Industrial construction demand is not moving as one market. Current U.S. evidence shows data centers as the clearest growth pocket, while manufacturing construction is forecast to contract. The resulting backlog is concentrated among contractors with data-center exposure and, especially, among larger firms. To understand what is likely to be built, separate planning indicators, project starts, contractor backlog and work already performed; each measures a different point in the pipeline.
The most useful current figures illustrate the split. The American Institute of Architects (AIA) January 2026 consensus forecasts data-center construction spending to grow 26.3% in 2026 and 16.5% in 2027, while manufacturing construction is forecast to decline 3.9% in 2026 and 0.9% in 2027. Associated Builders and Contractors (ABC) reported 11.0 months of backlog for members working on data centers versus 7.8 months for members without that work in December 2025. Those are forecasts and survey results—not a single measure of total industrial activity.

Industrial construction demand is a segmented market
“Industrial construction” can describe factories, warehouses tied to production, power and heavy-industrial facilities, data centers and other specialized structures. Statistical programs and industry surveys do not group those projects identically. AIA reports separate categories for manufacturing, data centers and other nonresidential buildings. ABC’s Construction Backlog Indicator covers commercial and industrial contractors, not only builders of factories. A credible outlook therefore names the segment and the measure instead of treating every industrial project as interchangeable.

A contractor specializing in hyperscale data centers may have a full schedule while a smaller firm dependent on conventional manufacturing plants sees fewer awards. National averages can conceal that distribution.

What the latest evidence says about demand
Data centers are the strongest near-term growth pocket
AIA’s January 2026 consensus forecast projects data-center construction spending growth of 26.3% in 2026 and 16.5% in 2027. These percentages are forecasts of future spending, not a count of completed projects or a guarantee that every planned facility will be financed and built. Individual forecasters in the consensus differ, so the figures should be read with the January 2026 forecast vintage attached.
The concentration is also visible in contractor surveys. ABC reported that members working on data centers averaged 11.0 months of backlog in December 2025, compared with 7.8 months for members without data-center work. The association later reported that 42% of contractors with more than $100 million in annual revenue were under contract on data-center projects, versus 7% of contractors below that revenue threshold. The comparison establishes an association between exposure, company size and backlog; it does not prove that data centers caused every change in an individual contractor’s workload.
Manufacturing has a different outlook
The same AIA consensus forecasts manufacturing construction spending to fall 3.9% in 2026 and 0.9% in 2027. That is materially different from the data-center path and is why “industrial growth” should not be used as a synonym for a manufacturing boom.
Census reports that new orders for manufactured goods indicate future production commitments and provide context for manufacturing demand. Orders can inform a factory-investment discussion, but they are not a direct count of construction projects and do not establish that an order caused a particular building to be planned or started. Census also notes that its economic-indicator estimates are not adjusted for price changes, so a nominal increase can reflect higher prices as well as more physical construction.

How to read the industrial project pipeline
A project moves through several stages. The indicators below answer different questions and have different lead times; none is a substitute for the others.
| Pipeline stage | Indicator | What it measures | How to use it |
|---|---|---|---|
| Planning | Dodge Momentum Index | Three-month moving value of nonresidential building projects entering planning | Published descriptions position it as a leading indicator for nonresidential building spending by roughly 12–18 months. Planned value can be delayed, redesigned, canceled or never financed. |
| Design conditions | Architecture Billings Index (ABI) | Whether surveyed architecture firms report rising or declining billings | A score below 50 indicates declining business conditions. The index offers an approximately 9–12-month view of future nonresidential construction spending. |
| Preconstruction friction | ConstructConnect Project Stress Index | Delayed bid dates, projects placed on hold and abandonments in preconstruction | Rising stress signals that projects may take longer to convert from planning to starts. |
| Starts | Construction-start data | Projects advancing toward physical construction | Closer to actual building activity than planning, but a start does not describe the full duration or value of work still to be performed. |
| Contractor workload | ABC Construction Backlog Indicator | Months of work expected for surveyed commercial and industrial contractors | Useful for judging booked workload. It is not a dollar estimate of every project in the national pipeline. |
| Work performed | Census Value of Construction Put in Place (VIP) | Monthly dollar value of work performed on new structures and improvements in private and public sectors | Measures current activity, not planned work or a contractor’s future book. |
Because the indicators are asynchronous, a rising planning index can appear months before starts, while backlog can remain high after new planning slows. A current-spending series may weaken even as a contractor retains several months of signed work.
What “construction backlog” means—and what it does not
Backlog is a workload clock
ABC’s measure expresses expected contractor work in months. Its August 2026 reading was 8.5 months, up 0.5 months from July and unchanged from August 2025. ABC said the result came from a member survey conducted August 20 through September 4. The figure indicates how long surveyed contractors could remain busy at their expected production rate if no new work were added; it is not a valuation of all U.S. industrial projects.

ABC’s months-of-work measure and Census VIP answer different questions. Backlog concerns contracted or expected contractor workload. VIP records the dollar value of construction work performed during a month. A backlog month can include work scheduled for future periods, and VIP can rise or fall because of project timing, prices, scope changes or completions. Use a consistent price and adjustment basis when comparing spending series; Census publishes seasonally adjusted annual rates and unadjusted dollars and revises some releases.

Backlog is unevenly distributed
The 11.0-versus-7.8-month comparison and the 42%-versus-7% exposure split show why contractor size and specialization belong in any analysis. Larger firms are more likely to qualify for the scale, bonding capacity, safety systems, technical staff and balance sheet that major data-center programs require. That does not mean every large contractor is busy or every small contractor is excluded; it means an aggregate backlog number can hide very different company-level conditions.
Which forces shape demand?
Industrial demand ultimately depends on whether an owner expects a facility to earn enough, reduce enough risk or provide enough strategic capacity to justify capital. The available indicators demonstrate the market’s direction and timing, but they do not quantify an independent causal contribution for every driver below. Treat them as decision variables to investigate on a project-by-project basis rather than as proven rankings.
End-market investment plans
Data-center demand reflects the expansion plans of digital-service and computing operators, while manufacturing demand depends on producers’ capacity plans and expected orders. A strong end market can generate repeat phases, but an owner may still defer a project if financing, permits or utility service are unavailable.
Financing and the cost of capital
Industrial facilities require large, long-lived investments. Debt pricing, equity requirements, lender covenants and an owner’s hurdle rate affect whether a planned building receives approval. A planning entry is therefore not equivalent to a financial close or notice to proceed.

Power and utility availability
For data centers and energy-intensive plants, the schedule can depend on grid capacity, interconnection studies, substations and transmission upgrades. Utility constraints can move a project from an announced date to a later start even when the owner remains committed.
Permitting and site readiness
Zoning, environmental review, building permits, water access, road improvements and community conditions influence conversion from design to construction. These factors help explain why a high planning value can coexist with delayed bid dates or on-hold projects in a stress index.
Labor and specialist capacity
Industrial work often requires electricians, controls specialists, commissioning teams, process installers and other trades in addition to general building labor. Scarcity can lengthen schedules or raise bids. The cited national indicators do not isolate the precise effect of labor availability, so local subcontractor coverage and wage conditions remain essential checks.

Materials, equipment and trade policy
Steel, electrical equipment, cooling systems, transformers and other long-lead items can change both cost and sequence. Tariffs and supplier constraints may affect a project’s economics, but the available national data do not establish how much each policy or material movement changes industrial demand. Owners should test escalation allowances, procurement dates and substitution rules rather than rely on a headline forecast.

A practical method for interpreting market signals
- Define the segment. Label the project as data center, manufacturing, power, heavy industrial or another category. Do not combine unlike categories simply because they are all called industrial.
- Set the time horizon. Use DMI for a roughly 12–18-month planning view, ABI for approximately 9–12 months, starts for near-term conversion, ABC backlog for contractor workload and VIP for work performed now.
- Check conversion friction. Compare planning momentum with delayed bids, holds and abandonments. A strong planning number with rising stress deserves a slower, risk-adjusted interpretation.
- Test distribution. Break results down by contractor size and data-center exposure. The 42% versus 7% exposure split is a reminder that the median firm may not resemble the largest firms.
- Keep dollars comparable. Record whether a series is nominal, seasonally adjusted, annualized or unadjusted. Census warns that its economic indicators are not price-adjusted.
- Confirm the project itself. Before staffing or purchasing, verify financing, site control, permits, utility milestones, design completion, bid dates and an executed contract. A national indicator cannot replace those project gates.
What the outlook means for different participants
Owners and developers
Use the data-center forecast as evidence of a strong segment, not as proof that a proposed facility will be economical. Secure power and permits early, maintain realistic contingencies and distinguish an announced concept from an authorized project. For manufacturing, scrutinize customer orders, plant utilization and the owner’s production plan because the current consensus forecast is negative for 2026 and 2027.
General and specialty contractors
Backlog length should be read alongside its margin, contract terms, start dates and concentration. Eight or more months of work can still create risk if a single owner, facility or trade accounts for most of it. Contractors outside the largest revenue tier should assess whether they can meet bonding, safety, quality and commissioning requirements before pursuing data-center work.
Suppliers and subcontractors
Planning indicators can provide earlier warning than starts, but they are not purchase orders. Track design release dates, approved submittals, equipment deposits and the contractor’s payment record. Rising preconstruction stress is a reason to confirm a release schedule rather than build inventory solely on a project announcement.
Lenders and investors
Separate market exposure from execution evidence. A borrower’s backlog, customer concentration, cancellation rights, retainage, change-order history and schedule risk matter more than a national growth percentage by itself. Compare reported backlog with performed-work measures without treating one as a proxy for the other.
Common analytical mistakes
- Calling all industrial work a boom. Data-center growth and manufacturing contraction are simultaneous possibilities.
- Turning a forecast into an outcome. AIA’s 26.3% and 16.5% figures are consensus projections, not completed spending.
- Equating backlog with revenue. Months of backlog are a survey-based workload indicator, not guaranteed cash or national project value.
- Ignoring company size. Exposure is much more common among contractors above $100 million in annual revenue than among smaller firms in ABC’s comparison.
- Mixing pipeline stages. Planning, starts, backlog and VIP should not be plotted as if they were the same variable.
- Overreading nominal dollars. Price changes can raise unadjusted spending without a corresponding increase in physical volume.
- Assigning unsupported causality. The cited sources do not measure the separate effect of interest rates, labor, permitting, grid access, tariffs or material costs on national demand.
Bottom line
Near-term U.S. industrial construction demand is concentrated rather than broad-based. Data centers are the visible growth and backlog engine in the current evidence, with AIA forecasting 26.3% growth in 2026 and 16.5% in 2027 and ABC finding longer backlogs among data-center-exposed members. Manufacturing follows a weaker forecast of -3.9% in 2026 and -0.9% in 2027. The safest reading of the market combines forward indicators, project starts, contractor backlog and Census work-performed data, while keeping each measure’s scope, timing, price basis and uncertainty attached to the number.
