Materials, equipment, transport, fuel and energy, productivity, financing, contractor overhead and profit, project scope, location, and procurement conditions can all move construction costs even when wage rates stay unchanged. The first step is to identify what “cost” means: a contractor’s price for constructing the building, an input-cost index, or a wider development budget that also includes land, design, taxes, finance, and real-estate fees.
Start with the cost measure
Two estimates can describe the same project and still differ because they include different things. Statistics Canada’s Building Construction Price Index (BCPI) measures contractors’ prices for new residential and non-residential buildings. Its definition includes materials, labour, equipment, overhead, and profit, but excludes value-added taxes, land and land assembly, building design, land development, and real-estate fees. A developer’s total budget may include all of those excluded items, plus financing and other transaction costs.

Input indexes answer a different question. Statistics Denmark’s residential construction cost-index methodology tracks materials, machinery and equipment, road-freight transport, and total labour costs. It excludes VAT, land, and costs not directly linked to construction. An input index can show pressure on a contractor’s resources without being identical to the price ultimately bid to an owner.
Before comparing a quote, index, or published benchmark, record five definitions:

Without those labels, a comparison may look precise while combining unlike measures.
The main non-wage drivers
Materials and components
Materials are often the largest variable input after labour, but their effect depends on the building’s design and procurement timing. Structural steel, concrete, cement, timber, glass, insulation, roofing, mechanical equipment, electrical gear, and finishes each have different supply chains and price behaviour. A project with a high steel or imported-equipment content will respond differently to market changes than a low-rise project using locally available materials.
Material cost is more than the catalogue price. It includes fabrication, packaging, wastage, storage, testing, handling, and the cost of substitutions when a specified product is unavailable. Design changes can increase quantities or require a more expensive assembly even if the underlying wage rate is unchanged. Long lead times can also force earlier purchases, deposits, or temporary storage.
Equipment, plant, and machinery
Crane time, excavators, loaders, pumps, formwork systems, generators, lifts, and specialist tools carry rental, fuel, maintenance, mobilisation, and operator-related costs. The same machine can be inexpensive on a short, accessible site and costly on a constrained site where it must be delivered, assembled, moved repeatedly, or kept idle between work fronts.
Ownership does not make equipment free. A contractor that owns plant still carries depreciation, insurance, repairs, financing, storage, and the opportunity cost of using it on one project instead of another. Equipment-intensive methods can reduce labour hours while increasing capital and fuel exposure.
Transport and logistics
Road freight is identified as a separate input in Statistics Denmark’s construction cost methodology. Distance to quarries, factories, ports, suppliers, and disposal sites affects freight charges and delivery time. Congestion, road restrictions, difficult terrain, border procedures, and limited delivery windows can add trucks, escorts, handling, or standby time.

Logistics also changes the quantity of resources required. A remote site may need larger inventories to avoid stoppages, while an urban site may pay for just-in-time deliveries, traffic management, hoisting, and off-site fabrication. Damage, theft, weather exposure, and double handling create costs that are not visible in a simple material unit price.

Fuel and energy
Diesel affects earthmoving, cranes, generators, delivery vehicles, and temporary facilities. Electricity affects site offices, pumps, lighting, welding, heating, cooling, and commissioning. The Construction Industry Development Board (CIDB) in South Africa lists fuel or diesel and energy among potential construction-cost drivers.
Energy exposure varies by method and schedule. A project using extensive dewatering, winter heating, concrete curing, or temporary power can be sensitive to energy prices even when the workforce and hourly wage rates do not change. Fuel surcharges in transport and equipment contracts can pass through with a delay or under a formula set in the contract.
Productivity and the amount of time required
Wage rate is the price of an hour; productivity determines how many hours the work consumes. If crews install fewer units per hour because of rework, poor sequencing, design uncertainty, access problems, weather, or material shortages, labour cost per finished unit rises without any wage increase. The same mechanism can increase equipment hours, supervision, temporary works, and site overhead.

The source does not quantify a universal productivity effect, so productivity should be treated as a project-specific quantity and duration issue rather than assigned a fixed percentage. Estimators should test both the expected production rate and the consequences of losing a workday or work front.
Contractor overhead and profit
Overhead covers costs needed to run the contractor’s business and project that are not assigned to a single installed item. Examples include estimating, management, supervision, offices, insurance, accounting, compliance, safety systems, information technology, legal support, and head-office operations. Site overhead can include temporary facilities, security, utilities, communications, testing, and project management.
Profit is a planned return for taking delivery, commercial, safety, schedule, and financial risk. Mark-ups can change when a contractor’s workload, backlog, risk appetite, or competition changes. CIDB lists overheads and profit mark-ups among potential drivers; it does not establish a current universal ranking or margin.
Interest rates and access to finance
Interest and lending rates affect both the developer and the contractor. A developer may pay more to finance land, pre-construction work, and progress payments. A contractor may finance payroll, materials purchased before payment, retention, bonds, equipment, and claims. Higher carrying costs can make a longer schedule materially more expensive even when direct production costs are stable.

Financing pressure can also change behaviour. A contractor may price a large deposit, shorten payment terms, limit credit, or add a contingency for delayed certification. The effect belongs in the financial and commercial parts of the estimate, not in the wage line.
Exchange rates, supply deficits, and market conditions
CIDB’s 2017 assessment lists exchange rates and supply deficits as potential drivers. Imported materials, plant, fuel, software, and specialist services can become more expensive when the local currency weakens or when shipping and customs costs rise. A shortage can increase prices, extend lead times, encourage substitutions, and reduce productivity if crews wait for inputs.
Market conditions also influence bid competition and subcontractor availability. A busy market may produce higher mark-ups, longer lead times, or fewer bids. A quiet market may produce sharper prices but does not guarantee that every input is cheaper. Treat these as transmission mechanisms, not as a permanent ranking of causes.
Scope, design, and technical requirements
Scope is a direct cost driver because it defines what must be built. Floor area, height, foundations, basements, fire protection, acoustic performance, energy targets, façade complexity, durability requirements, finishes, utilities, site works, and commissioning all change quantities and methods.
Professional fees, legal and financial transaction costs, and procurement requirements are among the stakeholder-related factors identified by CIDB. They may sit outside a contractor-price index while still increasing the owner’s total project budget. Clarify whether design, approvals, surveys, testing, permits, insurance, and connection charges are included before treating two estimates as comparable.
Location and site conditions
Location changes nearly every input: supplier distance, freight, labour availability, equipment rental, land conditions, weather, codes, taxes, utilities, and subcontractor competition. Site-specific conditions such as rock, groundwater, contaminated soil, steep grades, restricted access, or neighbouring structures can add temporary works and time.
Benchmarks must therefore be local and project-specific. BPS-Statistics Indonesia’s Construction Cost Index Province and Regency/Municipality 2026, released October 1, 2026, compares 38 provinces and 514 regencies or municipalities using Medan as its reference. Its survey collected material prices, heavy-equipment rental costs, and construction labour wages in the third and fourth quarters of 2025 and the first and second quarters of 2026. The weights draw on bills of quantities, a Ministry of Public Works and Housing unit-price analysis book, and local-government budget realizations. That makes it a dated Indonesian regional comparison, not a universal global cost factor.

How the drivers interact
Construction costs are usually a chain rather than a single cause. A material shortage can trigger a price increase, a substitution, extra design work, a delayed activity, more equipment standby, and additional financing cost. A remote location can increase freight, require larger inventories, reduce productivity, and lengthen the schedule. A more demanding specification can raise material quantities and also require specialist installers and testing.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesA useful estimating model is:
Total construction price = direct inputs + site and project overhead + risk allowances + contractor profit
Direct inputs include materials, labour, equipment, transport, and energy. The model is not an accounting standard; it is a checklist for finding omitted drivers. A broader development budget adds items such as land, design, land development, taxes, finance, and real-estate or transaction fees when those are outside the contractor’s price.
How to compare estimates or indexes without being misled
- Write the boundary first. Label each figure as an input index, contractor bid or output price, or total development budget.
- Match project type and scope. Do not compare a residential new-build index with a commercial renovation quote without isolating the differences.
- Match geography. Note whether the figure applies to a city, region, province, or national market and record unusual transport or supply conditions.
- Match dates. Record the quote date, observation period, and index base or reference period. A current bid and an older index are not interchangeable.
- List inclusions line by line. Check materials, equipment, freight, overhead, profit, taxes, land, design, fees, and financing.
- Test quantities and production rates. Compare bills of quantities, expected output per crew, equipment hours, schedule duration, and allowances for waste or rework.
- Check procurement and risk allocation. Identify who carries escalation, exchange-rate, delay, design-change, and availability risk under the contract.
Statistics Canada’s BCPI uses representative building projects and their cost components to support economic analysis, escalation, and forecasting. Its technical guide says those representative projects are replaced every 10 to 15 years, depending on structural and technological change. That update cycle means a published index remains useful for its stated scope, but readers should not infer an exact current project weighting without consulting the current tables.
A practical diagnostic when a price rises but wages do not
- Materials rose: compare supplier quotations, specifications, quantities, wastage, and substitution assumptions.
- Equipment or fuel rose: review rental duration, utilisation, mobilisation, diesel or electricity assumptions, and standby hours.
- Transport rose: check delivery distances, load sizes, access restrictions, storage, and handling.
- Productivity fell: examine rework, design release dates, work-front availability, weather, congestion, and crew production rates.
- Overhead increased: identify schedule extension, supervision, temporary facilities, insurance, compliance, and security costs.
- Finance increased: recalculate interest, payment timing, retention, bonds, and the cost of a longer programme.
- Scope changed: compare drawings, specifications, quantities, site conditions, approvals, and stakeholder requirements between estimates.
- Market or location changed: verify subcontractor availability, local supply deficits, exchange rates, and regional freight conditions.
This diagnosis separates a real input change from an estimate that omitted a requirement or used a different cost boundary.

| Comparison item | Minimum information to record | Why it matters |
|---|---|---|
| Measure | Input index, contractor price, or development budget | Determines which costs are eligible for comparison |
| Location | Country, region, and city or municipality where applicable | Captures local supply, freight, codes, and site conditions |
| Project | Building type, new build or renovation, and scope | Controls quantities, methods, and technical requirements |
| Date | Quote or observation date and index reference period | Prevents mixing different market conditions |
| Components | Materials, equipment, transport, overhead, profit, taxes, land, design, fees, finance | Reveals excluded items and double counting |
| Risk | Escalation, exchange-rate, delay, design-change, and availability responsibility | Shows who pays when assumptions change |
Bottom line for owners and estimators
When wages are stable but construction costs rise, investigate the non-wage resource each activity consumes: materials, plant time, freight, fuel, energy, labour and equipment productivity, overhead, financing, and risk. Then check scope and location before blaming a general market trend. Official indexes are valuable only when their geography, project type, date, cost boundary, and included components match the question being asked.
