A Green Belt planning approval allows a specific development described in the decision notice and approved plans, subject to its conditions. It does not mean every development on Green Belt land is acceptable, nor does a Green Belt or grey belt label alone settle what can be built. For a nearby homeowner, the practical effects depend on the approved scheme, its site and the conditions attached. This guide covers England; Scotland, Wales and Northern Ireland have different planning frameworks.
What does a Green Belt planning approval actually authorize?
Planning permission is for the development described in the authority’s decision and shown in the approved documents—not a general right to build whatever a landowner chooses. To understand what has been approved, look up the application record on the relevant local planning authority’s website and read the decision notice alongside the approved plans and conditions. Conditions may restrict how or when parts of a development proceed, or require details to be approved later.
The national policy framework is not a decision on any one site. Without the application number and project documents, it is not possible to say exactly what a particular approval permits or how it affects a neighbouring property.
Can development be approved in the Green Belt?
Yes. In England, the National Planning Policy Framework (NPPF) says Green Belt land is intended to remain permanently open and that inappropriate development is harmful. Such development should not be approved except in very special circumstances; substantial weight must be given to Green Belt harm, including harm to openness, and that harm together with any other harm must be clearly outweighed by other considerations. The NPPF also identifies categories of development that are not considered inappropriate when their detailed policy conditions are met. These include specified agricultural, horticultural, forestry and nature-related development; limited village infilling; certain affordable housing; qualifying redevelopment of previously developed land; certain infrastructure and recreation-related proposals; qualifying grey belt schemes; and some development near well-connected stations. Meeting a category’s tests makes a proposal eligible for consideration under that policy; it does not guarantee planning permission.
Does grey belt status mean the site will be built on?
No. Grey belt is not an automatic allocation, release from the Green Belt or planning approval. Government guidance says it is one consideration in the authority’s assessment alongside the NPPF and other relevant policies. The [Green Belt planning guidance](https://www.gov.uk/guidance/green-belt) states that identifying grey belt does not automatically mean land should be allocated, released or approved for development.

Under the NPPF, qualifying grey belt development must meet several tests, including that it would not fundamentally undermine the purposes of the remaining Green Belt across the plan area, that there is evidenced unmet need, and that the site is sustainably located. For this policy, the NPPF defines unmet housing need by reference to a lack of a five-year supply of deliverable housing sites, including the relevant buffer where applicable, or a Housing Delivery Test result below 75% of the housing requirement over the previous three years. That 75% figure is a policy threshold for this test, not a general rate of Green Belt approval.
Qualifying major housing proposals must also meet the Golden Rules. Whether those rules apply depends on the scheme and relevant exclusions or transition provisions, so check the decision and applicable policy rather than assuming every proposal on or near Green Belt land is covered.

What might an approved development mean for your home?
There is no reliable general answer about noise, overlooking, traffic, construction disturbance, views or property value based on Green Belt status alone. Effects depend on the design, location, activity and evidence for the particular proposal. When considering openness, national guidance recognizes both spatial and visual aspects; volume, duration, reversibility and activity such as traffic may also be relevant. These are factors for a site-specific planning judgment, not a checklist that predicts the outcome for a neighbour. For qualifying major housing on Green Belt land, or land released through plan-making or review, the Golden Rules address affordable housing, necessary infrastructure improvements and new or improved publicly accessible green space. The NPPF says new residents should be able to reach good-quality green space within a short walk. Exclusions and transition arrangements apply, including for certain plan releases adopted before 12 December 2024, permissions granted before that date, and Traveller sites. Check the actual decision and policy context before concluding that a particular scheme must provide these contributions.

How to check a nearby planning decision
- Find the application record. Search the local planning authority’s planning register by address, map or application number. Check whether the authority granted permission, refused it, or whether a later appeal decision changed the outcome.
- Read the decision notice. Confirm the description of development, the decision date and all conditions. A permission can require later approval of details before specified work starts or proceeds.
- Open the approved plans and documents. Compare the plans with the proposal you have heard about. The title of an application or a general description does not establish every approved detail.
- Check the policy context. Read the relevant local plan policies and the NPPF category or tests relied on in the decision. If grey belt is cited, check the authority’s assessment and how it addressed the required tests.
- Look for later decisions and outstanding steps. Check for approved details, reserved matters where applicable, amendments, discharge of conditions and appeal decisions. Permission is not a substitute for other consents or procedural requirements that may apply.
For a meaningful comparison between proposals, use the same evidence for each: permission route and approved plans; applicable policies; Green Belt or grey belt assessment and effects on openness; location, access and infrastructure evidence; any applicable Golden Rules contributions; and conditions or mitigation in the decision.
Does every nearby proposal require a planning application or neighbour consultation?
No. Some development may proceed under national permitted development rights without a planning application, subject to conditions and limitations; specified types may require prior approval on particular matters. A defined neighbour consultation scheme applies to some larger single-storey rear extensions: adjoining neighbours are consulted about amenity, and the authority decides whether the impact is acceptable if objections are received. This is not a universal consultation requirement for every nearby development. If a planning application is open for comment, read the authority’s instructions and deadline. Relevant, evidence-based comments can inform the decision, but an objection by itself does not determine the result; the authority assesses the proposal against the applicable policies and material planning considerations.
