What Counts as Zero Waste in Construction? Diversion Rates, Reuse and Disposal Explained

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Zero waste in construction is a documented system for preventing material use, reusing and salvaging products, recycling clean streams, and safely managing the small residual that cannot be recovered. It is not simply a claim that a project sent little to landfill. A credible claim identifies every material stream, measures the total generated, records destinations and end markets, discloses contamination and exclusions, and demonstrates compliance with applicable permits and laws.

The first priority is source reduction: preserve existing structures, design only the space and materials needed, standardize components, reduce packaging, and make future adaptation or disassembly possible. Recovery comes next. Disposal is the residual pathway, not something hidden by an impressive-looking percentage.

What “zero waste” means on a construction project

Construction waste management follows a hierarchy. The highest-value action prevents waste before materials arrive. Reuse and salvage preserve more of a product’s original value than processing it into a new raw material. Recycling is valuable when a clean stream reaches a legitimate end market. Disposal is used for materials that cannot be safely or practically recovered.

The U.S. Environmental Protection Agency (EPA) describes the benefit this way: “Source reduction reduces life-cycle material use, energy use and waste generation.” That includes retaining an existing building instead of demolishing it, right-sizing a design, ordering accurately, using standard-size or modular components, reducing finishes and packaging, and buying only what the project can use.

Zero-waste language should therefore describe a management approach and its evidence. A project with a high landfill-diversion percentage can still have poor performance if the denominator is incomplete, materials are contaminated, recovery is only an estimate, or the claimed destination is not a real end market.

How to calculate a construction diversion rate

USGBC publishes this equation:

Diversion rate = (Total waste diverted from landfill ÷ Total waste produced by the project) × 100

Use one unit system for every term. Weight is generally the most defensible approach; volume can be used only when it is measured consistently and the governing program permits it.

Worked example

If a project generates 100 tons of covered waste and 82 tons are reused, salvaged, donated, or recycled, its diversion rate is 82%. The remaining 18 tons are disposal. The project should also report the absolute quantities, not just the percentage, because a small project can achieve a high rate while handling far less material than a large project.

What belongs in the denominator

Start by defining the governing program and scope. Include every covered load leaving the site, on-site reuse that the program recognizes, and materials salvaged for another project when the program accepts that pathway. Keep excluded categories separate rather than silently removing them. Excavated soil, land-clearing debris, hazardous waste, and landscaping materials may be excluded or treated differently by a rating system, while state and local rules can impose broader requirements.

Weight, volume, and mixed loads

Obtain scale tickets whenever possible. For loads without a scale, use a consistent, documented volume-to-weight method rather than changing estimates from load to load. A mixed-waste facility should provide a project-specific measured rate or a regulated facility average. Visual inspection by the project team alone is not acceptable for the USGBC credit.

Which activities count as diversion

Direct reuse, salvage, and donation

Programs commonly count products that remain in use without being processed: doors, hardware, appliances, fixtures, wood, brick, concrete elements, insulation, paint, and packaging can be carefully removed and reused on the project, transferred to another project, or donated. Retain receipts or signed records from the recipient, and document quantities and condition.

Recycling

Clean, separated streams such as metals, concrete, asphalt, wood, gypsum, cardboard, glass, and plastics can count when the applicable program accepts them and a verified facility actually processes them. Ask the facility about permits, licensing, third-party certification, its measurement method, and the end markets for the material. A “recycling” label on a hauler invoice is not, by itself, proof of recovery.

What does not automatically count

Alternative daily cover (ADC) is included in total construction and demolition waste but does not count as diversion in USGBC calculations. Waste-to-energy and incineration are also excluded from diversion under current TRUE construction guidance. Materials sent to an unpermitted facility, released to the environment, or rejected because of contamination should not be presented as successful recovery.

The construction waste hierarchy in practice

1. Prevent waste before procurement

  • Preserve existing structures and finishes where feasible instead of demolishing and replacing them.
  • Optimize building size and coordinate drawings so orders match actual quantities.
  • Use standard-size, modular, and prefabricated components to reduce off-cuts.
  • Reduce unnecessary finishes, temporary materials, and packaging.
  • Set procurement rules for returnable pallets, reusable protection, and supplier take-back.

2. Design for future reuse and disassembly

Design connections that are accessible and reversible rather than permanently bonding incompatible materials. Minimize assemblies that cannot be separated, document as-built conditions, and maintain a materials record so a future owner can identify products and remove them without destroying adjacent work. Adaptable floor plans and serviceable components extend the useful life of the building and prevent future demolition waste.

3. Deconstruct and salvage

Deconstruction replaces uncontrolled demolition with careful dismantling. EPA defines it as “the process of carefully dismantling buildings to salvage components for reuse and recycling.” Sequence the work so reusable items are removed before structural demolition, inspect for hazards, protect recovered products, and record where each item goes. Reuse is usually a higher-value outcome than grinding or melting a product into feedstock.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Recycle clean streams

Provide clearly labeled containers close to the work, train crews on acceptable materials, and keep gypsum, wood, metals, concrete, cardboard, glass, and plastics separated when local markets require it. Contamination can downgrade an entire load, so the waste plan should state what is prohibited, how rejected loads are handled, and who checks containers.

5. Dispose of residuals safely

Use permitted facilities for material that cannot be recovered. Asbestos, lead, contaminated soil, and other regulated hazardous materials require specialized identification, handling, transport, and disposal under applicable requirements. Never mix hazardous materials into ordinary construction containers to improve a diversion statistic.

Published benchmarks: what the percentages actually mean

Program or statistic Threshold or figure How to interpret it
EPA, United States, 2018 About 600 million tons of construction and demolition debris; demolition produced more than 90%, construction less than 10%. A national generation estimate, not a project certification threshold.
EPA, United States, 2018 Just over 455 million tons directed to a next use and just under 145 million tons sent to landfills; aggregate was the main next use. Shows national material flows; “next use” is broader than every rating system’s definition of diversion.
USGBC LEED v4.1 C&D examples At least 50% diversion across three material streams for one point; 75% across four streams for two points. Credit thresholds, not a universal legal definition of zero waste. Certified-commingled options have separate stream and facility-certification conditions.
GBCI TRUE construction guidance, updated January 2025 90% or greater average diversion by weight. A certification benchmark that excludes landfill, incineration or waste-to-energy, and releases to the environment; it is not proof that every project claiming 90% eliminated all disposal.
EPA Recycling Economic Information Report, 2016 (2012 data) 175,000 jobs associated with recycling construction and demolition materials in 2012. An economic-impact figure for recycling activity, not a project diversion target.

When comparing a percentage, check the denominator and unit, included and excluded categories, number and quality of material streams, whether direct reuse is separated from recycling, the destination and end-market evidence, contamination, documentation, and the legal and geographic scope. Two projects can report the same percentage while managing very different quantities and outcomes.

How to build an auditable zero-waste plan

  1. Set the scope before work starts. Name the rating system or contract requirement, define covered and excluded materials, choose weight or a consistent volume method, and set the target.
  2. Map streams and destinations. List expected materials, containers, haulers, reuse recipients, recycling facilities, donation organizations, and permitted disposal sites. Confirm each facility’s acceptance rules and end markets.
  3. Assign responsibilities. Identify the person who trains crews, checks containers, approves haulers, receives tickets, investigates rejected loads, and reconciles the monthly report.
  4. Measure every movement. Keep scale tickets or documented estimates for each load. Record on-site reuse, off-site salvage, donations, recycling, recovery, disposal, and any rejected or returned load separately.
  5. Retain evidence. File hauler reports, facility methodology, permits, receipts from reuse or donation recipients, contamination records, and photographs or inspection logs where useful.
  6. Reconcile the mass balance. Diverted material plus disposed material should equal total generated for the covered scope. Show excluded or regulated categories in a separate line instead of allowing them to disappear from the calculation.
  7. Report both rate and quantity. State the percentage, absolute tons or cubic yards, calculation period, measurement method, destinations, contamination, and any commingled-facility average, waste-to-energy, or ADC treatment.

Material-specific decisions and common cautions

Material or stream Preferred pathway Control to document
Doors, fixtures, appliances, hardware Careful removal and direct reuse or donation Condition, quantity, recipient, and safety inspection
Wood and brick Reuse first; recycle clean material when reuse is not practical Keep treated, painted, and contaminated pieces out of unsuitable markets
Concrete and asphalt On-site reuse or processing into aggregate through a verified facility Track weight and confirm the facility’s permitted use
Metals Separate collection for established scrap markets Prevent contamination and retain scale tickets
Gypsum, cardboard, glass, plastics Separate recycling where a legitimate local market exists Follow facility specifications; rejected loads may become disposal
Asbestos, lead, contaminated soil, and other hazardous materials Specialized regulated handling and disposal Use licensed contractors and required manifests; do not count unsafe handling as diversion
Excavated soil, land-clearing debris, landscaping materials Follow the project’s rating-system scope and local rules Report separately when excluded or treated differently

Claims that sound like zero waste but are not enough

  • “The hauler says 95%.” Request the project-specific measurement, facility method, load records, and end-market evidence. An estimated rate without documentation is not an auditable result.
  • “Everything went to a recycling facility.” Destination alone does not establish that material was actually recovered. Ask what was accepted, rejected, processed, and sold or used.
  • “The landfill tonnage is tiny.” A small disposal figure can result from excluding soil, hazardous waste, landscaping, or other large categories. Publish the exclusions and the governing rule.
  • “The project achieved 90%, so it is zero waste.” TRUE’s 90% is a certification benchmark with defined exclusions and documentation requirements, not a universal legal definition or proof of no disposal.
  • “Mixed loads are recyclable.” Commingling may be allowed only under specific program and facility conditions. Use a measured project rate or a regulated facility average and disclose the method.

What a defensible project statement looks like

A credible statement identifies the period and scope, such as: “For the covered construction materials generated from March through November, the project measured 820 tons. It diverted 738 tons (90%) by weight through on-site reuse, documented salvage, donation, and verified recycling; 82 tons went to permitted disposal. Excavated soil and hazardous materials were reported separately under the applicable program. The calculation uses scale tickets, recipient receipts, facility methodology, and contamination records.”

This format lets an owner, auditor, regulator, or future project team test the claim. It also makes clear that “zero waste” is a continuing management discipline: prevention and reuse are designed into the job, recovery pathways are verified, and residual disposal is disclosed rather than disguised.

Frequently Asked Questions

Does reuse count as construction-waste diversion?

Usually, yes, when the applicable program accepts direct reuse, salvage, or donation and the project documents quantities and recipients. The governing rating system and its exclusions control the final calculation.

What percentage is considered zero waste in construction?

There is no universal legal percentage. LEED v4.1 examples use 50% across three streams or 75% across four streams for credits. TRUE construction guidance, updated January 2025, requires a 90% or greater average diversion by weight under its defined scope and documentation rules.

Can alternative daily cover count as diversion?

No for USGBC calculations. ADC belongs in total covered construction and demolition waste but is not counted as diverted.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can waste-to-energy count toward a zero-waste claim?

Not under current TRUE construction guidance, which excludes incineration or waste-to-energy from diversion. Other programs may define recovery differently, so name the governing program.

What records should a project keep?

Keep scale tickets or consistent volume estimates, hauler reports, facility measurement methods, permits, reuse and donation receipts, contamination and rejected-load records, and a reconciliation showing diverted plus disposed material equals total generated for the covered scope.
