Construction and maintenance services companies build, alter, repair and help maintain buildings, infrastructure and facilities. Some handle one specialist trade; others provide or coordinate a broader package. Their work can include new construction and renovations as well as recurring services that keep buildings and their systems operating.
What services do these companies provide?
The category spans work on structures, sites and the systems that make buildings usable. A company’s actual scope depends on its specialty, service area and contract; the label alone does not tell you which tasks it performs. Some businesses concentrate on a single trade, while broader providers may offer or coordinate several services. A construction project and a facilities contract can therefore involve very different kinds of work, even when both are described using broad industry terms.

Construction and project work
Construction services can include building homes, offices and warehouses; renovating or extending existing buildings; installing electrical, plumbing and air-conditioning systems; and preparing land for development. Civil engineering work may include roads, bridges and drainage. These are examples described in Australian government guidance, not a universal list of services offered by every contractor. business.gov.au’s construction industry guidance provides the jurisdictional context.

It may involve work on an existing property, an individual building system, or infrastructure beyond a building site. Site preparation and land development can also be part of the picture. A specialist contractor may perform one defined trade, whereas a broader project arrangement can include multiple trades or coordinated work. The name “construction company” alone does not establish which of these roles a particular business takes on.

Building and facility maintenance
Maintenance is work intended to keep a building, its grounds and its systems usable. It can be scheduled or preventive, such as servicing an elevator or maintaining heating and ventilation equipment, or responsive, such as repairing a plumbing fault. Depending on the contract, maintenance can also cover cleaning, landscaping, utilities, refrigeration, energy-management support, pest control, fire alarms and suppression systems, roofing, waste management and recycling.
For example, the U.S. General Services Administration (GSA) lists janitorial and custodial work, elevator preventive maintenance, landscaping, utility-system upkeep, refrigeration, air conditioning, ventilation, heating and energy-management support among facility services. Its broader Building Maintenance and Operations scope also includes electrical maintenance, fire systems, HVAC, pest control, plumbing and pipefitting, roofing, waste and recycling. These are examples of procurement scope, not a guarantee that one provider offers them all. See GSA’s facilities and construction overview and its Building Maintenance and Operations scope.
The range matters because “maintenance” can describe more than repairing a broken component. A contract might cover routine cleaning, grounds care or scheduled equipment upkeep, or it might include a defined group of building systems. The GSA examples illustrate possible services, not a standard bundle. For any specific property, the service list and agreement determine what is included, what is excluded, and whether a provider is responsible for a particular system or task.
How is construction different from maintenance?
The two overlap: both can involve repairs, alterations, installations and refurbishment. Construction also covers new buildings, infrastructure and site preparation. Maintenance more often refers to recurring or preventive work that keeps a building or system functioning over time. The distinction is useful, but it is not a universal legal boundary: the task, contract and local rules matter.
One way to think about the difference is the purpose and pattern of the work. A project to build a house, extend a building, or prepare land is construction work. A planned elevator service or repeated upkeep of heating and ventilation equipment is maintenance. But a repair, installation or refurbishment could sit near the boundary, depending on how the work is defined and who is classifying it. The categories can overlap; they should not be treated as mutually exclusive descriptions of every job.
One U.S. example is OSHA’s Standard Industrial Classification manual, which distinguishes establishments primarily providing building cleaning and maintenance services from general and specialty trade contractors primarily engaged in building repair. This is a business-classification distinction, not a rule that determines how every project must be categorized. OSHA’s SIC manual sets out that classification context.

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Compact and Lightweight: Both tools are designed to fit into difficult to reach spaces. The 1/4" impact driver has a length of 5.55 in. and weighs just 2.8 lbs, while the 1/2" drill/driver measures only 7.5 in. and weighs 3.6 lbs
- Both the DEWALT impact driver and electric drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure
That example is useful when reading about industry categories, but it should not be mistaken for a universal legal test. OSHA’s manual is a U.S. classification, while the GSA examples concern federal purchasing. Other jurisdictions may define or regulate activities differently. For an owner, tenant or buyer trying to understand a proposal, the work description and contract are usually more useful than the broad label alone.

Do companies perform every service themselves?
No. Some companies focus on a single trade or task. Others provide several services or coordinate a larger package. A facilities contract may allow an organization to buy a comprehensive package or select individual services, while construction projects may involve a main contractor paying subcontractors to perform parts of the work.
GSA describes both packaged and individual facility-service purchasing. Australian government business guidance includes trade-business examples, and UK HMRC uses the term “subcontractors” for businesses paid by mainstream contractors for construction work. These examples illustrate different delivery arrangements; they do not mean that every company subcontracts, coordinates other providers or manages facilities. For the UK terminology, see HMRC’s Construction Industry Scheme guidance.
In practice, it is useful to distinguish between the company that performs a task and the company that arranges a wider service package. A firm may offer a trade directly, or it may coordinate services delivered by other businesses. The source examples support both specialist and broader arrangements, but do not show that one model is more common or better in every situation. Ask who will carry out each included task rather than assuming that a provider’s broad description means its own team performs all the work.
What determines a company’s actual scope?
Start with the work to be done, rather than assuming that a company’s name or broad category describes its capabilities. When assessing a provider or reading a service agreement, check:
- Covered work: Which trades, systems and facility tasks are included, and which are excluded?
- Who does the work: Does the company perform each task with its own team, or coordinate other contractors?
- Relevant experience: Does it work on the building, infrastructure or project type in question?
- Service area: Is the location covered, and are there limits on where or when service is available?
- Maintenance terms: What work is scheduled, what counts as a repair, and how are urgent requests handled?
- Local requirements: Which licensing, safety or contractor obligations apply where the work takes place?
These are practical questions for clarifying scope, not a universal rating system. The contract and local requirements are more informative than a general description such as “construction and maintenance services.”

A simple comparison process can make those questions easier to use:
- Describe the need precisely. Identify whether the requirement is a new build, alteration, installation, repair, recurring upkeep or a wider facilities package. Name the building or system involved when you can.
- Match the work to the provider’s stated scope. Check whether the company covers the relevant trade or service, the project or building type, and the location. A firm’s general category is not a substitute for this check.
- Clarify delivery responsibility. Find out whether the provider performs the task itself or coordinates other contractors, and which party is responsible for each part of a package.
- Read the maintenance and response terms. For ongoing work, determine what is scheduled, what is treated as a repair, and how the contract describes urgent requests or service availability.
- Check local obligations. Licensing and contractor requirements vary by location. Confirm the requirements that apply to the work rather than relying on an example from another country.
These steps do not constitute an official procurement or compliance checklist. They follow from the fact that service scope varies by firm and contract, and that the examples in the sources come from different jurisdictions. They help identify unanswered questions before treating a broad service description as a commitment.
How should you compare providers?
Compare the scope and delivery arrangement, not just the words used to describe a company. Useful comparison points include the specific trade or facility services covered; whether the company performs or coordinates the work; the types of buildings or projects it serves; its geographic service area; and the contract’s maintenance and response terms. These prompts are inferred from the service types and procurement arrangements in the sources, not an official rating standard.

Likewise, a trade specialist and a broader contractor may have different roles in the same project. A fair comparison begins by checking that the proposed work matches the same need, then examining who is responsible for delivering it and what the agreement actually covers.
The reviewed research does not establish a standard price, industry-wide cost range, or universal way to price these services. It would therefore be misleading to infer a typical cost from the label “construction and maintenance services.” If considering proposals, compare the defined work and terms rather than assuming that broad category names represent equivalent offers.
Why do definitions vary by country and contract?
Government sources describe these services for different purposes. GSA’s categories reflect U.S. federal procurement; OSHA’s manual classifies U.S. establishments; business.gov.au gives Australian construction-business examples; and HMRC explains UK construction-industry terminology. None should be treated as a single worldwide definition of the industry.

For instance, GSA groups federal procurement into construction-related materials and services, facility-related materials, facilities purchase and lease, and facility-related services. That range helps show why “construction and maintenance” can cover more than building work, but it describes a U.S. federal purchasing taxonomy—not the universal scope of a private company. Licensing and contractor obligations also depend on location, so check the relevant local authority and the specific contract before relying on a general label.
The categories are also designed for different administrative purposes. A procurement taxonomy helps describe what a government buyer may purchase; an industry classification groups establishments; business guidance gives examples of construction businesses; and tax guidance may use terms for contractor relationships. These sources can illuminate the range of activity without creating one shared definition. Service catalogs and procurement arrangements can change, so current local requirements should be checked before making compliance decisions.

Do construction companies use subcontractors?
Some construction projects involve a main contractor paying subcontractors to perform parts of the work, as reflected in UK HMRC terminology. That does not mean every construction company subcontracts. Ask who will perform each part of the work.
How can I compare construction or maintenance providers?
Compare the specific services covered, who performs or coordinates them, the building or project types and locations served, and the contract’s maintenance and response terms. These are practical comparison prompts, not a universal rating system.
Are licensing and contractor requirements the same everywhere?
No universal requirement is established here. The sources come from the U.S., Australia and the UK and serve different purposes. Requirements depend on location and work, so check the relevant local authority and contract.

The Bottom Line
Construction and maintenance services companies can build, alter, install, repair and help care for buildings, infrastructure and facility systems. Their services may cover one trade or a wider package, but the company’s actual responsibilities come from its scope and contract.
