the homeowner to define performance expectations and manage the technical risk.

Assuming the contour is a benefit certificate
A contour indicates modeled noise exposure for planning. It does not itself confirm that a parcel is eligible for insulation. Obtain the program’s current parcel list or written eligibility decision.
Buying a product from a decibel number alone
A laboratory rating for one component does not describe the installed performance of an entire room. Ask how the product interacts with the existing wall, frame, seals and ventilation openings.

Sealing a house without planning ventilation
Closing windows can affect temperature, humidity and indoor air. Include mechanical ventilation and equipment capacity in the design whenever the proposed treatment depends on closed windows.
Starting work before a program assessment
Self-funded replacement may make a property ineligible for reimbursement or fail to meet the program’s specifications. Confirm the rules in writing before ordering materials or beginning demolition.
Ignoring local permits
FAA planning guidance does not replace local building, mechanical, electrical, zoning or historic-preservation approvals. Contact the relevant local authority before construction.
A practical checklist for your next call
- What is the current noise-exposure map date, and is my parcel inside the active program boundary?
- Is the program accepting applications now, and what is the closing date?
- What property, occupancy and construction-date criteria apply?
- Does the program require an acoustic survey, indoor test or selected contractor?
- Which windows, doors, seals and ventilation measures are eligible?
- Are permits, finishes, repairs, temporary relocation or maintenance included?
- What ventilation standard applies if windows are kept closed?
- How will the completed work be inspected or tested?
- Which local planning and building approvals are required?
What homeowners should conclude
Airport noise mitigation is a property-specific construction and eligibility question, not a simple product purchase. Use the DNL 65 dB threshold and Part 150 maps as planning information, not as a promise of funding. Let the airport sponsor confirm the active program and rules; let a qualified assessor identify the house’s sound paths; and require the construction scope, ventilation plan, testing method and local approvals in writing before work begins.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteFrequently Asked Questions
Does living inside a 65 dB noise contour qualify me for insulation?
No. DNL 65 dB is a federal planning threshold for assessing compatibility of certain land uses. Eligibility for a sound-insulation project depends on the airport program’s boundary, property criteria and approved scope.
Can I install my own windows and request reimbursement later?
Do not assume reimbursement is available. Airport programs can require advance approval, a specified survey, selected contractors and approved assemblies. Obtain the written rules before ordering or installing work.
Will weatherstripping eliminate aircraft noise?
Weatherstripping can address gaps around movable components, but the result depends on the complete room assembly and other sound paths. FAA materials identify weatherstripping as an allowable measure in specified qualifying projects, not as a universal performance guarantee.
Who decides whether my home is compatible with an airport noise contour?
Local authorities determine acceptable and permissible land uses and the relationship between specific properties and specific contours. The FAA provides the federal planning framework, while the airport sponsor explains any local mitigation program.
