What Fuel Switching Means for Cement Kiln Emissions and Pollution Controls

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fuel switching can change a cement kiln’s emissions, but it is not a guaranteed pollution reduction. Replacing or supplementing coal with gas, oil, coke or waste-derived fuel changes the fuel’s nitrogen, sulfur, moisture and heating value, while also changing flame temperature, oxygen conditions and combustion behavior. The result may be lower emissions of one pollutant and higher emissions of another. Limestone calcination continues to produce a major share of kiln carbon dioxide regardless of the fuel.

The practical question is therefore not “Which fuel is cleanest?” It is “For this kiln, fuel mix and operating window, what happens to each pollutant, and which control system is designed for it?”

What fuel switching changes in a cement kiln

Portland cement kilns can burn coal, oil, gas, petroleum coke and various waste-derived fuels. The U.S. Environmental Protection Agency describes the equipment plainly: “The kiln is a large furnace that is fueled by coal, oil, gas, coke and/or various waste materials.” Fuel is only one input, however. Emissions also come from heating and chemically transforming the raw feed, especially limestone.

A switch can be complete (one fuel replaces another), partial (a percentage of heat input is substituted), or a change in the blend of several fuels. The point at which fuel enters the kiln matters as well. Main-burner firing, precalciner firing and other feed points create different residence times, temperatures and oxygen conditions.

For a meaningful comparison, define the baseline and the new case precisely:

  • Fuel type, source, composition, moisture and heating value.
  • Fuel-bound nitrogen and sulfur concentrations.
  • Substitution percentage, heat-input basis and feeding location.
  • Kiln type, production rate, feed chemistry and operating conditions.
  • Measured emissions, monitoring method, period and production denominator.

Changing fuel changes combustion conditions; it does not replace a pollution-control strategy. A kiln can show a favorable result for NOx while particulate matter, carbon monoxide, sulfur oxides or trace pollutants remain unchanged or increase.

Why the direction of change is not universal

Two mechanisms can pull emissions in opposite directions. Fuel composition introduces or removes constituents such as nitrogen and sulfur. At the same time, the new fuel can alter flame temperature, mixing, oxygen availability, ignition and burnout. Raw-material chemistry and kiln operation can dominate the outcome in some cases.

EPA’s technical material discusses fuel type, flame temperature and fuel-bound nitrogen as factors in NOx formation. It also warns against treating one kiln’s fuel-change result as a general prediction for another kiln. Waste-derived fuel is not inherently a lower-emission option: its residual fuel and feed constituents can appear in stack emissions, and its moisture and heating value can change combustion stability.

A historical NOx example—not a forecast

An EPA report from 1994 described average NOx emissions falling from 20.4 to 6.2 pounds per ton of clinker in one experimental study of dry-process kilns when the fuel changed from gas to coal. Those numbers are a historical, study-specific illustration. They are not a present-day expected reduction, and they should not be transferred to a different kiln, fuel pair or operating regime without comparable measurements.

How each major pollutant responds

Pollutant What fuel switching can affect What it cannot establish by itself Typical control focus
NOx Fuel-bound nitrogen, flame temperature, oxygen and mixing can change thermal and fuel-related NOx formation. A lower-NOx result for one kiln or fuel pair does not predict another kiln’s result. Combustion optimization and, where needed, selective non-catalytic reduction (SNCR).
SO2/SOx Sulfur in fuel and raw materials can contribute. The alkaline kiln material may capture part of the sulfur. Changing fuel alone does not show that total sulfur emissions will fall if the raw feed supplies sulfur. Absorbent addition, wet scrubbing or other site-specific sulfur controls.
Particulate matter Fuel ash, raw-material dust, material handling and combustion changes can affect the particulate profile. A fuel substitution is not a substitute for particulate control or compliance testing. Plant-specific particulate collection and operating controls under the applicable rule.
CO Ignition, mixing, oxygen and burnout can raise or lower carbon monoxide and other incomplete-combustion products. A reduction in CO, or in any single pollutant, does not prove that all emissions declined. Stable combustion, monitoring and corrective operating adjustments.
CO2 The combustion portion changes with fuel carbon content, heat demand and efficiency. Fuel switching does not eliminate CO2 released when limestone calcines. Fuel efficiency, clinker substitution and process or carbon-capture measures address different sources.
Air toxics and trace constituents Metals, mercury, organic hazardous pollutants, acid gases and dioxins/furans can enter with fuel or feed and can be affected by temperature and residence time. “Alternative” or waste-derived fuel does not establish a lower toxic-emissions profile without testing. Controls and monitoring required by the plant’s hazardous-air-pollutant requirements.

NOx: why fuel nitrogen and flame temperature both matter

NOx in a cement kiln is produced through more than one pathway. Nitrogen bound in the fuel can be converted during combustion, while high-temperature reactions involving air can also form thermal NOx. A fuel with less nitrogen may still produce substantial NOx if it creates a hotter or differently mixed flame. Conversely, a higher-nitrogen fuel can perform better in a particular kiln if flame temperature and staging change favorably.

SNCR is a pollutant-specific response discussed in European Union Best Available Techniques (BAT) conclusions. It injects a reagent into a temperature window where NOx can be reduced. Injection temperature, mixing and residence time must be controlled: poor conditions can leave ammonia slip, while unsuitable temperatures reduce NOx removal. Fuel switching may change the location and size of that effective window, so an existing SNCR setup may need new operating settings and verification.

SO2: sulfur comes from the fuel and the feed

Fuel sulfur is only part of the sulfur balance. Raw materials can contain sulfur compounds that release SO2 during processing. The kiln’s alkaline material can absorb some SO2, which is why a high-sulfur fuel does not automatically translate into a proportional stack increase; neither does a low-sulfur fuel guarantee low SO2 if the feed is sulfur-bearing.

EU BAT material identifies absorbent addition and wet scrubbing as approaches where sulfur control is needed. The right choice depends on kiln chemistry, gas conditions, wastewater implications and the applicable permit. Measure SO2 across the actual fuel blend and feed, rather than inferring it from fuel certificates alone.

Particulate matter, CO and hazardous constituents

Particulate matter

Particulate matter is regulated under the U.S. Portland Cement New Source Performance Standards (NSPS) and remains part of the kiln emissions profile. Dust can originate from the raw feed, clinker and fuel ash as well as combustion. A change in ash content, fuel handling or gas flow can alter loading or particle characteristics. Existing particulate controls must therefore be evaluated against measured outlet concentrations and the requirements that apply to the plant; fuel switching is not a particulate-control device.

Carbon monoxide and incomplete combustion

CO is a useful indicator of combustion performance, but it is not a complete scorecard. A new fuel may ignite more slowly, carry more moisture or require different air distribution. Those changes can increase CO or other incomplete-combustion products even if NOx falls. Track CO with oxygen, temperature and operating data so a change can be tied to combustion conditions rather than viewed in isolation.

Air toxics and trace constituents

EPA identifies the kiln as the main source of air toxics at a Portland cement plant. The regulated profile can include particulate matter, organic hazardous air pollutants, metals, mercury, acid gases and dioxin/furan compounds. Fuels and raw materials can carry trace constituents, and kiln temperature, residence time and gas cooling influence how they leave the system. Characterizing a waste-derived fuel by its heating value alone is inadequate; its contaminant profile and feed consistency matter.

CO2: separate combustion from calcination

Fuel switching affects only the combustion component of kiln CO2. EPA greenhouse-gas reporting guidance distinguishes “carbon dioxide (CO2) process emissions from calcination in each kiln” from CO2 due to kiln fuel combustion. Calcination occurs when limestone and other carbonate minerals are heated and chemically release CO2. A lower-carbon fuel can reduce combustion emissions while leaving that process source essentially in place.

Two historical EPA figures illustrate why denominators and source definitions matter:

  • The 1995 AP-42 background text gives a general historical range of 0.85 to 1.35 megagrams of total CO2 per megagram of clinker from the pyroprocess. It is context, not an estimate for an individual modern plant.
  • The same document gives about 500 kilograms of CO2 per megagram of portland cement from calcination. The denominator is cement, not clinker, so this value must not be combined with the clinker-based range as if the units matched.

When comparing fuels, report whether CO2 covers combustion alone or combustion plus calcination, and whether the production basis is clinker or cement. Otherwise a numerically precise comparison can still be misleading.

How to evaluate a proposed fuel switch

  1. Define the baseline. Record the current fuel blend, heat input, kiln configuration, production rate, feed chemistry and normal operating range.
  2. Characterize the replacement fuel. Obtain representative data for heating value, moisture, ash, nitrogen, sulfur, metals, mercury, organic constituents and variability. A single delivery sample may not represent the fuel over time.
  3. Identify the combustion changes. Determine how the switch changes flame temperature, oxygen, mixing, ignition, residence time, burner settings and fuel-feed location.
  4. Map each pollutant to a mechanism. Consider fuel and feed sources for NOx, SO2, particulate matter, CO, CO2 and hazardous constituents separately.
  5. Check control-system compatibility. Review SNCR temperature windows and ammonia slip, sulfur-control capacity, particulate-collection performance and monitoring ranges.
  6. Run a controlled trial. Change the substitution share in stages where feasible, holding production and other operating variables steady enough to interpret the result.
  7. Measure on a common basis. Compare concentration and mass emissions, corrected oxygen basis where required, and emissions per ton of clinker or cement. Record the monitoring period and production conditions.
  8. Set operating limits and response actions. Define acceptable ranges for NOx, SO2, particulate matter, CO and relevant hazardous pollutants, plus the fuel-quality trigger that requires reducing or stopping the substitution.
  9. Verify regulatory applicability. Confirm the current permit, monitoring, recordkeeping and reporting obligations before making the change permanent.

What a credible fuel comparison should contain

A useful comparison table or test report should show the following for both the original and proposed strategy:

  • Whether CO2 is combustion-only, calcination-only or total kiln emissions.
  • Monitoring method, averaging period, operating conditions and uncertainty.
  • Changes in SNCR reagent use, sulfur-control operation and particulate-control performance.

Without these details, a statement such as “the new fuel cuts emissions” is too broad to guide a permit decision or equipment investment.

Regulatory scope: identify the jurisdiction before relying on a requirement

In the United States, Portland cement NSPS provisions address pollutants including particulate matter, NOx and SO2. NESHAP requirements address hazardous air pollutants, with the kiln identified as the principal source at a Portland cement plant. EPA’s NESHAP materials also indicate reconsideration activity, so the current rule text, effective dates and permit conditions must be checked before describing a specific obligation.

European Union BAT conclusions discuss techniques such as SNCR for NOx and absorbent addition or wet scrubbing for SOx. The BAT conclusions cited here date from 2013; their applicability and any later legal updates must be verified for the installation and jurisdiction. U.S. standards and EU BAT conclusions are not interchangeable: they differ in legal status, scope and implementation.

Common mistakes and how to avoid them

  • Assuming a “cleaner” fuel lowers every pollutant. Evaluate each pollutant separately.
  • Using fuel sulfur as a complete SO2 forecast. Include sulfur in the raw feed and the kiln’s absorption behavior.
  • Transferring the historical gas-to-coal NOx example. Treat the 20.4-to-6.2 lb/ton-clinker result as a study-specific illustration, not a modern guarantee.
  • Counting only combustion CO2. Keep fuel CO2 separate from calcination CO2 and label the production denominator.
  • Ignoring trace constituents in waste-derived fuels. Heating value does not describe metals, mercury, organics or other contaminants.
  • Calling fuel switching a control device. Continue to evaluate particulate, NOx, sulfur and hazardous-pollutant controls on their own requirements and performance.
  • Comparing unlike tests. Align fuel share, kiln output, averaging period, oxygen correction and measurement method before drawing a conclusion.
