Construction and demolition (C&D) waste is material generated while constructing, renovating, repairing or demolishing buildings and civil-engineering structures. It commonly includes concrete, wood, asphalt, drywall gypsum, metals, brick, glass, plastics, fixtures and, in some jurisdictions, land-clearing material.
After leaving a job site, a load may be salvaged for reuse, recycled or otherwise processed into a new use, or disposed of in a permitted C&D landfill. There is no universal destination: the material’s condition, contamination, sorting, local markets, state rules and the receiving facility’s acceptance list determine the practical route.

What the term construction and demolition waste covers
The U.S. Environmental Protection Agency (EPA) uses C&D debris as an umbrella for waste generated during construction, renovation and demolition. The definition applies to buildings and to civil-engineering projects such as streets, highways, bridges, utility plants, piers and dams. A new house, a commercial fit-out, a bridge replacement and the demolition of an old warehouse can all generate C&D material.

“Construction debris” and “demolition debris” are everyday terms rather than a guarantee of legal classification. A state, county or municipality may define the boundary differently, particularly for land-clearing material. Therefore, the national description below is a useful orientation, not a ruling on whether a particular load is legal to place in a particular container.

| Material or source | Typical examples | Important qualification |
|---|---|---|
| Concrete and masonry | Slabs, footings, sidewalks, curbs, brick and block | Clean, separated material is more likely to be accepted for crushing or aggregate use than mixed or contaminated rubble. |
| Asphalt | Road pavement, driveways and asphalt roofing shingles | Road millings and shingles may have different specifications and receiving facilities. |
| Wood | Framing, flooring, pallets, cabinets and demolition lumber | Paint, preservatives, fasteners and rot affect whether wood can be reused, chipped or landfilled. |
| Gypsum | Drywall and plasterboard core material | Wet, moldy or heavily contaminated sheets may not qualify for a gypsum-specific recycling route. |
| Metals | Steel studs, rebar, pipe, wire, appliances and aluminum | Separating metals from other debris generally improves recovery and may be required by the buyer. |
| Glass and plastics | Windows, glazing, pipe, siding and packaging | Acceptance depends on type, cleanliness and local processing capacity. |
| Salvageable components | Doors, windows, plumbing fixtures, cabinets and architectural items | Reuse requires sound condition, careful removal and a recipient that wants the item. |
| Land-clearing material | Trees, stumps, brush, earth and rock | Some jurisdictions include it in C&D rules; others regulate it separately. |
The list is not exhaustive. A single project can generate several distinct streams, and the same object can move into different regulatory categories depending on its condition and contamination.
Why the legal definition can differ from the everyday one
People often call everything removed from a construction site “C&D waste.” Regulations are more precise. EPA’s older methodology work documents that states have used different definitions, including different treatment of trees, stumps, soil and other land-clearing debris. A load that is ordinary C&D debris in one jurisdiction may be classified as clean fill, yard debris, inert material or another waste stream elsewhere.
That distinction affects the container you can use, the transporter’s paperwork, the facility that may accept the load and whether a permit is required. Do not rely solely on a hauler’s generic description such as “construction bin.” Ask the local solid-waste authority and the receiving facility how they classify the specific material, especially when soil, rock, vegetation, roofing, treated wood or demolition debris is present.

Where C&D material goes
EPA describes C&D materials as capable of being diverted from disposal into productive uses. In practical terms, there are three broad destinations: reuse or salvage, recycling or another form of processing for a next use, and disposal in a permitted landfill. These are categories, not guarantees. A facility may reject a material because it is mixed, wet, contaminated, too small in volume or outside the facility’s current market.
| Destination | What happens | Conditions that commonly matter | Result |
|---|---|---|---|
| Reuse or salvage | Components or materials are used again with little or no reprocessing. | Sound condition, safe removal, dimensions, code requirements, storage and a willing recipient. | The original item remains in service or is installed elsewhere. |
| Recycling or other next use | Material is sorted, cleaned, crushed, chipped, melted or otherwise processed. | Material type, contamination, moisture, particle size, quantity and local market demand. | Recovered aggregate, metal feedstock, wood product, gypsum feedstock or another usable input. |
| C&D landfill disposal | Unusable or unaccepted debris is placed in a permitted disposal facility. | Waste classification, facility permit, prohibited materials, load inspection and state requirements. | Long-term disposal rather than recovery. |
Reuse and salvage
Salvage is the highest-value route for many intact components because it avoids the processing needed to turn them into a raw material. A carefully removed door, light fixture, plumbing fitting, cabinet or structural element can be reused on the same project or transferred to another user. Reuse is not automatic: items must be safe, undamaged enough for their intended use and acceptable under applicable building or electrical requirements.

Plan salvage before demolition. Identify items, photograph them, confirm dimensions and arrange a destination before removal. If a component has no recipient, storing it on site can create additional handling damage and may simply postpone disposal.
Recycling and other next uses
Recycling facilities may sort mixed loads or may require source-separated material. Concrete and brick can be crushed into aggregate; asphalt can be processed for pavement-related uses; metals can enter established scrap markets; clean wood may be chipped or processed into other products; and some drywall can be directed to gypsum recovery. The exact specification is facility-specific.

A receiving plant may reject loads with excessive soil, trash, asbestos-containing material, wet drywall, treated wood or other contaminants. Ask what the facility accepts in the material’s present condition and whether it requires separate bins.
C&D landfill disposal
A C&D landfill is designed for construction and demolition debris rather than ordinary household garbage. EPA’s description states: “A C&D landfill receives construction and demolition debris, which typically consists of roadwork material, excavated material, demolition waste, construction/renovation waste, and site clearance waste (40 CFR section 258.2).”
Landfill disposal is the appropriate route when material cannot be safely reused or processed, or when no permitted recovery outlet accepts it. The facility still controls what enters. It may prohibit liquids, tires, batteries, certain appliances, asbestos-containing materials, lead-contaminated debris or other regulated wastes unless it has the specific authorization and controls required for them.

How to determine the correct destination for a project load
- Inventory what the work will generate. List concrete, asphalt, wood, drywall, metals, fixtures, soil, rock, vegetation and mixed trash separately. Note whether each stream comes from construction, renovation, demolition or clearing.
- Keep recoverable materials apart. Use separate piles or containers for clean masonry, metals, wood, cardboard, drywall and salvageable fixtures when space and site safety allow. Separation reduces contamination and makes a facility’s acceptance decision clearer.
- Inspect for hazardous or regulated components. Before disturbing older buildings, identify the possibility of asbestos-containing materials, lead-based paint debris, mercury devices, refrigerants, chemicals and treated materials. Do not put suspect material into a general C&D container.
- Confirm the jurisdiction’s classification. Contact the state or local solid-waste authority when land-clearing debris, excavated soil, contaminated material or unusual demolition waste is involved. Ask whether special permits, testing or transport documentation apply.
- Call the receiving facility before loading. Provide the material type, estimated quantity, contamination status and whether the load will be mixed. Confirm accepted materials, prohibited items, container rules, hours and any inspection requirements.
- Choose a transporter that can document the route. Retain the facility name, weigh tickets, manifests or receipts and the date of delivery. Documentation helps demonstrate where the material went if a project owner, regulator or client asks.
- Recheck the load when conditions change. A demolition discovery, unexpected soil contamination or a wet-weather collapse can change the classification and destination. Pause loading and obtain new instructions rather than blending the material into a previously approved stream.
Typical pathways by material
Concrete, brick and asphalt
Clean concrete, brick and block are often candidates for crushing into aggregate. Asphalt pavement and roofing shingles may have separate specifications. Remove obvious trash, soil and wood where the facility requires it. Reinforcing steel may be recovered during processing, but a facility may ask that large pieces or embedded materials be handled in a particular way.
Recommended Free Tools
Wood
Undamaged lumber can be salvaged. Other clean wood may be chipped or processed, while painted, chemically treated, rotten or heavily contaminated wood may have fewer outlets. Do not assume that all “wood” belongs in the same recycling stream; preservatives, paint and demolition residues can change the permitted route.
Drywall and gypsum
New, clean drywall off-cuts are easier to manage than demolition drywall. Moisture, mold, joint compound, insulation, fasteners and paint can affect acceptance. Keep gypsum separate if a local facility requests it, and confirm whether demolition drywall is accepted at all.
Metals
Steel, copper, aluminum and other metals usually have established recovery markets, but they still benefit from separation. Remove attached nonmetal components when practical and safe. Appliances, tanks, wires and fixtures can contain refrigerants, oils, mercury switches or other regulated components, so ask the receiving facility before treating them as ordinary scrap.
Fixtures, windows and doors
These are potential salvage items rather than automatic recycling. Protect them during removal, record their dimensions and condition, and verify that a reuse outlet can accept them. Broken glass, damaged frames or obsolete equipment may instead require a specialized processor or landfill route.

Soil, rock, trees and stumps
Excavated earth and rock may be useful as fill or aggregate when clean and accepted for that purpose. Trees, brush and stumps may be regulated separately from building debris. Because land-clearing definitions vary, confirm the local category before combining these materials with demolition waste.
Mixed loads
A mixed container is convenient but gives the receiving facility more reasons to reject or downgrade the load. If separation at the source is impossible, ask whether the facility sorts mixed C&D and what contaminants trigger rejection. Never use a mixed C&D container as a substitute for hazardous-waste collection.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Contamination, asbestos and other regulated material
C&D debris should not be treated as automatically nonhazardous. EPA’s landfill guidance specifically addresses hazardous-waste limits and identifies lead- and asbestos-containing building materials as regulated concerns. Older buildings may also contain mercury, refrigerants, solvents, fuel residues, fluorescent-lamp components or other materials subject to separate handling rules.
If suspect asbestos-containing material or lead-contaminated debris is discovered, stop ordinary loading in that area and contact a qualified inspector, abatement contractor or the relevant authority. Keep the material isolated, prevent dust and follow the required packaging, labeling, transporter and disposal procedures. A C&D landfill may not accept it unless the facility is permitted and equipped for that waste.
Contamination can also be nonhazardous but still consequential. Food waste, household trash, excessive soil, wet insulation, moldy drywall and liquids can cause a load intended for recycling to be rejected. Facility staff, not the generator’s informal description, make the final acceptance decision.

What a C&D landfill is—and is not
C&D landfills receive defined categories of debris, commonly including roadwork material, excavated material, demolition waste, construction and renovation waste and site-clearance waste. They operate under permits and operating requirements. EPA explains that C&D landfills do not receive hazardous waste unless they meet applicable standards and are permitted to receive it.
Federal requirements are only a baseline. States oversee solid-waste disposal and may impose stricter rules, additional testing, special liner or monitoring requirements, or different definitions of acceptable debris. A facility’s public sign or website may summarize its service, but the current accepted-material list and permit conditions control a particular load.
How large is the C&D waste stream?
EPA estimated that the United States generated approximately 600 million tons of C&D debris in 2018, more than twice the amount of municipal solid waste generated that year. This is a historical national estimate, not a current annual total and not a prediction for an individual state or project.
EPA’s 2020 management report used federal, state, local and industry information to estimate material sent to “next use” or landfills for the report’s study period, including 2015 data. Those estimates describe the methods and period covered by that report; they should not be read as today’s destination percentages. Generation and management are different measurements: the amount produced is not the same as the amount recycled, reused or landfilled.
Examples of how the destination decision changes
Kitchen renovation
Cabinets, appliances, plumbing fixtures and doors may be salvageable if removed intact. Clean metal can go to a scrap outlet, while mixed drywall and flooring may require a C&D processor. Refrigerants, oils or mercury-containing components in appliances require confirmation before disposal.
Commercial building demolition
The contractor may sequence a hazardous-material survey, salvage, selective demolition and structural demolition. Metals, concrete, brick and clean wood can be separated for recovery. Painted or treated materials, insulation and suspect asbestos-containing products must follow their own requirements. The remaining mixed debris goes only to a facility that accepts that composition.
Road reconstruction
Asphalt millings, concrete pavement, excavated soil and guardrail metal are distinct streams. Each may have a different processor or specification. Soil that looks clean may still require testing or approval before being used as fill elsewhere.

Quick Recap
Project checklist
- Identify every material expected from construction, renovation, demolition and clearing.
- Separate clean, valuable or easily recyclable streams at the source where practical.
- Screen older structures for asbestos, lead and other regulated materials before disturbance.
- Ask the authority having jurisdiction how it classifies soil, rock, vegetation and unusual debris.
- Give the receiving facility an honest description of the load, including contamination and moisture.
- Verify the facility’s permit, accepted-material list and current instructions before delivery.
- Keep receipts, weigh tickets and other route documentation.
- Never assume that a material is recyclable, reusable or accepted simply because it appears on a general C&D list.
