A solar farm can take land out of conventional crop production, but it does not have one inevitable effect. Some projects continue grazing, crops or other agricultural uses between and beneath panels. Wildlife may gain habitat when intensively managed fields are converted and maintained well, yet construction, fencing, drainage, lighting and poor siting can damage soils, watercourses and ecological connectivity.
The result depends on the land’s previous use, its agricultural quality, the array layout, construction methods and the management plan that remains in force for decades after installation.

How much farmland does a solar farm take out of production?
The answer depends on what is being measured. The physical panel area is not the same as all land associated with a project, and a project can retain some agricultural use after construction.
A 2024 study by the USDA Economic Research Service found that 70 percent of rural utility-scale solar farms in its U.S. study were sited on agricultural land. The study covered 2009–20. That figure describes the share of rural solar farms in the study located on agricultural land; it is not the share of U.S. farmland covered by solar and is not a global estimate.

The same USDA analysis reported that approximately 15 percent of land surrounding solar farms shifted out of agriculture during the study period. “Surrounding land” is a different measure from the acreage occupied by panel arrays, substations, roads and other project infrastructure. It should not be read as saying that every project removes 15 percent of its site from production.
In the United Kingdom, a Department for Environment, Food and Rural Affairs parliamentary answer dated 25 March 2026 said the most ambitious scenarios expected solar farms to occupy up to 0.4% of total UK land. That is a UK scenario estimate, not an observed global or national land-take measurement, and the government described it alongside planning review of local environmental and land-use effects.
What changes on a working farm?
Panels can prevent use of some areas for tractors, harvesting equipment or tall crops. Rows, inverter stations, fencing, access tracks, cable routes and drainage works create additional constraints. The severity depends on row spacing, panel height, turning areas, soil type and whether the operator has designed around an existing farm business.
Land may also be temporarily unavailable during construction and later recover under grass or other vegetation. A lease can therefore change the timing, type and intensity of farming rather than simply creating a permanent non-farm surface.
Can farming and solar panels share the same land?
Yes. Agrivoltaics, also called dual-use solar, places panels with crops, livestock or pollinator habitat. It is a way to share land, not a guarantee that both outputs will be maximized.
Grazing beneath and between panels
Sheep can sometimes graze a site where panel clearance, stock fencing, water supply, access and vegetation management are designed for them. The UK Solar Roadmap describes projects that allow grazing and gives a Norfolk example in which sheep used a small solar site for part of the year. That case demonstrates what is possible; it is not a representative rate for all solar farms.

Crops under or between panels
Crop production can continue in selected layouts, but shade, altered wind, rainfall interception, machinery clearance and microclimate all vary by crop and design. The U.S. Department of Energy describes agrivoltaics as an active research area, including work on how to optimize energy and agricultural production and assess effects on farmer revenue, ecosystems and rural communities.

There is no single crop-yield percentage that applies to every agrivoltaic project. A credible proposal should identify the crop, panel orientation and height, row spacing, irrigation arrangement, machinery and baseline yield, then explain how those variables will be measured.
Pollinator and conservation planting
Some sites stop producing food crops but support rough grassland margins, rare arable plant strips, bumblebee plant mixes or wild-bird seed mixes. Those habitats can provide ecological value, particularly where the previous field was intensively managed, but they require an appropriate seed source, soil preparation and continuing management. A label such as “pollinator-friendly” is not evidence that every local species will benefit.
What happens to wildlife when a solar farm is built?
Wildlife effects begin before the first panel is installed. Surveys should establish existing habitats, species, movement routes, nesting areas, water features and seasonal use. Construction timing and the footprint of compounds, roads and trenches then determine which risks are temporary and which remain during operation.
Potential benefits
UK national planning policy for nationally significant infrastructure, EN-3 (2025), says solar farms have the potential to increase biodiversity value, especially where previous land use was intensive. Converting a frequently cultivated field to managed grassland or diverse margins can reduce repeated soil disturbance and create cover or food resources.
A UK Solar Roadmap account of work by the Royal Society for the Protection of Birds and the University of Cambridge reported nearly three times as many birds per hectare on solar farms in East Anglia as on surrounding arable land. The reviewed account does not state the study year, and the comparison should not be generalized to every region, habitat or bird species.
Solar Energy UK’s 2025 Solar Habitat report describes data from 124 UK sites and emphasizes biodiversity-conscious management. It is an industry association’s report, so its scope and methods should be considered when using it; the figure does not establish that all solar farms deliver the same ecological result.

Potential harms and disturbance
Earthmoving for access roads, temporary compounds and cable trenches can remove vegetation, compact soil and interrupt animal movement. Fencing may block routes for larger mammals or fragment habitat if gaps and crossings are not planned. Lighting can attract, disorient or expose nocturnal species. Altered drainage can affect wet grassland, ponds and downstream water quality.
EN-3 identifies habitats and a range of receptors that may need assessment, including ground-nesting, wintering and migratory birds, bats, dormice, reptiles, great crested newts, water voles and badgers. The relevant species list for a particular site must come from local surveys rather than from a generic checklist.

During operation, vehicle movements, vegetation cutting, security inspections and maintenance access can continue to disturb wildlife. Conversely, a quiet site with carefully managed grassland may offer more cover than an intensively cultivated field. Monitoring is what shows which outcome is occurring.
How construction affects soil and water
A well-designed layout minimizes grading, follows existing contours where feasible and keeps infrastructure away from sensitive features. A poorly planned one can create lasting damage even if the panels themselves occupy a modest area.

Construction plans should map the footprint of roads, crane pads, compounds, foundations and trenches before stripping begins. EN-3 recommends keeping topsoil and subsoil separate during storage and replacement. Mixing layers, storing soil when it is wet or driving repeatedly over reinstated ground can reduce structure, drainage and future agricultural potential.
After equipment is removed, restoration specifications should state soil depths, decompaction methods, seed mixes, timing and acceptance tests. Landowners should ask who pays for remedial work if compaction or erosion appears after handover.
Drainage and watercourses
Panel runoff, compacted tracks and new ditches can change how water reaches a stream or wetland. The planning design should preserve existing drainage functions, control sediment during works and provide maintenance access without widening the disturbed area. EN-3 advises avoiding culverting watercourses where possible.
Where a crossing is unavoidable, the proposal should identify the crossing type, flood capacity, fish and mammal passage, construction timing and inspection regime. A drainage drawing that shows only pipes and outfalls is not a complete ecological mitigation plan.

Lighting, fencing and access
EN-3 recommends minimizing lighting that is not necessary for safety or security and directing unavoidable light away from likely habitat. Use of low-spill fittings, timers and motion controls should be assessed against the site’s bat and bird activity.
Boundary design should maintain movement where appropriate. Fences need enough clearance or purpose-built gaps for small fauna while still meeting livestock and security requirements. Gates, roads and maintenance schedules should be mapped so that habitat connectivity is considered across the whole perimeter, not only inside the panel rows.

What long-term habitat management should include
Habitat creation is only the beginning. A management plan should state the target habitats, baseline condition, responsible party, work calendar, grazing regime and measurable success criteria.
Vegetation and grazing
Management may include cutting at specified times, removing arisings, controlling invasive plants and using grazing where suitable. Timing matters: cutting during nesting or flowering periods can remove the very resources the habitat was intended to provide. Grazing density must match soil conditions and conservation objectives rather than being chosen solely to reduce maintenance cost.

Monitoring should track flora and the ecological receptors identified in the assessment. Useful records can include fixed vegetation plots, bird surveys, bat activity, reptile or amphibian checks, soil condition, drainage performance and evidence of mammal movement. Results should trigger defined adjustments, such as changing mowing dates, repairing a wildlife gap, altering grazing or controlling a problem species.
Ask whether monitoring results will be published, who reviews them and what happens if targets are missed. A promise to “enhance biodiversity” without baseline data, a timetable and corrective actions is difficult to enforce.
How UK planning treats agricultural land and biodiversity
UK EN-3 (2025) says developers should, where possible, use suitable previously developed, brownfield, contaminated or industrial land. If agricultural land is necessary, it says poorer-quality land should be preferred to higher-quality land where possible. It does not create a blanket ban on solar development on the highest agricultural grades; impacts are expected to be assessed through the applicable planning process.
A separate UK parliamentary answer dated 10 July 2026 described biodiversity net gain as a legal requirement for projects within scope and said well-designed solar projects can exceed the stated 10% gain threshold. That framework is jurisdiction-specific and includes scope and exemption questions. It should not be presented as a rule for projects in other countries or as proof that a particular proposal meets the requirement.

| Question | What to check | Why it matters |
|---|---|---|
| Previous land use | Current crop, grazing history, intensity of management and agricultural quality | Establishes what may be displaced and the realistic habitat baseline |
| Continuing farm use | Grazing, crops, access for machinery, water and stock management | Shows whether the project is dual-use or removes farm activity |
| Ecological baseline | Habitats, nesting and wintering birds, bats, reptiles, amphibians, mammals and movement routes | Identifies site-specific receptors instead of relying on generic claims |
| Construction footprint | Roads, compounds, foundations, trenches, soil storage and restoration | Reveals temporary and permanent disturbance |
| Water and boundaries | Drainage, watercourse crossings, fencing, gates and wildlife access | Shows whether connectivity and water quality are protected |
| Lighting and operations | Light spill, maintenance traffic, mowing and grazing schedules | Determines recurring disturbance after construction |
| Management commitment | Named manager, funding, habitat targets, monitoring and corrective actions | Separates durable outcomes from one-time landscaping |
Questions to ask before construction starts
- Which areas remain in agricultural production, and what output is expected under normal weather?
- What soil survey defines stripping, storage, replacement and compaction limits?
- Where are compounds, access roads, trenches and temporary laydown areas, and how will they be restored?
- Which species and habitats were surveyed, in which seasons, and what uncertainties remain?
- How will fencing, gates and crossings maintain animal movement?
- What lighting is essential, and how will spill be prevented?
- How are streams, ditches, ponds and flood routes protected during and after works?
- Who owns the habitat plan, pays for monitoring and has authority to change mowing or grazing?
- What happens if crop yields, soil condition, drainage or biodiversity indicators fall below the agreed baseline?
What the evidence does not establish
No reviewed source provides a universal cross-site crop-yield figure or a species-level wildlife effect that applies to every solar farm. Agrivoltaic results remain design- and crop-specific, while biodiversity outcomes depend on local ecology, previous land use and management quality. Claims that solar farms always improve biodiversity, always remove food production or have no effect on food security are therefore too broad.
The most defensible conclusion is conditional: solar development can compete with conventional farming, but dual-use arrangements can retain some agricultural activity; habitat gains are possible, especially on intensively managed land; and construction and operation can create real risks to soil, water and wildlife. Local assessment, careful construction controls and funded long-term monitoring determine which outcome a particular site delivers.
