A residential development project is a chain of decisions and approvals, not just the period when a crew is on site. It normally runs from defining the housing goal and testing a site, through concept design, planning or entitlement approval, detailed construction documents, permits, staged inspections, final occupancy approval, and handover for move-in and maintenance.

The sequence and document names depend on the jurisdiction, project scale, building type, and construction method. The examples below identify their location so you can use the framework without treating one city’s checklist as a universal legal process.

The residential development lifecycle at a glance

Stage What happens Typical output Primary participants
Project definition and site assessment Clarify the housing brief, investigate the land, and test whether the proposal is practical and permissible. Site information, feasibility findings, early budget and programme assumptions Owner or developer, designer, engineers and specialist advisers
Concept and planning approval Develop the proposal and submit the applicable development, planning or entitlement application. Planning decision, development approval or conditions requiring revisions Owner, design team, planning authority and sometimes the public
Detailed design and construction authorisation Turn the approved concept into coordinated construction documents and obtain building permits or an equivalent certificate. Issued, activated permits; approved drawings and specifications Architects, engineers, building department and other reviewing agencies
Site work and construction Prepare the site, build the structure, install services and complete the specified finishes. Physical building and site improvements General contractor, trades, consultants and inspectors
Inspections and corrections Authorities or certifiers check work at required stages and record any deficiencies for correction. Inspection approvals, correction notices and re-inspections where needed Inspectors or certifiers, contractor and design professionals
Final approval and occupancy Complete final inspections and obtain the document that permits lawful use. Certificate of occupancy, occupation certificate, certificate of compliance or local equivalent Building authority or certifier, owner and contractor
Handover, move-in and maintenance Close out documentation, transfer the building to its occupants and operate it safely. Handover records, warranties, manuals and a maintenance plan Owner, occupants, contractor and facility or property manager

These stages can overlap, but a later stage cannot normally replace an earlier approval. In particular, planning approval and construction authorisation are different milestones.

1. Define the project and test the site

Set the housing brief

Start by stating what the project must deliver: the number and type of homes, intended occupants, accessibility expectations, shared facilities, parking, outdoor space, target quality and any phasing. The brief gives the designer and cost team something testable instead of an undefined wish to “build housing.”

Investigate existing conditions

A feasibility review identifies what the land can support and what could make the proposal costly or impossible. Common inputs include the site boundary and survey, topography, existing buildings, access for construction vehicles, utility capacity, drainage, easements, environmental constraints and known hazards. Zoning, setbacks, height, density, heritage controls, flood requirements and other local rules must be checked against the actual address.

Austin’s project guidance places site study, finance gathering, designer discussions, conceptual planning, regulatory checks and property acquisition in its initial “Create Your Project” phase. That is a useful planning model, not a universal legal checklist. The information a planning office needs will vary with location and project type.

Decide whether to proceed

At the end of feasibility, the owner should have a documented set of assumptions and open risks: what is known, what needs a survey or specialist report, which approvals are likely, and which site conditions could change the design. This is the point to stop or redesign an unworkable scheme, before committing to construction drawings and contracts.

2. Develop the concept and obtain planning approval

Prepare the proposal

The design team turns the brief and site evidence into a concept showing the building footprint, massing, access, parking, landscaping, servicing and relationship to neighbours. A planning package may include drawings, statements, surveys, environmental information, drainage proposals and other documents required by the local authority.

Use the local pre-application route

Some authorities offer a pre-lodgement or preliminary review. New South Wales guidance separates pre-lodgement, application, assessment and determination. A pre-application discussion can expose missing reports or an unacceptable arrangement before the formal submission, but it is not the same as approval.

Understand assessment and conditions

During assessment, the authority may request amended drawings, technical reports or responses to public comments. Los Angeles describes its entitlement phase as running from application to development approval. The decision may approve the scheme, approve it with conditions, or refuse it. Conditions can affect the next design stage, such as required changes to access, drainage, fire protection, landscaping or utility connections.

There is no single correct way to implement a development project: the Los Angeles Bureau of Engineering Land Development Manual, revised August 24, 2026, expressly notes that agency processes vary. Treat the approval notice and its conditions as the controlling project documents for that jurisdiction.

3. Complete detailed design and secure construction permits

Convert the approved concept into buildable documents

After planning approval, architects and engineers coordinate the drawings and specifications needed to construct and inspect the work. Depending on the project, this can include structural calculations, civil and drainage plans, energy information, fire and life-safety systems, plumbing, mechanical and electrical layouts, accessibility details, materials and connection details.

Do not confuse planning approval with permission to build

Planning or development approval generally establishes that the use and broad proposal are acceptable. It does not, by itself, authorise construction. A building department or other regulator must review the detailed package against building codes and related requirements. Sacramento notes that building plan review can involve other city departments and outside agencies, including water and sewer authorities. In New South Wales, the comparable construction-stage document may be a construction certificate rather than a building permit.

Issue and activate the permits

Before breaking ground, confirm that required permits have actually been issued and, where the local system requires it, activated. Austin’s guidance specifically says permits must be issued and activated before construction starts. Keep the approved drawing set, permit conditions and inspection schedule available on site; building from an unapproved revision creates avoidable correction work.

4. Prepare the site and build

Site preparation and infrastructure

Construction commonly begins with site fencing, protection of neighbouring property, demolition or clearing where authorised, erosion control, excavation, grading and drainage. Underground water, sewer, stormwater, power, communications and other services may need to be installed or connected before the building is enclosed.

Foundations and structure

The project then moves through foundations, slabs or other substructure, followed by structural framing or the approved structural system. The design, soil conditions, local hazards and building type determine the exact sequence. A conventional wood-frame house follows a different review and inspection path from a prefabricated or modular unit; Sacramento’s guide explicitly treats modular and prefabricated construction separately.

Building systems and finishes

Plumbing, mechanical ventilation or heating and cooling, electrical systems, fire protection, insulation, weatherproofing, windows, walls, roofs and interior finishes are installed as the structure progresses. External works such as driveways, retaining structures, landscaping and final drainage connections may be essential to completion rather than optional decoration. The contractor must coordinate trades so concealed work is inspected before it is covered.

5. Coordinate inspections and correct findings

Inspections occur during the work

Inspections are scheduled at stages where compliance can still be seen. Sacramento’s conventional housing example lists site preparation, foundation, framing, insulation, applicable miscellaneous inspections, and final structural, plumbing, mechanical and electrical inspections. New South Wales examples include piers, slab, frame, stormwater, wet areas and a final inspection.

Your permit and inspecting authority determine which stages apply. A project may need extra inspections for fire systems, lifts, retaining walls, pools, accessibility or unusual construction. The contractor should request each inspection at the required point, provide safe access and avoid covering work that has not been approved.

Resolve deficiencies promptly

An inspection approval is not a substitute for construction supervision, and a failed inspection is not necessarily a project failure. The practical response is to record the finding, identify the responsible trade, correct the work to the approved documents or obtain an authorised revision, and arrange the required re-inspection. Changing the design in the field without approval can create a new compliance problem even if the finished work appears sound.

Consider independent inspection separately

Some owners commission an independent building inspection in addition to statutory inspections. New South Wales homeowner guidance mentions this option. An independent inspector can provide a separate condition or workmanship opinion, but that service does not replace mandatory authority inspections or the occupancy document.

6. Complete final approval and occupancy

Finish the approval record

Near completion, confirm that all required inspections are passed, outstanding notices are closed, approved changes are documented and certificates from specialist contractors are collected. Final checks commonly cover the completed structure and the plumbing, mechanical and electrical systems. The exact list depends on the permit and building type.

Obtain the local occupancy document

Once the authority or certifier is satisfied, it issues the document that permits use. Depending on the jurisdiction, it may be called a certificate of occupancy, occupation certificate, certificate of compliance or another equivalent. Austin describes successful final inspections leading to final permit status and occupancy or compliance documentation. Sacramento places occupancy after approval of all final inspections.

Occupancy approval means the building may be used under the applicable rules. It is not a guarantee that every finish is flawless, that a private contract has been fully performed, or that future maintenance will not be needed.

7. Handover, move-in and maintenance

Assemble the handover file

Before residents move in, organise the approved drawings, inspection records, occupancy document, warranties, product manuals, certificates, keys, access controls and information about shut-offs and emergency systems. Record unresolved contractual defects separately from regulatory approvals, with a person and date assigned to each action.

Plan the first days of operation

Test alarms, lighting, heating and cooling, water fixtures, drainage, access systems and appliances according to the project requirements. Give occupants instructions for emergency contacts, waste, parking, ventilation and reporting defects. For a multi-unit development, establish who controls common areas and how maintenance requests are logged.

Maintain the property

Long-term maintenance starts at handover. Schedule servicing for mechanical equipment, fire and life-safety systems, roofs, sealants, drainage, pumps and shared infrastructure. Keep records of inspections and repairs so later owners, managers and regulators can understand the building’s history.

Who does what?

  • Owner or developer: defines the brief, controls the land or acquisition, appoints the team, funds the work and coordinates applications and decisions.
  • Architects and engineers: develop the concept, detailed design, specifications and responses to technical review; they may also administer parts of the construction contract.
  • Planning and building authorities: assess land-use and code compliance, issue approvals or permits, set conditions and record inspections.
  • Contractor and trades: plan the build, manage safety and sequencing, install the work and arrange inspections in accordance with the approved documents.
  • Inspectors or certifiers: conduct required checks and determine whether the conditions for the applicable approval have been met.

Titles and legal responsibilities differ by jurisdiction. A person who designs the building is not automatically the person who approves it, and a contractor’s completion statement is not the same as an authority’s occupancy approval.

How the pathway changes by place and project

Example What the guidance illustrates Important qualification
Sacramento, California Conventional wood-frame housing moves through plan review, staged inspections and final structural, plumbing, mechanical and electrical approvals before occupancy. Prefabricated and modular units have a separate review and inspection process; other project types may differ.
Austin, Texas The project is framed from creation and site checks through permits, inspections, final permit status and occupancy or compliance documentation. The guidance is a city example and says permits must be issued and activated before construction starts.
Los Angeles, California Entitlement runs from application to development approval, followed by implementation through the relevant agencies. The Land Development Manual, revised August 24, 2026, emphasises that there is no single correct implementation route.
New South Wales, Australia The process is described as pre-lodgement, application, assessment, determination, construction certification, inspections and an occupation certificate. Document names and the roles of certifiers are specific to the NSW framework and should not be transplanted elsewhere.

The useful comparison is not which location has the “right” process. Compare the deciding authority, project type and scale, approval sequence, inspection responsibility and occupancy document required before use.

A practical owner’s checklist

  1. Write the housing brief and identify the decision-maker for the project.
  2. Confirm ownership or acquisition conditions and gather a current survey and site information.
  3. Check zoning, development controls, access, utilities, drainage, environmental constraints and any heritage or hazard rules.
  4. Ask the local authority what pre-application, planning and technical submissions are required.
  5. Develop the concept, submit the planning or entitlement application and track every condition of approval.
  6. Have the design team produce coordinated construction documents and submit them for building review.
  7. Verify that every required permit or certificate is issued and activated before work starts.
  8. Agree the construction sequence, inspection hold points, responsibilities for corrections and document-control procedure with the contractor.
  9. Keep inspection records, approved revisions, certificates and specialist reports in one controlled project file.
  10. Complete final inspections, close deficiencies and obtain the occupancy or equivalent use document.
  11. Prepare handover information, warranties, operating instructions and a maintenance schedule before move-in.

Common failure points and practical fixes

Starting from an attractive concept that cannot be approved

Symptom: the preferred layout conflicts with zoning, access, drainage or environmental constraints. Fix: complete site and regulatory checks before committing to detailed drawings, then revise the concept while changes are inexpensive.

Assuming planning approval is a building permit

Symptom: a contractor is ready to mobilise but the construction package is still under building review. Fix: track planning approval, construction documents, permit issuance and permit activation as separate gates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Covering work before inspection

Symptom: walls, slabs or services must be opened because an inspection was missed. Fix: put inspection hold points in the programme and require the site manager to release concealed work only after the relevant approval is recorded.

Building from an outdated drawing

Symptom: field work differs from the approved set, creating rework or a need for retrospective approval. Fix: use one controlled drawing register and submit material changes through the authority’s formal revision process.

Treating occupancy as a workmanship warranty

Symptom: an owner assumes the occupancy document resolves private defects or maintenance obligations. Fix: keep the regulatory closeout file and the contractual defects list separate, and manage both through handover.

What cannot be standardised

Official guidance for Los Angeles and Sacramento in California, Austin in Texas and New South Wales shows why a universal timeline, price or checklist would be misleading. The required reports, fees, review sequence, inspection stages, certifier role and final document change with location, scale, use, construction type and current regulations. No general duration or cost figure applies to every residential development. Check the current requirements with the planning and building authorities that govern the actual site.
