Keep the signed contract and adjustment clause first, then preserve timely notice, proof of the triggering event, itemized cost records, contemporaneous project reports, and any schedule-impact analysis. Those records must show entitlement, causation, the amount claimed, and compliance with the contract’s procedure. There is no universal checklist: the signed agreement, incorporated specifications, amendments, claim clause, and applicable law control.
The examples below come from distinct systems, including U.S. federal contracting, California, Texas project agreements, and Philippine public-procurement guidance. Treat them as documentation models, not as rules that automatically apply to a private project in another jurisdiction.

1. Preserve the contract record before gathering costs
A price increase by itself does not create a right to more money. Start by proving that the contract permits an adjustment and identifying exactly how it must be requested.
Signed agreement and incorporated documents
- The fully executed contract, including all pages, exhibits, schedules, addenda, and incorporated specifications.
- Every amendment, change order, field directive, or bilateral modification.
- The bid, estimate, schedule of values, and baseline pricing used when the contract was formed.
- Any written clarifications that became part of the agreement.
- The governing notice, claims, dispute-resolution, audit, and record-retention provisions.
Keep the version that was actually signed, not only a template or later draft. A clause may limit an adjustment to particular labor classifications, material items, quantities, dates, or contract-schedule prices. Federal Acquisition Regulation (FAR) 52.216-4, for example, limits its adjustment mechanism to specified labor rates and material unit prices shown in the contract schedule and contains additional conditions. Read the clause’s definitions and exclusions before collecting evidence for costs it may not cover.

Baseline and eligibility worksheet
Create a short worksheet that identifies each affected line item, its original quantity and unit price, the clause paragraph that applies, and the event that allegedly changed the price. Record the contract award date, notice-to-proceed date, pricing baseline date, and any cutoff date in the clause. This prevents a supplier increase for an ineligible item or period from being mixed into the claim.
2. Keep a complete notice and communications file
Procedural defects can defeat an otherwise well-supported cost. Save evidence of both what you sent and when the other party received it.
Notice package
- Dated written notice of the potential or actual adjustment.
- Method of delivery, transmission receipt, certified-mail record, portal confirmation, or acknowledgment showing receipt.
- The proposal submitted under the clause, including every revision.
- Supporting data attached to the notice and a list of attachments.
- Requests for information, responses, reservations of rights, and requests for direction.
Retain the original file and the exact submitted version. FAR 52.216-4 is an example that requires notice and supporting data within 60 days of a covered change, subject to the clause’s stated conditions. That deadline is not a general construction rule; verify the deadline, trigger, and required form in your own agreement.
Project communications
File emails, letters, meeting minutes, daily coordination notes, supplier alerts, manufacturer bulletins, and owner or engineer responses in date order. A communication should identify the affected work, the event date, and any direction that changed procurement or installation. Preserve attachments and metadata where practical so a later reader can tell which quotation or drawing was being discussed.
3. Prove the cause and effective date of the increase
Your records should connect a defined event to a measurable change in the cost of the contract work. A general statement that “the market went up” is rarely enough.
Supplier and manufacturer evidence
- Dated supplier or manufacturer price notices explaining the change and its effective date.
- Quotations in force before and after the event, with terms, quantities, freight, taxes, and expiration dates.
- Purchase orders, acknowledgments, release dates, and evidence of when an order was placed.
- Invoices, delivery tickets, bills of lading, and receiving reports showing what was actually bought and delivered.
- Records of substitutions, allocations, rejected deliveries, or other conditions that changed the price.
Keep enough information to distinguish a contract-price change from a voluntary purchase made later at a higher price. If the contract requires an index or formula, preserve the specified index series, the dated values used, the contract baseline, applicable quantities or weights, and the calculation. The Bureau of Labor Statistics explains that Producer Price Index data can be used in price-adjustment clauses, but the signed clause—not a general market index—determines which index and formula are permitted.

Labor and regulatory changes
For labor-driven adjustments, retain the wage determination, collective-bargaining change, statutory rate, or other authoritative notice that establishes the new rate and its effective date. Link that record to the affected classification and hours. Do not treat a payroll increase for unrelated work as proof of an eligible contract adjustment.
Chronology of causation
Prepare a one-page chronology with the baseline price, triggering event, notice date, effective date, procurement decision, delivery, installation, and submission dates. Each entry should point to an exhibit. The chronology is not a substitute for source records; it shows how the records fit together.
4. Build an itemized calculation that can be recomputed
Present the requested amount by affected work item or cost element. A reviewer should be able to start with the source document, repeat your arithmetic, and reach the claimed total.
Minimum cost-table fields
| Field | What to show |
|---|---|
| Work item | Drawing, specification, schedule-of-values line, or other identifier for the affected work. |
| Cost category | Labor, material, subcontract, equipment, freight, or another category allowed by the clause. |
| Baseline | Original unit price, wage rate, allowance, or formula input and its date. |
| Changed amount | Actual or contract-permitted revised price and effective date. |
| Quantity or hours | Installed quantity, purchased quantity, labor hours, or other measurable basis. |
| Source document | Exhibit number for the quotation, invoice, time record, delivery ticket, or index value. |
| Calculation | Formula showing baseline versus changed cost, extensions, offsets, and subtotal. |
| Total | Amount claimed for that item, with any permitted markup shown separately. |
Separate direct costs and add-ons
Support direct labor hours and dollars, materials, subcontract costs, equipment, overhead, contingencies, and profit only to the extent the contract allows them. The Department of the Interior’s equitable-adjustment clause is an example that asks for these categories as part of a minimum submission. It does not make every category recoverable on every project. Identify exclusions, credits, avoided costs, and payments already received rather than burying them in a net figure.

An actual-cost clause generally calls for records of what the contractor paid or incurred for the affected work. An index or formula clause may calculate the adjustment from specified published values rather than each invoice. The two methods require different evidence, and the clause may combine them or impose caps. Do not replace required invoices with an index calculation, or substitute a convenient index for the one named in the agreement.
5. Maintain contemporaneous labor, material, and equipment records
Daily records made while the work occurs are stronger than a reconstruction prepared after a dispute begins. Identify the work to which each entry belongs and segregate changed work from base-scope operations.

Labor records
- Daily reports identifying workers, classifications, locations, activities, and hours.
- Timecards or labor-distribution records tied to the affected cost code.
- Pay rates, fringe benefits, payroll registers, and applicable wage determinations.
- Separate records for standby, rework, overtime, and productive installation where the clause treats them differently.
Materials and subcontracts
- Material logs, purchase orders, invoices, delivery tickets, receiving reports, and storage records.
- Subcontract proposals, executed subcontracts, change requests, payment applications, and lower-tier invoices.
- Quantity takeoffs and installed-quantity verification.
- Records showing whether a material was purchased for this project or another job.
Equipment
- Daily equipment reports naming the type, identification number, location, operator, and actual operating hours.
- Rental agreements, rate sheets, invoices, fuel records, and ownership or usage logs.
- Evidence distinguishing productive use from standby or downtime.
A project agreement hosted by the Federal Highway Administration for the Texas Department of Transportation illustrates the level of detail often required in daily labor and equipment reporting and calls for contemporaneous segregated data. California Department of Transportation guidance likewise emphasizes reconciling contractor records with agency records, excluding downtime, and removing costs chargeable to other work.
6. Document schedule impact when asking for time as well as money
A cost adjustment and a time extension are separate requests. If you seek additional days, preserve evidence that the covered event affected a specific critical or controlling activity.

- Fragnets, network analyses, or other reasoned analysis identifying affected activities and completion dates.
- Daily reports and photographs showing the physical condition and available work fronts.
The Department of the Interior example asks for justification of a requested delivery-date extension. The Texas project agreement calls for records of the actual impact on the project schedule. Neither establishes a universal entitlement to delay costs or extra time; the contract and governing law determine the test.
7. Preserve the audit trail and reconcile it
Keep original source documents, accounting extracts, vouchers, calculation workbooks, version histories, and the exact package submitted to the owner. Lock a read-only copy of each submission and record who prepared and approved it.
Reconciliation checks
- Compare claimed labor hours and classifications with daily reports, timecards, payroll, and the owner’s or engineer’s records.
- Match each material quantity and price to an invoice, delivery record, and affected work item.
- Match equipment hours and rates to daily reports, rental records, and invoices.
- Remove duplicate invoices, costs assigned to another project, downtime, credits, and amounts already paid.
- Document every difference between the estimate, the submitted proposal, and the final actual cost.
FAR 52.216-4 gives the contracting officer access to relevant labor and material books and records for the period stated in that clause. That federal access provision and its retention period should not be treated as a universal requirement for private construction. Retain records for the period required by your agreement and applicable law.

Maintain an indexed exhibit list with a unique number, document date, description, affected work item, and file location. Preserve both the original source and the version attached to the submission. This organization is a practical synthesis of the segregation and record-detail practices described in the cited government materials, not a prescribed universal form.
9. How documentation differs by adjustment type
| Adjustment situation | Records that matter most | Key caution |
|---|---|---|
| Actual-cost labor or material escalation | Baseline price, supplier or wage notice, purchase order, invoice, quantity, and proof of payment or delivery. | Show that the cost belongs to the covered item and period. |
| Index or formula adjustment | Contract formula, named index series, baseline and current values, dates, weights, and reproducible calculation. | A general market index is not automatically contractually valid. |
| Owner-directed scope change | Written directive, drawings or specifications, labor/material/equipment records, and segregated daily reports. | Do not combine changed work with unrelated base work. |
| Cost-only request | Entitlement, causation, itemized quantum, and reconciliation. | Do not add delay or markup categories unless authorized. |
| Cost plus time-extension request | All cost evidence plus baseline/update schedules, critical-path analysis, and actual-impact records. | Time entitlement and delay damages may have different contractual tests. |
| Estimated or proposed cost | Basis of estimate, vendor quotes, assumptions, quantities, and later actual-cost reconciliation. | Label estimates clearly and update them when actual records exist. |
10. Common documentation failures and corrections
Relying on a market article or index alone
Failure: attaching a news story or broad index as proof of the project’s actual increase. Correction: start with the clause, then connect the permitted index or actual invoice to the affected quantity and date.
Missing the notice trigger
Failure: sending a proposal months after learning of the covered change. Correction: calendar the clause’s trigger and deadline when the event is first known, send a protective notice if allowed, and preserve delivery proof.
Reconstructing daily records later
Failure: creating labor or equipment logs from memory after completion. Correction: require foremen and project staff to code affected work daily and retain the owner’s corresponding reports.
Claiming unsegregated overhead, downtime, or other-job costs
Failure: presenting a blended job-cost report that cannot identify the adjustment work. Correction: use separate cost codes, remove downtime and unrelated operations, and explain any allocation method.
Requesting time without schedule proof
Failure: asserting that a price event delayed completion without identifying affected activities. Correction: provide dated instructions, schedule updates, actual-impact analysis, and mitigation or resequencing records.
11. Final pre-submission check
- Does the signed clause cover this event, item, date, and requested remedy?
- Was notice sent in the required form and within the applicable deadline?
- Can every claimed dollar be traced to a dated source and affected work item?
- Are labor, materials, subcontracts, and equipment segregated from unrelated operations?
- Are credits, avoided costs, downtime, duplicates, and prior payments removed?
- Does the calculation show baseline, changed amount, quantity, formula, and total?
- If time is requested, does the schedule analysis identify actual activity and completion impacts?
- Are original records, submitted versions, accounting extracts, and reconciliation notes preserved?
- Have the contract’s retention period, audit rights, and governing law been checked?
The strongest package is not the largest one. It is a traceable chain from the contract clause, through timely notice and documented cause, to contemporaneous records and a calculation that another reviewer can reproduce.
