A school construction budget is more than the price of the building shell. A reliable starting point has three parts: site acquisition, soft or consultant costs, and hard construction costs. The project-specific estimate then adds investigations, utility work, technology, furniture, temporary arrangements, risk allowances and the future cost of operating the facility.
There is no universal cost per school or standard percentage that applies across jurisdictions. Land ownership, site conditions, educational scope, local approvals, procurement method and funding rules can change the total substantially. Use the framework below to build a complete work breakdown, then have the figures tested against local surveys, current tenders and a qualified cost professional.

What goes into a school construction budget?
Official guidance from different jurisdictions uses slightly different labels, but the underlying structure is consistent. California’s Office of Public School Construction (OPSC), for example, begins with three broad layers. Ohio’s 2025 school cost information and guidance from Victoria and England expand those layers with project-specific items that a building-only estimate can miss.
| Budget layer | Typical contents | Questions to resolve |
|---|---|---|
| Site acquisition | Land purchase, real-estate fees, due diligence, entitlements, planning approvals and environmental or CEQA mitigation where applicable | Does the district already own the land? Are acquisition, planning and mitigation eligible under the funding program? |
| Soft or consultant costs | Feasibility studies, surveys, geotechnical and environmental work, architecture and engineering, specialist consultants, cost planning, project management, legal and financing fees, permits, testing, inspection and construction management | Which design, approval and management services are required, and at what project stage? |
| Hard construction costs | Demolition, site improvements, earthwork, utilities, roads, drainage, landscaping, building construction, fixed equipment, furniture, technology infrastructure and construction contingencies | What physical work is in scope, and which items are funded separately from the building contract? |
The boundaries are not identical everywhere. Some programs include furnishings and technology within a basic project cost; others list them separately. Some allow particular off-site utility or exterior works; others do not. The estimate must therefore show both the amount and the funding eligibility of every line item.

Which costs are often overlooked?
Land, transactions and approvals
A district that owns a suitable site may have no land purchase in its capital budget, while another project may face a substantial acquisition bill. Even when the land price is known, the transaction can involve appraisal, surveys, title work, legal review, broker or real-estate fees, due diligence, planning and entitlement costs. Environmental mitigation and conditions attached to an approval can also add time and money.
Do not assume that a grant or state allocation pays for land. Ohio’s 2025 cost information specifically notes that its site-cost allowance does not include land purchase. Confirm the rule for the actual funding source before treating an acquisition cost as eligible.

Feasibility work is a budget item, not an administrative extra. A realistic estimate may require a boundary and topographic survey, utility locating, soil borings, geotechnical interpretation, environmental reports, hazardous-material assessments, traffic or access studies and a condition survey of an existing building. These investigations can reveal rock, groundwater, contamination, expansive soils, flood constraints, buried services or structural limits that alter the design.
Ohio identifies soil borings, environmental reports and land surveys as project costs. Paying for them early is usually less expensive than discovering a site constraint after the design is priced or construction has started.
Site development and enabling works
A building estimate can look complete while omitting the work needed to make the site usable. Add demolition and removal, clearing, grading, retaining structures, erosion control, stormwater drainage, paving, parking, access roads, service yards, pedestrian routes, playfields, landscaping, fencing and external lighting where they are part of the scope.
Utility costs depend on the distance to existing services, spare capacity, connection requirements and local charges. Allow for water, sewer, stormwater, electricity, gas, communications and fire-service connections, as well as utility tap or development fees. Ohio notes that earthwork, topography, adjacent utilities and connection fees can materially affect site costs. Whether an off-site extension is eligible is a separate funding question.
Professional, legal and management services
Design fees are only one part of the professional-services allowance. A school project may need architects, civil, structural and building-services engineers; code, accessibility, fire, acoustic, sustainability and security specialists; educational planners; surveyors; cost consultants; commissioning agents; legal advisers; finance advisers; permitting specialists; and independent testing and inspection.
Project management, communications and construction management should be visible as separate lines. Combining them with design makes it harder to see what is still required when the scope changes. England’s Department for Education identifies cost consultants among the roles that can support a project and advises using suitably qualified professional help.

School-specific systems and fit-out
Classrooms and corridors are not the whole building. Price the systems that make a school safe, usable and instructionally effective:
- Heating, ventilation and air-conditioning, including controls and balancing.
- Plumbing, hot water, sanitary fixtures and laboratory services where required.
- Electrical distribution, lighting, emergency power and fire detection and suppression.
- Elevators or platform lifts where accessibility or the building arrangement requires them.
- Structured technology cabling, wireless-network infrastructure, communications rooms, security and access-control systems.
- Classroom and instructional casework, specialist teaching spaces, libraries and administration fit-out.
- Kitchen equipment, dining facilities, gymnasium and physical-education equipment.
- Loose furniture, fixtures and equipment that are not included in the construction contract.
Ohio’s cost information calls out technology infrastructure and wiring, loose furnishings, commissioning and other fit-out items. Decide early whether each item is part of the construction contract, a separate procurement or an owner-furnished allowance.

Renovation, additions and staged replacement projects carry costs that a vacant-site estimate does not. Phasing and staging may require temporary classrooms, decanting, temporary utilities, protected routes, additional fencing, dust and noise controls, after-hours work, security measures and repeated mobilisations. Victoria’s school capital-works policy expressly includes decanting when required and includes asbestos removal among building-related costs.
England’s estate guidance stresses planning delivery to minimise the effect on school operations. The schedule should therefore be costed alongside the design: a shorter shutdown, a night-work strategy or a temporary relocation can each change labour, preliminaries and programme risk.
Risk, escalation and contingencies
A contingency is not a generic percentage added at the end. Separate the risks it covers and identify who controls each reserve. An owner contingency can cover scope development, unknown site conditions or client decisions. A contractor’s contingency or risk allowance covers matters priced within the contract. Contractor general conditions, overhead and profit are additional cost components and should not be hidden inside an unexplained contingency.
Carry escalation from the estimate date to tender and, if necessary, through construction. A project that takes two years to design and procure is exposed to different price movement than one tendered immediately. Latent conditions, asbestos, utility conflicts, market capacity and approval delays should have named allowances or documented risk responses.

Published percentages are useful for questioning an estimate, not for replacing one. They are geographically bounded examples with different definitions and dates.
| Source and geography | Approximate allocation or allowance | How to interpret it |
|---|---|---|
| Victoria Department of Education school projects | 65–70% construction; 18% architects and specialist external consultants; 5% project management and communications; 5–10% contingency; 2% furniture, equipment and ICT | Approximate Victoria-specific shares from an undated policy page accessed in 2026. Contingency depends on site risks and the categories are not a universal model. |
| Victorian School Building Authority | 5–10% project contingency | Varies with site risk; possible uses include asbestos removal, latent site conditions and project overruns. |
| Puyallup School District, Washington | Approximately 25% site preparation and utilities; 30% major systems; 4% fixed equipment and furnishings; 8% contingencies and contractor costs | A local illustrative example. Its component percentages must be read in that article’s context and should not be combined into a national standard. |
OPSC’s historical construction guideline also illustrates why old averages need care: its summarized examples covered more than 100 California schools that bid in 1996 and 1997, and site-acquisition figures varied enough that a pooled value was not meaningful. Historical allowances reflect the programmes and years represented, not a current bid price.

How much does a school cost?
The responsible answer is: it depends on the defined scope, location, date and delivery conditions. No broadly applicable current cost-per-school or cost-per-square-foot figure is established by the guidance described here. A new secondary school on a serviced, district-owned site is not comparable with a constrained urban addition, a contaminated redevelopment or a renovation completed while pupils remain in the building.
To produce a usable number, define enrolment capacity and the required teaching, administration, welfare, dining, sports, storage and outdoor spaces. Then establish the site, construction quality, energy and sustainability targets, schedule, procurement route and fit-out standard. Price the scope with a current local cost basis and update it at each design milestone. A single headline figure without those qualifiers can create a false sense of certainty.

How to compare a new build, renovation, addition, modular project or staged delivery
Use the same decision criteria for every option so that a low initial price does not conceal higher risk or operating cost.
- Define educational capacity. Check enrolment forecasts, grade configuration, specialist rooms, accessibility, circulation, storage, dining, sport and outdoor requirements.
- Test the site. Confirm ownership, planning status, utilities, access, ground conditions, environmental constraints, demolition and neighbouring impacts.
- Build the capital-cost model. Include land, investigations, professional fees, enabling works, construction, fit-out, temporary arrangements, escalation and contingencies.
- Map the delivery route. Compare design-bid-build, design-and-build, modular procurement or staged construction for schedule, risk allocation, fees, competition and change control.
- Measure operational disruption. Cost decanting, temporary accommodation, protected circulation, holiday work and lost capacity where the existing school remains open.
- Evaluate performance. Compare safety, durability, energy use, indoor environmental quality, sustainability, appearance and maintainability—not only the tender total.
- Check funding eligibility. Identify costs that the programme excludes and the source of any required local or other funding.
- Review whole-life cost. Include maintenance, repairs, replacement cycles, energy, cleaning, facilities management, training and system-management needs.
England’s Department for Education says option appraisal should consider cost, timescale, impact on current services, funding sources, risks, whole-life issues, quality, appearance and sustainability. It also advises investigating feasibility and site conditions before setting a realistic budget.
Capital budget versus whole-life cost
The capital budget pays for delivery; the whole-life appraisal asks what the chosen facility will cost to own and operate. Include planned maintenance, reactive repairs, component replacement, energy, water, cleaning, facilities management, software or controls support and staff training. A lower construction price can be poor value if it creates high energy use, difficult access for maintenance or early replacement of equipment.
The UK Department for Education notes that some studies estimate 30-year operational costs at five to ten times initial capital cost. The page does not identify a specific underlying study, so treat that ratio as a cautious illustration rather than a forecast for an individual school. The practical lesson is to compare options over the service life, not only at tender.
A practical budgeting workflow
1. Establish the brief and cost boundaries
Record capacity, rooms, site area, refurbishment limits, performance targets, opening date and the definition of “project cost.” Mark each item as included in the main contract, owner-furnished, separately procured or outside the funding allocation.
2. Commission early surveys and feasibility
Complete surveys, soil and environmental investigations, utility checks, condition assessments and planning reviews before locking the budget. Document assumptions where a survey cannot yet be completed and assign a risk allowance rather than silently omitting the item.

3. Create a work breakdown structure
Organise the estimate into acquisition, professional services, site and enabling works, building trade packages, technology, furniture and equipment, temporary arrangements, commissioning, escalation and contingencies. Give each package an owner, quantity or basis, unit rate, date and eligibility status.
4. Price at design gateways
Re-estimate when the brief is approved, the concept is developed, design is coordinated and tender documents are complete. Reconcile scope changes, market movement, survey findings and approvals at each gateway. Do not let a contingency conceal unresolved design decisions.
5. Validate against local conditions
Use recent local tenders, current labour and material conditions, local authority fees and utility quotations where available. Have an independent cost consultant or quantity surveyor challenge quantities, exclusions, escalation and risk ownership.
6. Keep a live risk and change register
Track probability, potential cost, timing, mitigation and the reserve that responds to each risk. Report committed cost, forecast final cost and remaining contingency separately so decision-makers can see whether the project is genuinely within budget.
7. Plan handover and operation
Allow for commissioning, testing, training, manuals, asset data, seasonal tuning, defects management and initial consumables. These steps determine whether the school can operate the systems safely on opening day.
Common budgeting failures and how to correct them
- Using a national average. Replace it with a local, dated cost basis tied to a defined scope.
- Pricing only the building. Add land, surveys, approvals, site works, utilities, fit-out, temporary arrangements and professional services.
- Assuming land is free. Confirm ownership, acquisition, due diligence and entitlement costs separately.
- Hiding risk in one percentage. Name the risks, separate owner and contractor allowances, and carry escalation explicitly.
- Ignoring eligibility rules. Map every line to the relevant funding programme and identify unfunded items before procurement.
- Leaving technology and furniture until the end. Set performance requirements and procurement responsibilities during design.
- Underestimating an occupied site. Cost phasing, decanting, temporary facilities, protection and restricted working hours.
- Stopping at practical completion. Include commissioning, training and the whole-life operating consequences of each option.
What is included in “project cost”?
The phrase has to be defined locally. Victoria’s Department of Education states: “The project budget represents the total for all costs associated with the school’s building project, including professional fees, all building-related costs (including asbestos removal and decanting if required) and a project contingency.” That is a Victoria-specific policy description, but it demonstrates the breadth a complete budget may require.
In England, the Department for Education advises: “You should only seek approval to start more detailed project planning, design work and costing after completing some preliminary activities.” In practical terms, a credible approval request follows feasibility, site investigation and an initial option appraisal rather than relying on a concept drawing and a building-only allowance.
Bottom line for school owners and boards
Start with site acquisition, soft costs and hard costs, then expand the estimate until it reflects the actual school, site and delivery plan. The most frequently missed items are investigations, utility and enabling work, technology, furniture, occupied-site arrangements, escalation, clearly assigned contingencies and the costs of operating the finished facility. Treat published percentages as local examples, not promises. A defensible budget is a dated, scope-based work breakdown supported by surveys, current local pricing, funding-eligibility checks and qualified professional review.
