Construction and demolition (C&D) debris does not have one universal destination. After pickup, a load may be taken to a C&D processing facility, a recycling operation, a salvage outlet or a landfill. Its route depends on the materials in the load, how cleanly they are separated, whether any hazardous substance is present, what nearby facilities accept and whether a buyer exists for the recovered material.
The latest comparable nationwide figures cited by the U.S. Environmental Protection Agency (EPA) are estimates for the United States in 2018. EPA treats C&D debris as a separate category from the municipal solid waste (MSW) it reports, so these figures should not be blended with MSW totals. Local routes can differ substantially from the national picture.

The five-stage journey after pickup
EPA describes C&D management as a sequence rather than a single disposal event: collection and transport, sorting, processing, an intended “next use” where a market exists, and disposal for material that cannot be recovered. A load can move through several facilities, and not every load goes through every stage.

EPA’s national sources describe possible pathways, not a rule that every load must visit a transfer station first.
- Sorting and separation: Workers or equipment separate recoverable streams, such as wood and aggregate, from mixed debris. Usable doors, windows or fixtures may be salvaged at this point.
- Processing: Depending on the material, a facility may remove nails, reduce size, crush, grind, extract or melt it. These are material-specific examples, not a mandatory checklist for every load.
- Next use: EPA uses this term for an intended market in which recovered material replaces some virgin material. Examples include aggregate, manufactured products, fuel, compost or mulch and soil amendment.
- Disposal: Material that is unsuitable, contaminated, rejected or lacks a viable outlet may be sent to a landfill.
EPA summarizes the recovery process in its technical report as follows: “CDD recovery is a multi-step process that includes material segregation (e.g., separation of wood and aggregate from mixed debris), processing (e.g., size reduction, removal of nails), and end-use of the material in lieu of virgin material.” The same report notes that the stream is heterogeneous and can occasionally contain harmful substances, both of which make recovery more difficult. What the U.S. 2018 estimate shows
EPA’s national estimate covers specified materials generated during construction, renovation and demolition of buildings, roads, bridges and other structures. It is a dated estimate, not a live national count and not a prediction of what happened to a particular project’s load.
| Measure | EPA estimate for 2018 | How to read it |
|---|---|---|
| C&D debris generated | 600 million tons | U.S. total for the defined C&D material scope; EPA describes this as more than twice its generated MSW amount. |
| Directed to a next use | Just over 455 million tons | Material assigned to an intended market, which can include aggregate, products, fuel, compost, mulch or soil amendment. |
| Sent to landfills | Just under 145 million tons | Material estimated to be disposed of rather than directed to a next-use market. |
| Concrete generated | 405.2 million tons | Generation amount, not a claim that all concrete was recovered. |
| Asphalt concrete generated | 107.0 million tons | Generation amount, not a recycling total. |
| Wood products generated | 40.8 million tons | Generation amount; actual destinations depend on separation, condition and outlets. |
These figures come from EPA’s Construction and Demolition Debris: Material-Specific Data and the Sustainable Management of Construction and Demolition Materials page and its 2018 Advancing Sustainable Materials Management fact sheet. The estimated “next use” quantity is broader than a narrow recycling rate: it records an intended market and does not prove that every ton became a new product of the same type.
What happens during sorting?
Clean, separated loads
A load containing one clean stream—such as concrete, asphalt or separated structural steel—is easier to direct to a matching processor than a mixed load. Separation can occur on the job site, at a transfer point or at a C&D facility. The cleaner the material, the fewer unwanted items a processor must remove and the more likely it is to meet a buyer’s specifications.

Mixed loads
Mixed debris can contain aggregate, wood, drywall, metals, shingles, brick and tile together. A facility may use manual picking, screens, magnets or other equipment to divide those streams, but the available equipment and the quality standards are facility-specific. Some mixed material will remain too heterogeneous or costly to recover and will be rejected or disposed of.
Potentially harmful substances
EPA warns that C&D debris can occasionally contain harmful substances. A suspected hazardous component, treated material or other prohibited item can change the handling route and lead a facility to reject the load. Do not place a questionable material in a general debris container merely because it came from a construction site; ask the receiving facility for its acceptance requirements before delivery.
How major materials are handled
| Material or stream | Possible preparation | Possible destination | What is not established nationally |
|---|---|---|---|
| Concrete | Removal of mixed items followed by crushing or other size reduction. | Aggregate or a manufactured-product market. | There is no guarantee that concrete from a particular job will be accepted or recovered. |
| Asphalt concrete | Processing into a usable aggregate or other specified feedstock. | EPA gives processed C&D asphalt used in asphalt mixtures as an example. | The national estimate does not identify the destination of an individual load. |
| Wood products | Separation from aggregate and other debris; removal of nails or unsuitable pieces may be required. | A next-use market when the material is suitable and accepted. | The reviewed EPA pages do not establish one universal wood route. |
| Metals | Separation from mixed debris; facilities may process or extract the metal. | A manufactured-product or other next-use market. | Inclusion in EPA’s category does not mean every ton was recycled. |
| Brick and tile | Sorting and possible size reduction. | Aggregate or another accepted next use. | Acceptance and buyer specifications vary by facility. |
| Drywall and shingles | Separation and processing where a facility has the capability. | A qualifying next-use market, if available. | EPA’s national totals do not supply a single route for each local load. |
| Salvageable components | Inspection and careful removal rather than destructive processing. | Reuse of doors, windows, plumbing fixtures or other building components. | Reuse depends on condition and a receiving outlet. |
Concrete and asphalt account for most of the generation mass in EPA’s 2018 estimate, but a large generation number is not the same as a material-specific recovery rate. The same qualification applies to wood, metals, brick, tile, drywall and shingles.

What “next use” means—and what it does not mean
In EPA’s accounting, “next use” means that material is directed toward an intended market. The category can include aggregate, manufactured products, fuel, compost and mulch or soil amendment. For example, processed asphalt may be used in asphalt mixtures. A next-use designation therefore tells you the material was assigned to a market that could use it; it does not establish that it was turned into the same product it came from, that the buyer ultimately accepted it or that the route was equivalent to closed-loop recycling.
Recommended Free Tools
Markets are decisive. A processor may be able to make a technically usable product, but if no nearby buyer accepts that specification, transportation and storage can make recovery impractical. That is why a material that is recyclable in principle can still be landfilled in a particular place or at a particular time.
Why two sites can have different outcomes
- Material and condition: Clean, separable and reusable items have more options than wet, broken, mixed or contaminated material.
- Processing requirements: Direct salvage or simple separation generally requires less preparation than crushing, grinding, extraction or removal of fasteners and contaminants.
- Facility acceptance rules: Each hauler, transfer station, processor and landfill sets its own list of accepted and prohibited materials.
- Geography: A local facility may not have the equipment or a nearby outlet needed for a particular stream.
- Market demand: Recovered material needs a buyer or an internal use; without one, stockpiling or disposal may be the practical route.
- Project practices: Separating materials before pickup can prevent a clean stream from being downgraded to mixed debris.
How to find out where a particular load went
National totals cannot identify the destination of one project’s debris. For a project-level answer, follow the documentation chain rather than assuming that a hauler’s broad label such as “recycled” describes every item in the container.

- Identify the load: Record the project address, pickup date, container or load number, approximate material mix and whether the load was separated.
- Ask the hauler for the receiving facility: Request the facility name, address and the material category under which the load was delivered.
- Check acceptance and downstream information: Ask whether the facility sorts on site, transfers material elsewhere, sends specified streams to a processor or sends residuals to a landfill.
- Request weight or volume records: A scale ticket, diversion report or waste receipt can show what was recorded for that load. Confirm whether a stated “diversion” figure means a next-use destination under the facility’s definition.
- Verify unusual materials separately: Suspected hazardous, treated or otherwise restricted materials may follow a different regulated route. Obtain instructions before moving them.
- Keep the scope clear: Distinguish material salvaged for reuse, material sold into another market and residual material disposed of. Those are different outcomes.
Because local rules and downstream contracts change, the receiving facility is the authoritative source for its current acceptance list and route. EPA’s national pages provide context, not a tracking service for individual loads.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Is construction debris recycled or dumped?
Both outcomes occur. EPA’s 2018 U.S. estimate assigns just over 455 million tons of C&D debris to a next use and just under 145 million tons to landfills, but those are national estimates for a defined year and material scope. They do not mean that every project achieved the same split, and “next use” is not synonymous with making an identical new product.
The practical answer for a specific load is therefore conditional: separated, usable material may be salvaged, processed and sold into a next-use market; mixed, contaminated, rejected or marketless material may be landfilled. A facility’s records and acceptance rules are needed to determine which description applies.

Common questions about the journey
Does every load go to a recycling facility first?
No. EPA describes several possible destinations, including a C&D processing or recycling facility and a landfill. Local arrangements determine whether a load is transferred, sorted, processed or delivered directly to disposal.
What happens to concrete after demolition?
It may be separated, crushed or otherwise processed for an aggregate or manufactured-product market. If it is mixed with unsuitable material, rejected by the facility or lacks an outlet, it may be disposed of instead.
Can doors and windows be reused?
Yes, EPA identifies salvaged components such as doors, windows and plumbing fixtures as materials that can be diverted. Reuse still depends on safe removal, condition and a receiving outlet.
