What Facilities Should a Permanent Medical College Campus and Student Hostel Provide? (India UG/MBBS Baseline)

For an Indian undergraduate medical college, a permanent campus should be planned as one connected institution: the academic college, its teaching hospital and student/intern hostels. The National Medical Commission (NMC) Undergraduate Medical Education Regulations (UG-MSR) 2023 set minimum provisions for teaching space, lecture theatres, library capacity, skills training, administration, student services and hostel accommodation. An April 23, 2026 amendment now limits the distance between college and hospital plots to 10 km, or 15 km in North Eastern and Himalayan states.

The figures below are a regulatory starting point for an Indian MBBS/UG project. State building, fire, accessibility, environmental and hospital-licensing rules still apply. Intake, postgraduate courses, clinical workload, local bylaws and the final hospital service plan determine the detailed design. Treat this as a planning brief for the design team, not as a substitute for a current NMC and statutory compliance review.

What the NMC baseline covers

The UG-MSR treats the medical college, attached teaching hospital(s) and student/intern hostels as parts of one institution, with or without faculty and staff housing. The arrangement may be a unitary campus or a maximum of two campuses. The college must occupy a single plot. Under the April 2026 amendment, the hospital plot must be within 10 km of the college plot; the limit is 15 km in North Eastern and Himalayan states.

That distance rule does not by itself make a split site workable. The project must still provide dependable daily travel, emergency access, teaching timetables, utilities, security and operational coordination. A campus masterplan should show how students reach wards, laboratories, lecture theatres, hostels and dining areas without unsafe crossings or excessive transfer time.

Three categories to keep separate

  • Explicit UG-MSR provisions: items such as lecture-theatre capacity, library seating, computer nodes, hostel coverage, room area and basic furniture.
  • Sound planning provisions: facilities such as sheltered pedestrian routes, a transport plan, laundry or expanded recreation areas. These may be sensible but are not established as universal NMC minima in the evidence available here.
  • Project-specific requirements: hospital departments, equipment, utility capacities, waste systems, fire engineering, accessibility details and rooms required by state or local authorities.

Core campus components and a design brief

The following table translates the NMC component list into a construction brief without implying that every function requires a separate building.

Campus component What the baseline requires or describes Design decision still needed
Academic college Adequate built-up teaching and practical areas, lecture theatres, demonstration and teaching rooms, museums and department facilities. Room schedule, departmental adjacencies, expansion allowance and curriculum-specific equipment.
Teaching hospital Clinical teaching areas integrated with the attached hospital and its patient-care functions. Full current UG-MSR hospital schedule, bed and service plan, licensing, infection control and clinical workflow.
Central library Reading rooms, faculty reading room, librarian and staff rooms, storage, journals and an internet-connected computer room. Collection policy, digital access, study-hour operation, server/network design and future intake growth.
Administration Principal/Dean accommodation, College Council, academic and examination sections, accounts and other offices as required. Whether functions are grouped in one block, security zoning, records storage and public counters.
Teaching and non-teaching staff Rooms for teaching and non-teaching staff, plus a medical education unit and computer-network server room. Workstation numbers, meeting rooms, technical cooling, resilience and access control.
Student amenities Student facilities associated with the college and hostel, including required recreation and dining in the hostel brief. Common rooms, counselling, sports, prayer space, laundry and other services according to demand and local policy.

Academic block: rooms that support actual teaching

Lecture theatres

The UG-MSR calls for at least four lecture theatres, preferably air-conditioned and gallery type. Each theatre must seat 20% more than the annual student intake and provide at least 1.40 square metres per student. The seating figure is tied to annual intake, not to the number of students who happen to attend a particular session.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For example, with an annual intake of 150, each theatre’s stated capacity calculation is 180 seats (150 multiplied by 1.20), and the area calculation is 1.40 square metres for each planned seat. The architect should confirm how the schedule applies the area figure, circulation, demonstrator positions, accessible seating, audio-visual control and escape routes; those technical details must also satisfy local building and fire rules.

Practical, demonstration and department teaching space

Do not reduce the academic brief to lecture rooms. The guideline also describes practical student laboratories, demonstration/teaching rooms, museums and department-specific facilities. The correct room count and equipment list depend on the current UG-MSR schedule and curriculum. Departments should be planned around specimen movement, preparation and storage, hand-washing, supervision, ventilation, cleanable finishes and safe student circulation, with the final specifications checked by the relevant technical and statutory reviewers.

Skills laboratory

A skills laboratory is required for practice of the skills prescribed in the curriculum. It should be scheduled as a teaching facility, not treated as spare clinical space. Plan storage, preparation, instructor sightlines, debriefing and reset time around the curriculum’s skill stations. The NMC requirement establishes the laboratory’s purpose; it does not supply a universal room area or equipment list in the material used for this article.

Administration, staff and academic support

Provide an identifiable but appropriately secure administration zone for the Principal or Dean, College Council, academic and examination sections, accounts and other necessary offices. Include rooms for teaching and non-teaching staff, the medical education unit and the computer-network server room. A records strategy should distinguish public-facing counters from confidential student, examination and personnel files. Server and network spaces need controlled access and environmental protection designed by the project engineers rather than copied from a generic office standard.

Central library: capacity, collection and digital access

The central library is preferably air-conditioned, well lit and large enough for books and journals. The stated components are a librarian and staff rooms, reading rooms distributed across two areas, a faculty reading room, storage for older books and journals, and a computer room with internet-connected nodes.

Library item UG-MSR figure or description How to use it in planning
Reading rooms Seating for twice the annual undergraduate intake, distributed over two areas. For a 150-student annual intake, plan 300 reading seats, then verify circulation, accessible seating and operating hours.
Computer room Internet-connected nodes for at least 10% of annual intake. For 150 students, the stated minimum is 15 nodes; include power, network, supervision and replacement planning.
Books At least 30 books per annual student intake across subjects. For 150 students, this formula gives 4,500 books.
Textbooks At least two copies of each textbook for every 50 students for MBBS subjects. Apply the ratio to the approved subject list and the institution’s intake; the number of titles is not stated here.
Journals At least 1% of the minimum books prescribed, plus one print journal for each named major MBBS specialty. Confirm the prescribed list and specialty list in the current schedule before ordering.
Additional stated ratio For every 50 students, the guideline also says at least 15 journals and 1,500 books. Because the text contains more than one collection expression, reconcile the totals against the full current NMC schedule rather than silently choosing one.
Format mix Up to 60% of books may be hard copy, with the remaining 40% in electronic format. Document the approved e-book and database access, authentication, licence continuity and off-campus access.

These are minimum or stated target provisions, not evidence of an ideal library or of student satisfaction. The procurement schedule should record which requirement generated each quantity, the edition and intake used, and how electronic holdings are counted.

Teaching hospital interface

The hospital is part of the teaching institution, not merely a distant referral destination. Place clinical department offices, teaching rooms and student routes so that teaching can occur without disrupting patient care. The hospital plan must be developed with its statutory service areas, infection-control routes, emergency movement, public circulation and staff circulation in view.

The material establishing the campus relationship does not reproduce a complete list of every hospital department, room or item of equipment. Before freezing a hospital design, the team should check the full current UG-MSR schedule and all applicable state hospital-licensing requirements. This is where bed numbers, operating rooms, diagnostics, pharmacy, blood services, mortuary, CSSD, nursing support, waste handling and other clinical provisions are determined for the actual service plan; none should be presented as a universal number without that review.

Student and intern hostels: mandatory minimums

The hostel brief has several explicit tests. The institution should provide accommodation for at least 75% of all enrolled students and interns, plus accommodation for every girl student who requests it. Accommodation for all students who request or require it is described as desirable, while 100% provision is aspirational.

Hostel provision Stated baseline Planning check
Coverage At least 75% of enrolled students and interns; all girl students who request accommodation. Model enrolment by year, internship numbers, gender-specific demand and likely peak occupancy.
Room area At least 9 square metres per student. Show net usable sleeping/study area and verify how walls, circulation and shared facilities are treated in the approved measurement method.
Furniture Independent, separate furniture for each student: at least a chair, table, bed and full-size cupboard. Write the furniture schedule into the fit-out scope; the institution may supply it.
Occupancy Single or double occupancy rooms are described as desirable. Compare privacy, study space, supervision, capacity and operating cost before selecting a mix.
Shared facilities Dining, recreation and 24-hour security facilities are required. Size dining and recreation for peak use and define security coverage, access control and incident response.

Hostel facilities that need a deliberate decision

Laundry rooms, gyms, sports fields, prayer rooms, expanded common rooms, counselling areas, Wi-Fi in every room and air-conditioning may be valuable, especially where climate or student demand warrants them. They are not established as universal NMC hostel minima in the provisions used here. Label them as project choices, then test their cost, staffing, maintenance and local approval implications.

Single rooms improve privacy and individual study space but usually reduce the number of residents accommodated for a given floor area. Double rooms increase capacity and may simplify supervision, but require careful furniture placement, acoustic control and clear personal storage. The regulation describes both as desirable options without ranking them.

Safety, accessibility and essential operations

College and hospital buildings must comply with prevailing building codes and local bylaws or norms. Hospital fire-safety measures must include patient evacuation plans where required by local bylaws and regulations. Buildings must also meet requirements for access and facilities for people with disabilities.

  • Have the architect and fire consultant map evacuation routes for patients, students, staff and visitors, including people who cannot use stairs independently.
  • Coordinate accessible entrances, lifts, toilets, hostel rooms, lecture seating, library routes and clinical teaching spaces with the applicable accessibility rules.
  • Separate public, student, service and emergency circulation where the clinical plan requires it.
  • Document utility resilience, water, sanitation, waste, communications and security from the project’s statutory and operational brief.
  • Do not assume a generic fire rating, ramp slope, backup-power duration, water-storage volume or security staffing ratio; obtain those values from current local standards and the competent authorities.

Unitary campus or two-campus arrangement

The regulation permits either one unitary campus or a maximum of two campuses. A two-campus scheme may be useful where land is constrained, but it creates daily movement and coordination obligations. Compare options against the following criteria:

Decision axis Questions for the project team
Student and staff movement How many journeys occur each day, at what times, and by what safe, reliable transport?
Clinical teaching access Can students reach wards, teaching rooms and laboratories within scheduled teaching periods?
Emergency access Will ambulances, fire services and patient transfers remain unobstructed?
Operations Can timetabling, security, maintenance, records and supervision work across sites?
Infrastructure Will the split require duplicated libraries, utilities, security, dining or specialist teaching spaces?
Compliance Are both plots within the amended 10 km limit, or 15 km limit in North Eastern and Himalayan states, and is the college still on one plot?

Capacity planning example for an annual intake

Use the annual intake as the first spreadsheet variable, then add interns, other courses and staff where the applicable rules require them. For a purely illustrative annual UG intake of 150, the directly stated calculations are:

  • Lecture-theatre seating: 180 seats per theatre, using 20% above intake.
  • Lecture-theatre area: at least 1.40 square metres per planned student seat.
  • Library reading seats: 300, or twice the annual UG intake, distributed across two areas.
  • Library computer nodes: at least 15, or 10% of intake.
  • Books: 4,500 under the 30-books-per-annual-intake expression.
  • Hostel capacity: at least 75% of the enrolled students and interns, with all girl students who request accommodation; the actual bed count must use the institution’s full enrolment and internship figures, not only the 150-student example.

The library text also states 15 journals and 1,500 books for every 50 students. For 150 students that would read as 45 journals and 4,500 books, but the same guideline includes other collection expressions. Record the source rule used for each procurement line and have the current consolidated schedule resolved by the compliance team.

Pre-construction compliance checklist

  1. Confirm that the project is being assessed against the current consolidated NMC UG-MSR and the April 23, 2026 amendment.
  2. Freeze the annual intake, internship numbers, programs and any postgraduate scope before calculating seats, library holdings and hostel beds.
  3. Secure a single college plot and verify the college-to-hospital plot distance: 10 km maximum, or 15 km in North Eastern and Himalayan states.
  4. Prepare an area schedule covering academic, hospital, administration, library, hostel, dining, recreation, staff and service functions.
  5. Develop the hospital clinical service plan and check the full current UG-MSR hospital schedule and state licensing rules.
  6. Calculate lecture, library, computer, book and hostel minima, then add circulation, accessibility, fire egress, plant and expansion space required by the applicable codes.
  7. Test single- and double-occupancy hostel layouts, including the required furniture for every resident.
  8. Obtain coordinated reviews for building bylaws, fire and evacuation, disability access, environmental approvals, utilities, security and operations.
  9. Keep a compliance matrix showing each requirement, its drawing or specification reference, responsible reviewer and approval status.
  10. Recheck the schedule immediately before submission or construction because NMC amendments and local rules can change the design brief.

Bottom line for a permanent medical college project

A compliant Indian UG medical campus is more than a college building and dormitory. It is a coordinated academic, clinical and residential system: four intake-scaled lecture theatres; practical, demonstration and skills-training space; a quantified central library; administration and staff support; an integrated teaching hospital; and hostels meeting the 75% coverage, 9-square-metre, furniture, dining, recreation and 24-hour security provisions. Use those figures as the minimum brief, then let the intake, curriculum, hospital service plan and local statutory review determine everything the NMC minimum does not specify.
