U.S. softwood lumber prices move when construction demand changes faster or slower than sawmills, importers and distributors can respond. Housing starts are the strongest demand signal in the available evidence, while mill capacity, log supply, transportation, inventories, trade duties and import availability determine how much material reaches the market. A benchmark can rise or fall without producing the same percentage change in a project quote: lumber is only one input, and grade, location, freight, purchase timing, contract terms and builder margins determine pass-through.
For a useful decision, compare the same product, unit, geography, date range and price stage. A dated market index is not a delivered retail quote, and a contractor’s price may reflect an earlier purchase or a fixed-price agreement.

Why housing activity has the biggest influence
Residential construction consumes large volumes of framing lumber, so builders’ demand is closely tied to the number of homes being started. A 2026 USDA Forest Service study using quarterly U.S. data from 2000 through 2024 estimated a housing-start elasticity of 0.59 for softwood lumber demand. In practical terms, a 1% change in housing starts was associated with an estimated 0.59% change in lumber demand in that model, holding its other variables constant. The estimate describes a historical relationship; it is not a direct forecast of a lumber price or a rule that applies identically in every region or cycle. USDA Forest Service demand study

Higher income was associated with a smaller increase in demand than housing starts, while a 1% increase in lumber price was associated with an estimated 0.21% decrease in quantity demanded. The negative, relatively small price elasticity indicates inelastic demand in the study period: builders cannot immediately eliminate framing needs when prices rise, although they may delay projects, redesign, substitute materials or reduce waste over time.

Starts are a signal, not a complete price model
Housing starts show that work is entering the pipeline, but the price response also depends on whether mills have inventory, whether imports are available, how quickly production can expand and which products are in demand. A surge in single-family framing can affect one grade differently from a change in multifamily or repair activity. Lumber prices can therefore diverge from starts for weeks or quarters when supply conditions change.
How supply, mills and logistics set the other side of the market
Sawmill production and capacity
Sawmills convert logs into boards, but output is constrained by available timber, mill economics, maintenance, labor, financing and transportation. NAHB’s analysis of Federal Reserve and Census data reported that U.S. sawmill production declined for a second consecutive quarter in the first quarter of 2026. Its four-quarter moving average was 0.4% below the preceding quarter yet 1.7% above the same quarter a year earlier. Capacity utilization was 71.8%, up from 71.2% in the fourth quarter of 2025, while estimated full production capacity was 6.0% lower than a year earlier. These figures are NAHB’s analysis, not a universal measure of every mill or lumber grade. NAHB sawmill output analysis
A market can have unused capacity and still experience high prices if the available capacity does not produce the needed grade, is in the wrong region, or cannot be supplied economically. Conversely, a mill may increase output while prices remain firm if housing demand and exports absorb the additional boards.

Logs, transport and distribution
Log availability, energy and labor costs affect the cost of making each board. Rail, truck and port capacity determine whether finished lumber reaches a builder on schedule. A disruption at any point can reduce effective supply even when national production has not changed. Local yards also carry inventory and face their own storage, handling and financing costs, so a national benchmark may move before a contractor’s delivered price does.
Inventories and product mix
Buyers do not purchase an abstract “lumber price.” They purchase a specified species, grade, dimension, treatment and length. Inventories may be plentiful for one item and tight for another. A benchmark should therefore be used as a direction-of-travel indicator unless it matches the product and price stage in a quote.
Trade duties and imports can amplify a move
Imported softwood, particularly from Canada, is part of the supply available to U.S. buyers. Duties and tariffs can raise the landed cost of imports, change sourcing decisions and affect the price that domestic producers can charge. The actual result depends on the share of supply covered, substitution, exchange rates, inventories and how buyers and sellers adjust.

NAHB identifies increased demand, rising tariffs, supply-chain bottlenecks and insufficient domestic production as recent influences on softwood lumber prices. What a tariff scenario can—and cannot—tell you
A 2025 USDA Forest Service-hosted peer-reviewed study used an integrated Armington-Leontief framework with 2022 IMPLAN data. In a modeled scenario for a $420,000 home and a 25% tariff on Canadian softwood lumber, the estimated increase in monthly mortgage payment was $26 to $41, depending on market flexibility. In the same model, a one-percentage-point increase in the mortgage rate raised the monthly payment by $229. These are scenario outputs under the study’s assumptions, not observed results for every home and not a direct conversion from a lumber index into total construction cost. | Madison’s Lumber Price Index, reported by NAHB | $521.35 per 1,000 board feet on August 28, 2026; down 1.6% week over week, down 6.6% month over month and up 9.3% year over year | A dated market benchmark, not every grade, region or delivered retail order; NAHB page published September 1, 2026 |
| U.S. Producer Price Index for softwood lumber, July 2026 | Up 7.4% month over month and 17.3% year over year | A producer-level index summarized by NAHB, not a local yard’s quote; goods are about 60% of the inputs-to-residential-construction index |
| Softwood lumber prices, first quarter 2026 | Up 6.1% from the previous quarter and 3.8% lower than a year earlier | NAHB’s quarterly series cited in its July 2026 sawmill-output analysis |
| USDA Forest Service demand estimates | Housing-start elasticity 0.59; income elasticity 0.14; price elasticity -0.21 | Model estimates from quarterly U.S. data for 2000–2024, not price forecasts |
The apparent differences are not contradictions. A weekly benchmark, a monthly producer index and a quarterly comparison answer different questions. Before using any number, record its date, unit, product scope, geography and whether it is a producer, wholesale, delivered-builder or retail price.

Material share is only one part of the job
A house budget includes labor, site work, foundations, roofing, windows, mechanical systems, finishes, equipment, permits, financing, overhead and profit in addition to lumber. The NAHB summary that goods comprise around 60% of its inputs-to-residential-construction index describes a broad basket of goods, not a claim that lumber is 60% of a project or that a lumber move changes the whole index by the same amount.

Purchase timing creates a lag
Builders may buy framing packages weeks before installation, hold inventory, or have a supplier quote that is valid for a defined period. NAHB says that even when lumber prices decline, relief can take weeks to a couple of months to appear in builder costs, depending on how consistently prices fall and stabilize. A short-lived dip may never reach a fixed quote; a sustained move can affect later orders when old inventory is replaced. NAHB discussion of pass-through timing

Contracts determine who bears the movement
In a fixed-price contract, the builder generally carries more market risk after materials are committed, while an allowance, cost-plus arrangement or escalation clause can pass specified changes to the owner. The wording matters: a clause may reference a particular index, a defined list of products, a base date, a sharing formula and documentation requirements. A benchmark that is not named in the contract does not automatically change the contract price.
Grade, location and freight can outweigh the headline
Two quotes may show different lumber costs because they specify different grades, moisture conditions, dimensions, lengths, treatment, delivery windows or waste allowances. Freight and handling can be substantial for a remote site. Compare equivalent bills of material and ask whether the price is pickup, delivered to the site, or embedded in a complete framing package.
A practical method for updating a project estimate
- Define the material basket. List each softwood item by species or product description, grade, dimensions, lengths, treatment and estimated quantity. Keep plywood, engineered wood and hardwood separate because the cited evidence concerns softwood lumber.
- Set a dated baseline. Record the supplier’s unit prices, quote date, validity period, freight, taxes and waste assumptions. If you use a market benchmark, write down the index name, unit and date alongside the quote.
- Check comparable market data. Compare the same product and price stage over the same weekly, monthly, quarterly or annual interval. Do not compare the August 28 benchmark with a delivered retail quote and call the percentage difference market inflation.
- Identify the purchase point. Ask when the supplier will order, when the material will arrive and whether the quote is locked. This determines whether a market move can affect the current contract or only a later phase.
- Apply the change only to exposed quantities. If half the package is already purchased at a fixed price, update only the uncommitted portion. Keep labor and other trades separate unless their own quotes have changed.
- Document the adjustment. For an escalation clause, attach the specified index, dates, quantities and invoices or supplier confirmations. For a fixed-price job, treat the market data as a forecasting input rather than an automatic change order.
- Run scenarios instead of one-point guesses. Model a lower, base and higher material case using supplier quotes and realistic timing. Include a contingency for freight, availability and substitution, and state which assumptions would trigger a reprice.
Why the pandemic spike should not be treated as a normal cycle
A 2026 USDA Forest Service-hosted peer-reviewed study reports that U.S. softwood lumber prices nearly quadrupled within one year during the COVID-19 period. It identifies labor-market disruptions and housing-sector shocks as significant contributors. The episode shows how demand, production interruptions and logistics problems can arrive together, but it does not establish that ordinary annual changes will repeat that pattern. USDA Forest Service study of COVID-19 impacts
For current planning, use the pandemic experience as a stress-test scenario rather than a baseline forecast. A project team should ask how long a supplier can hold a quote, what substitutes are acceptable, and how a delay would affect financing and the construction schedule.
Common interpretation errors to avoid
- Calling a dated benchmark “today’s price.” Always include the observation date and the index publisher.
- Generalizing softwood evidence to every wood product. The cited estimates do not automatically cover hardwood, plywood, oriented strand board or engineered members.
- Turning a percentage change into the same percentage change in a house price. Lumber is one input, and contracts and timing mediate pass-through.
- Mixing time periods. Weekly, monthly, quarterly and annual changes can point in different directions without any data error.
- Treating preliminary duties as permanent. Trade measures can change and may affect products differently.
- Ignoring local availability. A national index cannot guarantee that the required grade and length are available at the project site.
- Using a mortgage-payment scenario as a construction-cost quote. The $26–$41 and $229 figures come from a specified model and assumptions, not a universal pricing calculator.
Bottom line for builders and owners
Housing starts are the clearest demand driver in the available long-run model, but prices are the result of demand meeting variable production, imports and logistics. In 2026, published indicators show why context matters: a $521.35-per-1,000-board-feet benchmark on August 28 was falling over the week and month yet higher than a year earlier, while the July producer index was rising sharply. Translate those signals into a project only after matching product, location, date, delivery stage and contract exposure. The most reliable budget is therefore a dated, itemized estimate with explicit purchase timing and a documented escalation or contingency plan—not a headline lumber number applied to the entire build.
