What was the dispute about?
In 2022, neighbours raised concerns with the City of Nedlands about fill and an elevated verge beside 52 Jutland Parade. They alleged the fill had been placed without authorisation and raised concerns about a possible trip hazard and runoff. Councillor Andrew Mangano also described the fill as “unauthorised” in reporting by PerthNow. These were allegations and characterisations reported at the time, not a formal finding established by the records available here.
The phrase “nears end” appeared in a December 2022 PerthNow report about proposed house plans released for public comment. It described a possibility, not a confirmed settlement.
What happened in the council debate?
On 26 May 2022, PerthNow reported that Mangano moved for the verge to be reduced to its 2018 levels and made comparable with neighbouring verges. On 29 September, a further motion to have the City remove fill was defeated by 3 votes to 8, according to the same reporting.

City staff estimated removal would cost between $6,000 and $11,000, excluding traffic-management costs. PerthNow reported that staff warned the work might also make the front fence unsafe and restrict vehicle access. The estimate was not a final bill or evidence that removal took place. The December report said City staff described removal as “doing the owners ‘a favour’”; it did not name the staff speaker.
Did the 2023 house approval resolve the verge issue?
No such resolution is established by the approval record. The City of Nedlands council minutes show that on 26 April 2023, the council approved, subject to conditions, a development application for a single house at 52 Jutland Parade. The minutes confirm a planning decision for the house; they do not establish that the verge was altered, that its status was formally ruled on, or that the neighbours’ dispute ended. What do the later records say?
A City of Nedlands public consultation page lists a 2026 proposal for additions and alterations, described as a pet enclosure, to the single house at the address. Comments closed on 27 April 2026. The page does not state the proposal’s determination or describe the verge’s physical condition.

The records cited above do not establish whether the fill was removed or modified, whether the City formally accepted or challenged its status, or whether the neighbour dispute concluded. They also do not provide a survey measurement, injury count, or independently quantified safety assessment. The council vote and subsequent planning applications are documented; the eventual condition and formal status of the verge are not.
