What Happens During a Bridge Inspection, Repair, and Replacement?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A bridge project usually begins with documented inspection findings, not with a decision to replace the structure. In the United States, the Federal Highway Administration (FHWA) sets the National Bridge Inspection Standards (NBIS) for safety inspections of highway bridges on public roads. Inspectors record the condition of structural and functional elements, engineers assess what those findings mean, and the bridge owner selects maintenance, repair, rehabilitation, or replacement work that addresses the actual deficiencies.

The exact access methods, tests, traffic controls, design, schedule, and construction sequence vary by bridge and jurisdiction. The federal framework described here applies to U.S. public-road highway bridges; it is not a universal rule for bridges in every country.

Why bridges are inspected continuously

Bridge inspection is an ongoing safety and asset-management process. Congress required national bridge inspection standards in 1968, the original NBIS was published in 1971, and FHWA’s overview identifies a 2022 update as the latest revision described there. Periodic, thorough inspections are intended to help maintain safe operation, identify deterioration before it becomes a failure, and give owners reliable information for investment decisions.

An inspection is not a single visual visit that produces a simple pass-or-fail answer. It creates a condition record that can be compared over time and used with engineering analyses, load-rating information, scour evaluations, maintenance records, and project designs. States and other bridge owners administer their programs under the federal standards and are responsible for acting on the information.

What happens before inspectors arrive

The owner defines the inspection scope

The bridge owner identifies the inspection type, the portions to be examined, prior findings, traffic conditions, and any known concerns. A routine inspection may be sufficient for ordinary monitoring, while deterioration, a complex structure, underwater foundations, a suspected defect, or a change in service can require a more focused or in-depth inspection. FHWA maintains separate guidance for the NBIS, load rating, scour, and underwater work, so the approach is matched to the structure rather than imposed as one equipment list or test package.

Records and access are arranged

Inspectors review available drawings, previous reports, photographs, maintenance history, and known restrictions. The owner also arranges safe access and traffic protection appropriate to the site. Depending on the bridge, that can mean examining elements from the roadway or ground, using specialized access systems, coordinating lane closures, or arranging underwater inspection. Not every inspection uses every method, and the public-facing traffic plan is specific to the bridge and jurisdiction.

Safety and operational controls are planned

Inspection work takes place around live traffic, moving water, heights, electrical hazards, confined spaces, and changing weather. The responsible agency and inspection team establish work-zone controls and site procedures before hands-on examination begins. Those controls protect inspectors and road users; they do not by themselves indicate that a bridge is unsafe.

What inspectors examine

Structural components

The team examines the deck, superstructure, substructure, and other relevant elements for deterioration, damage, deformation, movement, corrosion, cracking, section loss, impact effects, drainage problems, and conditions that could affect structural performance. The precise observations depend on the bridge type and inspection scope. A bridge with underwater foundations, for example, may need a separate underwater examination rather than relying only on what can be seen from above the waterline.

Functional and site conditions

Inspectors also record conditions that affect operation or future maintenance, such as drainage, expansion details, approaches, railings, roadway geometry, signs, and evidence of scour or collision. These observations help the owner understand both structural integrity and how the bridge functions for the traveling public.

Engineering information when needed

An inspection can trigger follow-up work such as a load-rating review, a scour assessment, material testing, monitoring, or an in-depth examination of a particular element. Those activities are not automatic parts of every routine inspection. They are selected when the observed condition, bridge configuration, or change in use warrants additional evidence.

What the inspection report contains

FHWA’s inspection guidance describes documentation that includes photographs, written findings, recommendations for maintenance or repair, and recommendations for follow-up in-depth inspection when warranted. Current reports may also contain condition ratings, measurements, sketches, element-level observations, traffic or access notes, and references to earlier inspections. The report becomes part of the bridge’s management record rather than a one-time checklist.

Good documentation answers four practical questions:

  • Which element is affected, and where is it located?
  • What type and extent of deterioration or damage was observed?
  • Does the finding require immediate action, closer monitoring, engineering analysis, or ordinary maintenance?
  • What follow-up should the owner schedule, and by when?

The report supports decisions about maintenance, repair, rehabilitation, replacement, resource allocation, and evaluation of proposed designs. It does not, by itself, authorize a construction method or establish a universal project budget.

How findings become a work decision

A condition label is an indicator, not a construction prescription. The owner and its engineers consider the affected elements, severity and progression of deterioration, structural adequacy, load-rating implications, safety risks, the feasibility of targeted work, and the scale of work needed. FHWA guidance emphasizes balancing major work with maintenance and preservation rather than treating every deficiency as a replacement project.

Response Typical purpose What determines its use
Maintenance or preservation Control routine deterioration and protect serviceable components. Defects are limited and can be managed without substantial structural modification.
Repair Correct an identified defect or localized damage. The affected component can be restored or made safe with targeted work.
Rehabilitation Perform substantial work on existing components, potentially including deck or superstructure replacement, widening, or major modification. The bridge remains a viable asset, but deterioration or capacity needs exceed ordinary repair.
Replacement Remove the existing structure and provide a new bridge or bridge system. The owner’s engineering, operational, and program analysis shows that replacing the structure is the appropriate major project.

There is no federal rule in the cited material saying that a “poor” rating automatically requires replacement. FHWA describes a poor-condition category as one in which at least one deck, superstructure, substructure, or culvert component is rated 4 or lower. That rating identifies a condition concern; it does not select the remedy.

What repair work can involve

Targeted correction of defects

Repair is generally directed at a known problem: damaged concrete, corrosion, a leaking joint, deteriorated drainage, impact damage, or another deficiency documented by the inspection and engineering review. The design must address the cause as well as the visible symptom when practical. For example, repairing a deteriorated area without correcting water entry or drainage can leave the underlying problem in place.

Verification before reopening or returning to normal service

After repair, the owner verifies that the specified work was completed and that the bridge can operate under the approved restrictions. The verification may involve construction records, field examination, calculations, or a follow-up inspection. The exact acceptance process is project-specific; the inspection report remains the reference for confirming that the documented deficiency was addressed.

What “rehabilitation” means under the NBIS framework

In the FHWA NBIS question-and-answer material, rehabilitation typically includes deck or superstructure replacement, widening, or major modification to substantial portions of a bridge. That is materially different from ordinary maintenance, repair, or preservation. The distinction matters because a qualifying rehabilitation affects initial-inspection timing when the work is complete and traffic resumes.

Rehabilitation does not allow an owner to ignore unrelated deficiencies. FHWA’s deck guidance notes that deck rehabilitation or replacement does not relieve the owner of addressing other structural-integrity or safety problems. A sound program therefore coordinates major rehabilitation with maintenance, preservation, and any additional work revealed by the inspection record.

What happens during bridge replacement

Engineering and project definition

Replacement begins with a decision supported by inspection information and engineering analysis. The owner defines the deficiencies that cannot be addressed adequately through maintenance, repair, or rehabilitation, then develops a project that accounts for the bridge’s function, site constraints, traffic, utilities, environmental requirements, and construction risks. The federal materials do not establish one economic formula, service-life comparison, cost, or duration that applies to every bridge.

Design, approvals, and traffic staging

The project team prepares plans and specifications, obtains the approvals required by the responsible agencies, and determines how traffic, pedestrians, waterways, railways, utilities, and adjacent property will be managed. Some projects use staged construction or a temporary crossing; others require a full closure. Those arrangements are determined by the site and the owner’s approved plans.

Construction and removal

Construction may include temporary works, protection of the traveling public, demolition or removal of the old structure, foundation and substructure work, erection of the new superstructure, deck and roadway connections, barriers, drainage, and finishing work. The sequence is not universal. It follows the stamped design, contract requirements, site conditions, and safety controls.

Inspection before and after opening

The completed bridge or newly opened phase is documented and inspected under the applicable NBIS timing. Any remaining portions of an existing bridge that stay open during replacement continue to be subject to inspection. Construction completion does not end the owner’s inspection obligation; it starts the service record for the new or substantially rehabilitated portion.

When inspections are required after construction or rehabilitation

FHWA’s current NBIS question-and-answer material sets a three-month deadline for an initial inspection of a new bridge after it opens to traffic. For phased construction, the requirement applies to each portion that opens. The timing rules can be summarized as follows:

Best Value
Milwaukee 48-22-3104 Inkzall Point Marker, Fine, Black, 4-Pack
  • Milwaukee Ink all Fine Point Marker, Black, 4 Per Pack
  • 4 per pack Features Clog Resistant Marker Tip Writes through Dusty, Wet and Oily Surfaces Durable Marker Tip for Writing on Concrete, OSB and Rough Surfaces
  • Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete
  • Hard hat clip- attaches for easy access
  • Quick dry time with reduced smearing and marking
Situation Initial-inspection timing
New bridge Within three months after opening to traffic.
New bridge opened in phases Within three months after each opened portion is placed in service.
Existing bridge being replaced while still partly open The existing bridge remains subject to NBIS inspection while it, or any portion of it, remains in service.
Bridge fully closed during qualifying rehabilitation Within three months after any portion reopens.
Ordinary maintenance, repair, or preservation The cited rehabilitation-triggered initial-inspection rule does not apply solely because this work occurred.

The three-month period is a regulatory timing requirement, not a statement about how long construction usually takes or how often every bridge is inspected afterward. The owner continues inspections according to the applicable NBIS schedule and the bridge’s condition.

How owners manage risk between inspections

Inspection findings may require action before the next regularly scheduled inspection. Depending on the risk, the owner can impose a load or traffic restriction, schedule a prompt repair, arrange monitoring, order an in-depth inspection, or take another measure supported by engineering judgment. A bridge can remain open with restrictions while work is designed, or it can be closed when the responsible authority determines that continued use is not acceptable.

Public notices, lane closures, detours, and reopening decisions come from the bridge owner and transportation authorities. They should be read together with the current inspection findings and traffic advisories for that specific bridge, because federal standards do not provide a single public-notice script for every project.

Questions the inspection record cannot answer by itself

  • How much will the project cost? The cited FHWA material does not establish a national repair or replacement price. Costs depend on design, quantities, access, traffic control, labor, materials, utilities, environmental conditions, and procurement.
  • How long will construction take? No standard duration applies. A bridge’s size, phasing, approvals, weather, site constraints, and contractor means and methods control the schedule.
  • What equipment must inspectors use? There is no single required equipment list for every inspection. Access and examination methods depend on the bridge and inspection type.
  • Does a poor condition rating mean immediate replacement? No. The rating identifies a component condition; engineers and the owner determine the appropriate response.
  • Does a new deck solve every safety problem? No. Deck work does not remove the need to address other structural-integrity or safety deficiencies.

What to request for a specific bridge

For a local project, the most useful information comes from the bridge owner rather than a generic national summary. Request the current inspection report, photographs and condition findings, any load-rating or scour documents that apply, repair or rehabilitation plans, traffic notices, and the project’s construction and reopening records. Those documents show which component prompted the work, what remedy was selected, what restrictions remain, and when the next required inspection is due.
