Approval did not mean construction had begun: in June 2025, The Urban Developer reported no progress since approval and said the site was listed for sale. The available later planning material describes a proposed timeline in an extension request, but does not establish that a sale completed or that work started.
What was approved?
The Metro Inner Development Assessment Panel approved the proposed C6 development in September 2023, according to The Skyscraper Center / CTBUH and later reporting by The Urban Developer. The proposal is for a residential tower at 4–8 Charles Street, South Perth, associated with Grange Development and designed as a hybrid timber high-rise.
The City of South Perth explains that “A development approval is a legal document that gives permission for a use or development on a particular piece of land.” It is a planning permission, not a building permit or confirmation that a project has been built. The City describes the two as separate stages in its application process.
The approval was contested. The 2023 approval coverage reported that the City had recommended against the proposal on design-excellence grounds. That context helps explain why approval was a significant planning milestone, but it does not change what the milestone establishes: permission for the proposed development, not construction progress.

What does the C6 proposal include?
JLL’s marketing page for the property describes the proposed scheme with the following figures. They are promoted specifications for the proposal, not independently verified measurements of a completed building.

JLL’s listing is titled 4-8 Charles Street, South Perth – Properties for Sale. Its figures describe the marketed development scheme, not delivered apartments or finished floor area.

What does “world’s tallest hybrid timber tower” mean?
The phrase describes what C6 could become if it were built as proposed; it is not a record the project has already achieved. The Skyscraper Center / CTBUH’s 2 October 2023 coverage framed the approval as plans for the world’s tallest hybrid timber tower. JLL likewise markets the proposal in those terms. Neither claim makes C6 a completed tower or a current record-holder.
“Hybrid timber” refers to the proposed construction concept: timber would form part of a high-rise structure that combines materials rather than relying on timber alone. The available project descriptions support calling C6 a proposed hybrid timber tower; they do not establish that its structural system has been constructed.

What happened after approval?
In June 2025, The Urban Developer reported that C6 had not advanced since its September 2023 approval and that the 2,379-square-metre site was listed for sale. A later Western Australian Planning Commission Development Assessment Panel agenda, No. 112, Part C, also describes receivers listing the property and includes a proposed schedule as part of a time-extension request.
A schedule put forward in an extension request is not proof that its milestones occurred. The available material does not establish that the property sale completed, that a new developer took over, that a building permit was issued, or that construction began. As of 8 October 2026, the later status of the project remains unresolved in the sources cited here.

How to read C6’s status
- Approved: The planning panel approved the proposal in 2023.
- Listed for sale: The Urban Developer reported a sale listing in June 2025; the later DAP agenda describes receivers listing the property.
- Under construction or completed: Neither is established by those reports or the proposed timeline in the extension request.
The distinction matters for any construction project: planning approval, a sale listing, a building permit, mobilisation and completed construction are different milestones. The evidence cited for C6 confirms the first two, not the later stages.
