Its role depends on the circuit, its connections, applicable rules, and reliable verification. Never identify an unknown wire or decide it is safe to touch by color alone.
What a red wire can—and cannot—tell you
In some U.S. wiring contexts, red is used for an ungrounded conductor: a conductor that is not the grounded, or neutral, conductor. That is a general convention, not a universal mapping. A red conductor might serve different purposes in different installations, and the reviewed OSHA rules do not establish one function for every red wire.
Do not assume that red always means hot, that it is a second hot, or that it belongs to a particular switch, phase, voltage, or device. Those conclusions require the installation’s wiring scheme and documentation. OSHA’s general-industry rule illustrates the importance of context: in specified systems with more than one nominal voltage and multiwire branch circuits, accessible ungrounded conductors must be identified by phase and system. OSHA 29 CFR 1910.304
How conductor roles differ
Conductors have distinct electrical functions. Their insulation color can aid identification under applicable rules, but it does not establish the function of an unknown wire in an existing installation.

- Ungrounded conductor: Often called a hot conductor, it is part of the circuit’s current-carrying path. Red is used for this role in some U.S. applications, but the color alone is not proof.
- Grounded conductor: Commonly called the neutral, it is part of the circuit. OSHA training describes it as connected to earth through the system ground.
- Equipment grounding conductor: A separate fault-safety path, not intended to be energized during normal operation. It is not interchangeable with the neutral.
OSHA’s Electrical Safety training resource explains the distinction between neutral and equipment grounding functions. OSHA construction rules also require conductors to be distinguishable as grounded, ungrounded, or equipment grounding conductors by color or other suitable means; they do not make color a safe way to classify every wire encountered in the field. See 29 CFR 1926.405 and 29 CFR 1926.404.
Can you connect a red wire to a black wire?
Not based on color alone. The colors do not tell you whether the conductors serve compatible roles, belong to the same circuit, or are energized. Connecting unknown wires can create a shock or fire hazard, damage equipment, or cause a circuit to operate incorrectly. The correct connection depends on the wiring diagram, circuit configuration, and applicable local requirements.

If the conductors are not positively identified from reliable installation documentation and qualified assessment, do not connect them. Ask a qualified electrician to identify the circuit and determine the proper connection.
Why color does not prove a wire is safe
Insulation color is an identification aid, not a test of energized status. A wire’s appearance cannot confirm that power is off; an installation may also be mislabeled, altered, or inconsistent with a familiar convention.

OSHA’s construction rule says employers must ascertain whether an energized circuit is present where work could bring a person, tool, or machine into contact with it. The rule allows inquiry, direct observation, or instruments for that determination; it does not treat insulation color as confirmation. See OSHA 29 CFR 1926.416.
What to do with an unknown red wire
- Do not touch, cut, disconnect, or connect it on the assumption that its color tells you its function or status.
- Do not open or work inside an energized panel to investigate.
- Use the equipment documentation and installation records only as context; have uncertain wiring identified by a qualified electrician.
- For actual electrical work, follow the current code adopted in your location and the equipment manufacturer’s instructions. OSHA’s cited rules are U.S. workplace requirements, not a complete residential wiring guide.
What U.S. rules say about identification
OSHA’s construction rule states: “A conductor used as a grounded conductor shall be identifiable and distinguishable from all other conductors.” The requirement is about identification; it does not assign one universal meaning to red insulation. The cited material is U.S.-specific, so it should not be treated as a substitute for locally adopted electrical code or a qualified assessment of an actual installation. OSHA 29 CFR 1926.404
