A cement plant in India generally needs prior environmental clearance (EC) under the Environment Impact Assessment (EIA) Notification, 2006. The ordinary category depends on the project form and rated production capacity: the MoEFCC schedule places cement projects at or above 1.0 million tonnes per annum (MTPA) in Category A, while projects below 1.0 MTPA and all standalone grinding units are Category B. The schedule’s General Condition can alter the route for a particular location.
EC is only one part of the approval package. Depending on the site and design, the proponent may also need pollution-control consents, forest-diversion approval, wildlife or coastal regulation review, groundwater permission, mining approvals for captive limestone, hazardous-waste authorisation and local land-use permissions. The exact list must be screened against the plant’s coordinates, process, water source, quarry and waste streams.

What is the mandatory environmental clearance?
The central approval is prior EC under the EIA Notification, 2006. A scheduled cement project must obtain that clearance before starting covered construction work or preparation of land. The notification allows securing the land itself before EC, but it does not allow the proponent to begin construction or prepare the site in anticipation of approval.

The EIA framework sends Category A proposals to the Central Government and Category B proposals to the state-level environmental authority. In practice, the responsible authority examines the project description, location, impacts and proposed safeguards through the applicable appraisal process. The Ministry of Environment, Forest and Climate Change (MoEFCC) identifies PARIVESH as its environmental-clearance portal; portal forms and procedural instructions can change, so applicants should use the current materials and directions issued by the competent authority.

How the cement-plant category is determined
Schedule item 3(b) of the MoEFCC EIA schedule provides the starting classification. It covers both integrated cement projects and standalone grinding units, but treats them differently.
| Project covered by item 3(b) | Capacity or form stated in the schedule | Ordinary category | Normal appraisal level |
|---|---|---|---|
| Cement plant | At least 1.0 MTPA production capacity | Category A | Central Government appraisal |
| Cement plant | Below 1.0 MTPA production capacity | Category B | State-level appraisal |
| Standalone grinding unit | All standalone grinding units | Category B | State-level appraisal |
The General Condition in the same schedule applies to the entry. That means a proposal that appears to fall in Category B on capacity or project form cannot be routed confidently until its coordinates are checked against the current amended schedule and any location-based condition. The exact outcome depends on the parcel and the legally applicable version of the schedule at filing.
Integrated plant versus grinding unit
An integrated plant normally combines clinker production with cement grinding and may include limestone extraction, kilns, material handling, power, storage and dispatch. A standalone grinding unit receives clinker from elsewhere and performs grinding and blending. The schedule expressly places every standalone grinding unit in Category B, but associated components—such as a quarry, railway siding, port facility, dedicated pipeline or captive power plant—still require separate screening under the laws that apply to those components.

For a project covered by the EIA schedule, the sequence is legal rather than optional: obtain the prior EC before construction work or preparation of land starts. Do not treat an application acknowledgement, an environmental-impact-study contract or a consent application as permission to start civil works. The exception stated in the notification is limited to securing the land.
Construction should therefore be planned around the EC decision. Site surveys, design development and document preparation can proceed, but the project team should obtain written advice from the relevant authority if a proposed activity could be interpreted as preparation of land or commencement of construction.

What other environmental approvals may apply?
EC does not replace approvals under the Air Act, Water Act, forest-conservation rules, wildlife and coastal regulations, groundwater controls, mining law or waste-management rules. Each is triggered by a project fact; none should be assumed to apply universally or dismissed without a documented check.
Consent to establish and consent to operate
Ask the State Pollution Control Board (SPCB) or Pollution Control Committee (PCC) for the applicable consent to establish (CTE) and consent to operate (CTO) requirements. These consents address emissions, effluent, fuel, equipment, monitoring and operating conditions under the Water (Prevention and Control of Pollution) Act and the Air (Prevention and Control of Pollution) Act. The Central Pollution Control Board (CPCB) provides the national statutory framework and guidance, but the state or territory authority handles the project-specific consent route and conditions.
Do not assume that an EC automatically serves as a CTE or CTO. Confirm the order and documentary requirements with the SPCB or PCC, including whether the authority expects the EC, site plans, emission-control design, water balance and waste details at the consent stage.
Forest-land diversion
If any part of the project requires forest land to be used for a non-forest purpose, prior Central Government approval under the forest-conservation framework is required. This is a land-status trigger, not a permit required by every cement plant. Confirm the legal status of the entire plant parcel, access roads, transmission corridors, pipelines and quarry—not just the area inside the main boundary.
Wildlife and protected-area review
Screen the plant, quarry and associated infrastructure for protected-area, wildlife-corridor and other wildlife-law constraints. MoEFCC’s environmental-obligation framework recognises wildlife clearance as a possible obligation, but a single distance rule or universal route cannot be stated for every cement project. Obtain a location-specific determination from the competent wildlife and environmental authorities before fixing the site or finalising associated facilities.

Coastal Regulation Zone (CRZ)
A coastal parcel, shoreline intake, conveyor, jetty, ash-handling facility or other coastal component may trigger CRZ review. The applicable classification and authority depend on the mapped coastal zone and the proposed activity. Do not rely on a generic “coastal distance” assumption; have the site and each linear or marine component checked against the current CRZ framework.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesCaptive limestone mining
A captive limestone quarry is a distinct project component. Establish the quarry lease, mineral area, production capacity, land status, haul route and relationship to the cement plant, then identify the mining and environmental approvals applicable to those facts. The quarry may have its own appraisal and operating conditions even when it supplies only the associated cement plant. Keep the quarry’s approval record separate from the plant’s EC file.
Groundwater abstraction
If the design proposes borewells or any other groundwater abstraction, identify the responsible groundwater authority and secure the permission required for the source, location and proposed quantity before using the water. The trigger and procedure vary with the aquifer status, area classification, end use and current rules. A project water balance should state every source—groundwater, surface water, recycled water and municipal supply—so the authority can determine which permissions are needed.
Hazardous and other regulated wastes
Map all waste streams from fuel storage, laboratories, maintenance, kiln operation, dust-collection systems, waste-derived fuels and co-processing. If the plant generates or handles regulated waste, obtain the applicable authorisation and follow the prescribed storage, manifest, transport, record-keeping and disposal or co-processing requirements. A waste proposal can also affect the EC conditions and the pollution-control consents.
Other site-specific permissions
Screen associated infrastructure and design changes for additional approvals. Examples include a new power line, water pipeline, road or rail spur; use of alternative fuels; waste co-processing; ash or other material handling; changes in kiln or grinding capacity; and local land-use or building permissions. These are not automatic cement-plant clearances. Record the trigger analysis and the authority’s written position for each item, including where the conclusion is that no separate permission is required.

Practical sequence for obtaining the approvals
- Define the project accurately. State whether it is integrated or a standalone grinding unit; give rated clinker and cement capacity; describe kilns, mills, fuels, captive power, co-processing, storage and dispatch; identify the land parcel, quarry, water source and all associated facilities.
- Verify the item 3(b) route. Check the latest amended EIA schedule, the 1.0 MTPA threshold, the standalone-grinding-unit wording and the General Condition against the project’s exact coordinates. Obtain confirmation of Category A or B before filing.
- Prepare the prior-EC application. Use the current PARIVESH process and the responsible authority’s forms and directions. Ensure the site plan, capacity, process description, baseline information, impact assessment, mitigation measures and alternatives are consistent across every document.
- Do not start covered site work. Secure land if necessary, but wait for the prior EC before construction or preparation of land covered by the notification. Align contractor mobilisation and purchase orders with that restriction.
- Engage the SPCB or PCC in parallel. Ask which CTE and CTO applications apply, what emission and effluent standards will be imposed, and which documents must accompany each consent. Keep the consent timetable separate from the EC appraisal.
- Run the conditional-clearance screen. Check forest status, protected-area and wildlife issues, CRZ mapping, groundwater abstraction, captive mining, regulated wastes and associated infrastructure. Assign an authority and a responsible person to every item.
- Maintain an approval register. Record the application date, authority, legal basis, decision, conditions, expiry or renewal requirement and evidence supporting a “not triggered” conclusion. Link every condition to a design, procurement, construction or operating control.
- Re-screen material changes. A capacity increase, new quarry, fuel change, waste co-processing proposal, water-source change or added infrastructure can alter the approval route or require amendment. Obtain written direction before implementing the change.
Information to assemble before filing
- Rated production capacity in MTPA, with separate clinker and cement figures.
- Project form: integrated plant, standalone grinding unit or a staged development.

- Waste inventory covering hazardous materials, used oil, dust, laboratory waste, maintenance waste and co-processing streams.
- Quarry lease and production information where limestone is captive or otherwise linked to the plant.
- Maps and screening notes for protected areas, wildlife features, coastal zones, settlements and other sensitive receptors.
How authority and project category affect the route
| Question | Why it matters |
|---|---|
| Is capacity at least 1.0 MTPA? | The schedule ordinarily places the cement project in Category A and central appraisal. |
| Is capacity below 1.0 MTPA? | The schedule ordinarily places the cement project in Category B, subject to the General Condition. |
| Is it a standalone grinding unit? | The schedule lists all standalone grinding units as Category B, while associated components still need screening. |
| Does the location engage the General Condition? | The ordinary Category B route may not apply; confirm the current rule against coordinates. |
| Are forest, wildlife, CRZ, groundwater, mining or regulated-waste triggers present? | Separate approvals or authorisations may run alongside the EC and pollution consents. |
Common mistakes and how to correct them
Starting earthwork after submitting the application
An EC application is not permission to prepare the site. Stop covered work, document what has occurred and obtain advice from the competent authority before proceeding; continuing work can create a separate compliance problem that an eventual EC may not cure.
Using plant capacity but ignoring the quarry
Describe the quarry and all connected infrastructure from the beginning. Treating a captive mine as an afterthought can produce inconsistent maps, water balances and impact assessments and can delay the separate mining review.
Assuming Category B means “no detailed scrutiny”
Category B identifies the ordinary appraisal level; it does not waive the prior-EC requirement or location screening. Apply the General Condition and document the basis for the category decision.
Filing inconsistent technical data
Capacity, fuel, water demand, emission points and waste quantities must match across the EC application, consent applications, drawings and contracts. Reconcile the numbers before submission and update the authorities if the design changes.
Recommended Free Tools
Relying on a generic wildlife or coastal distance
Setbacks and applicability depend on the mapped site and the specific component. Obtain a parcel-specific determination rather than using an informal distance rule.
Final decision checklist
- Has the project been classified under the current item 3(b) wording and General Condition?
- Will prior EC be granted before construction or preparation of land begins?
- Have CTE and CTO requirements been confirmed with the SPCB or PCC?
- Have every parcel and linear component been checked for forest status?
- Have wildlife, protected-area and CRZ issues been assessed where relevant?
- Are quarry, groundwater and regulated-waste approvals identified separately?
- Does the approval register assign an authority, owner and evidence to each decision?
- Is there a change-control process for capacity, fuel, water, waste and infrastructure changes?
The safe planning assumption is that a cement plant needs prior EC plus pollution-control consents, with additional permissions triggered by its land, location, water source, quarry and waste profile. Confirm the category and every conditional approval for the exact project with MoEFCC or the relevant state environmental authority before committing to construction.
