The official Dharavi Redevelopment Project (DRP) FAQ publishes general rules, but only your household’s written eligibility decision and allotment documents establish what you personally are being offered.
Start with the written offer, not a verbal assurance
Ask for a complete copy of every document connected with the offer: the eligibility decision, allotment letter, floor plan or area statement, possession notice, agreement and any payment or maintenance demand. Check that the same household names, structure identification and unit details appear throughout. If an officer, developer or intermediary gives you a different explanation verbally, request it in writing before signing.

The DRP FAQ is a useful statement of the published scheme position, but it is not an individual eligibility order. Your signed documents and the current rule governing your project route must be reconciled with that general information.

Eligibility is household- and record-specific. The DRP FAQ says eligibility is determined under Maharashtra Government Resolutions dated 16 May 2015 and 16 May 2018, using survey data held by DRP/SRA. The document list on the FAQ is expressly indicative, so surveyors or officials may request additional records.

Compare every name and identifying detail
- Names of all household members shown on the offer and eligibility record.
- The hutment, structure or household identification used in the survey.
- Your survey slip or photo pass and any acknowledgement number.
- The address or location description used in the records.
- The residential or commercial classification.
Small differences can matter. Check spelling, initials, changed surnames, deceased or added household members and whether the structure number in the offer is the one you actually occupied. Keep photocopies or scans of everything you submit and ask for a dated receipt when handing over an original.
Records commonly listed for residential cases
The FAQ’s indicative residential list includes a BMC survey slip or photo pass, electricity bill, electoral roll or election ID, BMC property-tax receipt, the specified revenue record, a registered slum cooperative society share certificate and Aadhaar. This is not a guarantee that possession of one document proves eligibility, nor is it a complete list for every case.
Commercial records are not the same
If the premises was used as a shop or other commercial unit, do not rely on the residential document list or residential area promise. Ask DRP/SRA to identify the records and classification used for your commercial case. Surveyors may ask for more documents than those named in the general FAQ.

Obtain the decision and any review route
Ask for the official written eligibility status, the rule or survey basis relied on, and the procedure for correcting an error. The DRP FAQ links an appeal form, but the material available here does not establish the current filing deadline or detailed procedure. Obtain those instructions directly from DRP/SRA and keep proof of submission.
2. Confirm whether the offer is residential or commercial
Area and payment rules differ according to classification. Do not accept a document that calls your premises residential when your records concern a commercial unit, or vice versa. Ask for the classification in writing and for the calculation used to reach the offered area.

Published residential statement
The DRP FAQ states: “All eligible residential hutment dwellers would be provided with a home of 350 sqft carpet area free of any charges.” Treat this as the published general entitlement statement for eligible residential hutment dwellers. Your household’s written determination and signed allotment papers still control the individual offer.
Published commercial calculation
| Existing commercial area | Published FAQ treatment |
|---|---|
| Up to 250 sq ft | Actual area, subject to a maximum of 225 sq ft. |
| More than 250 sq ft | 225 sq ft free; additional area follows a telescopic reduction method at a construction cost determined by the state. |
The commercial rule is not a simple one-for-one promise. Request a case-specific written calculation showing the measured existing area, free area, additional area, rate or cost basis and the authority approving it.
Measure only as a cross-check
You can use an ordinary retractable measuring tape to compare approximate room dimensions with the floor plan or offer. That exercise can reveal an obvious mismatch, but it cannot establish official carpet area, settle measurement conventions or replace an authorised measurement. Ask for the measurement method and an official explanation if the described unit appears inconsistent with the paperwork.
3. Confirm the location and exact unit identity
The DRP FAQ says eligible tenements are to be rehabilitated within the Dharavi Notified Area. Check the actual offer rather than assuming that a project described as Dharavi is in the required area.
Match these details on every document
- Building name or number.
- Wing or tower.
- Floor.
- Flat or unit number.
- Postal address and project name.
- Names of the allotted household members.
Visit the building if access is allowed and compare the unit number on the door, the allotment letter and the plan. The public FAQ does not disclose an individual resident’s assigned building or unit, so no general webpage can substitute for your personal allotment papers.

4. Inspect the home and common services before possession
No public page consulted establishes the condition, completion certificate, Occupation Certificate, actual measurement or possession date of an unnamed home. Inspect the specific unit and record what you see before signing a possession acknowledgement.
Use a written inspection list
- Walls, ceilings, floors, windows, doors, locks and visible cracks or water marks.
- Toilets, drainage points, traps and signs of leakage or backflow.
- Kitchen plumbing, taps, sinks and ventilation.
- Electrical meter, switches, sockets, distribution board and visible wiring.
- Water pressure and whether supply is available at a stated time.
- Staircases, lifts, corridors, lighting, fire exits and access routes.
- Common water, sewerage and electricity connections.
- Any unfinished work, debris, dampness or restricted access.
Photograph defects with the date visible where possible. Give the list to the responsible authority or project office and ask who will rectify each item, by what date and under what written undertaking. Do not describe the unit as complete or safe merely because a general project page says services are planned.
Ask about completion and occupation paperwork
Request the documents that lawfully permit occupation of the particular building and unit, and ask whether any condition remains outstanding. The relevant regulatory material describes water supply, sewerage and electricity for a particular urban-renewal rehabilitation component before shifting; that component-specific language should not be treated as proof that every DRP building has those services or certificates.
5. Read the agreement line by line
Do not sign a blank form, an incomplete annexure or an agreement that omits the unit identity. The regulatory PDF includes provisions for an individual agreement in relevant project components, but your offer may arise under a different route or a later order.
Confirm the commercial and possession terms
- Household names and the exact building, floor and unit number.
- Carpet area and the method used to calculate it.
- Whether the home is described as free of charges and what, if anything, is being demanded.
- Any one-time fee, recurring maintenance charge, utility deposit or other payment.
- Possession date, handover conditions and consequences of delay.
- Responsibility for defects and unfinished works.
- Maintenance arrangements and the date they begin.
- What happens if you decline, defer or cannot attend possession.
The FAQ calls the eligible residential home free of charges. If anyone asks for money, request an itemised written demand identifying its legal basis and the authority that approved it. Do not pay an intermediary merely because payment is described as necessary to secure the unit.

Check transfer restrictions
The returned DCPR material contains a ten-year restriction on selling, leasing, assigning or transferring a tenement under the cited scheme text. Because this is tied to particular provisions, read the exact clause in your agreement and ask DRP/SRA to confirm whether it governs your allotment, when the period starts and what transactions are prohibited. Do not assume that a rule from one component applies universally.
6. Understand the position if your record is marked ineligible
Do not treat an oral statement of “ineligible” as the final decision. Ask for the household-specific order, the survey or document reason, the effective date and the review or appeal process.
General alternative described in the FAQ
The DRP FAQ says that upper-floor hutments and hutments that came into existence after 1 January 2011 are ineligible for the stated in-area entitlement. It describes a 300 sq ft carpet-area home outside Dharavi under the state Affordable Rental Housing Policy, with a hire-purchase option, for the residential hutments in that described category.
This is a general FAQ summary, not a promise of a particular home. Ask for the exact alternative scheme, location, provider, rent or purchase instalments, deposit, maintenance, possession timetable and conditions in writing. The DRP project page also refers to a resolution dated 28 September 2022 for non-eligible residents; obtain the current resolution and the order applying it to your household rather than relying on a summary.

7. Compare two written offers without losing key differences
If you have an in-area rehabilitation offer and an alternative route, compare the documents using the same questions. A lower or higher number alone does not show which offer is better.

| Question | What to verify |
|---|---|
| Eligibility basis | Household names, structure identification, survey record and written status. |
| Classification | Residential or commercial, with the rule and calculation stated. |
| Area | Carpet area, measurement method and any paid additional area. |
| Location | Within or outside the Dharavi Notified Area, plus building and unit identity. |
| Readiness | Physical defects, water, sewerage, electricity and occupation documentation. |
| Tenure and money | Ownership or hire-purchase terms, charges, maintenance and transfer limits. |
| Process | Allotment, possession, refusal consequences and review or appeal route. |
Keep the offers and calculations together. A promise made in a meeting but absent from the document is difficult to enforce or verify later.
8. Know which general procedures cannot be assumed
A general MMR SRA FAQ says, for schemes within its scope, that lottery allotment follows an Occupation Certificate and that completed lottery units cannot be exchanged after possession. That material is not Dharavi-specific. Ask DRP/SRA whether either rule applies to your project before treating it as a condition of your offer.
Similarly, historical project counts do not establish present eligibility. The Dharavi Redevelopment Project page cites the 2007–08 Mashal Survey as recording approximately 49,643 slumdwellers: 39,208 residential and 10,435 commercial, plus 9,522 renewal tenements in chawls: 6,981 residential and 2,541 commercial. These are dated survey counts, not a current population total or proof that any individual household qualifies.
9. A practical signing-day checklist
- Bring the original offer, eligibility decision, survey documents and identity records, plus copies.
- Confirm every household name, structure reference, classification and unit number.
- Check the stated carpet area against the applicable residential or commercial rule.
- Inspect the actual unit and common services; photograph defects.
- Request written answers on water, sewerage, electricity, completion and occupation paperwork.
- Read every agreement page and annexure, including charges, maintenance, possession and transfer clauses.
- Ask for an itemised legal basis for any amount demanded.
- Write down the officer’s name, designation, office, date and document reference for each answer.
- Do not sign a possession or refusal document that contains an error; request correction first.
- Keep a complete signed copy and proof of every submission.
What the published material can—and cannot—tell you
The official material establishes general published entitlements and process descriptions, not the condition or legal status of a particular flat. It does not establish a current project-wide completion date, a verified current survey total, an unnamed resident’s allotment, the actual measurement of a unit, its Occupation Certificate, its possession date or the fees that may be demanded in an individual case.
Use the FAQ and applicable regulations to identify questions, then obtain the answers in your own written eligibility order, allotment letter, inspection record and agreement. If the documents conflict, pause before accepting possession and ask DRP/SRA for a written clarification or review route.
