Before signing a contract or paying a non-refundable deposit on a high-rise flat, verify six things: the legal interest you will own, whether the flat and parking match approved plans, the building’s safety and physical condition, its shared-building records and finances, the complete cost of ownership, and the location’s future risks. The checks are jurisdiction-specific: title systems, lease or strata structures, required approvals, fire-safety duties and disclosure rules differ between countries and even between local authorities. Use the examples below as questions to ask, then have a property lawyer or conveyancer in your jurisdiction review the actual documents.
Start with the legal interest, not the listing
A listing may call a property a “flat,” but that word does not tell you what you are buying. Depending on the jurisdiction, the transaction may involve strata or condominium title, a leasehold interest, a company or trust structure, or another form of shared ownership. The legal form determines who owns common areas, who manages lifts and external walls, which rules bind you, and how costs are collected.

Confirm what is being sold
- Ask for the title or equivalent register, the seller’s authority to sell, and every plan and schedule referred to by the contract.
- Identify the exact apartment, parking space, storage cage, balcony, roof area and other facilities included in the legal sale. A feature shown in an advertisement is not necessarily part of the property you will own.
- Check easements, covenants, encumbrances, rights of way, borrowing restrictions, use restrictions and any requirement for consent before altering the flat.
- Have a local lawyer or conveyancer order the searches required in your area and explain their results before you become bound. GOV.UK describes title as the document signifying ownership and legal searches as a way to identify other factors affecting a home; the process and documents differ elsewhere. Read the current guidance at GOV.UK’s home-buying guide.
In Victoria, for example, buying a strata apartment generally means acquiring the apartment together with joint ownership of common property. Owners also become subject to owners-corporation fees, levies and rules. That is a local example, not a universal title model; your conveyancer should explain the equivalent arrangement where you live. See Consumer Affairs Victoria’s apartment checklist.
Do not rely on a mortgage approval
A lender’s approval answers the lender’s affordability and security questions. It does not confirm that the title is clean, the building is sound or alterations are authorised. Obtain legal and technical advice independently of the lender’s valuation.

Match the flat to approved plans and the contract
Measure and document what you are actually buying. Compare the apartment, parking and storage dimensions with the registered or approved plan and with the sale contract. Pay particular attention to enclosed balconies, moved walls, lofts, air-conditioning plant, plumbing changes and any room described as a bedroom or study.
Check approvals for alterations
Ask the seller or building manager for planning, building and owners-corporation approvals for additions or layout changes. Singapore’s Urban Redevelopment Authority (URA) specifically advises buyers to obtain approved plans and check for unauthorised works; the authority and the plan-access process will be different in other jurisdictions. Its buyer guidance is at URA’s Buying Property page.
Unauthorised work can create enforcement, reinstatement, insurance and resale problems. If an alteration is not clearly approved, make the contract conditional on satisfactory verification or obtain written advice about who must regularise it and who pays.

Before committing, check the local regulator’s developer and project records, the promised completion and possession dates, staged-payment rules, defect and warranty arrangements, and remedies for delay or material changes. URA publishes separate guidance for uncompleted private residential property, but Singapore’s process should not be assumed to apply in another country. A local professional should review the developer’s contract and the project’s approval status.

Request the building records, not only the apartment documents
A high-rise is a system of shared structure, lifts, roofs, façades, fire equipment, pipes and services. The building’s records often reveal a larger financial or safety risk than a short viewing of the individual flat.
Records to obtain
- The current strata, owners-corporation or management-company certificate or disclosure statement.
- Governing bylaws, rules, leases, house regulations and procedures for disputes or approvals.
- Recent meeting minutes, agendas and notices, including records of complaints, defects, litigation and proposed projects.
- Budgets, financial statements, current fee schedules, arrears, loans, reserve or maintenance-fund balances, and any proposed fee increases.
- The long-term maintenance plan, schedules for major works and contracts for cleaning, lifts, security, facilities and other shared services.
- Building insurance or reinstatement cover, policy limits, exclusions, claims history and the party responsible for arranging repairs.
Victorian guidance identifies these records as important when buying an apartment, and the Australian Government’s YourHome guide to choosing and upgrading an apartment also recommends reviewing strata bylaws and records. Ask for the most recent versions and confirm whether anything has changed since they were issued.
Look for future bills hidden behind a low fee
Compare the maintenance plan with the reserve or maintenance fund. A low current levy is not a bargain if the building has unfunded façade repairs, lift replacement, waterproofing, fire upgrades or roof work ahead. Ask whether a special levy has been approved, proposed or discussed, when payment is due, and whether the seller’s contract allocates it to the seller or buyer.

Understand the rules you will live under
Read the actual rules rather than relying on customary practice. Confirm voting rights, use of common areas, renovation and flooring requirements, pet and noise restrictions, short-term letting rules, move-in procedures, parking allocation and how disagreements are handled. The rules may restrict a change you consider routine, and a breach can lead to costs or a dispute.
Check fire safety and the building’s physical condition
Ask the responsible owner, landlord or building manager for current fire-safety information, known defects, remedial work and the building’s fire risk assessment. GOV.UK’s resident guidance states: “A fire risk assessment looks at the building’s overall safety.” In its England-specific guidance, the assessment can cover escape routes, fire alarms and warnings, firefighting equipment, external walls, the structure, flat entrance doors, evacuation arrangements and the needs of vulnerable residents. Read the guidance at GOV.UK’s Fire safety in flats in England guide.
England’s higher-risk registration rule is not universal
For England, the Building Safety Regulator’s cited higher-risk residential definition covers a building with at least seven storeys or a height of at least 18 metres and at least two residential units. Such a building must be registered before occupation under the applicable regime. Confirm the current status and duties for the specific building using the regulator’s Managing high-rise residential buildings collection. Do not export this threshold to another country, where the legal definition and registration authority may differ.

1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesCommission an inspection that serves your interests
Arrange an independent building inspection suited to the property and local practice. Ask the inspector to examine visible structural damage, cracks, water ingress, damp, corrosion, façade or balcony deterioration, incomplete works, ventilation, drainage and evidence of repairs. Depending on the findings, a qualified professional may recommend a specialist structural, fire, electrical, plumbing or façade assessment.

For a new or recently completed building, request the defect list, warranty documents, completion or occupancy evidence, repair history and details of any claims. A mortgage valuation is not a buyer’s condition survey: it is primarily a lender’s assessment of lending risk. Victorian consumer guidance recommends considering an independent building inspection because professional inspections can identify safety issues and illegal works; see the Victorian checklist.
Calculate the complete cost of ownership
Build a written cost schedule before you make an offer. Include the purchase price, transfer or stamp taxes, registration and legal fees, loan costs, insurance, utilities, owners-corporation or service charges, parking charges, anticipated levies and the cost of complying with required repairs or alterations. Taxes, borrowing rules and buyer eligibility depend on your jurisdiction and personal circumstances; ask the lender and a local adviser for figures that apply to you.
Stress-test recurring and one-off costs
- Model the current annual building charge and an increase if the maintenance plan is underfunded.
- Allow for a special levy or deductible after a major loss where the records indicate a plausible exposure.
- Check whether heating, cooling, hot water, parking, waste collection or amenities are billed separately.
- Confirm which party pays for repairs to windows, balconies, pipes, doors and other elements whose responsibility is divided between the flat and common property.
URA advises prospective buyers to ask banks about financing eligibility early and to budget transaction fees. The same principle applies elsewhere: obtain a financing decision that reflects the actual tenure, building type and service charges before paying a deposit.

Test the location at different times and against future change
Visit on a weekday, evening and weekend if possible. Listen for traffic, aircraft, nightlife, construction and mechanical plant; check odours, deliveries, waste areas, pedestrian access, parking pressure, public transport and essential services. High-density locations can bring increased traffic, noise and odours, issues highlighted in Consumer Affairs Victoria’s due-diligence checklist.

Search the planning pipeline
Check zoning, planning controls, title encumbrances and nearby applications or permits. A future tower, road, commercial use, transport project or change to a neighbouring site can affect outlook, daylight, noise, traffic, construction disruption and resale. Ask the local authority how to search current applications and whether restrictions affect your own proposed renovation.
Assess hazards, insurance and climate exposure
Consider locally relevant flood, severe-storm, bushfire, heat, coastal-erosion and sea-level-rise risks. Ask how the hazard affects evacuation, building materials, insurance availability and premiums, maintenance obligations and renovation permissions. YourHome’s apartment guidance discusses climate, energy and building-performance considerations; review it alongside local hazard maps and insurance advice at YourHome.
Evaluate the flat’s daily performance
Record orientation, daylight, cross-ventilation, overheating, shading, window operation, insulation, energy systems and hot-water arrangements. Consider the whole building as well as the unit: central plant, façade condition, lifts and common ventilation can determine comfort and future charges.
Use one evidence-based comparison for competing flats
When weighing two or more apartments, collect the same evidence for each rather than comparing advertised price alone.
| Comparison axis | Evidence to compare |
|---|---|
| Title and plan conformity | Legal interest, seller authority, encumbrances, included parking or storage, approved plans and unauthorised-work findings. |
| Safety and condition | Independent inspection, fire-risk information, known defects, remedial work, warranties and unresolved claims. |
| Building finances | Current charges, arrears, loans, reserve or maintenance funds, planned works and special-levy exposure. |
| Governance | Rules, renovation permissions, pet and noise provisions, voting rights, management quality and dispute procedures. |
| Total cost | Price, taxes, financing, insurance, utilities, building charges and plausible one-off costs. |
| Location and resilience | Noise, access, planning pipeline, traffic, services, hazard exposure and insurance implications. |
| Usable living quality | Actual layout, orientation, ventilation, energy performance, shading, storage and daylight. |
There is no universal numerical weighting for these factors. Give greater weight to any issue that could prevent lawful occupation, create an unaffordable liability or materially change safety, use or resale value.
A practical viewing and decision sequence
- Before the viewing: obtain the listing, contract draft, title or equivalent details, floor and parking plans, and the building-record pack. Write down missing documents.
- At the viewing: photograph defects with permission, operate windows and doors, look for stains, mould, cracks and patched surfaces, listen for noise, and record room and parking dimensions. A laser distance measurer can help you compare measurements with plans, but it does not establish legal boundaries, floor area or safety.
- After the viewing: send the documents and your questions to an independent inspector and local lawyer or conveyancer. Ask them to identify conditions that should be written into the offer or contract.
- Before paying a non-refundable amount: confirm finance, searches, approvals, inspection results, insurance information, building charges, levy responsibility and any required conditions. Do not assume a missing record means a clean record.
- If a material problem appears: pause the commitment, obtain written clarification, renegotiate price or contractual protection, or withdraw if your legal adviser says the risk cannot be controlled.
Warning signs that require a pause
- The seller cannot show authority to sell or the documents describe a different unit, parking space or storage area.
- The built layout differs from approved plans and no one can explain the approval or regularisation path.
- Minutes mention repeated water ingress, façade or balcony damage, lift failures, fire-safety concerns or major works without funding.
- Special levies, arrears, loans or litigation are disclosed only after you ask, or the seller refuses to provide current records.
- There is pressure to pay before legal review, inspection or finance, or a promise is made orally but omitted from the contract.
- Insurance is unavailable, heavily restricted or inconsistent with the building’s known hazards and defects.
A high-rise purchase is both a home decision and a shared-infrastructure decision. The safest commitment is one made after the legal documents, approved plans, building records, independent inspection, complete cost schedule and location searches tell the same story.
